PATTAYA TO SPEND 160M BAHT

ON BEACH LANDSCAPING TO

LURE LOCAL TOURISTS

In order to boost local tourism, The

City of Pattaya will improve the city’s

famous beachfront area with a 160 million

bahtmakeover scheme.

Sonthaya Kunplome, mayor of the

City of Pattaya, was quoted as saying,

"The City of Pattaya needs to change

its tourism strategy to draw local tourists

to the city.”

The scheme will cover a 4 km stretch

of beach road from North Pattaya to

Walking Street and will include landscape

improvements such as planting

more trees, remodeling gardens and

greenery and renovating walkways to

make them safer and more attractive.

Underground public toilets will also be

installed and parking bays for coaches

along beach road are earmarked in the

plans.

Work will start in October and the

goal is to complete the project by the

end of this year.

Although the aim is to boost local

tourism in the immediate future, the

beachfront improvements will ultimately

form part of a longer-term plan to improve

Pattaya’s standing in the international

market too.

International visitors from China,

India, Europe, Russia, Australia and

North Asia made up 80 per cent of

tourists to Pattaya before the Covid-19

pandemic.

The beautification of Pattaya

beach comes hot on the heels of the

beach-widening scheme that was completed

a couple of years ago. The widening

of the beach from just 5 meters to

as much as 50 meters was instrumental

in increasing tourism to the resort.

More holidaymakers have been seen

enjoying the newly widened beach

since the makeover.

There were some concerns that

the imported sand would end up being

washed away but so far the newly widened

beach has been kept in tact and

has proven to be a valuable asset to

the city.

So much so, that another scheme

to widen Jomtien beach has now been

given the go ahead.

In the initial phase, 586 million baht

will be spent on widening 3.5 km of

eroded shoreline along Jomtien beach,

from Jomtien Soi 11 all the way to the

Lung Sawai restaurant. 680,000 cubic

meters of imported sand will be used to

broaden the beach by 50 meters.

A second phase will commence in

fiscal year 2022 to widen the remaining

stretch from Soi Na Jomtien 11 to Phra

Tamnak, another 3.5 kilometers.

Currently much of the beach at the

far end has been eroded to expose just

rocky outcrops and breakwaters that

are backing on to the beach road.

Since many Thai owners have second

properties in Jomtien, the renovation

of the beach area is also expected

to boost domestic tourism in the medium

and long term.

“The 1” loyalty card and associated

cent of the entire Thai Population.

a wide variety of outlets including

and many others. These can be

redeemed for coupons, cash and

discounts on over 2,000 brands in

different sectors including hotels,

food outlets, gas stations and

hospitals amongst others.

TESCO LOTUS

OPERATOR TO OPEN

MORE STORES

Ek-Chai, The operator of the ubiquitous

Tesco Lotus stores across

Thailand, intends to open two or

three more new Tesco Lotus hypermarkets

and up to 150 new Tesco

Lotus Express stores during

this year.

The Tesco Lotus Express

stores have been very popular

since they bridge the gap between

convenience stores and the larger

hypermarkets. Customers who

want quick access to a broader

range of products are choosing

Express stores for their ease of

access and parking.

Customer director Vorawan

Phianlikhitwong was quoted as

saying, "To respond to customers'

demands, we've also developed

new retail models: the Tesco-Lotus

pop-up store and the Tesco

Lotus Express kiosk in front of

Tesco Lotus hypermarket," adding,

"The first pop-up store was

opened a few months ago on

Bang Na-Trat Road to access

customers who don't want to visit

our large hypermarket, and two

Tesco Lotus Express kiosks in

front of Tesco Lotus hypermarket,

selling only snacks, coffee

and beverages, were opened five

months ago at Sukhumvit 50 and

Phatthanakan."

LOW COST AIRLINES

NOT SO OPTIMISTIC

ABOUT NEAR-TERM

FUTURE

Budget airlines in Thailand were

under pressure in the first half of

2020 as international travel all

but ground to a halt. Thai Air Asia

stated that it carried 4.8 million

customers in the first half, down

58 per cent. However, this included

the nearly normal months

of January and February. Since

March 22nd borders have been

closed and the second quarter

saw a much sharper downturn.

Meanwhile, Thai Lion Air said

it saw passenger numbers fall

nearly 60 per cent. It is unlikely

that the airline will restart international

flights in the next three

months.

