Debate rages over safety of 

birds near proposed pathway

THE CHRISTCHURCH 360 

Trail group says birdlife will not 

be harmed if a pathway is built 

along the western edge of the 

Avon-Heathcote Ihutai Estuary. 

This is based on the final draft 

of a Boffa Miskell report commissioned 

by the city council 

that says: “Actual levels of 

disturbance to birds as a result 

of the pathway constitute very 

low, low or moderate ecological 

magnitudes of effect. 

“Opportunities to avoid and 

minimise these effects are available.” 

The Christchurch 360 Trail 

is 135km so far and includes 

walking tracks around the city’s 

radius. The section beside the 

estuary is one of the last needed 

to complete the trail.

pathway proposal includes measures 

which will protect birds 

from threats such as pedestrians, 

cyclists and dogs. 

However, Avon Heathcote 

Estuary Ihutai Trust chairman 

Kit Doudney said the trust “absolutely 

refute that.” 

The trust and Redcliffs Residents 

Association are concerned 

building the pathway in the 

proposed area beside the Bromley 

Oxidation Ponds will put 

godwits and about 100 other bird 

species which use the estuary in 

jeopardy. 

Mr Doudney believes the 

pathway proposal goes against 

the estuary’s status as part of the 

East Asian-Australasian Flyway, 

which is supposed to protect 

birds that use it. 

He wants the pathway built 

further away from the estuary 

and the city council is investigating 

this option.

Site for temporary housing opposed

TEMPORARY housing 

used after the February 22, 2011, 

earthquake will potentially be 

moved to Richmond for social 

housing leaving nearby residents 

angry. 

The units were located in 

Linwood Park and will be 

moved to an empty lot on Guild 

St once the city council reaches 

a decision on its suitability for 

the area. 

Stapletons Rd resident 

Rick Blackburn whose house 

overlooks the site is strongly 

against the development. 

“I am absolutely against it. 

This is right in the middle of an 

established heritage or character 

area which does not comply with 

the council’s code for areas like 

this,” said Mr Blackburn. 

“The site is not suited in any 

way, shape or form for this 

development. I recognise that 

social housing is a need, but a 

much better place for this would 

be the old Shirley Boys’ High 

School site.” 

The SBHS site on North Pde is 

flat and closer to amenities such 

as The Palms. The Guild St site is 

not flat and leads to the removal 

of a 50-year-old heritage tree, 

limited on-street parking, more 

congestion and only has one access 

point, he said. 

Fifteen temporary units were 

purchased by the Christchurch 

Methodist Mission from its 

previous owners, the Ōtautahi 

Community Housing Trust. 

Last week, a community 

information evening was led by 

the CMM outlining their intentions 

for the units. The mission’s 

executive director Jill Hawkey 

said prospective tenants were 

for families who had severe and 

persistent housing needs according 

to the Ministry of Social 

Development. 

Said Mrs Hawkey: “CMM 

will comply with stipulated 

conditions of consent and all 

relevant building procedures, 

requirements and standards.” 

The passionate crowd of 60 

people were not convinced. 

Although they supported 

housing the homeless, their 

main concerns were the 

dwellings would not comply 

with the city council’s 

regulations on character areas, 

and were outraged at the lack of 

consultation.

“The application is going 

through a process to decide

notification and if it should be

BARBERSHOP GIVEALITTLE 

A Givealittle page has been 

created for a barbershop damaged 

twice by deliberately-lit fires 

in less than two weeks. Bristol 

Barbers in Wainoni, which was 

uninsured, was completely gutted 

in an arson attack on Sunday. The 

shop is understood to have gang 

links, with the damage allegedly 

being caused by a rival gang. 

Money from the fundraiser will 

go towards getting the shop back 

up and running. More than $1700 

has been raised so far.

mitigation procedures to deal 

with the issues that the estuary 

trust people raised and we agree 

that there should be measures. 

We think there should be screening, 

we think that a low barbed 

wire between the trail and the 

pond [estuary] levee is all that’s 

necessary.” 

