These improvements, with cooperation between both the State of California and the federal government, will translate into more flexibility for water operators, which, in turn, helps Governor Gavin Newson achieve the co-equal goals of ecosystem restoration and water supply reliability he seeks through a set of Voluntary Agreements. Those goals have been out of reach under the old biological opinions and a water community mired in court actions that have done little to achieve them. Comments about this article?
