Council of Ulama rejects Ganduje's ban
on street begging
By Abdulmumin
Murtala
K ANO—KANO
Council of Ulama
has rejected Governor
Abdullahi Ganduje's ban on
street begging by Almajiris
across the state, saying it is
not feasible.
Briefing newsmen,
yesterday, in Kano,
Chairman of the Council
Sheikh Ibrahim Khaleel
said, “To us at the Council
of Ulama, the government
cannot do it and is not
serious about it. They are
just doing it to appease
their masters abroad, or get
their money or some kind
of noise making. Or they
might have been accused
of something from
somewhere for which they
simply organised a
ceremony and that is all.
That is our opinion. The
government is not serious
and cannot do it because
it has not taken the right
steps to it.
“The right steps to follow
in banning street begging
include firstly, the Quranic
clerics involved have to be
identified. Because there
are street beggars who are
Quranic students, there are
beggars who are sent by
their parents from the rural
areas to come and be
begging in the urban areas,
there is also begging
engaged in by some
physically challenged
individuals. All these forms
of street beggars need to be
identified and each one be
addressed accordingly. But
they have not done that.
“So, for the ban to work
there has to be a
cooperation between the
government and the
Quranic clerics. You have
to sit with them and
understand why they
engage in begging, get
some statistics, know the
total number of those
engaging in street begging
among them. If you identify
all these, it is then that you
will come to know exactly
beggars that are not
Almajiris Quranic students.
More so, you cannot stop
ILORIN—THE crisis
rocking the ruling All
Progressives Congress,
APC, in Kwara State has
taken a dangerous
dimension as the state
chairman of the party,
Bashir Bolarinwa and other
members of the state
working committee have
been attacked by
suspected thugs at Shao
town in Moro local
government area of the
state.
Vanguard gathered they
were attacked on Tuesday.
The state chairman and
other members of the
executives with other party
faithful who were on
“Thank you” visit to the
area were attacked by the
hoodlums who had laid
ambush for them.
Governor Abdulrahman
Abdulrazaq in a reaction to
the development through
his Chief press secretary,
Rafiu Ajakaye, condemned
the attack and urged the
police to fish out the
attackers.
Vanguard gathered that
the party chieftains had to
abandon the bus
conveying them and ran
into the bush to escape
being attacked as all the
begging in the state
without joining hands with
the neighbouring states..
“If you recall there was
the case of a man who just
sent three of his children to
the city to be begging for
sustenance because he
wanted to place his new
wife in the room they were
occupying. You can see that
these kids are not
necessarily Almajiris or
Quranic pupils. Therefore
you need statistics of the
real situation, know the
total number of the Quranic
teachers, the total number
of the Quranic schools and
their pupils, know exactly
who the real Almajiris are
first. You will then know
their needs understand
their problems and then
proffer the right solutions.
You can decide to cater for
them or send them back to
their homes. But you have
not conducted all these.”
Kwara APC chairman, others attacked by thugs
window screens of the
vehicle were badly
damaged.
Confirming the
development, the state vice
chairman of the party,
Sunday Oyebiyi, who was
among the victims
described the attack as
unfortunate, saying it
could lead to disintegration
of the party in the state.
Speaking at a briefing in
Ilorin, Timothy said the
attack was least expected
surrounding the moribund
and his agents to keep
off erom the Hotel, owned
It will be recalled that the
against it.”
Oyebiyi, who is also zonal
chairman, (Kwara North) of
the party said that
“members of the party are
eagerly waiting for
outcome of intervention
being done by elders of the
KANO—BOTH Aliko
Dangote and Bill
Gates have given a pass
mark to the Public Health
Care, PHC system of Kano
state as well as the
successes achieved by the
state in the fight against
polio through routine
immunization.
Dangote made the
remark during the 2019
End of Year Health System
Strengthening Program
Review Meeting, held via
Skype, at Government
House, Kano, Tuesday
night.
He said: “Kano has made
a lot of deliberate efforts to
ensure community
engagement gains from
Polio, Routine
Immunization are
maintained, as we transit to
integrated Public Health
Centre service delivery
across the whole state; It is
therefore good to hear
bring back progress report
of settlement to the court”.
Counsel to the State
government, Mr. Sanusi
Usman, who is the Director
of Litigation in the State
ministry of Justice,
confirmed the information
by Mr. Atabo, saying, “I
agreed with the position of
Mr. Atabo”.
Consequently, the
presiding Judge, Justice
Hannatu Balogun, fixed
April 7, to hear progress
report of settlement by the
parties involved.
The court had fixed
February 11 to receive
report whether or not
Kaduna State governor,
Nasir El-rufai and other
community linkage
strengthening being
highlighted as area to
prioritize during the last
PHC summit”.
“On the financing and
financial management, it is
good that the state has
sustained its record of
timely retirement of funds
in the health system,
strengthening program but
would like to encourage the
team to review the current
approach to monitor timely
implementation of work
plan and utilisation of
programme funds for
impact.
“I will not relent but
continue to talk about
program data. I therefore,
will like to encourage Kano
to develop and implement
data quality improvement
plan at all health facilities
that connect to LGA, Zone,
and State mentoring plans;
and also be sure that the
plans don’t only address
capacity gaps, but also work
to improve behaviours
around data inflation”
Senatorial district under
SUBEB office.
Oga Ogazi, who
represents Kokona East
constituency said that the
committee would not leave
any stone unturned to
ensure that contractors
execute projects according
to specifications, noting
that a situation where
a contractor used dead
stones in construction of a
S c h o o l
project, while contractors
would not carry out renovation
work but just paint school
structure, is not acceptable.
“We are here on an on the spot
assessment of the new
construction and renovation of
classrooms across the state
awarded by the SUBEB office."
agents of the State
government had complied
with court order, restraining
them from demolishing
and taking over the Durbar
hotel.
Usman had told the
court that the State
government had handed
off the disputed hotel soon
after the demolition, and as
such no government agent
could be seen at the site.
He however, said those
found on the property were,
“Scavengers who are there
to see what they can get
from the property.
“The presence of large
number of scavengers
attracted security agencies
who went there to keep
peace.”