Nuntaporn Komonsittivate,

head of commercial operations

at Thai Lion Air was quoted as

saying, "We've followed developments

from authorities on a daily

basis and have to accept the reality

that border reopening is not

easy, as we need agreement from

both sides.”

The airline is hoping that government

stimulus of the domestic

sector, in particular enticing people

to travel further than driving

distance, will provide a cushion

for the next few months.

FUTURE RAIL PLANS FOR

BANGKOK, PATTAYA AND BEYOND

The Mass Rapid Transit Authority of

Thailand (MRTA) has set out plans to expand

rail lines in Bangkok and has also announced

future schemes in other cities.

In Bangkok, the Brown Line will be extended

from Khae Rai to Yaek Lam Sali

and the Purple Line will run from Tao Poon

to Rat Burana. These two projects will be

completed in 2026 and 2027 respectively.

The announcement was made at the MR-

TA’s 28thanniversary event.

These new projects follow news that the

tender process was opened for the operation

of the Orange Line that connects Thailand

Cultural Centre with Bang Khun Non.

More lines in Bangkok are also expected

to be planned and built going forward.

MRTA governor Pakapong Sirikantaramas

was quoted

as saying,

"The MRTA aims at elevating the lives of

city dwellers, providing more convenience,

by developing the transit areas of various

[modes of public] transportation.”

In other major cities, new rail lines are

being planned. Nakhon Ratchasima will see

its Green Line get the go ahead, which will

connect the Save One Market to the Baan

Nari Swat Protection and Occupational Development

Centre. Completion is expected

to be in 2025.

By 2028, in the northern city of Chiang

Mai, residents there will be able to travel on

the "Chiang Mai Light Rail Transit” system

linking Nakornping Hospital to Mae Hiais.

To the south, Phuket will see a long

awaited monorail connecting Phuket International

Airport to the Tha Chalong Intersection.

This has long been an extended

taxi or bus ride and so it will be a welcome

addition to the resort island. Completion is

expected by 2026.

Meanwhile, under what is expected to be

a public-private partnership (PPP) model,

Pattaya is gearing up to build its own monorail

linking the upcoming high-speed rail

(HSR) station to Pattaya’s downtown areas.

Construction is expected to commence in

2023 and the line should be operational by

2027. Currently the plans are at the public

hearing stage and will then

await cabinet approval

following environmental

impact assessments.

Initial plans of the routing, which may

be subject to change, show the 9km long

monorail starting at the HSR Station to the

east of Sukhumvit Road and then traversing

Pattaya North Road with 4 stops before

turning left into Pattaya Sai Song road. An

additional 6 stops are expected as the line

extends in a north/south direction, including

Pattaya North Road station, Pattaya Central

Road station, Pattaya South Road station

and Thap Phraya Intersection before

the monorail terminates at Bali Hai Pier.

Pattaya deputy mayor Manote Nongyai was

quoted as saying, "For the future development

of Pattaya, it is necessary to reduce the use

of private cars while moving towards public

transport in the form of an electric rail system

to distribute wealth, promote tourism and help

the industrial sector.”

The Pattaya monorail project is designed to

connect Pattaya with the government's already

well-established Eastern Economic

Corridor (EEC) project.

capable of providing the defining

answer to many economic,

social and political questions,

they are certainly a good way of

obtaining a general overview of

any particular subject.

Each month the Business

Supplement will look into a

brace of statistical information

and provide readers with what

we consider to be the central elements

of these figures.

THAILAND HAS MORE

WOMEN THAN MEN

The number of females as a

share of the total Thai population

stands at 51.3 per cent as

of the latest census statistics at

the end of 2019.

It was not always the case

that there were more females

than males in the Kingdom.

In 1970 the female population

made up only 49.9 per cent of

the total, but it has been steadily

rising and by 2008 stood at 50.9

per cent.

Since then the imbalance

has further increased at a remarkably

steady rate of 0.07

per cent each and every year.

By 2012 the ratio was 51.1 per

cent and by 2015 it was 51.2 per

cent.

Today’s ratio of 51.3 per cent

may not seem like much of a

deviation from the 50 per cent

perfect balance of equality, but

a little mathematics can put the

number into light. It means that

for every 100 men there are

102.7 women, or for every 100

women there are only 97.5 men.

