Submissions sought on bylaw<br />
which could include cats<br />

RESIDENTS WILL get to<br />
have their say on whether<br />
cats should be controlled<br />
under a new bylaw.<br />
A report presented at a<br />
district council meeting<br />
last week recommended<br />
cats be excluded from the<br />
bylaw about the keeping of<br />
animals, other than dogs,<br />
in urban areas.<br />
But district councillors<br />
agreed to include them in<br />
the consultation document<br />
meaning people will get<br />
to make submissions on<br />
the options for addressing<br />
issues with cats.<br />
A draft bylaw will now<br />
be drawn up and sent to<br />
township committees<br />
in June or July. It<br />
will also include rules<br />
around the keeping of<br />
poultry and bees.<br />
The tabled report<br />
said: “Provisions<br />
relating to the<br />
de-sexing and<br />
microchipping of cats are<br />
problematic with issues.<br />
“These include the quantification<br />
of the perceived<br />
problems caused by cats,<br />
doubt that the provisions<br />

impact on the perceived<br />
problems caused by cats<br />
and a risk that the provisions<br />
will be found to be<br />
unreasonable,” it<br />
said.<br />
Councillor Jeff<br />
Bland said at the<br />
meeting: “My<br />
personal feeling is<br />
that we have to do<br />
something. Cats kill<br />
lizards, birds and<br />
all kinds of things and I<br />
think we need to have the<br />
courage to do something<br />
about it.”<br />
District councillors<br />
also agreed to support the<br />
drafting and implementation<br />
of national legislation<br />
to control cats as well as<br />
submitting to Environment<br />
Canterbury through<br />
its annual plan process to<br />
control feral cats in Canterbury.<br />

population growth we’ve<br />
had in the district has<br />
also meant a big increase<br />
in pets and animals<br />
living in our towns so it’s<br />
a good time to start<br />
thinking about the issues<br />
