LABOUR’S HUGE lead in the
latest poll has been mirrored
in a mock election at one of the
district’s primary schools.
A Newshub Reid-Research
poll released on Sunday showed
Labour at 50.1 per cent of the
vote, National at 29.6 per cent,
and the Greens (6.5 per cent).
On Friday, Rolleston School
held a mock election in which
22 pupils voted.
Labour took 45.45 per cent
of the vote and in a surprise
move, the struggling Greens
followed with a 31.81 per cent.
National, which has held
the Selwyn seat since 1946,
fell behind to 13.63 per
cent.
And in another surprise,
National candidate Nicola
Grigg was third most popular
(four votes) behind Labour’s
Reuben Davidson (11 votes)
and Greens’ Abe O’Donnell
(five votes).
Teacher Jordan Shallcrass
said she thinks the Greens
received a high number of
votes because of its focus on
environmental and social
issues.

ruling out confiscating yellow
bins if residents keep filling them
with non-recyclables.
A six month programme to
assess recycling
bins for
contamination
is expected to
get under way
late next month.
It comes
after the
Christchurch Andrew Boyd
City Council
confiscated 26 yellow bins and
plans to take back 52 more in the
next two weeks.
The residents were warned three
times by city council staff to stop
putting non-recyclables in their
bins before they were confiscated.
District council sold waste
manager Andrew Boyd said they
will be working to make sure
it does not get to that stage in
Selwyn, but would not rule out
confiscation as a last resort.
Boyd said contamination of
kerbside recycling continues to be

RUBBISH DUMPING in the
Selwyn riverbed continues to
cost ratepayers.
Earlier this month, a pile of
800 to 1000 tyres were discovered
dumped in the riverbed
near the Old South Rd ford
north of Dunsandel.
The tyres have
now been removed,
and will
be recycled, but
the incident will
cost $5000.

POWER POLE FIRE
A power pole caught fire
in Leeston on Sunday. Fire
chief Lloyd Clausen said they
were called to the incident on
Southbridge Dunsandel Rd at
about 2.15pm. He said firefighters
waited at the scene until the
power was turned off and the
fire was put out. An Orion
spokeswoman said one customer
lost power due to the fire but it
was restored within an hour. An
investigation into the cause of the
incident is ongoing.
MASTER PLAN
Residents have until Monday,
October 5, to have their say on
the latest proposed updates to
plans for the new Rolleston town
centre. The draft Master Plan for
the development was adopted for
public consultation last month.
Proposed changes include fresh
designs and layout changes for the

Last week the Selwyn Times
reported the expansion of the
Selwyn Aquatic Centre will be
complete in March next year. This

in August, but we still saw
83 per cent of our loads recycled
correctly,” he said.
The cost to send the contamination
to landfill from May 1 to
August 31 was $31,000.
“It is good to see the majority
of residents are taking the time to
recycle correctly and support our
efforts to reduce recycling going
to landfill.
“We’d really like to see all
loads of recycling accepted again
though, and we are confident
we’ll get there,” said Boyd.
The programme will consist of

Pupils researched parties

stopping discrimination, stopping
excessive food waste and
decrease waste going into land
fills,” she said.
“It may have helped that the
local candidate Abe O’Donnell
dropped off stickers for all of
them in the week of our election.”
Shallcrass said the pupils
had a dislike of National before,
during and after the lockdown.
“They often talked about how
they viewed Simon Bridges as
mean because of how they saw
him in the media questioning
the decisions of Jacinda Ardern
and the coalition government
were making.”
When asked what the pupils
thought of National leader Judith
Collins, Shallcrass said they have
not had enough time to get to
know her enough.
“I think it’s more about thinking
National is not kind and the
association that the kids have
made.”
The idea for the mock election
came from the pupils interest in
the Government and politics.
It was set-up like a formal vote
with forms and ballot boxes,
similar to a real election, and the
class even had its own booths for
voting.
“We have done a lot of work
on what makes a good leader

and what things are important
to us for our community and
country,” Shallcrass said.
In the lead up to the vote, the
pupils independently researched
all of the major parties and at
least three minor parties of
their choice and educated themselves
on what then policies are,
she said.
The pupils were given the
opportunity to share what
they found out with others to
build a shared knowledge and
provide opportunities for them
to discuss and debate in a safe
space.
Said Shallcrass: “To
support this I contacted all
electoral candidates in Selwyn
and requested copies of anything
they were sharing with their
community so my students had
the opportunity to see the same
materials their parents may see
before voting.”

