Debate rages over safety of<br />

birds near proposed pathway<br />

Trail group says birdlife will not<br />

be harmed if a pathway is built<br />

along the western edge of the<br />

Avon-Heathcote Ihutai Estuary.<br />

This is based on the final draft<br />

of a Boffa Miskell report commissioned<br />

by the city council<br />

that says: “Actual levels of<br />

disturbance to birds as a result<br />

of the pathway constitute very<br />

low, low or moderate ecological<br />

magnitudes of effect.<br />

“Opportunities to avoid and<br />

minimise these effects are available.”<br />

The Christchurch 360 Trail<br />

is 135km so far and includes<br />

walking tracks around the city’s<br />

radius. The section beside the<br />

estuary is one of the last needed<br />

to complete the trail.<br />

Kit Doudney said the trust “absolutely<br />

refute that.”<br />

The trust and Redcliffs Residents<br />

Association are concerned<br />

building the pathway in the<br />

proposed area beside the Bromley<br />

Oxidation Ponds will put<br />

godwits and about 100 other bird<br />

species which use the estuary in<br />

jeopardy.<br />

Mr Doudney believes the<br />

pathway proposal goes against<br />

the estuary’s status as part of the<br />

East Asian-Australasian Flyway,<br />

which is supposed to protect<br />

birds that use it.<br />

He wants the pathway built<br />

further away from the estuary<br />

and the city council is investigating<br />

this option.<br />

Site for temporary housing opposed<br />

TEMPORARY housing<br />

used after the February 22, 2011,<br />

earthquake will potentially be<br />

moved to Richmond for social<br />

housing leaving nearby residents<br />

angry.<br />

The units were located in<br />

Linwood Park and will be<br />

moved to an empty lot on Guild<br />

St once the city council reaches<br />

a decision on its suitability for<br />

the area.<br />

Stapletons Rd resident<br />

Rick Blackburn whose house<br />

overlooks the site is strongly<br />

against the development.<br />

“I am absolutely against it.<br />

This is right in the middle of an<br />

established heritage or character<br />

area which does not comply with<br />

the council’s code for areas like<br />

this,” said Mr Blackburn.<br />

“The site is not suited in any<br />

way, shape or form for this<br />

development. I recognise that<br />

social housing is a need, but a<br />

much better place for this would<br />

be the old Shirley Boys’ High<br />

School site.”<br />

The SBHS site on North Pde is<br />

flat and closer to amenities such<br />

as The Palms. The Guild St site is<br />

not flat and leads to the removal<br />

of a 50-year-old heritage tree,<br />

limited on-street parking, more<br />

congestion and only has one access<br />

point, he said.<br />

Fifteen temporary units were<br />

purchased by the Christchurch<br />

Methodist Mission from its<br />

previous owners, the Ōtautahi<br />

Community Housing Trust.<br />

Last week, a community<br />

information evening was led by<br />

the CMM outlining their intentions<br />

for the units. The mission’s<br />

executive director Jill Hawkey<br />

said prospective tenants were<br />

for families who had severe and<br />

persistent housing needs according<br />

to the Ministry of Social<br />

Development.<br />

Said Mrs Hawkey: “CMM<br />

will comply with stipulated<br />

conditions of consent and all<br />

relevant building procedures,<br />

requirements and standards.”<br />

The passionate crowd of 60<br />

people were not convinced.<br />

Although they supported<br />

housing the homeless, their<br />

main concerns were the<br />

dwellings would not comply<br />

with the city council’s<br />

regulations on character areas,<br />

and were outraged at the lack of<br />

consultation.<br />

“The application is going<br />

through a process to decide<br />

whether it requires public<br />

notification and if it should be<br />

“The application will<br />

be decided by a hearings<br />

panel, which will carry out<br />

deliberations in a public<br />

meeting.”<br />

CYCLEWAY CRACKING<br />

A resident of Sheldon St,<br />

Woolston, is concerned about the<br />