Thailand is not the only

country to have more women

than men, and indeed there are

much starker examples.

In Russia, for every 100

women there are only 86.8 men.

In Eastern European countries

such as Estonia and Lithuania

the numbers are similar at 88

and 85.3 respectively.

Conversely in China there

are 106.3 men for every 100

women due in part to the practice

of sex selective birth preferences.

At the extreme end of the

scale the UAE in the Middle

East has 274 men for every 100

women meaning there are nearly

three times as many men as

women.

Other Middle Eastern nations

also have high imbalances, with

Saudi Arabia, Oman and Qatar

sporting 130.1, 197 and 265.5

men for every 100 women.

The average for the world is

101.8 men for every 100 women.

THAILAND ALMOST

DOUBLED ITS INTER-

NATIONAL RESERVES

Thailand almost doubled its

international reserves in the

10 years from 2008 to 2018. At

2018 the number stood at 205.6

billion U.S. dollars.

As per the definition provided

by the IMF, international

reserves are a combination of

a country’s foreign exchange

on hand, its monetary gold reserves,

its reserve position in

the IMF, and the value of its US

Dollar Special Drawing Rights

by its monetary authorities.

In 2008 Thailand had just

over US$111 billion in international

reserves, but in the two

years following the worldwide

great financial recession of that

year, reserves in Thailand actually

increased by 24 per cent

per year to stand at US$172 billion

by 2010.

Yet for the next 6 years international

reserve growth slowed

and even slipped into negative

territory in some years. From

2010 to 2016, international reserves

grew by just 0.15 per

cent on average. The following

year saw a jump of 17.91

per cent with reserves topping

US$202.5 billion.

also, moving down from

31.67 to 31.12.

The British Pound has

arguably been one of the beneficiaries

of the weaker Dollar

moving up from 1.2569

to 1.3092 to the Greenback.

There was consolidation at

the highs but no reversal as

to 40.74, a gain of 2.5 per

cent.

The Japanese Yen has not

yet taken to the stage as a

safe haven currency as may

have been expected at a time

of Dollar weakness. This could

be due to rising asset prices,

which typically do not

The Russian Ruble further

weakened against an already

weakening U.S. dollar, moving

from 70.79 to 72.75, a move of

almost three per cent. News of

Russia being the first country

to roll out a vaccine did little

to reverse sentiment. Against

the Thai Baht, the Ruble

fetched 0.418 baht, down from

0.438.

The Euro, as the largest

weighted currency against

the US Dollar, rose as it was

naturally on the other side

of the Dollar trade. The Euro

extended its stellar rally from

1.1403 to 1.1840 almost in a

straight line. Interestingly, the

European Central Bank has itself

embarked on massive QE

and monetary easing over an

extended period of time, so it

is worth keeping in mind that it

is also printing money at a fast

rate. Against the Thai Baht,

the Euro moved from 35.86

to 36.83, another new multimonth

high.

THE GLOBAL FIBER OPTIC NETWORK EXPLAINED

As we scroll through Instagram

or cue up another episode on Netflix,

most of us give little thought to

the hidden network of fiber optic

cables that instantaneously shuttle

information around the globe.

This extensive network of cables

– which could stretch around

the Equator 30 times – is the connective

tissue that binds the internet,

and thanks to our insatiable

appetite for video streaming, it’s

growing larger with every passing

year.

A Series of Tubes

The late Senator Ted Stevens

drew laughter for describing the

internet as a “series of tubes” in

2006, but as it turns out, most of

the information moving around the

world does, in fact, travel through a

series of tubes. Undersea fiber optic

tubes, to be exact.

The way this system functions

is deceptively simple. Light, which

is beamed into a fiber optic cable

at a shallow angle, ricochets its

way along the tube at close to light

speed until being converted back

into an electrical signal at its destination

– generally a data center. To

increase bandwidth further, some

cables are able to carry multiple

wavelengths concurrently.

Impressively, this simple method

of bouncing light through a tube

is what moves 99% of the world’s

digital information.

The Glass Superhighway

Since the first undersea fiber

optic cable, TAT-8, was constructed

by a consortium of companies in

1988, the number of cables snaking

across the ocean floor has risen

dramatically. In fact, over 100 new

cables will have been laid between

2016 and 2020, with a value of

nearly $14 billion.

