Highway frustrations aired<br />

Frustratedresidents spilled on to<br />

StateHighway 1through<br />

Woodend on Sunday, halting<br />

traffic after awell­attended rally<br />

in support of abypass.<br />

The placard­waving protesters<br />

left long traffic queues building<br />

up to the north and south.<br />

However,they were quickly<br />

movedtothe roadside without<br />

incident when the policearrived.<br />

Senior Sergeant Andy Norton,<br />

of the Rangiora police, said they<br />

were called to ‘‘make sure<br />

nobody got hurt’’.<br />

The exasperationfelt by the<br />

Woodend communityatliving<br />

alongside abusy sectionofSH1<br />

was expressedatthe gathering,<br />

dubbed the Rallyfor Woodend.<br />

It was held in Woodend’s Owen<br />

Stalker Park, withmany among<br />

the large crowdcarrying<br />

placards calling for the longawaited<br />

bypass.<br />

The bypass, which would pass<br />

east of Woodend, has been on the<br />

drawingboard for decades,but<br />

the government has set other<br />

roadingpriorities, and no<br />

funding has been set aside.<br />

Paterson, who is also aWoodend­<br />

Sefton Community Board<br />

member, said the Woodend<br />

community had been waiting 40<br />

years for asolution to the town’s<br />

trafficproblems.<br />

‘‘What you can’t argue with is<br />

it’sjust not safe,’’ he said. ‘‘Does<br />

someone havetodie on thatroad<br />

before something is done?’’<br />

He wantedthoseresponsible<br />

for making the decision about a<br />

bypass to considerthat, and<br />

asked who would be responsible<br />

if someone was killed.<br />

dangerous problems like this are<br />

ignored and peopleget hurt,<br />

someone is fined, prosecuted or<br />

on the Government to include the<br />

Woodendbypass in this year’s<br />

The National MP said the previous<br />

National­ledGovernment had set up<br />

the bypassin2017,but it had been<br />

‘‘sequenced’’ behindother roading<br />

projects.<br />

However, withWoodend’sSH1<br />

daily traffic counts expected to<br />

reach 20,000 vehicle movements a<br />

day this year,‘‘it is just not safe’’, he<br />

said.<br />

hope when he told them that the<br />

councilsupported the bypass.<br />

He said he wrote last yearto<br />

Transport Minister Phil Twyford<br />

seekingameeting to pushthe case<br />

for the bypass.<br />

The minister has agreed to meet<br />

with him but adate has yet to be<br />

confirmed.<br />

Sculpture park to reopen gates<br />

Quarry Sculpture Park in the Waipara<br />

Hills.<br />

‘‘I have really missed not sharing our<br />

sliceofparadise with others,’’ Raymond<br />

‘‘We thoroughly enjoyed people<br />

spending time here on special occasions, or<br />

simply sharing afamilypicnic in our<br />

beautifullandscape.’’<br />

So, two years on from closingthe park, he<br />

is opening up to the public again, witharelaunch<br />

ticketed partyonFriday,March6.<br />

The park will then open from March 7to<br />

March29, 11am to 4pm.<br />

From thenon, it will open the first<br />

Sunday of every month, during the same<br />

hours, or by appointment.<br />

‘‘It all got too hecticand Iwas verybusy<br />

with commission work, so Idecided to take<br />

two seasons off.<br />

‘‘ButIfound out Ireallymissed people<br />

coming through and sharingmyworkwith<br />

them,’’ he says.<br />

Raymond saysheislooking forward to<br />

hosting organised groupsagain and<br />

entertainingthem with forging<br />

demonstrations.<br />

He will be displaying anew range of<br />

work named the Workshop Series, which<br />

will be on salefrom opening night onwards.<br />

He says this givespeople the option of<br />

buying moreaffordable items, and people<br />

can place orders for this work, which will<br />

be on display.<br />

Tickets for the opening evening are $30<br />

and can be purchasedvia the website,<br />

and tractor run on Waitangi Day.<br />

The run beganfrom the Rangiora RSA<br />

carpark in Victoria St.<br />

It included adrive through the Charles<br />

UphamRetirement Village in Rangiora<br />

before headingtoLoburn Domain, where<br />

the vehicles were parked for display.<br />

The vintage car sectionwas organised<br />

by Pat Youngman, with Loburn’s Denny<br />

Dunlop organising the tractorsection.<br />

The event included seven vintage<br />

Rolls­Royces, plus a1953 Bentley and a<br />

1970 Daimler Limousine,all owned by<br />

Pair chalk up 77 years<br />

Chub and Rita Fisher celebrated 77<br />

years of marriage in Rangiora this<br />

week.<br />

Chub, aged 101, and Rita, 96,<br />