Said city council head of parks 

Andrew Rutledge: “The pathway 

would be flanked by a security 

fence several metres to the 

pond side of the path, and screen 

planting along the estuary 

shore. Planting along most of 

the estuary shore already 

exists; the project is to provide 

screening of most of the remaining 

gaps.” 

Mr Rutledge said additional 

protective measures, which 

may also be considered include 

“educational signage promoting 

the site values, dog exclusion 

signage, regular monitoring 

of compliance, track closure 

at certain times” and “vehicle 

barriers at entry points.” 

Mr Doudney said these measures 

won’t work and birds will 

suffer. 

“Since last winter, we’ve got 

new data from a student who was 

working over the summer on bird 

disturbance. There will be a massive 

impact.” 

Mr Doudney believes the 

360 Trail group’s members are 

avoiding meeting with the trust 

so they don’t have to acknowledge 

its concerns. He said the trail 

group most recently pulled out of 

a meeting on February 17.

Dog park feedback sought

EVERY PERSON and their dog 

is being asked for feedback on 

the layout of a dog agility area in 

Woolston. 

The public has until March 11 

to tell the city council which of 

the two options being proposed 

for Radley Park they prefer. 

The first option is for the creation 

of two new exercise areas, 

one for medium to large dogs 

and one for small dogs. A new 

plant bed and tree for shade have 

also been proposed as part of 

this option. 

Option two is proposing two 

new exercise areas, one for medium 

to large dogs and one for 

small dogs, three new plant beds 

providing separation between 

the two areas and three new 

trees for shade.

Sports hub gets $200,000 grant 

A SPORTS hub in Parklands 

is one step closer to opening 

thanks to a $200,000 grant from 

the city council. 

The city council will lay the 

foundations for a new sports 

hall in Parklands that will be 

used by ParaFed Canterbury 

and other community and recreation 

groups. 

The funding from the city 

council’s Capital Endowment 

Fund will allow foundations 

to be put down for the Pūkeko 

Centre multi-use sports hall and 

for a breezeway connection to 

be built. 

It will also cover the costs 

of deconstructing the former 

Freeville School Hall building 

which has been moved to the 

site and will be used as a shell 

structure for the new sports 

hall. 

The Pūkeko Centre sports, 

recreation and community hub 

is the result of a collaboration 

between the Parklands Rugby 

Club and the Parklands Bowling 

Club. 

Both organisations lost their 

clubhouses in the earthquakes 

and decided to work together to 

create something new for their 

community. The Pūkeko Centre 

Pavilion, which provides shared 

clubrooms, was the first stage of 

the development and it opened 

in February 2018. 

The city council’s Sustainability 

and Community 

Resilience Committee approved 

the Pūkeko Centre grant at a 

meeting on February 27, along 

with several other community 

grants. 

Pūkeko Centre Inc Society 

acting chairman Andrew 

Weastell said the funding boost 

will allow the society to make a 

start on what he hopes will be 

a six to nine-month building 

project to complete the multipurpose 

sports hall. 

“It’s massive to get this 

grant. This new, hub style of 

facility is community driven 

and designed to meet diverse 

community’s needs. The centre 

will offer activities for a range 

of age groups and help the 

growing population in 

Christchurch 

East keep active and connected. 

“When complete, the sports 

hall will be used by the founding 

clubs and by a significant, new

Council to 

address erosion 

at landfill site 

CITY COUNCILLORS have 

agreed to spend nearly $1.5 

million on preventing further 

erosion at the old Bexley landfill 

site following some heated 

debate. 

After what three waters 

infrastructure and environment 

committee chairwoman Pauline 

Cotter labelled as some “very 

robust debate and discussion” 

the council reached consensus on 

approving the plan. 

The item originally caused 

a split vote which was later 

rescinded leading to a second 

vote, resulting in the plan being 

signed off by city councillors. 

The plan, which was the 

preferred option put forward 

by city council staff will aim to 

address the erosion problems on 

the old landfill’s estuary edge. 

The old landfill will be 

contained by three layers of 

different-sized rock designed to 

contain it while also dissipating 

the force from the sea, waves and 

floodwaters. 

