Welcome to the fourth issue our

e-newsletter, The Developer’s Digest: Oct

– Dec 2019.

In this issue, our theme is “The Year That Was!”

and as part of the Have Your Say section, we have

a special feature on the Community based slum

resettlement project in Korogocho, Nairobi.

Another exciting year comes to an end and we are

happy to have walked with you. You certainly make

this journey worthwhile. In this issue, we have

featured Knight Frank’s 2020 projections report

in the real estate sector that was also part of the

presentations in our 2019 Annual Conference. We had

a very successful Annual Conference whose theme

was ‘The Future of Real Estate in the Challenging

Economy.’

In the climax of this decade we have achieved a lot

as an organization. We have forged partnerships

with key industry stakeholders and have advocated

for better policies with the government. Notably we

have increased KPDA’s visibility in the public sector

arena through our appointment to the Board of the

National Construction Authority and to the Taskforce

on Electronic Land Transactions, Registration,

Conveyancing and other related activities.

Another highlight of this decade is that we have

forged a very close working relationship with the

Ministry for Housing through the State Department

for Housing, Urban Development and Public Works.

Both players are working closely together in the

achievement of the Big 4 Housing Agenda which

include the following negotiations that are still on the

pipeline;

i. Implementation of the regulations on the Zerorating

the VAT on affordable housing.

ii. Implementation of the regulations on reducing

corporate tax to 15% on affordable housing

development projects.

iii. Implementation of the regulations of the Waiver

of stamp duty on first time buyers.

I appreciate the feedback we have been receiving

from you throughout the year. I laud your efforts

towards making KPDA the ultimate and premier

business membership organization in our industry.

Korogocho Slums and Challenges to

Livelihoods

Located at about 11Kms to the North Western

part of the Nairobi city centre, Korogocho is

one of the largest slums in Kenya occupying

about 1.5Km² of land with an approximate

population of about 150, 000 people. The slum

settlement in Kasarani division of Nairobi, got

established in the early 1960s on a government land

and has over the years spread to cover bordering

private land. Korogocho borders Nairobi river and

Dandora dumpsite with the highest environmental

pollution and a perennial hub for criminal gangs.

Due to its proximity to the main waste dumpsite

for Nairobi, the settlement is exposed to myriads

of health problems related to pollution particularly

from toxic fumes emanating from burning waste.

basic services including reliable water supply, toilets,

accessibility, electricity, among others. Despite the

population size, the settlement has only two over

crowded public schools Ngunyumu and Daniel

Comboni primary schools, hence education services

are largely informal by private or community-based

service providers.

The afore stated challenges prompted the formation

of a community-based initiative by 26 families to

work towards the realization of a slum resettlement

away from Korogocho to an improved settlement

dubbed “Mwito wa Makao Korogocho (MWAMKO)”

The Project Development

MWAMKO was founded in 2006 and registered in

Kenya as a self-help group bringing together 26

families in Korogocho who had desired to work

towards relocating from the slums to a decent

and dignified settlement. They also hoped the

move would create opportunities to improve their

livelihoods.

Its formation coincided with a study commissioned

by Commonwealth Housing Trust (CHT), http://

www.commonwealthhousingtrust.org/about-us/ a

registered charity in the United Kingdom in 2004 that

looked into community-based housing cooperatives

in Nairobi and their appropriateness in improving

housing problems for the poor communities in the

slums.

The study found out that the existing housing

cooperatives had terms and conditions that were

above the reach of the poor living in slums of Nairobi,

and any initiative to suit their status had to be

tailormade and participatory in nature. The study

further recommended formation of a local outfit in

Kenya that would champion these processes with

identified local community group as a pilot project

for CHT replicable to other commonwealth countries

in developing world.

Over the years a registered Kenyan CHT chapter

“Commonwealth Housing Group (CHG) http://

commonwealthhousinggroup.org/ has been

working with MWAMKO providing coordination

and other related services linking up with CHT-

UK and other stakeholders/interested entities to

champion projects course. MWAMKO members have

been contributing and saving into their housing

cooperative with an aim to co-fund certain project

activities alongside funding support from CHT-UK

and other like-minded organizations, individual

corporates, amongst others. CHG has a board

membership of a group of volunteers who are not

only involved in the coordination and advisory

services to MWAMKO and strategic link with CHT-UK,

but also engage on fundraising locally.

Progress to Date

Over the past 13 years the project has made a

tremendous step towards realizing the dream

of MWAMKO members with full support of CHT-

UK, members’ contribution and local fundraising

including professional support from well-wishers on

a pro-bono basis. These include:

• Purchase of 2-acre land at Kamulu along

Kangundo road about 15kms from Korogocho for

the proposed housing project through funding

support from CHT-UK. The land has an access

road and power line and has been fenced off by

the MWAMKO members

• Propped housing architectural design completed

and all related approvals obtained. The design

was done by well-wishers on a pro-bono basis to

reduce the overall project cost.

• MWAMKO members trained on building and

construction techniques to equip them with skills

and capacity to be involved in the building of the

housing units to reduce on the overall project

costs. These were made possible from funding

support from UN-HABITAT and technical support

from Housing Finance Foundation through

offering internship for the trainees on their

housing project at Komarock heights

• Water supply line installed into the site and

elevated tanks installed for reticulation into the

26 houses once completed. The supply is from a

nearby private borehole vender and metered for

consumption monitoring and related costs

• A septic tank has also been installed to which

all toilet facilities from the housing units will be

installations were funded from local charities

(Loto Foundation, Latter Day Saints Church and

MWAMKO members)

• The 26 families have continued with their

monthly contributions to their housing

cooperative and actively engaged in the daily

management of project site employed security to

secure the installed facilities

The project is ready to move to the next and

final stages of putting up the 26 housing units.

On completion it is estimated that more than

UK£300,000 shall have been spent to meet all the

requirements. Both CHT-UK and CHG Kenya are

working on fundraising strategies to meet these

requirements, however as a charity CHT will recover

a portion of the amount raised from their sources

as a revolving fund to support similar initiatives

elsewhere within commonwealth countries.

It is however envisaged that the recoverable amount

would be very minimal and on rental basis over a

period of time depending on how much CHG Kenya

could mobilize locally together with MWAMKO

(through their cooperative savings). This whole

process is elaborately designed cogniscent of

economic status of the project beneficiaries that has

impeded their desire to live in improved settlements

away from the slums of Korogocho.

More efforts are therefore needed by CHG Kenya in

mobilizing funding and technical support locally

to augment the role of CHT-UK and to reduce the

overall budget to the possible minimal. The project

is therefore out for mutual partnerships on technical,

material and financial support through various

strategies including but not limited to “Adopt a

House, Reduced Costs on Construction Materials, Buy

a Brick, among other contribution modalities