married in the Holy Trinity Church in<br />

Greymouth on <strong>February</strong> 10, 1943, after<br />

meeting at one of the regular dances at<br />

Schaefers Dance Hall.<br />

They say enjoying each other’s<br />

company and sticking together in<br />

times of strife and sickness has made<br />

their marriage well worth each day.<br />

The couple, originally from the West<br />

Coast, now live at <strong>North</strong>brook Villas.<br />

Chub was born at Rewanui and Rita<br />

at Blackwater.<br />

The young couple lived in Rununga,<br />

where Chub joined the Rununga<br />

Volunteer Fire Brigade, which was<br />

formed in 1943. Today, he is the only<br />

surviving life member.<br />

They later moved to Christchurch,<br />

where they bought adairy.<br />

Chub worked at asawmill as there<br />

was not enough work for two at the<br />

dairy, before moving on to abread<br />

delivery round.<br />

He also delivered the Christchurch<br />

Star and Sport Extra in the evenings.<br />

They sold the dairy after seven years<br />

and built ahouse in Emlyn Place, off<br />

Avonside Drive. Chub continued his<br />

early­morning deliveries for the<br />

bakehouse and worked at a<br />

sheetmetal factory in the afternoon.<br />

They owned acaravan and abach at<br />

Kairaki Beach, and moved into a<br />

townhouse in St Martins, which<br />

became avictim of the <strong>Canterbury</strong><br />

earthquakes.<br />

On retiring, they spent up to six days<br />

aweek at the bach, enjoying<br />

What an exciting Rally for Woodend<br />

we had on Sunday.<br />

About 400 residents from across the<br />

Waimakariridistrict descended on<br />

Owen Stalker Park, carrying their<br />

placards and signs, and calling on the<br />

Governmenttoinclude the Woodend<br />

bypassinMay’s Budget.<br />

The speakers represented all sides<br />

of Waimakariri life, from Woodend<br />

Schooltothe WoodendCommunity<br />

Association and Make SH1 Safer<br />

Committee,toour mayor, and myself as<br />

local MP.<br />

How proud we were to stand<br />

together and be apart of this<br />

community­led action to fight for our<br />

residents, who feeldesperate when<br />

they wonder how they are going to get<br />

acrossSH1 at Woodend, with vehicle<br />

movementsthis year expected to reach<br />

20,000aday.<br />

As acommunity, we were gutted to<br />

hear last month that the Government<br />

failedtocommittothe Woodend<br />

bypassinits transport infrastructure<br />

announcements.<br />

The algal bloom health warning<br />

for the Ashley/Rakahuri River<br />

at Rangiora’s Cones Road<br />

bridge has been lifted.<br />

Recent cyanobacteria<br />

surveys of the river at the<br />

bridge has shown the cover of<br />

potentially toxic algae (benthic<br />

cyanobacteria) has decreased<br />

and is now below athreshold<br />

that is of concern to public<br />

health. The rapid decrease in<br />

cover is due to intermittent<br />

flows at the site.<br />

<strong>Canterbury</strong> Medical Officer<br />

of Health Dr Alistair Humphrey<br />

says Environment <strong>Canterbury</strong>’s<br />

sampling of the river at the<br />

bridge will continue to the end<br />

of March, before resuming at<br />

the start of next summer.<br />

residents to hear how Auckland got<br />

billions while <strong>Canterbury</strong> received a<br />

mere $159 million,with nothingfor<br />

We havebeen told there is about<br />

$4 billion still to be allocated to<br />

infrastructure projects.<br />

With the Government’s Budget for<br />

<strong>2020</strong> due to be delivered in May,we<br />

needed morethan ever to make sure<br />

our voices are heard before then.<br />

The idea for arally came out of my<br />

public meeting last year on safety<br />

issues on SH1.<br />

At Sunday’s well­supported rally, I<br />

called on Transport Minister Phil<br />

Twyfordtocome down to Waimakariri<br />

to meet with our Woodend School<br />

community,local businesses, residents<br />

and our council, becauseIbelieve he<br />

should frontour residents directly.<br />

We haveawindow of opportunity<br />

before the Government decides on its<br />

roadingpriorities,and it is only<br />

throughstanding together as a<br />

community thatwewill have our voices<br />

heard.<br />

pay tribute to our firefighters, both<br />

professional and volunteer, for all they<br />

have done to keep our community safe.<br />

We couldn’t function as acommunity<br />

without peoplewho generously volunteer.<br />

Thankyou to all brigade members for<br />