Netball, council in talks over sport’s future

SELWYN NETBALL and the
district council are in behindclosed-door
talks over where the
code will be played in the future.
Last week, the district council
told the Selwyn Times masters
netball games and other sports
were earmarked for new $22.2
million indoor courts facility at
Foster Park, which now has an
official name – Selwyn Sports
Centre. It is scheduled to open in
late April next year.
That prompted
reaction
from readers
who asked if
more netball,
including
senior matches,
Dave Tippett
other than
masters, would
also be played
there.
Netball has its headquarters
at Lincoln, where most matches
are played on the outdoor courts,
and indoor at times in the Lincoln
Event Centre.
But where netball is played in
the future appears to be a touchy
subject.
Selwyn Netball president
Andrea James said it is working
“constructively” with the
district council and will
be continuing to meet with
them over the coming months.
James would not answer further
questions from the Selwyn
Times.
Selwyn Sports Centre manager
Dave Tippett would also not answer
questions about the issue.
Selwyn Times asked if discussions
with Selwyn Netball could
or would or could see all senior
and junior netball games played
in Rolleston, and what financial
costs could be.
Tippett responded with a
statement: “We’re in ongoing
discussion with a wide range of
different sports who are keen
to make the most of the facility.
We can’t say what the details of
each individual sport’s use of the
centre will be before that’s been
agreed. But we will let people
know what’s going to be available
as we are able to.”
Meanwhile, district
councillors unanimously voted
to approve the name of the
Foster Park indoor courts last
week.
Other names being considered
were – Selwyn Arena, Selwyn
Stadium or Stadium Selwyn,
Selwyn Recreation Centre,
Selwyn Events Centre, Selwyn
Indoor Courts.
The indoor court facility
includes eight courts, along with
a 240m indoor walking track
on the mezzanine level and will
serve sports teams from across
the district.
This includes four ‘competition
standard’ courts capable of
hosting local and regional
competitions and four covered
courts for sports such as netball,
tennis, basketball and futsal.
It will also function as a
flexible space for community
events, markets and exhibitions.
PLANNING: Selwyn Netball, based in Lincoln, is in
discussions with the district council about a possible move
to the new Selwyn Sports Centre.

Motorists agree on-ramp is difficult
Readers respond to last
week’s article about the
northbound motorway
on-ramp on Halswell
Junction Rd being
difficult to navigate.
Meralyn Stewart – I agree it is
tough to navigate, even dangerous.
Sometimes that lane is full
and I’ve had to go to the next
roundabout and have another
run at it in the hope that it’s not
congested the next time round.
Such a shame that all the money
is spent to end up with this
result.
Karen Struthers – That piece
of roading is diabolical. Really
hair-raising. A dangerous design.
I grit my teeth whenever I have
to negotiate that stretch of road.
Seriously, was that the best
NZTA could do?

