In support <strong>of</strong> the Secretary’s role as Pr<strong>in</strong>cipal Federal Official for domestic <strong>in</strong>cident<br />
management, OPS develops and coord<strong>in</strong>ates <strong>Department</strong>al and <strong>in</strong>teragency strategic-level<br />
operations plans.<br />
Start<strong>in</strong>g <strong>in</strong> <strong>FY</strong> <strong>2011</strong>, OPS is responsible for the adm<strong>in</strong>istration <strong>of</strong> a National <strong>Security</strong> Special<br />
Event (NSSE) State and Local Reimbursement Fund under the direction <strong>of</strong> the Secretary. The<br />
fund will be used to reimburse state and local governments for the actual costs associated with<br />
the <strong>in</strong>creased security measures for an unplanned NSSE. Funds are appropriated to the<br />
<strong>Department</strong>al Management and Operations account.<br />
Service to the Public:<br />
Analysis and Operations provides the resources that enable the critical support necessary to<br />
ensure the protection <strong>of</strong> American lives, economy, and property by improv<strong>in</strong>g the analysis and<br />
shar<strong>in</strong>g <strong>of</strong> threat <strong>in</strong>formation. This <strong>in</strong>cludes advis<strong>in</strong>g all levels <strong>of</strong> government (Federal, State,<br />
territorial, tribal, and local), the private sector and the public with timely warn<strong>in</strong>g and advisories<br />
concern<strong>in</strong>g threats to the homeland.<br />
I&A’s <strong>in</strong>telligence contribution to our national security is its ability to execute their homeland<br />
security <strong>in</strong>telligence analysis and warn<strong>in</strong>g mission while serv<strong>in</strong>g as a nexus for <strong>in</strong>tegration and<br />
coord<strong>in</strong>ation <strong>of</strong> actionable <strong>in</strong>telligence from both domestic and foreign sources. I&A’s mission<br />
is to strengthen the <strong>Department</strong>’s and our partners’ ability to perform their homeland security<br />
functions by access<strong>in</strong>g, <strong>in</strong>tegrat<strong>in</strong>g, analyz<strong>in</strong>g, and shar<strong>in</strong>g timely and relevant <strong>in</strong>telligence and<br />
<strong>in</strong>formation, while protect<strong>in</strong>g the privacy and civil liberties <strong>of</strong> the people we serve. DHS’ unique<br />
functional expertise resides with data rich operational <strong>in</strong>telligence organizations at the<br />
component, State, and local levels where <strong>in</strong>formation is gathered and synthesized for<br />
dissem<strong>in</strong>ation to homeland security.<br />
OPS supports the DHS mission to lead the national unified effort to secure America by<br />
ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the National Operations Center (NOC) and by provid<strong>in</strong>g 24/7 <strong>in</strong>cident management<br />
capabilities to ensure a seamless <strong>in</strong>tegration <strong>of</strong> threat monitor<strong>in</strong>g and <strong>in</strong>formation flow. The<br />
NOC serves as a 24/7 multi-agency organization, fus<strong>in</strong>g law enforcement, national <strong>in</strong>telligence,<br />
emergency response, and private sector report<strong>in</strong>g. The NOC is the primary national-level hub<br />
for domestic <strong>in</strong>cident management, operations coord<strong>in</strong>ation, and situational awareness, fus<strong>in</strong>g<br />
law enforcement, national <strong>in</strong>telligence, emergency, response and private sector report<strong>in</strong>g. OPS<br />
provides <strong>in</strong>formation flow for other Federal, State, local, tribal and private sector entities as well<br />
as decision support to the White House, the Secretary <strong>of</strong> <strong>Homeland</strong> <strong>Security</strong>, DHS components<br />
and <strong>in</strong>teragency partners.<br />