Increasing bandwidth requirements

have transformed content

providers from customers to cable

owners. As a result, tech giants like

Google and Facebook are taking a

more active role in the expansion of

the global fiber optic network. Google

alone had at least five cable

projects set for completion in 2019.

The Last Mile

Much like Amazon struggles

with the “last mile” of deliveries, the

transmission of digital information

is much less efficient at the data

center level, where servers are

connected by traditional electric

cables. These short-range cables

are far less efficient than their fiber

optic counterparts, losing half their

running power as heat.

If this inefficient use of energy

isn’t solved, internet-related activity

could comprise a fifth of the world’s

power consumption by 2030.

Thankfully, a related technology

– integrated photonics – could keep

the high-definition videos of the future

streaming. Although the silicon

wires used in integrated photonics

do not guide light as effectively as

fiber optics, the ultra-thin wires are

far more compact. Photonic chips

paired with burgeoning terahertz

(THz) wireless communications

could eventually form the backbone

of a 6G network. Short-range THz

signals would hitch a ride on silicon

wires via tiny photonic chips scattered

around population centers.

Before this efficient, high-capacity

future is realized, researchers

must first solve the puzzle of manufacturing

photonic devices at scale.

Once this method of data transmission

hits the mainstream market, it

could drastically alter the course of

both computing and global energy

consumption.

PUT ON HOLD

After reopening to domestic

flights on July 31st, plans to reopen

Bali to foreign tourists from mid September

are now in doubt.

There are concerns that it may

be too early to open the island destination

to foreigners.

State-Owned Enterprises Minister

Erick Thohir, who oversees the

country’s coronavirus taskforce, was

quoted as saying in an online discussion,

“We don’t want that the programme

to make Indonesia healthy

become compromised by the plan to

allow foreign tourists to come, and it

creates possible new clusters,” adding,

“Therefore, the committee has

decided to review this plan to allow

foreign tourists to come.”

Around 6.3 million foreign tourists

came to Bali directly last year,

with Australia being a leading feeder

market.

NETWORK

BY 2035

China's hunger for new rail links

looks set to continue until at least

2035 with more than 200,000 kilometers

of railways slated for construction

over the next 15 years. This will mean

that the overall rail network will increase

in size by 41 per cent and the

size of the high speed rail network,

where speeds of more than 250 km/h

can be achieved, will almost double.

In the first six months of this year,

investment in railways amounted to

325.8 billion Yuan, an increase of

1.2 percent year on year. This came

at a time when other fixed asset investments

fell by around 3.1 per cent

over the same time period.

as saying, "China's economic growth

has three pillars: exports, property

and infrastructure investment," adding,

"Exports can no longer be relied

upon, and property speculation will

be curbed, so infrastructure investment

is the last pillar that shouldn't

China is rightly proud of its highspeed

network, but in reality it is a

necessity since the country covers

such a large geographical area. It

is seen as a critical investment to

create a single market in the vast

country.

Shen Jianguang, a long-time

Chinese economist who works for

JD Digits, was quoted as saying, “It

is a blueprint for 2035, when China

will be much richer and more prosperous

than today. It makes sense to

connect every city with half a million

people into the high-speed railway

network - Frankfurt became the economic

heart of Germany when its

population was about half a million."

CAMBODIA

CANCELS ITS

OCTOBER WATER

FESTIVAL

The Government of Cambodia

has announced that it will call off the

three-day Water Festival that was due

to take place between 30th October

and 1st Nov 2020. The reason given

is concerns about crowds at a time of

Covid-19 transmission prevention.

Ek Tha, spokesman for the office

of the Council of Ministers, was quoted

as saying, “At Cambodia’s Water Festival,

tens of thousands of people gather

to enjoy the traditional event around

the river fronts of Tonle Sap and the

four arms of the Mekong,” adding,

“Although we do not have community

transmission in the country, we don’t

want to take the risk.”

Last year the Water Festival drew

4.7 million domestic visitors and over

31,000 foreigners.

UK VISA FOR YOUR

THAI SPOUSE

What types of UK visas are

there?

There are a number of different

UK visas which foreigners can apply

for depending on their individual

circumstances.