your serviceand to those employerswho<br />

have allowed their people to respond.<br />

Irecently read an excellent article in<br />

<strong>North</strong>and South thatpointed out we have<br />

more than11,000 volunteer firefighters in<br />

New Zealand. Ourcommunity is fortunate<br />

to have our local fire brigades.<br />

on Sunday. It was an encouraging turnout.<br />

Such rallies areimportant to show<br />

The Woodend bypass has been<br />

discussed for more than20years between<br />

the council,Woodend community and the<br />

New Zealand Transport Agency.<br />

On being elected mayor, Iestablished<br />

the council's transport portfolio, on which<br />

Itake the lead. Isit on several regional<br />

bodies and it affords me the opportunity to<br />

raisetransport issues of importance to our<br />

district, withthe bypassbeingone of these.<br />

Push to create acitizens' assembly<br />

It was all about power to the<br />

people at the recent Aotearoa<br />

Climate Emergency (ACE)<br />

network meeting in<br />

Swannanoa.<br />

The event, at the start of this<br />

month, was as an initial step<br />

towards what the organisers<br />

hope will lead to the<br />

establishment of the country’s<br />

first­ever government­funded<br />

citizens’ assembly.<br />

It attracted guest speakers<br />

including Waimakariri MP<br />

Matt Doocey.<br />

The idea for using this type of<br />

democratic, non­partisan<br />

model to drive government<br />

policy sprang from the Irish<br />

citizens’ assembly in 2016,<br />

explains ACE secretary Phil<br />

Saxby.<br />

He also aligns it with the<br />

consultation process, with<br />

which he was involved, that<br />

saw the MMP voting system<br />

introduced here in 1994.<br />

In the Irish case, acouncil of<br />

100 members, including a<br />

government­appointed<br />

chairwoman, was convened to<br />

address political issues arising<br />

from the Irish Constitution,<br />

including debates surrounding<br />

abortion, the ageing<br />

population, and climate<br />

change.<br />

The activities of that group<br />

are ongoing.<br />

‘‘The Irish citizens’ assembly<br />

meets once amonth in Dublin.<br />

Members are recruited<br />

professionally, and they get<br />

together to discuss issues and<br />

make recommendations to the<br />

government, which then go to<br />

full public consultation and a<br />

referendum,’’ Phil says.<br />

‘‘It has been shown to be a<br />

highly effective form of<br />

creating change. It’s about<br />

giving people enough<br />

information to make educated<br />

decisions and establishing a<br />

public mandate for finding a<br />

way forward.’’<br />

Why should agroup with a<br />

national membership choose<br />

Swannanoa as the seat for a<br />

nationwide citizens’ assembly<br />

on climate change?<br />

‘‘This has to be about the<br />

country, as well as the cities. It<br />

has to come out of the whole<br />

community. We’re hoping the<br />

steering committee will be able<br />

to offer rural perspectives, as<br />

well as urban perspectives<br />

from places like Christchurch<br />

and Auckland,’’ Phil says.<br />

He says the next step is to<br />

take the proposal for acitizens’<br />

assembly to the country’s MPs,<br />

so that it can be taken forward<br />

in parliament.<br />

‘‘We adopted aconstitution<br />

at this meeting, and elected a<br />

committee. We now need to<br />

push for across­party<br />

commitment to establish a<br />

citizens’ assembly for climate<br />

change, just as France and<br />

Canada have already done, and<br />

the UK is in the process of<br />

doing,’’ he says.<br />

‘‘We need to be asking the<br />

right questions: how can we do<br />

things better in the agriculture<br />

and transport sectors, for<br />

example. Yes, it’s going to be<br />

difficult and expensive to<br />

create change, but the longer<br />

we leave it, the more costly it<br />

will become.’’<br />

last weekend’s Coast­to­Coast<br />

endurance race.<br />

Eyrewell teenager Henry<br />

Sparkmadeabig impression in<br />

the two­day multi­sport event,<br />

winning his category and<br />

finishing 15thoverallinthe<br />

individualcompetition.<br />

Henry, aged 17, completed the<br />

243kmrace in 12hr36min 15sec,<br />

47 minutes aheadofthe secondplaced<br />

competitor in the school<br />

15­18 years category.<br />

At the other end of the<br />

spectrum, Glentui’s Fred<br />

Howard, who turns66this month,<br />

won the vintage malemountainrun<br />

section, clocking 4hr 10min<br />

