CITY COUNCIL SPOTLIGHT<br />

DISTRICT 3<br />

COUNCILMEMBER DONNA JOHNSTON<br />

Community Service — Donna served on the<br />

Greenwood Village Board of Adjustments and<br />

Appeals since 2017, and as chair of that<br />

committee since 2018. She is Vice President of<br />

the Sundance Hills HOA.<br />

Professional Career — Donna has worked on<br />

city, state and federal public policy issues for<br />

more than 25 years. This included working<br />

for AT&T in public relations and public affairs<br />

in New Jersey and Washington D.C., and as the state affairs<br />

representative for Colorado Rural Electric Association.<br />

Education — Donna has a Bachelor of Arts degree from<br />

Syracuse University.<br />

Personal — Donna has lived in Greenwood Village since<br />

2010. She is married to Jim Johnston, has two adult sons,<br />

Tucker and Matthew, and a beagle. When not focused on<br />

public policy, Donna enjoys Argentine tango, pilates, golf,<br />

reading and spending time with her family.<br />

DISTRICT 4<br />

COUNCILMEMBER TOM DOUGHERTY<br />

Community Service — Tom served on the<br />

Greenwood Village Board of Adjustments and<br />

Appeals for six years, serving as Chairman for<br />

one year, before being elected to City Council<br />

in November 2017.<br />

He previously served on the Sundance Hills<br />

Metropolitan District Board of Directors.<br />

Outside of Greenwood Village, Tom is on the<br />

Board of Governors of the Metro Denver<br />

Economic Development Corporation, and serves as Co-Chair<br />

of the Colorado Energy Coalition. He is also a member of<br />

the Board of Trustees of the Colorado 4-H Foundation.<br />

Professional Career — Tom is a partner in the law firm of<br />

Lewis Roca Rothgerber Christie LLP where he leads the<br />

firm’s Energy, Utilities, and Infrastructure practice as well as<br />

its Unmanned Aircraft Systems practice. Tom represents a<br />

broad range of commercial, utility, energy, government, and<br />

private clients in litigation, regulatory, legislative, and public<br />

policy matters. Tom is active in numerous bar associations.<br />

Prior to his career as a lawyer, Tom was a consulting engineer<br />

with Columbia, Maryland based General Physics<br />

Corporation where he worked on a variety of projects from<br />

nuclear power plants to the space shuttle. Tom also served for<br />

eight years as an Operations Officer with the Central<br />

Intelligence Agency.<br />

Education — Tom has a Bachelor of Science degree in<br />

Nuclear and Materials Engineering from the University of<br />

Maryland, and a Juris Doctor degree from the University of<br />

Denver.<br />

Personal — Tom and his family have lived in Greenwood<br />

Village since 2000. His wife Traci is Assistant Principal at<br />

Cherry Creek High School, their daughter Clare attends the<br />

University of Michigan, and their son Liam lives and works<br />

in Michigan. When not working, Tom can usually be found<br />

on his sailboat on Cherry Creek Reservoir during the season,<br />

and enjoys travel and being outside with the family’s<br />

Chesapeake Bay Retriever, Otter.<br />

DISTRICT 4<br />

COUNCILMEMBER DR. JUDITH HILTON<br />

Community Service — Dr. Hilton’s<br />

community activity includes Chair of the<br />

education committee for the Colorado<br />

Symphony Orchestra; Trustee for the<br />

Colorado Children’s Chorale, and<br />

volunteer in a host of activities with her<br />

granddaughters. Since her retirement<br />

from the school district, Dr. Hilton was a<br />

visiting professor of education where she<br />

taught pre-service teachers at Metropolitan State University<br />

of Denver, authored and led an alternative principal licensure<br />

program sponsored by the Colorado Department of<br />

Education and she continues her work with the Association<br />

of Supervision and Curriculum Development, an<br />

international consulting group that focuses on learning,<br />

leadership, and service.<br />

Professional Career — Dr. Hilton served as a teacher and<br />

administrator in the Cherry Creek School District for over<br />

30 years. She taught at Creek, became a Dean of Students<br />

from which she moved to a central office position as Director<br />

of Employment. Returning to school administration, she<br />

served as the principal of both Laredo Middle School and<br />

Eaglecrest High School. She was recently inducted into the<br />

prestigious Legacy Hall of Fame.<br />

Education — Dr. Judith Hilton is a native of Colorado with<br />

degrees from both the University of Colorado and the<br />

University of Denver. Her undergraduate degree is in dance,<br />

she holds a Master’s Degree in Counseling Psychology and a<br />

PhD in educational leadership with cognates in statistics and<br />

higher education.<br />

Personal — Dr. Hilton has lived in Greenwood Village for<br />

43 years. She has two grown children, products of Cherry<br />

Creek Schools. Both hold advanced degrees and are respected<br />

members of their community. Her husband, Dr. James<br />

Hilton is a retired principal from the Denver Public Schools,<br />

who has recently started a Cherry Creek chapter of<br />

Spellbinders, an organization that does oral storytelling with<br />

elementary school children in the district. GV
