Email your views to devon.bolger@starmedia.kiwi News Submissions sought on bylaw which could include cats • By Devon Bolger RESIDENTS WILL get to have their say on whether cats should be controlled under a new bylaw. A report presented at a district council meeting last week recommended cats be excluded from the bylaw about the keeping of animals, other than dogs, in urban areas. But district councillors agreed to include them in the consultation document meaning people will get to make submissions on the options for addressing issues with cats. A draft bylaw will now be drawn up and sent to township committees in June or July. It will also include rules around the keeping of poultry and bees. The tabled report said: “Provisions relating to the de-sexing and microchipping of cats are problematic with issues. “These include the quantification of the perceived problems caused by cats, doubt that the provisions Jeff Bland in the bylaw will have any impact on the perceived problems caused by cats and a risk that the provisions will be found to be unreasonable,” it said. Councillor Jeff Bland said at the meeting: “My personal feeling is that we have to do something. Cats kill lizards, birds and all kinds of things and I think we need to have the courage to do something about it.” District councillors also agreed to support the drafting and implementation of national legislation to control cats as well as submitting to Environment Canterbury through its annual plan process to control feral cats in Canterbury.