We have been concerned about
the relatively short distance to
move left into the lane which
accesses the on-ramp to the
motorway. As it is, depending on
traffic, the move left may be difficult,
dangerous or impossible.
We have seen cars coming from
Prebbleton at the roundabout
choosing the straight ahead lane
at the roundabout instead of
the lane with the turning arrow
so that there are two lanes for
driving around the roundabout.
This seems a safe and practical
solution as long as indicator
signalling is used.
Dorothy Jordan – I live in
Lincoln and went down to the
district council offices earlier in
the week to address this issue
with traffic staff, only to be told
that the roading and roundabout
are under Christchurch City
Council jurisdiction. I have
not yet got into their offices to
complain.
I have travelled through this
roundabout daily for over 20
years when I lived in the city
and taught in Lincoln with no
problems. I now live in Lincoln
and use this roundabout and
motorway several times a week. I
have tried using both lanes to get
on to the motorway. I tried using
the outside lane as it makes sense
to be in that lane to get onto the
motorway slip road on the left,
only to be tooted at by other
drivers. Driving on the inside
lane, when you get round, the
distance is too short to get across
to the left with traffic turning
right from the opposite direction,
or trucks coming through
from Halswell Junction Rd.
Friends missed that turn to
the motorway, couldn’t get
across and had to travel on to
Halswell.
The other day, I was on the
inside lane at the roundabout,
a taxi in front of me went on
straight, across left lane and travelled
on down towards Hornby.
If I’d been in the left lane,
there could have been a nasty
accident.
It has been pointed out to me
to use Marshs Rd, and travel to
the motorway more safely, but
that’s not the point. We should
be able to safely negotiate the
roundabout and access the motorway.
Someone has got their
planning wrong. Let’s hope there
are no fatalities negotiating this
nonsensical road plan.
Richard Mitchell: The way
that the roundabout is currently
signposted requires focus and
commitment from the driver
if he is to get across to the motorway
on-ramp in the short
distance available after exiting
the roundabout.
An improvement would be to
change signage to make it clear
that:
1 Traffic intending to travel
north on Springs Rd and those
wishing to travel north on the
motorway must both use the
left lane at the entrance to the
roundabout.
2 Signage should clearly state
that only traffic intending to
travel towards Halswell on
Halswell Junction Rd should use
the right lane.

What would also help this roundabout
would be if NZTA removed the shrubbery
in the dividing island on Springs Rd as
you enter the roundabout. If you’re not
driving an SUV it’s impossible to see
traffic coming on your right until you are
right at the point of entering the roundabout.
That’s my view anyway. However, my
wife doesn’t agree with my above suggestions.
She thinks that this roundabout
should be replaced with multi-way traffic
lights, which would make the whole
Springs/Halswell Junction Rds intersection
less stressful to navigate, although
I think that this might impede optimal
traffic flow.

Ellesmere College students who participated in the Combined Adolescent
Challenge Training Unit and Support programme graduated last week. As part
of their graduation, they took part in the longest day event that consisted of
a 90min tramp through the Kaituna Valley, being put through the wringer by
the Airport Fire Services on their training track and culminating in a 13-tonne
fire appliance pull along the main street of Leeston. The six-week programme
is about physical and mental fitness and was supported by Blue Light. The
sessions were run by 24-7 Youthworker Ben Gullery. ​
West Melton park plans released
A DRAFT concept design for the West
Melton Community Park has been
released.
The park will be opposite the new community
centre in the township’s domain
and will include a skatepark.
The draft concept design features a basketball
court, a fort structure and exercise
equipment.
“Consultation with community
committees currently under way to
confirm what the community wants to see
in the area surrounding the community
park.
“Works will start on site once this is
finalised,” a district council spokesman
said.
Nelson Creek is the chosen contractor
and site works are expected to begin next
month.
A budget of $250,000 has been set aside
for the skatepark, plus $299,772 to extend
the domain and $61,680 to renew the play
equipment.

LINCOLN’S annual
comedy festival is just
weeks away.
This is the fifth year of
the Live in Lincoln event
which will take place on
October 17.
Festival organiser David
Parlane said it will mark a
step forward for the event
industry which has been
extremely hard hit from
Covid-19.
“Not only just comedians
but musicians, bands, quiz
shows, you name it, they
have all been affected,” he
said.
“The people behind the
scenes who put up the
stages, the lighting and the
sound. We have a lot of
talent in this country they
just haven’t had any work.”
Parlane said the show
will be the fifrst job back in
the year for the people who
are setting up the stage.
The festival will feature

