NFRC Tech TalkROOFERS: STAND OUT FROM THECROWD WITH ROOFCERTThe requirement for contractors, installers and all in the supply chain to demonstratecompetency is only going to increase. With this in mind, James Talman, Chief Executive ofthe NFRC, explains how roofers can ensure they’re ahead of the game with RoofCERT...Demonstrating competency is going tobecome increasingly important forroofing operatives over the months andyears ahead.The government recently introduced legislation tocreate a Building Safety Regulator in response tothe Grenfell tragedy. This new body, which will bemanaged by the Health and Safety Executive(HSE), will be responsible, amongst other things,for implementing a new more stringent regulatoryregime for high rise buildings.However, critically it will have a crucial role inoverseeing the competence of all involvedin the construction industry, not justthose working on high risebuildings. Alongside this, theCompetency Steering Group,which was set up by industryand government followingDame Judith Hackitt’s report onGrenfell, is working on anoverarching competency framework, forthose working in the built environment. NFRC siton Sub-Group 2 of this wider group that is lookingat the competency of installers.Also contained in this legislation is the creation ofa New Homes Ombudsman – this will be adisputes resolution service for owners of newbuild homes to hold developers to account for anydefects, and pay compensation where applicable.This, along with public pressure, will mean housebuilders will be increasingly focussed on thequality of workmanship of their supply chain. Weknow from warranty bodies that roofing is one ofthe highest areas of concern for housebuilders“It is no longerenough for anoperative tojust rely onthe number ofyears’experience theyhave or to have an NVQ”and so it is likely this will be an area of focus.For the domestic sector, Competent PersonSchemes will soon have a new MandatoryTechnical Competence document forall operatives working for acontractor registered with ascheme such asCompetentRoofer. This will alignwith expectations from BuildingControl over standards of work.Demonstrate competencyOperatives across all parts of the constructionindustry will, therefore, find themselves beingasked to demonstrate their competency to satisfyemployers and clients. It is no longer enough foran operative to just rely on the number of years’experience they have or to have an NVQ; furtheraccreditation is needed to demonstrate ongoingcompetency. Fortunately, the roofing industry isahead of the game and already has a scheme todo this in RoofCERT.If an operative has at least three years’experience, they can sign up to start theRoofCERT journey to accreditation now. We haveLeft: James Talman, NFRC Chief Executive.2,000 funded places and areurging roofing operativesacross the industry to getstarted. We are alsoencouraging roofing contractors tosign their teams up.We have recently made some changes to theprocess for operatives through digitalisation. Weare now accepting and signposting online healthand safety awareness courses, which form acrucial part of accreditation. We will also soon beintroducing online examinations. These won’t andcan’t replace in-person training and exams butwill mean that we can reach more roofers thanever before, especially during these turbulenttimes where Covid-19 remains a risk.We are also working with some major industrybodies to raise awareness of RoofCERT amongsthouse builders and main contractors, so that thisbecomes the industry standard that clients androofing contractors look for in operatives.While the wider construction industry looks toestablish new accreditation schemes to meet therequirements of the Building Safety Regulator,RoofCERT already exists and is here and ready toaccredit thousands of operatives.
