Why disbursement of N5bn mining fund was<br />

stalled — Minister<br />

THE Minister of Mines and<br />

Steel Development,<br />

Architect Olamilekan Adegbite,<br />

has indicated that lack of suitable<br />

model may have hindered the<br />

disbursement of Nigeria’s N5<br />

billion mining fund, three years<br />

after it was put in place.<br />

Adegbite had explained <strong>to</strong><br />

newsmen yesterday, ahead of<br />

the 4th Annual Nigeria Mining<br />

Week, that the Solid Mineral<br />

Development Fund, SMDF,<br />

seed fund was targeted at<br />

helping miners <strong>to</strong> develop their<br />

business, especially the artisanal<br />

and small scale miners.<br />

He stated: “I must admit that<br />

three years after, the money has<br />

not been disbursed, but the good<br />

thing is that it is intact. There is<br />

only one disbursement from that<br />

money. I think a quarry in Oyo<br />

State was able <strong>to</strong> access that<br />

fund, which was N95 million.<br />

“We have the problem in<br />

designing a model that would<br />

work. There is this tendency that<br />

government money is part of the<br />

national cake. So, we are careful<br />

not <strong>to</strong> throw the money away.”<br />

He also said the money is with<br />

the Bank of Industry, and the<br />

Bank of Industry is supposed <strong>to</strong><br />

match that fund with another<br />

N2.5 billion <strong>to</strong> bring up the <strong>to</strong>tal<br />

disbursable money <strong>to</strong> N5 billion.<br />

However, he stated: “We are<br />

designing some programmes <strong>to</strong><br />

accelerate the disbursement of<br />

this money now. We are<br />

encouraging the miners <strong>to</strong> go<br />

in<strong>to</strong> cooperatives because this<br />

supposed <strong>to</strong> be accessed easily<br />

at low interest rates.”<br />

“Also we are thinking of<br />

equipment leasing so that some<br />

of this money can be acquired<br />

equipment and some of this<br />

equipment will be placed<br />

strategically all over the country<br />

Electricity: TCN approves 1,000mw<br />

underground supply <strong>to</strong> Eko Atlantic City<br />

THE Transmission Compa<br />

ny of Nigeria, TCN, has<br />

said it will supply Eko Atlantic<br />

City in Vic<strong>to</strong>ria Island, Lagos,<br />

about 1,000Megawatts,<br />

MW, of electricity from the grid<br />

under its Eligible Cus<strong>to</strong>mers<br />

arrangement.<br />

The Managing Direc<strong>to</strong>r<br />

of TCN, Dr Usman<br />

Mahammed, who<br />

disclosed this <strong>to</strong> newsmen<br />

during a <strong>to</strong>ur at<br />

the terri<strong>to</strong>ry, said that<br />

the connection will be<br />

an underground arrangement<br />

from Alagbon<br />

Transmission station<br />

at Ikoyi <strong>to</strong> the City.<br />

He said: “We have<br />

conducted a study under<br />

which we want <strong>to</strong><br />

supply Eko Atlantic<br />

City directly from the<br />

grid. The study conducted<br />

shown that<br />

gradually the energy<br />

required by the city<br />

will be closed <strong>to</strong><br />

1,000mw.<br />

“TCN will build a<br />

330kva double circuit<br />

line from Lekki <strong>to</strong> the<br />

city, but we are going<br />

<strong>to</strong> step down and supply<br />

them at this time at<br />

132 so that when the<br />

need for 330 comes up<br />

in future we don’t need <strong>to</strong><br />

build a new line.<br />

“We will only add the transformers,<br />

meaning that we will<br />

just build a substation at<br />

330kva. TCN had placed an<br />

advert for the pre-qualification<br />

of contrac<strong>to</strong>rs for both lines and<br />

the substation.<br />

“We have already advertised<br />

for the pre-qualification of contrac<strong>to</strong>rs<br />

for both lines and substation.<br />

We are working closely<br />

with Lagos State Government<br />

and they have given us<br />

all the support we need and<br />

the ‘Right of Way’ has been<br />

established and we are working<br />

<strong>to</strong> ensure that we realize<br />

it.<br />

“At present we will connect<br />

them <strong>to</strong> about 30mw, which<br />