When you were a boarder at
St Andrew’s College, there was
a third former that was never in
danger of getting bullied in the
dorms wasn’t there?
In my last year (1959) Grizz
Wyllie came into the first
XV which was an interesting
experience. I’d say he’d be the
only third-former that’s ever
played first XV rugby, certainly
at StAC. He was bloody near the
same size then as he is now. He
was certainly feared on the rugby
field, even in those days.
Your introduction to rugby at
StAC was not as noticeable.
The wee school I went to at
Burnham didn’t really have
sports, we had a bit of PT and
that was it. When I went to St
Andrew’s I started off in the
bottom cricket team and the
bottom rugby team. I ended up
in the first XI and the first XV for
a couple of years. It’s all you did.
After tea you were always kicking
a ball around or in the nets, there
was no television.
After secondary school
you played a couple of years
with mates for the Merivale
club seniors before heading
homewards.
Dunsandel were just coming
back into it and I was always
heading back to the country
anyway. I had three seasons there
and transferred across to Lincoln
in 1966 when we went onto a
leasehold farm at Springston.
I’ve been involved all the way
through.
How has the club rugby
landscape changed since your
playing days?
We had quite a lot of fun in

those days. I remember
playing for Canterbury
Country with Grizz and
Ian Kirkpatrick, Hamish
Macdonald, Alister
Hopkinson. There were some
bloody good players round that
era and it’s changed the rugby,
really. I know through my time
playing I either played with or
against 33 All Blacks, we went
through and did a check one
day. Now the All Blacks never
play club rugby, or not much
else actually. I think that’s
why the start of Mitre 10 Cup
was interesting. Guys coming
up against All Blacks is quite
memorable when you’re a young
club player, which sadly doesn’t
happen now.
Did youever try and make a
name for himself against one of
the hard nuts?
Not particularly, but it
gave you a bit of confidence
when you knew you could
pack down against them
and handle it. When you can
hold your own you realise you
did have a wee bit of ability
anyway.
Was there a special coach who
instilled self-belief?
I ended up being coached by
some very good coaches, and
Mark Marshall (at Lincoln) was
right up there. He brought in
calisthenics and warming up and
all that. I notice when you go to
the stadium, the All Blacks or
the Crusaders still use some of
the exercises he got us on to in
1968. He really got us on track.
We came from nowhere to be
runners-up in 68, we won the
(Ellesmere) competition in 1970
for the first time since 1940. I
think we won another five times
in the 70s.

Which team did you
really savour beating back
then?
Southbridge was always pretty
strong and we sort of took the
mantle from them. They were
the main challenge and they’re
back at the top now too. It was
always a good trip. It was tough
and rough as guts on the field,
but it was always good socially
afterwards. We car pooled and
fortunately it wasn’t like today
. . . there wasn’t quite the same
emphasis on drink-driving.
The driver usually had a few on
board.
The attitude to the game is
also more professional these
days as well isn’t it?
I do wonder nowadays whether
they have quite as much fun as
we used to have. I think they
probably still do in the club
scene, but as you go up the
pecking order . . . to be fair to
the Crusaders, Razor (Scott
Robertson) obviously has got an
absolute ability for young men to
turn off and not be all rugby, 24-
7. They know when to get stuck in
and when to relax and have a bit
of fun. It’s got to be a bit of fun
doesn’t it, when you’re playing
sport no matter how serious it
might get.
You played your last game for
Lincoln in 1977 or 1978? Either
way it’s a length of service that