15sec.<br />

Fredwas among the oldest<br />

athletes competing.<br />

For Henry, the two­day race<br />

began at 7am last Friday at<br />

Kumara Beach on the West<br />

Coast, andfinishedthe next day<br />

on New BrightonBeachin<br />

Christchurch.<br />

‘‘Overall, the race went really<br />

smoothly for me,’’ he said. ‘‘It’s<br />

suchanawesome event.The start<br />

excitement in the air and the sun<br />

was just coming up as the start<br />

hooter went off.<br />

‘‘I was feeling pumped and<br />

ready to go.The first run and bike<br />

wentwell and Imanagedtoget<br />

intothe first bike bunch.’’<br />

However,because of high river<br />

levels, the mountain­run course<br />

was changedand the different<br />

terrainprovedchallenging.<br />

‘‘Weran over the viaduct but<br />

still withplenty of off­roadtracks<br />

and river bed,’’ he said. ‘‘I was<br />

quite happywith my run time,<br />

but my legs were not conditioned<br />

to running overtar­seal road so<br />

theyfelt like jelly by the end.’’<br />

On day two, withthe river up,<br />

the kayak section was also<br />

difficult.<br />

‘‘The kayakwas the toughest<br />

partofthe race for me. Iwas<br />

pleased just to stay upright the<br />

whole way downand superrelieved<br />

to see the gorge bridge<br />

and my support crew.”<br />

Geoff said it was ‘‘an amazing<br />

him and he lovedthe support of<br />

the locals who came outonthe<br />

final bike ride.’’<br />

Meanwhile, Fredisthinking<br />

about contestingthe two­day<br />

multi­sport event, whichhedid<br />

in 2017, but carried an injury<br />

which hampered his effort.<br />

determinedtotraverse Goat<br />

Pass, achallenge taken away this<br />

year becauseofthe rivers<br />

running so high on day one.<br />

He enjoyed the alternative, but<br />

by Sundaywas already itching to<br />

tacklethe mountain pass.<br />

Show to reflect district’sprogress<br />

hopes this year’s Kaikoura<br />

A&P Show will reflect how<br />

far the district has come<br />

since the 2016 earthquake.<br />

The 2017 show was<br />

cancelled after the quake,<br />

while the following year’s<br />

show was hampered by<br />

Cyclone Gita and alack of<br />

road access.<br />

But last year’s show was<br />

asuccess and Matt says the<br />

show committee wants to<br />

build on that this year.<br />

‘‘It was good to see so<br />

many people having fun<br />

last year and this year<br />

we’ve got plenty for the<br />

kids to do, so it will be<br />

another great day out.’’<br />

Old favourites will be<br />

back, such as the digger for<br />

the children.<br />

‘‘The kids just loved it.<br />

The last couple of years<br />

they’ve been lining up<br />

until 5pm.’’<br />

Matt and his wife Riya<br />

are looking forward to<br />

their second year as show<br />

president and this year’s<br />

theme of natural fibres.<br />

‘‘We are encouraging<br />

participants to dress up in<br />

natural fibre, such as<br />

throwing on awoollen hat<br />

or rug. Of course, it might<br />

get pretty hot if we get a<br />

sunny day.’’<br />

Once again the show is<br />

well supported with trade<br />

sites, he says.<br />

‘‘It was nearly afull­time<br />

job for Riya and Itoget<br />

round and thank all the<br />

trade sites last year.’’<br />

Anew addition this year<br />

is Bulloch Road Bows from<br />

the Tasman region, which<br />

will be making the trip<br />

down to set up adisplay of<br />

bows and arrows. They will<br />

have an archery area for<br />

people to have ago.<br />

The Kaikoura Young<br />

Farmers Club will once<br />

again be helping out and<br />

Matt is keen for the<br />

Kaikoura High School<br />

teenag club to be involved.<br />

‘‘I’m keen to get young<br />

people involved.<br />

‘‘We’ve got astrong<br />

committee, but any other<br />

help we can get is very<br />

much appreciated.’’<br />

Since last year’s show<br />

the committee has<br />

invested in laying new<br />

grass in the horse arena<br />

and it has been irrigated in<br />

the lead­up to the show to<br />

ensure it looks ‘‘nice and<br />

lush and green’’, so it is a<br />

bit easier on the horses’<br />

hooves, Matt says.<br />

He says the show will be<br />

in good hands next year,<br />

with vice­president Colin<br />

Nimmo ready to take over.<br />

‘‘We have areal good guy<br />

next in line. Now that he’s<br />

settled into town, he’s been<br />

putting in alot of effort to<br />

keep the show going.’’<br />

Wool is set to take centre stage<br />

at the Kaikoura A&P Show this<br />