This work will involve tonnes 

of rock to form a natural beach in 

order to protect the foreshore. This 

containment work will stop 

material dumped in the landfill 

from being washed into the 

estuary in a big storm event.

Few dog attack prosecutions

OF THE 1034 dog attacks 

reported to city council last year, 

only one resulted in the dog 

owner facing prosecution. 

Data from city council shows 

99.8 per cent of dog attacks in 2019 

did not result in prosecution, leaving 

some people wondering how 

owners of dogs who attack can 

be held accountable. Of the 1034 

reports 562 were classified as dog 

attacks and 472 were classified as 

dog rushing complaints. 

The city council holds the 

power to prosecute dog owners 

under the Dog Control Act 1996. 

Depending on the offence, an 

owner may be liable for fines as 

high as $20,000 or jailed for up 

to three months. 

Aside from prosecution, dog 

owners can also face infringement 

offence fees under the Act, which 

can range from $100 to $750. 

In most cases where a prosecution 

results in a conviction, 

an order is also made for the 

destruction of the dog. 

Based on data from the past 11 

years, on average, 21 dog attack or 

rushing complaints are reported 

to the city council a week. 

Cashmere resident Jayne Abbott 

called the statistics “horrendous.” 

In December, Mrs Abbott 

watched her three-year-old 

dachshund Alfie get mauled to 

death in front of her in a car park 

after two dogs leapt from a car 

window to attack. 

Mrs Abbott and her husband 

Bill were able to provide the city 

council’s dog control team with 

the car’s registration plate number, 

descriptions of the dogs and 

owners and multiple statements 

from witnesses. 

But 10 weeks after the attack, 

Mrs Abbott is still waiting to 

hear what action is being taken 

against the dog owner, who she 

understands still has possession 

of the dogs. 

Mrs Abbott was told by city 

council staff they would proceed 

with the case to court if they could 

gather all the evidence required. 

“Quite frankly they have, I don’t 

know how much more they need. 

I don’t know why it is taking so 

long, it’s really black and white.” 

The couple are willing to take 

their battle to court privately. 

“It’s been 10 weeks and we 

have got literally nowhere. My 

dog was horrendously killed in 

front of me and it happens everywhere. 

It’s not right.’’ 

Mrs Abbott questioned the 

number of dog attack prosecutions 

in Christchurch. 

“Are those numbers so low 

because everyone does the right 

thing and put their dogs down 

or are the numbers low because 

things just get swept under the 

carpet?’’

and believes the country’s Dog 

Control Act needs to be “completely 

rewritten.” 

“It’s so outdated it’s not even 

funny. It’s not just Christchurch

Ms van der Plas has been a dog 

owner for 17 years and strongly 

believes dogs should be on leads 

at all times in public. 

“Compulsory leashing is the 

way to go. Animal control officers 

need to have more powers of 

enforcement. At the moment, out 

of those attacks, if only one or 

two people are being prosecuted, 

there is no encouragement for 

people to keep their dog on a 

leash because nothing is going to 

happen to them. 

“That’s why these types of 

things happen because people 

don’t keep their dogs on a leash. 

They don’t train them for one, 

and then don’t keep them on a 

leash and then chaos follows. 

“There needs to be an 

emphasis on encouraging

local MPs, talk to people, let them 

know there are petitions out there, 

and there are people and groups 

lobbying for law changes. 

“The whole mentality of dog 

ownership in New Zealand needs 

to change. It’s a privilege to own a 

dog, not a right. The animals and 

dogs don’t have a voice and they 

need people to stand up and be 

their voice,” she said.

Julia Wynands admits even she 

is surprised by her latest 

selection. 

The 17-year-old, who 

lives in Huntsbury, is 

the only high school 

player in the Mainland 

Beko League team for 

the upcoming season. 

The year 13 student 

said it was an unexpected 

achievement to 

start her year. 

“I trialled with the team back 

in October and made it through 

and I’ve been training with them 

since but to find out I made the 

team was still a shock. 

“It’s not something I expected 

to achieve this year. 

