� Surface and Air Asset Follow-on........................................................ $62.5M (173 FTE)<br />
The budget provides a total <strong>of</strong> $62.5M to fund operations and ma<strong>in</strong>tenance <strong>of</strong> cutters,<br />
boats, aircraft, and associated subsystems delivered through major cutter, aircraft, and<br />
associated C4ISR acquisition efforts. Fund<strong>in</strong>g is requested for the follow<strong>in</strong>g assets:<br />
� NSC – Shoreside logistics support and ma<strong>in</strong>tenance fund<strong>in</strong>g necessary for three<br />
NSCs located <strong>in</strong> Alameda, CA; unit operations and ma<strong>in</strong>tenance fund<strong>in</strong>g for the<br />
third NSC scheduled for delivery <strong>in</strong> <strong>FY</strong> <strong>2011</strong>.<br />
� Tra<strong>in</strong><strong>in</strong>g System Personnel – Fund<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g personnel for the NSC C4ISR<br />
tra<strong>in</strong><strong>in</strong>g suite at Tra<strong>in</strong><strong>in</strong>g Center Petaluma, CA.<br />
� FRC – Operat<strong>in</strong>g and ma<strong>in</strong>tenance fund<strong>in</strong>g for the first five FRCs scheduled for<br />
delivery <strong>in</strong> <strong>FY</strong> <strong>2011</strong> and homeported <strong>in</strong> Miami, FL; shore-side ma<strong>in</strong>tenance<br />
personnel needed to support FRCs be<strong>in</strong>g delivered <strong>in</strong> <strong>FY</strong> <strong>2011</strong>; and, personnel to<br />
operate and ma<strong>in</strong>ta<strong>in</strong> the seventh and eighth FRCs scheduled for delivery early <strong>in</strong><br />
<strong>FY</strong> 2012.<br />
� Transition Aviation Tra<strong>in</strong><strong>in</strong>g Center Mobile and Air Station Miami to HC-144A<br />
Maritime Patrol Aircraft (MPA) – Fund<strong>in</strong>g to support a change <strong>in</strong> aircraft type,<br />
allowance, and programmed utilization rates at Aviation Tra<strong>in</strong><strong>in</strong>g Center Mobile,<br />
AL and Air Station Miami, FL.<br />
� HC-144A MPA – Operat<strong>in</strong>g and ma<strong>in</strong>tenance fund<strong>in</strong>g and personnel for aircraft<br />
#12 and personnel for aircraft #13; logistics support personnel and ma<strong>in</strong>tenance<br />
fund<strong>in</strong>g for the HC-144A product l<strong>in</strong>e.<br />
� Armed Helicopters for <strong>Homeland</strong> <strong>Security</strong> Follow-on – Recurr<strong>in</strong>g funds to<br />
ma<strong>in</strong>ta<strong>in</strong> Airborne Use <strong>of</strong> Force (AUF) Kit “A” equipment for 22 HH-65C<br />
helicopters.<br />
� C4ISR Follow-on – Fund<strong>in</strong>g to ma<strong>in</strong>ta<strong>in</strong> new high-speed Ku-band satellite<br />
communications systems <strong>in</strong>stalled on major cutters prior to <strong>FY</strong> <strong>2011</strong>.<br />
<strong>FY</strong> <strong>2011</strong> Efficiencies, Reallocations, and Decommission<strong>in</strong>gs<br />
� Maritime Safety and <strong>Security</strong> Teams............................................... -$18.2M (196 FTE)<br />
In <strong>FY</strong> <strong>2011</strong>, five Maritime Safety and <strong>Security</strong> Teams (MSSTs) will be decommissioned.<br />
The seven rema<strong>in</strong><strong>in</strong>g MSSTs will deploy regionally to mitigate the highest prevail<strong>in</strong>g<br />
port security risks <strong>in</strong> the Nation’s critical ports.<br />
MSSTs will cont<strong>in</strong>ue to escort vessels, patrol critical <strong>in</strong>frastructure, perform counter<br />
terrorism activities, enforce laws aboard high <strong>in</strong>terest vessels, and respond to<br />
unanticipated surge operations (e.g., mass migration response, hurricane response,<br />
terrorist attack, etc.) consistent with regional threats.<br />
As part <strong>of</strong> this <strong>in</strong>itiative, the Coast Guard will re<strong>in</strong>vest partial MSST sav<strong>in</strong>gs <strong>in</strong> the Law<br />
Enforcement Detachment (LEDET) program to address <strong>in</strong>creased demand for LEDET<br />