month.<br />

With ‘‘natural fibre’’ being<br />

the theme for this year’s show,<br />

iconic <strong>North</strong> Island entertainer<br />

Billy Black Woolman is<br />

expected to be apopular<br />

attraction, president Matt<br />

Anderson says.<br />

‘‘We had him at the show a<br />

few years ago and he’s very<br />

informative and entertaining<br />

about the benefits of wool.<br />

‘‘He has apig and asheep<br />

that he shears and does afew<br />

things with wool such as trying<br />

to set himself on fire, which<br />

doesn’t work of course, because<br />

wool isn’t flammable.<br />

‘‘It’s about showing how good<br />

aproduct wool is.’’<br />

On his website, Billy Black<br />

Woolman says his show is borne<br />

out of his many years of<br />

experience as ‘‘a natural fibre<br />

severer technician’’, otherwise<br />

known as aprofessional sheep<br />

shearer.<br />

‘‘My journey took me to the<br />

outback of Australia, through<br />

the wild, wild west of Wyoming,<br />

United States, to the Berlin<br />

Wall and back,’’ Billy says.<br />

‘‘I was involved in aworld<br />

sheep shearing record where<br />

8500 sheep were shorn in one<br />

day. Ishore 675 of that lot. That<br />

record still stands today.’’<br />

show the ecological benefits of<br />

can be worn year round. It<br />

insulates in the winter and<br />

breathes in the summer.<br />

‘‘Moreover, wool is asafe<br />

fibre in that it is resistant to<br />

fire, unlike synthetic clothing<br />

which many of us wear. I<br />

demonstrate this by setting<br />

myself alight with ablow<br />

torch.’’<br />

He says his own challenge on<br />

stage is to get everyone to<br />

‘‘either smile, laugh or talk to<br />

their friends about the ‘wow, I<br />

never knew that’ factor of what<br />

they have just seen’’.<br />

‘‘I know that Iachieve this in<br />

every show and Ihave kept that<br />

going now for over 17 years.<br />

And, yes, Ilive on adrenaline.’’<br />

The Waimakariri District Council is<br />

backing the creation of park­and­ride bus<br />

services for thedistrict.<br />

Park and ride facilities, waste reduction,<br />

urbandevelopment, Fire and Emergency<br />

New Zealand (FENZ)funding, water<br />

supplies, rural leases and the Coldstream<br />

Rd tennisdevelopmentwere amongthe<br />

majortopics discussed at the recent<br />

council meeting.<br />

Councillorsvoted to endorse<br />

Environment <strong>Canterbury</strong>’s preferred parkand­ride<br />

option of four busruns each<br />

week­daymorning directly fromRangiora<br />

and Kaiapoi to the centralcity and<br />

returning eachevening.<br />

This would incura$30 ratesrisefor<br />

urbanratepayers and$10 for rural<br />

ratepayers.<br />

Deputy Mayor Neville Atkinson backed<br />

the proposal, saying ‘‘it’salready<br />

happening’’.<br />

‘‘There’shalf adozen cars parkedat<br />

Tram Road on week days,sowealready<br />

know it works.This is an intergenerationalchange.<br />

If no­one starts it,<br />

then it will never happen, so our<br />

generation needstostart it.’’<br />

Concerns wereraised overthe Ministry<br />

for the Environment’s proposed waste levy<br />

increase.<br />

Cr Robbie Brine acknowledged the levy<br />

needed to rise,but not at the level<br />

proposed as it couldhave‘‘a negative<br />

impact’’. But he hopeditwould leadtoa<br />

regional solution to recycling.<br />

Councillors opposed aDepartment of<br />

InternalAffairsproposal to fundFENZ<br />

through rates, rather than insurance.<br />

MayorDan Gordonsaid ‘‘volunteer<br />

brigades should be properly funded’’,<br />

including vehicles and function rooms, so<br />

they werenot having to constantly<br />

fundraise.<br />

Cr PhilipRedmondsuggested FENZ<br />

shouldbefunded, at leastinpart, through<br />

taxation,asnot all fireswere related to<br />

properties.<br />

Cr Atkinson began the meeting by<br />

commendingthe efforts of localvolunteer<br />

firefighters in respondingtolast week’s<br />

Ashley Riverfire.<br />

At present, the councilhas more than<br />

490 leases and licences on councilland,<br />

with around 265 for ruralgrazing androad<br />

crossings. The remaining 230 are reserves,<br />

commercialorcommunity­basedleases<br />

and licences.<br />

Anew land leasing and licences<br />

managementstrategy has beenapproved<br />

and can be viewed on the council website.<br />

The proposed Coldstream Rd tennis<br />

development is proceedingtothe resource<br />

consent stage to build 10 tennis courts. The<br />

council is contributing $1 milliontowards<br />