“When I look back and realise 

how far I’ve come since I first 

started playing in year 3, it’s quite 

amazing.” 

The goal defence/wing attack 

was an integral part of the Villa 

Maria team which finished third 

at the South Island secondary 

school title last September and 

finished 14th at nationals a 

month later. 

She said she has tried to 

increase her fitness levels ahead

Peopaati have earned selection in 

the 18s squad. 

The wider squads were selected 

from the NZRL talent development 

camp trials that took place 

in January. 

The camp saw the NZRL bring 

25 under 16s and 25 under 18s 

as well as 48 aspiring Kiwi Ferns 

into camp at St. Peters School, 

Cambridge. 

The performance camp was 

designed for sub-elite players 

to enhance skills, introduce 

strength and conditioning and 

promote education and player 

welfare, encouraging those who 

dream of playing in the NRL to 

stay in New Zealand until they

Feijoa season signals the end of summer

It’s March already, and that 

means the start of feijoa 

season. Has there ever been 

a more polarising fruit than 

feijoas? Love them or hate 

them, these green, oval 

nuggets of floral tartness can 

bring an extra dimension to 

many sweet dishes 

Feijoa and blueberry 

shortcake crumble 

Serves 12 

Ingredients 

2 cups peeled and chopped feijoas 

1 punnet (125g) fresh blueberries 

1 Tbsp sugar 

1 tsp ground ginger 

Crumble topping 

¼ cup ground almonds 

¼ cup flour 

½ cup wholegrain oats 

¼ cup soft brown sugar 

50g butter, melted 

Shortcake 

100g butter, softened 

½ cup sugar 

1 egg 

1 ½ cup flour 

1 tsp baking powder 

Directions 

Preheat oven to 170 deg C

chopped feijoas, blueberries, 

sugar and ground ginger and set 

aside. 

Prepare the crumble topping. 

Put ground almonds, flour, 

wholegrain oats and sugar into a 

mixing bowl. Stir through melted 

butter. Set aside. 

Prepare the shortcake. Beat 

together butter and sugar until 

pale. Beat in the egg. Mix in flour 

and baking powder to form a soft 

dough. Press dough evenly into 

the base of the prepared tin. 

Spoon over the prepared fruit 

to cover the base. Scatter over the 

crumble mix. 

Bake for 40-45min until top is 

golden and base cooked. Leave 

in the tin for 20min before 

carefully lifting it out, with the 

baking paper onto a cake rack to 

cool. Serve cut into pieces with 

yoghurt, ice-cream or cream. 

Warm spiced feijoa 

doughnuts 

Makes about 14 

Ingredients 

1¼ cups plain, gluten-free flour 

½ tsp baking powder (gf) 

Pinch of salt 

½ tsp each of ground cinnamon 

and mixed spice 

3 Tbsp caster sugar 

1 egg 

3 Tbsp milk 

1 Tbsp melted butter 

1 tsp vanilla extract 

5 medium feijoas, peeled and 

diced into 1cm pieces 

Vegetable oil 

Cinnamon sugar 

½ cup caster sugar 

¼ tsp ground cinnamon 

Directions 

Put 5cm of vegetable oil in a 

deep, medium-sized saucepan 

and heat to 170 deg C on a sugar 

thermometer or until a piece of 

bread dropped into the oil turns 

golden within 30sec. 

Combine the sugar and 

cinnamon in a shallow dish and set 

aside for rolling cooked doughnuts. 

Combine all the dry ingredients 

in a large bowl. Whisk the egg, 

milk, butter and the vanilla together 

then stir into the flour along with 

the feijoas until well combined. 

Carefully drop tablespoons of 

the batter into the pan and cook 

for about 2min until a golden 

colour and puffed, turning 

to cook on all sides. Don’t 

overcrowd the pan as the oil 

temperature will drop rapidly and 

the doughnuts will be heavy. 

Remove with a slotted spoon 

and drain on paper towels. Roll in 

the cinnamon sugar then place on 

a wire cooling rack in a 100 deg C 

oven until all the doughnuts are 

cooked. Eat immediately.