cracking they say is appearing<br />

on the repaired Heathcote<br />

Expressway cycleway. They have<br />

outlined this in customer service<br />

requests to city council staff and<br />

the issue has been discussed by<br />

the Linwood-Central-Heathcote<br />

Community Board.<br />

BARBERSHOP GIVEALITTLE<br />

A Givealittle page has been<br />

created for a barbershop damaged<br />

twice by deliberately-lit fires<br />

in less than two weeks. Bristol<br />

Barbers in Wainoni, which was<br />

uninsured, was completely gutted<br />

in an arson attack on Sunday. The<br />

shop is understood to have gang<br />

links, with the damage allegedly<br />

being caused by a rival gang.<br />

Money from the fundraiser will<br />

go towards getting the shop back<br />

up and running. More than $1700<br />

has been raised so far.<br />

mitigation procedures to deal<br />

with the issues that the estuary<br />

trust people raised and we agree<br />

that there should be measures.<br />

We think there should be screening,<br />

we think that a low barbed<br />

wire between the trail and the<br />

pond [estuary] levee is all that’s<br />

necessary.”<br />

Said city council head of parks<br />

Andrew Rutledge: “The pathway<br />

would be flanked by a security<br />

fence several metres to the<br />

pond side of the path, and screen<br />

planting along the estuary<br />

shore. Planting along most of<br />

the estuary shore already<br />

exists; the project is to provide<br />

screening of most of the remaining<br />

gaps.”<br />

Mr Rutledge said additional<br />

protective measures, which<br />

may also be considered include<br />

“educational signage promoting<br />

the site values, dog exclusion<br />

signage, regular monitoring<br />

of compliance, track closure<br />

at certain times” and “vehicle<br />

barriers at entry points.”<br />

Mr Doudney said these measures<br />

won’t work and birds will<br />

suffer.<br />

“Since last winter, we’ve got<br />

new data from a student who was<br />

working over the summer on bird<br />

disturbance. There will be a massive<br />

impact.”<br />

Mr Doudney believes the<br />

360 Trail group’s members are<br />

avoiding meeting with the trust<br />

so they don’t have to acknowledge<br />

its concerns. He said the trail<br />

group most recently pulled out of<br />

a meeting on February 17.<br />

Dog park feedback sought<br />

EVERY PERSON and their dog<br />

is being asked for feedback on<br />

the layout of a dog agility area in<br />

Woolston.<br />

The public has until <strong>March</strong> 11<br />

to tell the city council which of<br />

the two options being proposed<br />

for Radley Park they prefer.<br />

The first option is for the creation<br />

of two new exercise areas,<br />

one for medium to large dogs<br />

and one for small dogs. A new<br />

plant bed and tree for shade have<br />

also been proposed as part of<br />

this option.<br />

Option two is proposing two<br />

new exercise areas, one for medium<br />

to large dogs and one for<br />

small dogs, three new plant beds<br />

providing separation between<br />

the two areas and three new<br />

trees for shade.<br />

gates for access, will also be installed<br />

if this option chosen.<br />

Funding for the fence will<br />

be requested through the city<br />

Sports hub gets $200,000 grant<br />

A SPORTS hub in Parklands<br />

is one step closer to opening<br />

thanks to a $200,000 grant from<br />

the city council.<br />

The city council will lay the<br />

foundations for a new sports<br />

hall in Parklands that will be<br />

used by ParaFed Canterbury<br />

and other community and recreation<br />

groups.<br />

The funding from the city<br />

council’s Capital Endowment<br />

Fund will allow foundations<br />

to be put down for the Pūkeko<br />

Centre multi-use sports hall and<br />

for a breezeway connection to<br />

be built.<br />

It will also cover the costs<br />

of deconstructing the former<br />

Freeville School Hall building<br />

which has been moved to the<br />

site and will be used as a shell<br />

structure for the new sports<br />

hall.<br />

The Pūkeko Centre sports,<br />

