LOUIS COUNTY County receives new director of justice services St. Louis County Executive Sam Page has named Raul Banasco as the new Director of the Department of Justice Services [DJS]. Banasco’s new role was scheduled to begin on Monday, Nov. 25, following press time. Banasco St. Louis County has not had a permanent Director of Justice Services since January 2018. The current Acting Director of DJS, Lt. Col. Troy Doyle, will return to his former position with the St. Louis County Police Department. He was a member of the search committee for a permanent director. “I was hired to serve in an interim capacity until a permanent director was named,” Doyle said. “Knowing my position was temporary, I made it my mission to do as much good for DJS as I could in a short period of time, and I am proud of all that we have accomplished. I believe Mr. Banasco is the right choice to take the lead at DJS and to continue to move it in the right direction.” Banasco has served as jail administrator at county jails in Fort Worth and San Antonio, Texas, and also spent a large part of his career working in the Florida State Department of Corrections. Banasco is considered an expert in jail standards. The jails he has run have passed state of Texas Model Jail Standard audits and National Commission on Correctional Health Care Accreditation audits with 100% compliance. He also has conducted more than 100 accreditation audits as an outside auditor. In 2016, the American Jail Association named Banasco the Jail Administrator of the Year. “Raul’s selection is the result of a monthslong search for the right fit for the Director of Justice Services role,” Page said. “Raul’s record reflects his dedication to excellence and his ability to lead, and we are thrilled to bring him on board. Thank you to Lt. Col. Doyle, whose leadership has been integral to the progress we have made at the Department of Justice Services.” County releases inaugural transparency report County Executive Sam Page released St. Louis County’s first comprehensive Financial Transparency Report on Monday, Nov. 18 following the official 2019 budget delivery to the County Council. “Restoring trust requires being open about what we have done, are doing, and will do,” Page said in an official release. “We must both tell the truth in a way our residents can verify and give our residents the tools to verify that what we say is true. Transparency empowers all of our residents to hold your government accountable.” The report shows figures for the county’s expenditures, different forms of revenue and also provides a breakdown of St. Louis County’s sales taxes and their applications. Page has committed to lead county government to be more transparent and accountable. The Financial Transparency Report was designed to make finances easier to understand for residents and staff alike. “This report makes the county’s finances easier to understand and is part of our broader effort to increase accountability throughout county government – setting a new standard for transparency,” Page said. Page replaces four of five Library Board seats St. Louis County Executive Sam Page has made four new appointments to the County Library Board of Trustees. That’s 80% of the board, or four out of five total seats. The lone incumbent remaining is President Lynn Beckwith, Jr., whom Page reappointed to a one-year term. One of those decisions is the proposed $20 million new St. Louis County Library administrative building and genealogy center project near Clayton and Spoede roads. The 80,000-plus square foot facility not only has county residents voicing their concerns. Frontenac previously filed a lawsuit against the library district in July to try and stop the project. On Nov. 21, the suit was dismissed by a St. Louis County judge. “With respect to the Frontenac facility … I encourage you to see your appointment as an opportunity to engage in renewed dialogue with the broader Frontenac community in order to identify points of agreement, opportunities for collaboration, and ways to make the Frontenac facility a good fit for the community,” Page wrote in a letter to the board dated Nov. 11. St. Louis County Councilmember Tim Fitch [R-District 3] is a consistent critic of the project and has joined with current Frontenac Mayor Kate Hatfield in expressing reservations about both the logistics of the project and the process that delivered it. Fitch also called on Page in the past to remove all five members of the Library Board because they were serving on expired terms. In response to Page’s letter to the new board, Fitch issued his own memorandum. In a letter to the Library Board dated Nov. 18, Fitch wrote “I urge you to completely revisit the decisions made by the previous board regarding the Frontenac project.” He also argued that “taxpayers deserve a fresh set of eyes” and the perspectives of the newly appointed board members. The newly appointed members of the County Library Board are Johnny Wang, Ted Sanditz, Laura Horwitz and Joan Berry. Public Health Department announces new spaying and neutering effort The St. Louis County Public Health Department announced Nov. 15 that it has begun a new spaying and neutering initiative at St. Louis County Animal Care and Control [ACC]. Last month, the ACC shelter lost its two full-time veterinarians and is now advertising for those positions. Until the positions are filled, the Public Health Department has contracted outside professionals to fast-track spaying and neutering services. This will ensure that the adoption process is not delayed and that animals are prepared for adoption as quickly as possible after arriving at the shelter. The new initiative at Animal Care and Control includes: • entering into emergency contracts with professional veterinary services, that provide consistent spaying and neutering services at the shelter; • collaborating with non-profits such as Stray Rescue of St. Louis to provide surgeries for adopted animals; • offering spay/neuter vouchers and waiving a $40 adoption fee for adopters who make their own arrangements to spay or neuter their newly adopted pet, including confirmation and transportation by ACC for the alteration; and • conducting a national search for veterinarians willing to enter emergency contracts to provide spaying and neutering services at the shelter. “Spaying or neutering is the best way to reduce the number of unwanted and stray animals, and it’s the right thing to do for the dogs and cats in our care,” said Acting Public Health Director Spring Schmidt. “Alterations must happen before being adopted, and we are taking the steps needed to provide those services until new full-time veterinarians can be hired.” MISSOURI Delta Dental of Missouri launches care guide To help address unmet oral health needs of children and adults, the nonprofit organization Delta Dental of Missouri recently launched the first edition of its Dental Care Resource Guide. This new online directory, available at DeltaDentalMO.com, aims to help Missourians unable to afford dental care with easily accessible information about low-cost and free dental care options available in their area. The Dental Care Resource Guide currently lists more than 100 provider locations as well as nearly a dozen that provide treatment completely free of charge to those who qualify. Provider locations are grouped in categories by geographical regions throughout the state. Services offered vary by provider location and can include dental exams, cleanings, x-rays, fluoride treatments, sealants, fillings, crowns, root canals, bridges, extractions, dentures and partial dentures. “Many of our neighbors in Missouri face tremendous challenges in getting vital dental care,” Rob Goren, president and chief executive officer at Delta Dental of Missouri, said. “As a nonprofit, we’re committed to helping people in our communities live better lives through improved dental health.
