Picking up the pace<br />
Thankfullyweare nowpast the shortest<br />
day, whichmeans thegloomy parts of<br />
winterare behindus.It’sgreat to see<br />
events startingagain.<br />
Ienjoyed takingpartinPark Runat<br />
PegasusonSaturday.<br />
Thosewhoknow me well knowI’m not<br />
arunner, butawalker. It wasgreattosee<br />
people of allagesand fitnesslevels<br />
encouragedtoparticipate.There is alot<br />
to see anddoin ourdistrict.<br />
Thecouncilisfocusing on developing a<br />
Recovery Plan for ourDistrict. This week<br />
thecouncilagreed to form an Economic<br />
Recovery Advisory Group that Iwill chair.<br />
This willbemadeupofbusinessand<br />
sector representativestoget abroad<br />
rangeofideas to advise thecounciland<br />
help ourdistrictrecover fromthe<br />
economiceffects of thepandemic.<br />
It is important to note that recovery<br />
extendswellbeyondthe council.<br />
Whilethe councilplays animportant<br />
role,localbusinesses, the development<br />
sector, localsocial service providers,<br />
governmentagencies andotherswillbe<br />
critical by providingtheirown<br />
contributiontothedistrict’s recovery.<br />
Alot of smallbusiness owners as well as<br />
locals submittedsomefantastic ideas on<br />
the Waimakariri:Better than Before draft<br />
recoveryplan. We will take theseideas<br />
away andfurtherdevelop them as part of<br />
therecovery plan.<br />
Thereiscontinued uncertaintyasto<br />
when New Zealand will open tothe world<br />
again.But at alocallevel, thingsare<br />
lookingpositive.<br />
We are receivingalot of enquiries from<br />
developers.Realestate sales areholding<br />
up.Iamtoldthere is an issueof supply<br />
andthatproperties on themarketare<br />
sellingquickly. Propertypricesare<br />
holding up,which is encouraging.<br />
Enterprise <strong>North</strong><strong>Canterbury</strong>’srecently<br />
releasedBusiness OpinionSurvey noted<br />
that businesses have suffered asharpand<br />
significantimpact fromCovid19.<br />
However, it isbelievedthat we are<br />
betterplaced to weather the impact<br />
because of alowerlevelofreliance on<br />
international tourism.<br />
Twentysix percentofretail businesses<br />
surveyed experiencedgrowth as aresult<br />
of Covid19. Local spendingdatawould<br />
indicate ashorttermrecovery thataligns<br />
with this survey. Increasingly, Iam<br />
hearingfrom retailers ofcustomers<br />
visiting fromChristchurchand further<br />
afield.Theyenjoy shoppingand<br />

issued is generallyconsidered an<br />
indicator of howthe local economy is<br />
performing.Newdwelling consents<br />
issued between January and Mayare<br />
downonly 9%onthe same periodlast<br />
year.<br />
Ithoughtthat the decrease in numbers<br />
may havebeen alot greater,sothis is<br />
also encouraging.<br />
Thenextsix monthswill be difficult,<br />
andsomeofthe effectsare likely to be<br />
maskedbythe wagesubsidy. Asustained<br />
recovery overtwotothree years is quite<br />
possible.<br />
However, in talkingwith business<br />
ownersand our community,thereisa<br />
real sense of optimism.<br />
My priority,and that ofthe council,is<br />
toensure werecover from this<br />
pandemic,supportour communityby<br />
finding theright balance that provides<br />
the stimulus to our local economy, and<br />
continue to invest in the prioritieswe<br />
haveidentified withthecommunity.<br />

Common sense needed<br />
over fresh water policy<br />

Everyonewantsimprovements to the<br />
quality of water in ourstreams, rivers<br />
and lakes.However, thetrouble is<br />
there is disagreementabout how to<br />
achieve it, howfast it needsto happen,<br />
and at what cost.<br />
Federated Farmers is encouraged<br />
by signs of growing recognition that<br />
targetedaction on issues particular to<br />
differentcatchments will be far more<br />
effectiveinterms of cost and results<br />
thanblunt,blanket regulations.<br />
When the Government first released<br />
its EssentialFreshwater proposals last<br />
year, there wasanoutcrynot justfrom<br />
farmers, but alsomany othersector<br />
groups, including thelocalauthorities<br />
thatwould havetoadministerand<br />
enforce the regulations.<br />
Theproposals were tochange.<br />
Maybeitwas the 17,000submissions,<br />
maybeit was thefact there isan<br />
electionthisyear, or —and Ilike to<br />
think this wasthe deciding factor —<br />
maybecommon senseprevailed.<br />
Whatever the case,the resultisthe<br />
Actionfor Healthy Waterways reforms<br />
signedoff by CabinetonMay 28 are<br />
more reasonable and practical.<br />
Forexample, Federated Farmers<br />
agreeswith the push for Farm<br />
EnvironmentPlanstobe rolled out<br />
overareasonable timeframe. We are<br />
alsopleasedthatwaterway fencing<br />
distancerequirements arenow 3m,<br />
not 5m,and that existing fencing<br />
was very disillusioned.<br />
The predominant experience now<br />
when walking around the city’s<br />
beautiful parks and beachesis<br />
spacedout peopleand the<br />
ubiquitous smell of weedwafting<br />
throughthe air.<br />
My family and friends in<br />
Vancouver agree it was one of the<br />
worst things that has happened to<br />
Vancouver.<br />
Iactually could not wait to get back<br />
to New Zealand.<br />
Even the liberal Dutch are now<br />
questioningthe Amsterdam<br />

But to give creditwhereit’s due, the<br />
Government hasalso justannounced<br />
an extra $3 million for the New<br />
ZealandLandcare Trust,an<br />
investment thatFederated Farmers<br />
lobbied for in its submissiononthe<br />
freshwater proposals.<br />
This investment willenable the<br />
trust to employ ateam of regional coordinatorstoworkwith<br />
the farming<br />
community on integratingsustainable<br />
landand watermanagementpractices<br />
into their farmingsystems.<br />
Farmer and communityled<br />
catchment groups, workingon<br />
priorities particular to their district<br />
and topography,have proven to be<br />
veryeffective.<br />
This is where we’ll get real,lasting<br />
improvement in rural water quality.<br />

New Zealand has the advantageof<br />
beingable to weigh up the<br />
experiences of other places.<br />
Why share their failed<br />
experiments?<br />
Do peopleregretnow reducingthe<br />
drinking age to 18? Yes. Will we<br />
change it? No.<br />
Come on New Zealanders, you can<br />
lead the world in intelligenceand<br />
vote no to legalised cannabis!<br />