recreation and community hub<br />

is the result of a collaboration<br />

between the Parklands Rugby<br />

Club and the Parklands Bowling<br />

Club.<br />

Both organisations lost their<br />

clubhouses in the earthquakes<br />

and decided to work together to<br />

create something new for their<br />

community. The Pūkeko Centre<br />

Pavilion, which provides shared<br />

clubrooms, was the first stage of<br />

the development and it opened<br />

in February 2018.<br />

The city council’s Sustainability<br />

and Community<br />

Resilience Committee approved<br />

the Pūkeko Centre grant at a<br />

meeting on February 27, along<br />

with several other community<br />

grants.<br />

will allow the society to make a<br />

start on what he hopes will be<br />

a six to nine-month building<br />

project to complete the multipurpose<br />

and designed to meet diverse<br />

community’s needs. The centre<br />

will offer activities for a range<br />

of age groups and help the<br />

growing population in<br />

the hall for school activities,<br />

including assemblies, and<br />

Council to<br />

address erosion<br />

at landfill site<br />

CITY COUNCILLORS have<br />

agreed to spend nearly $1.5<br />

million on preventing further<br />

erosion at the old Bexley landfill<br />

site following some heated<br />

debate.<br />

After what three waters<br />

infrastructure and environment<br />

committee chairwoman Pauline<br />

Cotter labelled as some “very<br />

robust debate and discussion”<br />

the council reached consensus on<br />

approving the plan.<br />

The item originally caused<br />

a split vote which was later<br />

rescinded leading to a second<br />

vote, resulting in the plan being<br />

signed off by city councillors.<br />

The plan, which was the<br />

preferred option put forward<br />

by city council staff will aim to<br />

address the erosion problems on<br />

the old landfill’s estuary edge.<br />

The old landfill will be<br />

contained by three layers of<br />

different-sized rock designed to<br />

contain it while also dissipating<br />

the force from the sea, waves and<br />

floodwaters.<br />

This work will involve tonnes<br />

of rock to form a natural beach in<br />

order to protect the foreshore. This<br />

containment work will stop<br />

material dumped in the landfill<br />

from being washed into the<br />

estuary in a big storm event.<br />

Few dog attack prosecutions<br />

OF THE 1<strong>03</strong>4 dog attacks<br />

reported to city council last year,<br />

only one resulted in the dog<br />

owner facing prosecution.<br />

Data from city council shows<br />

99.8 per cent of dog attacks in 2019<br />

did not result in prosecution, leaving<br />

some people wondering how<br />

owners of dogs who attack can<br />

be held accountable. Of the 1<strong>03</strong>4<br />

reports 562 were classified as dog<br />

attacks and 472 were classified as<br />

dog rushing complaints.<br />

The city council holds the<br />

power to prosecute dog owners<br />

under the Dog Control Act 1996.<br />

Depending on the offence, an<br />

owner may be liable for fines as<br />

high as $20,000 or jailed for up<br />

to three months.<br />

Aside from prosecution, dog<br />

owners can also face infringement<br />

offence fees under the Act, which<br />

can range from $100 to $750.<br />

In most cases where a prosecution<br />

results in a conviction,<br />

an order is also made for the<br />

destruction of the dog.<br />

Based on data from the past 11<br />

years, on average, 21 dog attack or<br />

rushing complaints are reported<br />

to the city council a week.<br />

Cashmere resident Jayne Abbott<br />

called the statistics “horrendous.”<br />

In December, Mrs Abbott<br />

watched her three-year-old<br />

dachshund Alfie get mauled to<br />

death in front of her in a car park<br />

after two dogs leapt from a car<br />

window to attack.<br />

Mrs Abbott and her husband<br />

Bill were able to provide the city<br />

council’s dog control team with<br />

the car’s registration plate number,<br />

descriptions of the dogs and<br />

owners and multiple statements<br />

from witnesses.<br />