In this article we will look at

visitor (tourist) visas, for visitors

who want to stay in the UK for less

than six months, fiancee visas for

people who want to get married in

the UK and then apply to settle.

Lastly, settlement visas for spouses

of UK citizens.

There are a lot of misconceptions

around the UK visa requirements

for foreigners so in this article

we will try to clear these up

for you.

Some people believe that you

need to be a UK citizen to invite a

foreign national to visit you in the

UK or go on holiday to theUK with

you. This is not the case, a foreigner

with indefinite leave to remain

in the UK or an EU national who

is legally working in the UK, can

invite their partner, friends or family

to visit them in the same way

that a UK citizen can. This also applies

to two foreign nationalswho

want to visit the UK together. So

just because you are not a British

passport holder, you can still apply

for a visa for your Thai partner to

visit the UK on holiday with you.

If you are a Thai couple or family

with adequate means to visit the

UK on holiday, you don't necessarily

need an invitation from a UK

passport holder if you can prove

that you are able to fund your trip

by yourselves.

If you are living in the UK and

want to apply for a visa for your

partner, you will need to supply a

number of documents proving the

nature

of your relationship, adequate

reasons for your partner to return

to Thailand at the end of the trip

and financial proof that you are

able to cover the cost of the trip.

If you met your partner online,

the immigration clearance officer

would expect you to have already

met in person at least once and

will judge the length of your relationship

from the time you met in person.

If you and your partner are living

in Thailand together then the

assumption is made that you and

your partner will return to Thailand

together, but don't be fooled

into thinking that this is sufficient

reason to convince the

ICO that your partner will return

to Thailand. You will still need to

show sufficient proof of your relationship

and life together.

If you and your partner are not

yet married, but intend to do so

and then settle in the UK together.

One way of achieving this is with

a fiancee visa. This enables your

partner to

travel to the UK and stay for a

maximum of six months. During

that six month period you must get

married and then you will be able

to start the settlement process

without your partner needing to

return to Thailand.

If you and your partner are already

married and would like to

live in the UK together, then you

can apply for a settlement visa.

The settlement visa application

is not only complex but expensive

and best undertaken with

the guidance of an experienced

A NON-RESPONDER

Exercise science has a name

for people who train hard in a certain

way, yet don’t really get to see

much in the way of change for the

effort they put in. That name is

‘non-responder’.

Sadly, if you are a non-responder

then there’s a good

chance you’ll never see any benefit

from the exercise regime you’re

using. Despite this, don’t despair. It

just means the regime you’re using

doesn’t suit your own unique biology,

and a simple change, or maybe

a more radical change will see

you start getting the benefits you

expect from all that training.

In 2001, an analysis of several

previously published exercise

studies found that a single exercise

routine could affect different

people in dramatically different

ways, regardless of age, gender, or

other demographic factors. Some

trainers may build up their stamina

from a running routine, or build up

muscle mass from lifting weights,

and yet others on the same regime

might see their fitness levels

remain stagnant, or even end up

worse off than when they started.

The good news is that a study

conducted by the journal PLOS

One suggests there is no such

thing as a universal non-responder,

so if the workout you’ve been on

for the last six weeks, or months,

or longer, is not working for you,

there will be one out there that will.

The study authors had their

subjects go through three weeks

of endurance training and three of

interval training, with a few months’

break in between the two, and

measured each person’s fitness

at the beginning and the end of

each program. The results: “As a

group, they had gained admirable

amounts of fitness from both workouts

and to about the same extent,

but individually, the responses varied

considerably.”

The study showed around 33

percent of the people failed to

show much improvement in one of

the measures of fitness after three

weeks of endurance training. Similarly,

about 33 percent had not improved

their fitness much with interval

training. And after each type

of workout, some participants were

found to be in worse shape.

A majority of the participants, in

other words, had failed to respond

as expected after one of the workouts.

The researchers’ main takeaway,

though, is that each participant

had at least one workout

that did work for them. So, being

a non-responder to one type of exercise

never meant that someone

was a non-responder to all types.

The real downside to some extent

is that the only way to really tell

if you’re a non-responder to something

is through trial and error.

Yes, this means you have to battle

through four, five, six weeks of the

one style of training and see what

happens. If you’re lucky, you’ll hit

on a great response straight away;

if you’re unlucky you might slog

away for some time before finding

the right regime for you.