the project, withthe Rangiora and<br />

Southbrook tennisclubs planning to make<br />

contributions from the sale of their<br />

existing sites.<br />

Mr Gordon says the project is an<br />

importantone for tennis in the district.<br />

‘‘We are now at apoint wherethis looks<br />

like it will be areality which is great for<br />

tennisinthe Waimakariri district. Tennis<br />

clubs aroundthe district are very<br />

supportive of thishappening because they<br />

see thevalue of thisinvestment for the<br />

sport of tennis as awhole.’’<br />

With work on Stadium Waimakariri<br />

progressingnext door, contractors will be<br />

asked to linkthe services to theboundary<br />

of the proposed tennis site.<br />

5pm.Itincluded 16 children’s<br />

entertainmentinflatables.<br />

OrganiserGraham Moss, of<br />

Mandeville, who ownsFun HQ,said<br />

he was happywith theturnout.<br />

The feedbackfrompeople<br />

attending the event had been great.<br />

Parentsliked theidea of the entry<br />

feegivingkids unlimitedaccess to<br />

each inflatable throughout the day,<br />

Grahamsaid.<br />

He is keen to hold another<br />

Inflatafestnext year,but thatisgoing<br />

to require much consideration about<br />

howtoprevent it frombeing moved<br />

to abigger venue.<br />

Stadium buildprogressingwell<br />

Work above and below ground is<br />

progressing at the new Stadium<br />

Waimakariri.<br />

The taller parts of theframing were put<br />

up last month, giving the public an ideaof<br />

the scaleofthe stadium on Coldstream Rd,<br />

Rangiora.<br />

The new facility will cost around $28<br />

million. It has afloor size of about 6000<br />

square metres and will house fourindoor<br />

courts configuredfor futsal,handball,<br />

korfball,volleyball,netball, badminton<br />

and basketball.<br />

It willalso house acentralfitness<br />

facility, changingrooms, and coachingand<br />

meetingspaces.Itwill seatabout500<br />

spectators.<br />

As the build continues, foundationpads<br />

are beingprogressively constructed in line<br />

with steel frames being delivered to the<br />

site and then erected.<br />

The latest workfocuses on erecting the<br />

steel for zones one,two, three and four,<br />

which includes the courtfacilities.<br />

Drainage and service infrastructure for<br />

the plantand changing rooms is almost<br />

complete, ready for the layingofthe<br />

concrete slab.<br />

‘‘Overall, the build is progressingwell<br />

and, overthe comingmonths, we will<br />

continue to see more framing going up<br />

alongsidethe on­ and under­ground work,<br />

before the focus shifts to putting aroof<br />

over thestadium,’’ aWaimakariri District<br />

Councilspokesperson said.<br />

The siteonColdstreamRoad in<br />

Rangiora places the multi­usesports<br />

facility near other sporting grounds such<br />

as the MainPower Ovalfor cricket,the<br />

Waimakariri Hockey Turf and the Maria<br />

AndrewsPark football ground.<br />

It is alsobeside land earmarked fora<br />

proposed 10­courtoutdoor tennis facility.<br />

Once complete, the stadium will be<br />

operated by the <strong>North</strong> <strong>Canterbury</strong> Sport<br />

and Recreation Trust.<br />

It is expected that construction will<br />

finish aroundMay 2021,readyfor its fitout.<br />

standout during the mayoral campaign<br />

and now WaimakaririMayor Dan Gordon<br />

hopes to reduce his impactonthe<br />

environment.<br />

Mr Gordon has traded­inhis van at<br />

local dealer Rangiora Toyota for a2012<br />

ToyotaPriushybrid.<br />

Just like the van, dubbed the ‘‘Dan<br />

mobile’’ by WaimakaririYouth Council<br />

members, the car has beenkitted out in<br />

yellow­and­black wrap­around vinyl<br />

signwritingproduced by Horton Signs.<br />

‘‘It’sagreat car to driveand having a<br />

vehicle likethis reduces my carbon<br />

footprint, which is important as Ibelieve<br />

we shouldall do what we can to mitigate<br />

and lower our contributions to climate<br />

change,’’ Mr Gordon says.<br />

The bill pre­empts and jeopardises<br />

the comprehensive reviewofthe<br />

Resource Management Actbythe<br />

specialist panel appointed by the<br />

Government, FederatedFarmers’<br />

environmentspokesman Chris Allen<br />

told the committeethis week.<br />

It put the cart before the horse on the<br />

Essential Freshwater proposals, which<br />

sought feedback from the publicon<br />

some of the samematters as in the bill.<br />

FederatedFarmers is concerned that<br />

while the Governmentisconsultingon<br />

