Efficiency Review & Progress<br />
� Improv<strong>in</strong>g DHS communications by ensur<strong>in</strong>g consistency and coord<strong>in</strong>ation;<br />
� Conduct<strong>in</strong>g an assessment <strong>of</strong> the number <strong>of</strong> full-time, part-time employees and<br />
contractors to better manage our workforce;<br />
� Increas<strong>in</strong>g coord<strong>in</strong>ation across all headquarters and operat<strong>in</strong>g Components;<br />
� Develop<strong>in</strong>g a process for obta<strong>in</strong><strong>in</strong>g prelim<strong>in</strong>ary applicant security background data for<br />
candidates referred for f<strong>in</strong>al consideration;<br />
� Standardiz<strong>in</strong>g content for new-employee orientation and mandatory annual tra<strong>in</strong><strong>in</strong>g<br />
modules DHS-wide;<br />
EXPENDITURES ON DAY-to-DAY<br />
Chang<strong>in</strong>g the way the <strong>Department</strong> spends the funds necessary to conduct its day-to-day bus<strong>in</strong>ess,<br />
from acquir<strong>in</strong>g <strong>of</strong>fice supplies to rent<strong>in</strong>g facilities, has allowed DHS to significantly reduce those<br />
costs.<br />
Dur<strong>in</strong>g the last quarter <strong>of</strong> fiscal year 2009, DHS avoided $2.9M <strong>in</strong> costs through improved travel<br />
and conference plann<strong>in</strong>g. In addition, DHS expects to avoid costs <strong>of</strong> $1.3M <strong>in</strong> fiscal year 2010<br />
by consolidat<strong>in</strong>g subscriptions for several publications as well as $87.5M <strong>in</strong> s<strong>of</strong>tware licens<strong>in</strong>g<br />
and ma<strong>in</strong>tenance costs over the next six years.<br />
Initiatives <strong>in</strong> this area <strong>in</strong>clude:<br />
� Consolidat<strong>in</strong>g subscriptions to pr<strong>of</strong>essional publications and newspapers;<br />
� Maximiz<strong>in</strong>g use <strong>of</strong> government <strong>of</strong>fice space for meet<strong>in</strong>gs and conferences <strong>in</strong> place <strong>of</strong><br />
rent<strong>in</strong>g facilities;<br />
� M<strong>in</strong>imiz<strong>in</strong>g pr<strong>in</strong>t<strong>in</strong>g and distribution <strong>of</strong> reports and documents that can be sent<br />
electronically or posted onl<strong>in</strong>e;<br />
� Leverag<strong>in</strong>g buy<strong>in</strong>g power to acquire s<strong>of</strong>tware licenses for <strong>Department</strong>-wide usage;�<br />
� Elim<strong>in</strong>at<strong>in</strong>g non-mission critical travel and maximiz<strong>in</strong>g use <strong>of</strong> conference calls and webbased<br />
tra<strong>in</strong><strong>in</strong>g and meet<strong>in</strong>gs;<br />
� Elim<strong>in</strong>at<strong>in</strong>g all external contracts for the design and production <strong>of</strong> new seals and logos<br />
� Increas<strong>in</strong>g usage <strong>of</strong> DHS-wide blanket purchase agreements for <strong>of</strong>fice supplies;<br />
� As replacements are needed, convert<strong>in</strong>g pr<strong>in</strong>ters, faxes, and copiers <strong>in</strong>to all-<strong>in</strong>-one<br />
mach<strong>in</strong>es;<br />
� Us<strong>in</strong>g refurbished IT equipment (computer and mobile devices) and redeploy<strong>in</strong>g the<br />
current <strong>in</strong>ventory throughout DHS.<br />
DHS employees submitted thousands <strong>of</strong> suggestions <strong>in</strong> response to the President’s SAVE award<br />
campaign. The best <strong>of</strong> these suggestions will be <strong>in</strong>corporated <strong>in</strong>to the efficiency review process.<br />