But 10 weeks after the attack,<br />

Mrs Abbott is still waiting to<br />

hear what action is being taken<br />

against the dog owner, who she<br />

understands still has possession<br />

of the dogs.<br />

Mrs Abbott was told by city<br />

council staff they would proceed<br />

with the case to court if they could<br />

gather all the evidence required.<br />

“Quite frankly they have, I don’t<br />

know how much more they need.<br />

I don’t know why it is taking so<br />

long, it’s really black and white.”<br />

The couple are willing to take<br />

their battle to court privately.<br />

“It’s been 10 weeks and we<br />

have got literally nowhere. My<br />

dog was horrendously killed in<br />

front of me and it happens everywhere.<br />

It’s not right.’’<br />

Mrs Abbott questioned the<br />

number of dog attack prosecutions<br />

in Christchurch.<br />

“Are those numbers so low<br />

because everyone does the right<br />

thing and put their dogs down<br />

or are the numbers low because<br />

things just get swept under the<br />

carpet?’’<br />

and believes the country’s Dog<br />

Control Act needs to be “completely<br />

rewritten.”<br />

“It’s so outdated it’s not even<br />

funny. It’s not just Christchurch<br />

City Council, it’s councils nationwide,<br />

council writes its own bylaws<br />

when it comes to animal control,<br />

taken from the Dog Control Act.”<br />

Ms van der Plas has been a dog<br />

owner for 17 years and strongly<br />

believes dogs should be on leads<br />

at all times in public.<br />

“Compulsory leashing is the<br />

way to go. Animal control officers<br />

need to have more powers of<br />

enforcement. At the moment, out<br />

of those attacks, if only one or<br />

two people are being prosecuted,<br />

there is no encouragement for<br />

people to keep their dog on a<br />

leash because nothing is going to<br />

happen to them.<br />

“That’s why these types of<br />

things happen because people<br />

don’t keep their dogs on a leash.<br />

They don’t train them for one,<br />

and then don’t keep them on a<br />

leash and then chaos follows.<br />

“There needs to be an<br />

When walking her rescue<br />

dogs in public, Ms van der Plas<br />

keeps them on long horse lunge<br />

ropes.<br />

“As far as they are aware they’re<br />

off-leash, they’re chasing a ball,<br />

they’re free, but we have control of<br />

them the entire time.”<br />

People who want real change<br />

in regard to dog attacks should<br />

approach their local MPs, Ms<br />

van der Plas says.<br />

“It needs to change at a higher<br />

level. Animal control can only<br />

work within the Dog Control<br />

Act. It’s not the council’s fault<br />

they can only do with what they<br />

can work with.<br />

“People need to talk to their<br />

local MPs, talk to people, let them<br />

know there are petitions out there,<br />

and there are people and groups<br />

lobbying for law changes.<br />

“The whole mentality of dog<br />

ownership in New Zealand needs<br />

to change. It’s a privilege to own a<br />

dog, not a right. The animals and<br />

dogs don’t have a voice and they<br />

need people to stand up and be<br />

their voice,” she said.<br />

Wynands amazed<br />

at netball selection<br />

Julia Wynands admits even she<br />

is surprised by her latest<br />

selection.<br />

The 17-year-old, who<br />

lives in Huntsbury, is<br />

the only high school<br />

player in the Mainland<br />

Beko League team for<br />

the upcoming season.<br />

The year 13 student<br />

said it was an unexpected<br />

achievement to<br />

start her year.<br />

“I trialled with the team back<br />

in October and made it through<br />

and I’ve been training with them<br />

since but to find out I made the<br />

team was still a shock.<br />

“It’s not something I expected<br />

to achieve this year.<br />

“When I look back and realise<br />

how far I’ve come since I first<br />

started playing in year 3, it’s quite<br />

amazing.”<br />

The goal defence/wing attack<br />

was an integral part of the Villa<br />

Maria team which finished third<br />

at the South Island secondary<br />

school title last September and<br />