these exactproposals as part of the<br />

EssentialFreshwater discussiondocument<br />

process, it is concurrently<br />

drafting its answers into the bill —<br />

before assessing and addressing<br />

feedback and concernsraised in the<br />

morethan 17,500submissions received.<br />

He says thebill is at odds with its key<br />

aimsofreducing complexity, increasing<br />

certainty, restoring public participation<br />

and improving the act’s processes.<br />

Mr Allen says fast­tracking freshwater<br />

planning processes oftenbecame the<br />

‘‘survival of the best resourced’’, with<br />

smallercouncils left behind.<br />

The first in aseries of surfingworkshops<br />

for farmers, at Gore Bay,near Cheviot,<br />

began on Wednesday last week.<br />

The Surfing For Farmers <strong>Canterbury</strong><br />

workshops are being organisedby<br />

agricultural journalist and keenopenwater<br />

swimmer Sandra Taylor.<br />

‘‘We had 26 farmers turn up at Gore<br />

Bay on Wednesday, which was fantastic.<br />

‘‘We have been abletodothis with<br />

funding from <strong>North</strong><strong>Canterbury</strong><br />

Charitable Trust and FMG.’’<br />

The programmewas launched at<br />

SumnerBeach, during January and is<br />

part of amental health initiative<br />

encouragingfarmers to get off their farms<br />

and into the water.<br />

Surfing for Farmers<strong>Canterbury</strong>isan<br />

extensionofafarmer mental health and<br />

well­being initiative started by Stephen<br />

Thomson in Gisbornelast year.<br />

Stephen is asurfer,farmerand rural<br />

real estate agentatBayleys.<br />

He was inspired to establish Surfing<br />

for Farmers afterwatching the Netflix<br />

documentary Resurface.<br />

The documentary showedhow surfing<br />

helpedheal American war veterans<br />

sufferingfrom post traumatic stress<br />

disorder (PTSD).<br />

‘‘Stephen saysthe one line in the<br />

documentary that particularly resonated<br />

with him was when the war vet described<br />

how he usedtowake up every day<br />

wanting to shoot himself,’’ Sandrasaid.<br />

‘‘Nowhewakesupwanting to go<br />

surfing.’’<br />

Sandra swimsinthe ocean all year<br />

roundand knows the feeling of wellbeingshe<br />

gets from beinginthe water.<br />

She wanted farmers to sharethe<br />

experience.<br />

‘‘There are alot of reportsemerging<br />

now about the scienceofcold­water<br />

therapy and surfingintreating anxiety,<br />

depression and other mental health<br />

issues,’’ she said.<br />

the <strong>North</strong><strong>Canterbury</strong> RuralSupport<br />

Trusttoget Surfing for Farmers<br />

<strong>Canterbury</strong> up­and­runningatSumner,<br />

but it was alwaysher intentiontorun the<br />

programme at Gore Bay also.<br />

‘‘We are still running at Sumner on<br />

Tuesday nights, withfarmers coming<br />

from Mid­<strong>Canterbury</strong>,’’ she said.<br />

The Surfing For Farmers workshops<br />

are being held at Gore Bay every<br />

Thursday evening for the next five weeks<br />

and are being run by Heidi and Nukuroa<br />

Tirikatene­Nash, of Gore Bay Surf<br />

In the lead­up to Gumboot Friday on<br />

April 3, Mike King and 30 supporters plan<br />

to travel 2000km from Bluff to Cape<br />

Reinga on afleet of 20 tractors to host<br />

free community and school events<br />

throughout the country.<br />

While details are still being finalised,<br />

the group plans to stop in Christchurch<br />

on March 9and 10, before passing<br />

through <strong>North</strong> <strong>Canterbury</strong> on March 11.<br />

The Gumboot Friday initiative was<br />

launched last year and aims to raise<br />

$5 million for free counselling.<br />

Last year, $1.3m was raised to provide<br />

10,670 critical counselling sessions to<br />

more than 2500 children and young<br />

adults.<br />

New Zealand's latest suicide statistics<br />

released in August last year show that, in<br />

the year to June 30, 685 people took their<br />

lives.<br />

Feedback sought on<br />

town centre review<br />

What will Rangiora’s town centre look like<br />

in 2030? Residentsare being invited to do<br />

alittle crystal­ball gazing as the<br />

WaimakaririDistrict Councilreviews its<br />

Rangiora Town Centre Strategy.<br />

MayorDan Gordonsays the review is<br />

timely as the district continues to grow.<br />

‘‘There will be lots of potential fornew<br />

businesses, so we want to hear what<br />

people’s thoughts are.<br />

‘‘This strategy is not just about<br />

businesses. We want to develop avibrant<br />