will later increase <strong>to</strong> 1,000MW.<br />

All arrangements that will<br />

make it reach 1,000mw is what<br />

we are putting in place.<br />

“Under the Eligible Cus<strong>to</strong>mer<br />

arrangement, Eko Atlantic<br />

City is going <strong>to</strong> be connected<br />

directly <strong>to</strong> the grid. So, there<br />

is no Distribution Companies<br />

(DISCOs) requirement.<br />

“At present we have about<br />

eight companies under eligible<br />

cus<strong>to</strong>mers’ arrangement<br />

and what we signed for them<br />

is closed <strong>to</strong> 200mw. But they<br />

are not taking up <strong>to</strong> 200mw<br />

because some of them being<br />

dealers have decried the unrestricted<br />

THE Nigerian National<br />

(NNPC) has expressed readiness<br />

<strong>to</strong> collaborate with the<br />

African Export and Import<br />

Bank (AFREXIMBANK) or<br />

any financial institution willing<br />

<strong>to</strong> finance its critical<br />

projects, especially refineries<br />

rehabilitation, downstream infrastructure,<br />

including pipelines.<br />

The Group Managing Direc<strong>to</strong>r<br />

of the Corporation, Mallam<br />

Melle Kyari, stated this when<br />

he played host <strong>to</strong> the Executive<br />

Vice President of AFREX-<br />

IMBANK, Mr. Amr Kamel,<br />

and other <strong>to</strong>p officials of the<br />

bank who paid him a business<br />

visit at the NNPC Towers, a<br />

release by NNPC Acting<br />

Group General Manager,<br />

Group Public Affairs Division,<br />

Mr. Samson Makoji, stated<br />

<strong>to</strong>day in Abuja.<br />

Speaking in response <strong>to</strong> the<br />

AFREXIMBANK boss’ desire<br />

<strong>to</strong> participate in the Nigerian<br />

Oil and Gas Industry, Mallam<br />

Kyari said the corporation was<br />

open <strong>to</strong> financial and technical<br />

partnership with reputable<br />

financial institutions like the<br />

“We have a number of financing<br />

needs; it depends on how<br />

much you are bringing <strong>to</strong> the<br />

table. We need support particularly<br />

in refineries rehabilitation,<br />

depot optimization and<br />

pipelines financing”, the<br />

GMD stated. He assured the<br />

team of his readiness <strong>to</strong> work<br />

with the bank, adding: “We<br />

will provide you with basic information.<br />

We are ready <strong>to</strong> talk<br />

<strong>to</strong> you”.<br />

Speaking earlier, Amr Kamel<br />

said he was in NNPC <strong>to</strong> congratulate<br />

the GMD and his<br />

management team on behalf of<br />

the board and management of<br />

the bank. He said the bank’s<br />

management team thought it<br />

imperative <strong>to</strong> interact with<br />

NNPC, being a key player in<br />

one of the most viable sec<strong>to</strong>rs<br />

of the Nigerian economy<br />

which is the largest in Africa,<br />

with a view <strong>to</strong> seeking collaboration<br />

on ways <strong>to</strong> further grow<br />

the oil and gas sec<strong>to</strong>r.<br />

Apart from financing of refineries<br />

rehabilitation and other<br />

downstream projects, the<br />

AFREXIMBANK boss expressed<br />

interest in participating<br />

in some other projects such<br />

as the Ajaokuta-Kaduna- Kano<br />

(AKK) pipeline system.<br />

Palm oil dealers lament over<br />

imported products<br />

N19,000 and upward during offseasons<br />

that starts from June <strong>to</strong><br />

December, now sells for N14,000<br />

and downward. The import of this<br />

is that the attraction <strong>to</strong> the farmers,<br />

producers and local dealers<br />

is being eroded by much cheaper<br />

readily available foreign<br />

brands,” she said.<br />

According <strong>to</strong> her, the government<br />

should halt the importation<br />

in order <strong>to</strong> retain the <strong>job</strong> of millions<br />

of Nigerians that make a<br />

living from the produce.<br />

Caleb Uzondu, a dealer, who<br />

trades on the produce from the<br />

eastern part <strong>to</strong> Lagos, said that<br />

the trend, if allowed <strong>to</strong> continue,<br />

would spell doom for the<br />

economy.
