Destruction/Weapons <strong>of</strong> Mass Effect (WMD/WME).<br />
� CBP estimates that there were over 17 million entries <strong>in</strong>to the United States from the 35<br />
Visa Waiver Program countries that use the Electronic System for Travel Authorization<br />
(ESTA) web-based application. Currently, the ESTA website appears <strong>in</strong> English and 20<br />
other languages. In addition to the ESTA web-based application, CBP automated the<br />
paper form I-94W <strong>in</strong> <strong>FY</strong> 2009.<br />
� CBP deployed the new Vehicle Primary Client s<strong>of</strong>tware application to U.S. land border<br />
ports. This critical s<strong>of</strong>tware quickly and effectively provides <strong>of</strong>ficers with vital<br />
<strong>in</strong>formation on border crossers. The tra<strong>in</strong><strong>in</strong>g and deployment <strong>of</strong> the new s<strong>of</strong>tware is<br />
completed at all the Western Hemisphere Travel Initiative (WHTI) implemented sites.<br />
The s<strong>of</strong>tware is currently deployed at over 580 lanes across the land borders.<br />
� CBP’s Customs-Trade Partnership Aga<strong>in</strong>st Terrorism (C-TPAT) program signed a<br />
mutual recognition arrangement with Japan Customs and Tariff Bureau’s Authorized<br />
Economic Operator <strong>in</strong>dustry partnership. The C-TPAT program also developed a Mexico<br />
strategy <strong>in</strong> <strong>FY</strong> 2009 which <strong>in</strong>cluded conduct<strong>in</strong>g a series <strong>of</strong> workshops along the<br />
southwest border. The workshops developed an operational plan to temporarily assign<br />
Supply Cha<strong>in</strong> Specialist to select southwest borders ports to verify compliance with<br />
m<strong>in</strong>imum security criteria and select<strong>in</strong>g high risk Mexico manufacturers to confirm<br />
security measures were <strong>in</strong> place. In 2009, C-TPAT has validated 2,572 companies. Of<br />
the completed validations, 888 were <strong>in</strong>itial validations and 1,684 were revalidations.<br />
� CBP has the largest and most diverse law enforcement can<strong>in</strong>e program <strong>in</strong> the United<br />
States. CBP can<strong>in</strong>e <strong>of</strong>ficers and border patrol agents use specially tra<strong>in</strong>ed detector dogs to<br />
combat terrorist threats, identify explosive threats, and <strong>in</strong>terdict concealed persons,<br />
currency, agriculture, narcotics and other contraband at the POEs, at <strong>in</strong>ternational mail<br />
facilities, and along the border between the POEs. Can<strong>in</strong>e teams are assigned to 78 POEs<br />
and 120 Border Patrol stations, sectors and special operations groups throughout the<br />
United States.<br />
