BRICKS & MORTAR.........................Built Brighton1000 homes – the rise of the council houseCouncil housing hasbeen around for 100years and over thattime it’s been in andout of fashion. Attimes of peak need(after WW1 andWW2, for example)it was essential forre-building the country.Lloyd Georgepledged to build half a million homes – ‘Homesfit for Heroes’ – which made council housing amajor part of the housing system in the UK.By the 1970s we had a housing surplus: somethingthat’s hard to imagine today. That boomwas triggered by Winston Churchill, and itpaid off. Albeit much of the housing stock waspoorly constructed and is now being demolished.But there were some amazing examples too: inLondon, the Brutalist towers of Erno Goldfingerare now highly desirable listed buildings, as arethe Camden concrete creations by the architectNeave Brown.Margaret Thatcher brought in Right to Buy legislationwhich decimated the social housing stock,while getting home ownership levels to a newpeak. Since then affordable housing has been suppliedmainly by private developers as part of legalagreements attached to their planning consents.It’s a daft way to try to solve the housing crisis, asthe developers don’t want social housing in theirschemes and will argue by any means possible forreasons why they shouldn’t have to provide it.But in recent years councils have begun to lookat how they might start to solve the housingproblem themselves. In2016 Brighton & HoveCity Council agreed toform The Living WageJoint Venture betweenHyde Housing (a localhousing association, orRegistered Provider asthey are now known)and the council, as a50:50 partnership. Togetherthey plan to deliver 1000 new homes: 500homes which are affordable to rent for workingBrighton & Hove residents earning the NationalLiving Wage: and 500 shared ownership homes –affordable to buy for Brighton & Hove residentson average incomes. Living Wage housing isdefined as homes where the rent is no more than37.5% of gross pay to a person or family earningthe National Living Wage. This equates to rentthat is well below market levels in the city.It is so important to provide this sort of housingin Brighton & Hove. We all know it’s not a cheapplace to live and this type of project enableslower income workers to stay in the city, ratherthan having to travel in from a distance. And thescheme will offer residents the opportunity to livein new, well-insulated and well-lit homes.The first two sites now have planning approvaland will provide 104 homes in Portslade atClarendon Place and 242 on land to the east ofColdean Lane; meeting more than a third of thetarget number.
