Five steps lead to success.16[18] Professionally designed lighting systemrefurbishment makes for greater efficiencyand a better quality of light at the workplace.[19] DIN standards and workplace regulations(ASR) cite quality features that in totodefine the quality of a lighting installation.Careful analysis and professional designform the basis of any effective lightingrefurbishment project. Explain the individualstages of the process to your customersand stress the importance of everyoneinvolved – engineers, buyers, users anddecision-makers – cooperating at theearliest possible stage. That is the bestway to accomplish the switch to sustainablelighting.The aim is to produce a comprehensiverefurbishment plan that compares andtakes account of the feasibility of individuallighting projects. The data collected andcalculations made enable an optimal refurbishmentstrategy to be identified and, atthe same time, make it easier to decidewhich projects, if any, should be fasttrackedfor economic reasons. The refurbishmentplan can then be implemented instages over a number of years. In thiscase, refurbishment commences in roomsor parts of the building with the longestoperating times or, alternatively, starts withthe types of luminaires and lamps thanoffer the greatest savings potential.Stage 1: As-is analysisProject preparation costs money but paysdividends. Anyone who starts by preciselydefining objectives and priorities will easilybe able later to quantify the savings madeand the gains in lighting quality.Every refurbishment programme starts withan as-is analysis. Important sources ofinformation for this are:energy bills for the last three yearsitemisation of maintenance and repaircosts for existing installationslighting calculations and review of existinginstallationsbenchmarks with comparable lightinginstallations. In the simplest case, theelectrical input of the lighting installation ismeasured in relation to the area illuminated(i.e. W/m 2 per 100 lux per year).Stage 2: Designing the lightingComplex lighting projects require a greatdeal of expertise.Lighting design involves defining visualtasks, ensuring observance of numerousstandards and regulations, and takingaccount of lighting quality features. Theactual design work is performed in fivestages:identification of visual tasks, definition ofthe lighting concept and selection of thetypes of lighting requiredselection of appropriate luminaires andcomponentsestablishment of the number andarrangement of luminaires requiredwhere appropriate, definition of thelighting management system, whichsaves additional energydefinition of the maintenance schedule.Feasibility studyDesign work also includes conducting afeasibility study on various options andcomparing different lighting solutions.The study should take account of all costsover the entire life cycle of the lightinginstallation. These include capital costs,energy consumption, cleaning, maintenanceand repair costs, and the cost ofdisposal.Stage 3: FinancingFor municipal authorities and businesses,attractive financing concepts facilitatethe switch to energy-efficient lighting –ideally without placing any strain on budgets.Help is available in the form of:contracting, where a service provider investsin efficient lighting and assumes theeconomic risksupport funding: the German government,the federal states and the government-ownedKfW bank operate numerousschemes that support the refurbishmentof old lighting installations (see alsopage 36).

Nevertheless, it is advisable towork within the same rules. They facilitatethe decision-making process and highlightimportant criteria such as life cycle,feasibility and return on investment.Stage 5: Maintenance and monitoringAccording to DIN EN 12464-1, the preparationof a maintenance schedule is also acompulsory part of lighting design work.Optimal maintenance increases the life andefficiency of a lighting installation.
