STUART SMITH MP FOR KAIKOURA<br />

Bill ‘hugely important’<br />

Last week the Zero Carbon Bill passedits<br />

finalreading, with National’s support.<br />

This billishugely important to the<br />

environmental and economic future of<br />

our country, and thatiswhy we have<br />

takenabipartisan approach to climate<br />

change, whilecommitting to improving<br />

the bill further should we be voted in at<br />

next year’s election.<br />

Thesechanges are pragmaticand<br />

science­based.<br />

They include that the target for<br />

biologicalmethane reduction be<br />

recommended by the independent<br />

Climate Change Commission,and,<br />

importantly, ensure the commission<br />

considers economic impacts when<br />

providingadvice on targets and<br />

emissions reductions.<br />

The emissionsbudgetswouldbesplit<br />

between biogenic methane and carbon<br />

dioxide, as recommendedbythe<br />

parliamentarycommissionerfor the<br />

environment, and includeagreater<br />

commitment to investmentininnovation<br />

and research and development to find<br />

new solutions for reducing emissions.<br />

National has also proposed<br />

strengthening provisions that consider<br />

the level of actionbeing taken by other<br />

countries andallowtargets to be adjusted<br />

to ensure we remain in step with the<br />

international community, and that the<br />

bill makes clearthe statedaim of the<br />

ParisAgreement is for greenhousegas<br />

reduction to occur in amannerthatdoes<br />

notthreaten foodproduction.<br />

Finally, the bill must ensure the<br />

commission considersthe appropriate<br />

useofforestry offsets,and haveregardfor<br />

thecarbonsink represented by tree<br />

crops,riparian planting, and other farm<br />

biomass.<br />

This is important.Many of our foodproducingtrees,<br />

including pine species,<br />

sequestercarbon justlike Pinus radiata,<br />

yetare excluded from the Emissions<br />

Trading Scheme becausefruit and nut<br />

trees are specifically excludedunder the<br />

outdated Kyoto Protocol.<br />

Riparian plantingsand other farm<br />

biomass are also excluded due to<br />

difficulties in measuringhow much they<br />

sequester, yetmethane emissions, which<br />

also cannot be accurately measured,are<br />

to be included in the Government’sbill,<br />

andfarmers taxed on it.<br />

If we trulywant to make adifference,<br />

then the mostdifficult questionsare yet<br />

to be properly addressed.<br />

Iwould liketopublicly thank the<br />

Amberley School kapahaka group for<br />

attending our firstfull meeting.Their<br />

waiata and haka were an inspiration.<br />

We haveappointed representatives to<br />

all external committees and will havefull<br />

membership to council meetings,inclusive<br />

of an Audit and Risk Committee.<br />

The purpose of an Audit andRisk<br />

Committeewill be to have astronger<br />

oversight and review the robust natureof<br />

risk management, its systems, processes<br />

and practices.<br />

The HanmerSprings Community Board<br />

has met, with the South ward,Hurunui,<br />

Amuri, Glenmarkand Cheviot community<br />

committees planned for the next two<br />

weeks.<br />

This is awonderful opportunity for you<br />

to participateinlocal decision­making and<br />

Iurge you to supportthese local<br />

governance committees.<br />

Zealand (LGNZ)Mayoral Forumin<br />

Wellington, with the opportunityto<br />

network with mayors fromaround the<br />

country, both new and experienced.<br />

My impression is that thisgroup is highly<br />

focused on achieving the best results for<br />

theirrespective communities.<br />

The Hurunui District Council has<br />

submitted on the government Essential<br />

Freshwater proposal (mfe.govt.nz/sites/<br />

default/files/media/Fresh%20water/<br />

essential­freshwater.pdf)which people<br />

can viewonthe website, and currently<br />

your opinion is welcome in regardtolocal<br />

road conditions, inclusive of speed limits.<br />

Ihaveloved getting out and about in the<br />

community, attending the Cheviot school<br />

125thcelebration, the family­focused<br />

Lantern Festival hostedbyInspire<br />

Church, the Hanmer Springs fete, Hurunui<br />

Garden Festival, Amberley show and the<br />

<strong>North</strong><strong>Canterbury</strong> sportsawards.<br />

It is no exaggeration to say thatwehave<br />

exceptional talentinour communities.<br />

The <strong>Canterbury</strong> Apprentices and<br />

Industry Trainees Graduation Ceremony<br />

was hosted by the Christchurch City<br />

Council, which is part of acollaborative<br />

initiativefor the Mayors Taskforce For<br />

Jobs.Itwas an honour to attend and<br />

represent our district.<br />

We should acknowledge the far­sighted<br />

vision of employers who understand that<br />

the investment in people is avitalpart of<br />

the success of all business.Today’s world<br />

is alifetime of learning and re­learning.<br />

By the time you read this, the Hanmer<br />

Springs Thermal Pool and Spa willhave<br />

celebrated the opening of the new pools<br />

and Conical Thrill. We shouldall rejoice<br />

over this amazing district attraction.<br />

Care urged as drivers take heavy toll on poles<br />

Motorists are beingurged to<br />

take care on <strong>North</strong><strong>Canterbury</strong>’s<br />

roads.<br />

Arecent spate of drivers<br />

hitting powerpoles is behind<br />

calls for road users to drive to<br />

theconditions and avoid<br />

distractions.<br />

Since 20<strong>14</strong>,there have been<br />

more than 100 crashes in the<br />

Waimakariri districtinwhich<br />

drivers have hit power poles,<br />

resulting in one fatality and at<br />

least 15 seriousinjuries.<br />

SergeantRene Pabst,of<br />

Rangiora police, says there have<br />

been several crashesinrecent<br />

weeks where drivers have been<br />

lucky to walk away. He cites<br />

speed and distraction as the<br />

main causes.<br />
