Local Law Enforcement coord<strong>in</strong>ation functions. The Secretary tasked the Office <strong>of</strong><br />
Policy to develop and implement polices related to <strong>in</strong>formation shar<strong>in</strong>g, resiliency, and<br />
strategic requirements development. These efforts underway <strong>in</strong> <strong>FY</strong>2010 and will have<br />
cont<strong>in</strong>ued attention <strong>in</strong> <strong>FY</strong><strong>2011</strong>.<br />
Under Secretary for Management<br />
� Acquisition Workforce………………….……………………..……..$24.2M (150 FTE)<br />
In support <strong>of</strong> strengthen<strong>in</strong>g the Federal acquisition workforce, DHS requests an <strong>in</strong>crease<br />
to the <strong>Department</strong>’s acquisition workforce capacity and capabilities. The <strong>in</strong>crease<br />
requested is to mitigate the risks associated with gaps <strong>in</strong> either capacity or capability <strong>of</strong><br />
the acquisition workforce, to improve the effectiveness <strong>of</strong> the workforce, and to enhance<br />
contract oversight.<br />
DHS HQ Consolidation<br />

The <strong>in</strong>tent <strong>of</strong> the Consolidated Headquarters <strong>in</strong>itiative is to align the real estate portfolio<br />
<strong>in</strong> the National Capital Region (NCR) to enhance mission performance and support<br />
efficient management. The St. Elizabeth’s development and the consolidation <strong>of</strong> mission<br />
support functions are <strong>in</strong>terrelated.<br />

To support the <strong>in</strong>cident management and command-and-control requirements <strong>of</strong> our<br />
mission, the <strong>Department</strong> will consolidate executive leadership, operations coord<strong>in</strong>ation,<br />
policy and program management functions <strong>in</strong> a secure sett<strong>in</strong>g at St. Elizabeth’s by<br />
reduc<strong>in</strong>g the total number <strong>of</strong> locations that house DHS components to as few as possible.<br />
This will reduce fragment<strong>in</strong>g component bus<strong>in</strong>ess units, as well as standardize the work<br />
environment and improve communication and coord<strong>in</strong>ation across all Headquarters<br />
units. The $287.8M will support the cont<strong>in</strong>uation <strong>of</strong> the Phase 1 development <strong>of</strong> the<br />
United States Coast Guard (USCG) Headquarters and <strong>in</strong>itiate construction <strong>of</strong> the Phase<br />
2A DHS Headquarters, and the National Operations/Collocation <strong>of</strong> Component<br />
Operations Centers.<br />
Office <strong>of</strong> the Chief F<strong>in</strong>ancial Officer<br />
� Improved F<strong>in</strong>ancial Accountability……………...….………………..…$3.3M (0 FTE)<br />
By improv<strong>in</strong>g f<strong>in</strong>ancial management <strong>in</strong> the <strong>Department</strong>, the Office <strong>of</strong> the Chief F<strong>in</strong>ancial<br />
Officer (OCFO) will enable <strong>in</strong>ternal assurance teams to conduct reviews <strong>of</strong> <strong>Department</strong><br />
operations, remedy GAO/IG high risk/management challenge areas, and strengthen<br />
<strong>in</strong>ternal controls over operations. The OCFO will also support a series <strong>of</strong> external<br />
evaluations <strong>of</strong> programs to be conducted periodically by Federally Funded Research and<br />
Development Centers or other <strong>in</strong>dependent parties outside the <strong>Department</strong> and enhance<br />
the Program Analysis and Evaluations (PA&E) mission to provide <strong>in</strong>formation on key<br />
analytical issues to <strong>Department</strong> leadership and the Adm<strong>in</strong>istration.<br />