town centre wherepeople can enjoy<br />

spending time and createpublic areas that<br />

promote our residents’ health, happiness<br />

and wellbeing.’’<br />

The town’spopulation has passed 18,000,<br />

is expected to reach 30,000 by 2048.More<br />

than 60 percent of Waimakariri residents<br />

view Rangiora as their primary shopping<br />

destination.<br />

Rangiora’stown centrealso attracts<br />

visitors from the Hurunui district and<br />

northern Christchurch.<br />

The council’sbusiness and centres<br />

manager, Simon Hart, saysthat as the<br />

district grows, there is an opportunity to<br />

identifygaps in the marketand to help<br />

developers ‘‘fill the gaps in the right way’’.<br />

‘‘We do wellinboutique shopping, food<br />

and the supermarkets, but thereare other<br />

areaswhereweare losing retailspend into<br />

the city.’’<br />

As the district grows, Rangiorais<br />

expected to needanadditional 6to9<br />

hectaresofbusinessspace.<br />

Mr Hart says this can be achieved<br />

through better utilisation of existing<br />

spaces, building upwards with more multistoreybuildings,orbyextending<br />

the<br />

business 1zone.<br />

‘‘There are still anumber of houses<br />

withinthe business 1zone and that’s<br />

normal. But someofthoseowners willbe<br />

aware of this, so there could be<br />

opportunities for them to take advantage<br />

of that. Otherbusinesseswill need to<br />

consider ‘arewespecifically atown centre<br />

function or shouldwebeinamore rural or<br />

amore industrial area’.<br />

‘‘We are also lookingatthe height,<br />

what’sappropriate, whatcan be increased<br />

and what are the typesofactivities which<br />

could operate on the second or third<br />

floor?’’<br />

One option could be town centre living<br />

on the upper floors of buildings. Mr Hart<br />

says the eight upstairsapartments being<br />

built in the Burger King development will<br />

be watchedwith interest.<br />

south side of Blackett St, westofEast Belt,<br />

the northernside of Queen St, hooks<br />

aroundVictoria Parkand Rangiora<br />

Councillorshave agreed to delegate<br />

authoritytothe utilities and roading<br />

committee to decideonthe site for<br />

Kaiapoi’s park­and­ridefacility, subject<br />

to arecommendation from the Kaiapoi­<br />

Tuahiwi CommunityBoard,whilethe<br />

detaileddesign of the cycleway was also<br />

approved at lastweek’s council meeting.<br />

The park­and­ride facility will allow<br />

Environment <strong>Canterbury</strong> to proceedwith<br />

its planstorun commuter buses directly<br />

from Kaiapoi into the central city each<br />

week day.<br />

The Kaiapoi­Tuahiwi Community<br />

boardwill be asked to choosebetween<br />

sitesinBlackSt, next to the Kaiapoi<br />

RugbyClub,orinthe formerred zone,<br />

next to NewWorld, at its meetingon<br />

Monday. The utilities and roading<br />

committee is due to meet the next day.<br />

It is proposed to provide 40 park­andride<br />

parks, as well as parks for employees<br />

of local businesses and two­hour parks<br />

for customer use.Itisexpected to cost<br />

$250,000.<br />

MayorDan Gordonsays councillors<br />

agreedtoback the design plans for the<br />

Belfast to Kaiapoi commuter cycleway,<br />

which has alreadybeen approved by the<br />

Kaiapoi­Tuahiwi Community Board.<br />

The proposed shared cycleway routeis<br />

along the western side of Main <strong>North</strong> Rd<br />

and thenalong Vickery and Peraki<br />

streets.<br />

‘‘I thinkit’s avery exciting<br />

developmentand one that has been<br />

neededfor sometime.’’<br />

Theproject is expectedtocost nearly<br />

$1.8million and is subject to aTransport<br />

Agencysubsidy of 51 percent.<br />

<strong>North</strong> Rd.<br />

Arecreational cycleway into Kaiapoi<br />

on the Sale and Supply of Alcohol Act 2012.<br />

We are calling for people interested in making alcohol<br />

licensing decisions to be part of Hurunui District<br />

Licensing Committee. Expressions of interest are invited<br />

for Commissioner/Chair and Licensing Committee<br />

Members.<br />

•Knowledge of alcohol licensing and the legal<br />

framework<br />

•Anunderstanding of the impact of alcohol-related<br />

harmon communities<br />

•Highly developed analytical and decision-making<br />

skills<br />

•Experience applying legislative and regulatory<br />

•Knowledge of and familiarity with the conduct of<br />

public hearings<br />

It is preferable that applicants for Commissioner or Chair<br />

have demonstrable experience in writing decisions in a<br />