finished 14th at nationals a<br />

month later.<br />

She said she has tried to<br />

increase her fitness levels ahead<br />

hoped this would help her ease<br />

her into the next step of her<br />

environment and wearing<br />

the red and black throughout the<br />

age-groups so I hope that can<br />

continue.<br />

Her big goal was to play for the<br />

Silver Ferns one day.<br />

from the NZRL talent development<br />

Teaching a variety of dance styles to<br />

children through to Advanced RAD<br />

levels, the Patricia Paul School of Dance<br />

aims to be more than just a dance<br />

school.<br />

The teachers develop their students’<br />

mental and physical skills, building their<br />

self-esteem and confidence through<br />

Feijoa season signals the end of summer<br />

It’s <strong>March</strong> already, and that<br />

means the start of feijoa<br />

season. Has there ever been<br />

a more polarising fruit than<br />

feijoas? Love them or hate<br />

them, these green, oval<br />

nuggets of floral tartness can<br />

bring an extra dimension to<br />

many sweet dishes<br />

Feijoa and blueberry<br />

shortcake crumble<br />

Serves 12<br />

Ingredients<br />

2 cups peeled and chopped feijoas<br />

1 punnet (125g) fresh blueberries<br />

1 Tbsp sugar<br />

1 tsp ground ginger<br />

Crumble topping<br />

¼ cup ground almonds<br />

¼ cup flour<br />

½ cup wholegrain oats<br />

¼ cup soft brown sugar<br />

50g butter, melted<br />

Shortcake<br />

100g butter, softened<br />

½ cup sugar<br />

1 egg<br />

1 ½ cup flour<br />

1 tsp baking powder<br />

Directions<br />

Preheat oven to 170 deg C<br />

with baking paper. Mix together<br />

chopped feijoas, blueberries,<br />

sugar and ground ginger and set<br />

aside.<br />

Prepare the crumble topping.<br />

Put ground almonds, flour,<br />

wholegrain oats and sugar into a<br />

mixing bowl. Stir through melted<br />

butter. Set aside.<br />

Prepare the shortcake. Beat<br />

together butter and sugar until<br />

pale. Beat in the egg. Mix in flour<br />

and baking powder to form a soft<br />

dough. Press dough evenly into<br />

the base of the prepared tin.<br />

Spoon over the prepared fruit<br />

to cover the base. Scatter over the<br />

crumble mix.<br />

Bake for 40-45min until top is<br />

golden and base cooked. Leave<br />

in the tin for 20min before<br />

carefully lifting it out, with the<br />

baking paper onto a cake rack to<br />

cool. Serve cut into pieces with<br />

yoghurt, ice-cream or cream.<br />

Warm spiced feijoa<br />

doughnuts<br />

Makes about 14<br />

Ingredients<br />

1¼ cups plain, gluten-free flour<br />

½ tsp baking powder (gf)<br />

Pinch of salt<br />

½ tsp each of ground cinnamon<br />

and mixed spice<br />

3 Tbsp caster sugar<br />

1 egg<br />

3 Tbsp milk<br />

1 Tbsp melted butter<br />

1 tsp vanilla extract<br />

5 medium feijoas, peeled and<br />

diced into 1cm pieces<br />

Vegetable oil<br />

Cinnamon sugar<br />

½ cup caster sugar<br />

¼ tsp ground cinnamon<br />

Directions<br />

Put 5cm of vegetable oil in a<br />

deep, medium-sized saucepan<br />

and heat to 170 deg C on a sugar<br />

thermometer or until a piece of<br />

bread dropped into the oil turns<br />

golden within 30sec.<br />

Combine the sugar and<br />

cinnamon in a shallow dish and set<br />

aside for rolling cooked doughnuts.<br />

Combine all the dry ingredients<br />

in a large bowl. Whisk the egg,<br />

milk, butter and the vanilla together<br />

then stir into the flour along with<br />

the feijoas until well combined.<br />

Carefully drop tablespoons of<br />

the batter into the pan and cook<br />

for about 2min until a golden<br />

colour and puffed, turning<br />

to cook on all sides. Don’t<br />

overcrowd the pan as the oil<br />

temperature will drop rapidly and<br />

the doughnuts will be heavy.<br />

Remove with a slotted spoon<br />

and drain on paper towels. Roll in<br />

the cinnamon sugar then place on<br />

a wire cooling rack in a 100 deg C<br />

oven until all the doughnuts are<br />

cooked. Eat immediately.

Viruses can make us very unwell and some<br />

people may even die from them. However if<br />
