Introduction<br />

Policy designed to meet <strong>in</strong>novation needs across the economy is arguably the<br />

best approach, particularly <strong>in</strong> light of the <strong>in</strong>creased blurr<strong>in</strong>g between different<br />

activities <strong>in</strong> the economy. Van Ark et al (2003) 35 argue<br />

‘...given the <strong>in</strong>creased <strong>in</strong>tertw<strong>in</strong><strong>in</strong>g of service <strong>and</strong> manufactur<strong>in</strong>g<br />

<strong>in</strong>novations the dist<strong>in</strong>ction between separate <strong>in</strong>novation systems <strong>for</strong> these<br />

two sectors also seems <strong>in</strong>appropriate. Instead of focus<strong>in</strong>g policies<br />

specifically on sectors or <strong>in</strong>dividual functions, the appropriate approach is<br />

to recognise perceived <strong>in</strong>novation problems where the supply of <strong>and</strong><br />

dem<strong>and</strong> <strong>for</strong> <strong>in</strong>novations do not match...’<br />

Similarly, Tether (2005) 36 notes that while services tend to have an orientation to<br />

<strong>in</strong>novation that differs from manufacturers, this difference shouldn’t be<br />

overstated – not<strong>in</strong>g that there are a variety of modes of <strong>in</strong>novation found <strong>in</strong> both<br />

services <strong>and</strong> manufactur<strong>in</strong>g. He concludes by not<strong>in</strong>g that we still know much<br />

less about <strong>in</strong>novation <strong>in</strong> services, <strong>and</strong> that what is important <strong>in</strong> th<strong>in</strong>k<strong>in</strong>g about<br />

<strong>in</strong>novation is not which sector they belong to but which approach to <strong>in</strong>novation<br />

they use.<br />

The Council <strong>for</strong> Science <strong>and</strong> Technology also warn aga<strong>in</strong>st adopt<strong>in</strong>g a separate<br />

model: 37<br />

‘...we are not conv<strong>in</strong>ced that it would be helpful to ma<strong>in</strong>ta<strong>in</strong> a dist<strong>in</strong>ction<br />

between services <strong>and</strong> manufactur<strong>in</strong>g <strong>in</strong>novation <strong>and</strong> to develop a separate<br />

model <strong>for</strong> service <strong>in</strong>novation [...] the grow<strong>in</strong>g <strong>in</strong>terdependence of service<br />

provision <strong>and</strong> manufactur<strong>in</strong>g suggests to us that it would be better to aim<br />

<strong>for</strong> models which look at how value is added without impos<strong>in</strong>g a priori<br />

division between manufactur<strong>in</strong>g <strong>and</strong> services. [..] Ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the divide<br />

may simply stall discussion.’<br />

In l<strong>in</strong>e with the ‘emerg<strong>in</strong>g’ nature of academic study of services <strong>in</strong>novation,<br />

<strong>in</strong>ternational policy evidence on services is also be<strong>in</strong>g developed. Forfás (2006)<br />

from Irel<strong>and</strong> are one of the few Government agencies pursu<strong>in</strong>g a dist<strong>in</strong>ctive<br />

service <strong>and</strong> <strong>in</strong>novation policy. Forfás argue: 38<br />

‘...merely re-br<strong>and</strong><strong>in</strong>g or repackag<strong>in</strong>g of policy <strong>and</strong> supports will not be<br />

enough. Although it must be understood that many of the national<br />

supports do <strong>in</strong> fact have the “potential” to be re-oriented <strong>and</strong> exp<strong>and</strong>ed to<br />

be more effective but through a new <strong>and</strong> dist<strong>in</strong>ctive national <strong>in</strong>novation<br />

policy’<br />
