<strong>Innovation</strong> <strong>in</strong> <strong>Services</strong><br />
In the meantime, European countries had begun to measure <strong>in</strong>novation directly,<br />
through what have become known as the European Community <strong>Innovation</strong><br />
Surveys (CIS). The CIS, <strong>and</strong> the OECD’s Oslo Manual (1992) on which it is based,<br />
were orig<strong>in</strong>ally motivated by the underst<strong>and</strong><strong>in</strong>g that much <strong>in</strong>novation was be<strong>in</strong>g<br />
missed by measur<strong>in</strong>g only R&D <strong>and</strong> patents (Smith, 2005). The CIS uses a<br />
‘subject based’ approach (Archibugi <strong>and</strong> Pianta, 1996) – that is rather than focus<br />
on <strong>in</strong>novative th<strong>in</strong>gs (as <strong>in</strong> the object based approach), firms were asked about<br />
various aspects of their <strong>in</strong>novative activities, <strong>in</strong>clud<strong>in</strong>g whether they have<br />
<strong>in</strong>troduced new or significantly changed products or processes. The CIS,<br />
however, was orig<strong>in</strong>ally developed to survey the <strong>in</strong>novative activities of<br />
manufacturers, <strong>and</strong> was designed around the traditional dichotomy of<br />
(technological) product <strong>and</strong> process <strong>in</strong>novation, with organisational <strong>in</strong>novation<br />
omitted. In almost all countries, the first CIS, which was carried out <strong>in</strong> 1992, was<br />
conf<strong>in</strong>ed to manufactur<strong>in</strong>g.<br />
Subsequently, the Oslo Manual <strong>and</strong> CIS were adapted to extend the survey<strong>in</strong>g to<br />
services. This adaptation <strong>in</strong>volved little ef<strong>for</strong>t to address the peculiarities of<br />
services, <strong>and</strong> <strong>in</strong>stead merely accommodated services by replac<strong>in</strong>g the word<br />
‘product’ with the word ‘service’. The second CIS, which was carried out <strong>in</strong> 1997,<br />
<strong>in</strong>cluded many private services, although not public services (Tether et al., 2001).<br />