doesn’t always play out that way
does it?
The biggest change over the
years is the loyalty isn’t quite
the same as it used to be. I
heard a young fella’s made the
Canterbury under-19s but they
want him to play in town next
year even though he’s played
for Lincoln High and plays for
Waihora. That disappoints me
a wee bit. Joe Moody played out
here in the country (for Lincoln)
and got picked for the All Blacks.
Don Hayes was another one, he
was a great Canterbury player
and probably should have been
an All Black. He did that from
Kirwee. This emphasis on where
these kids should go for the
academy, it concerns me a little
bit.”
You helped give Don Hayes,
future Canterbury captain
and stalwart of the 1982-85
Ranfurly Shield era, an early leg
up didn’t you?
I played with Don when I
was finishing. I was captaining
the Ellesmere team and we
were playing Canterbury B
and a flanker pulled out. One
of the selectors rang me on the
lunchtime of the day of the
game. We were playing the
game in Darfield and I said:
‘Get Don Hayes.’ He said: ‘That’s
all I wanted to hear.’ The other
selector thought Don was just a
plodder. Don was only 18 or 19.
We actually beat Canterbury B,
which didn’t happen often. Don
played a really good game and he
never looked back.
He never made the All Blacks,
but Hayes had plenty of happy
memories from playing at
Lancaster Park. What are your
favourite recollections of the
ground?
We (Wal and wife Pam) did
quite a bit of travel overseas and
I always made sure the itinerary
didn’t clash with a test at
Lancaster Park. But some of the
most memorable games were the
old Town v Country. I played in
a few of them. You’d line up with
a Town team with seven or eight
or nine All Blacks. There was no
love lost during the game. They’d
be fighting and carrying on and
when the Canterbury squad was
named they’d be great mates
again.
There was a work-life
balance in your day that just
isn’t applicable to professional
players in this day and age
wasn’t there?
I started farming in 66 at
Springston on a leasehold block.
There wasn’t any thought of
gym work then. So many of us
were manual workers anyway.
Now everyone’s in a gym, there’s
very few manual workers still
about, there’s so much done by
machines. It was pretty tough
times at various stages but when
you’re young and ripping into it
you don’t worry too much. I don’t
how it would be going now doing
the same type of farming, wool’s
worth nothing, It’s changed, by
God it has. I was talking to a guy,
a mixed cropping fella, and it cost
$30,000 for all these compliances
for a right to farm.
You couldn’t convince the
kids to follow you on to the land
after you sold up in 1998, but
there is still a rugby bloodline
being maintained right?
I’ve got a grandson playing
rugby at Durham University
in England. another grandson
plays under-14s at StAC. He’s the
fourth generation playing there
so that’s nice.
StAC won their first UC
Championship by beating
CBHS 35-26 at Rugby Park on
Saturday. How satisfying was
that?
The whole guts of it was getting
those two tries into the wind
(after trailing 20-0). At half-time
I was up in the stand was with
an old mate, a Boys’ High fella.
I thought I’d better move away
from here. I went down the end
with the wind blowing to it, with
all those StAC tries I was right
there. It was a great effort.

A WEST Melton electrician
is now managing one of New
Zealand’s most famous pubs.
Royce Clark, one of six
shareholders in the business, has
taken over the running of the
Vulcan Hotel in St Bathans in
Central Otago.
The hotel is famous for
being haunted by the ghost of
a prostitute nicknamed “The
Rose,” who was murdered in
one of the rooms more than a
century ago.
Said Clark: “I’m going to be
down there quite a bit until
we get some systems in place
but I will still be based in West
Melton.
“I’ve looked after the pub a few
times over the past 15 years or so
when people went away. When
the opportunity came up to take
over I thought why not,” he said.
Clark has run his electrical
business, The Green Machine,
for the last 16 years.
He staged an intervention to
resolve issues between shareholders
Brendan Richards and
former publicans Jude and Mike
Kavanagh after questions of
ownership and obtaining a new
liquor licence led to the Vulcan
closing for a month for the first
time in its 140-year history.
The company, Peyman Holdings,
was set up in 2011 to buy
the building but, at some point
in the intervening years, ownership
had been transferred into
the Kavanaghs’ names, Mr Clark
said.
That come to light last year
when the couple left as publicans
because of Mr Kavanagh’s
health.
Mr Richards told the Otago
Daily Times last week he had

on a lease-to-buy arrangement
but that fell through because of
banks’ nerves about financing
anything related to the hospitality

Fire Brigade’s
Wings & Wheels on
Sunday October 4.
The popular event was
postponed earlier in
the year but is all set
to go ahead with a
postponement date of
Oct 11 if the day is too
windy for the aircraft.
The event is a great
family day out, featuring
a diverse line-up
of vintage to modern aircraft and motor
vehicles. On display will also be motorcycles,
tractors, light trucks, model
aeroplanes, helicopters, microlights and
more, from the unique to the unusual,
along with exhibits and stalls.
For the kids, there is an interactive,
maze-like evacuation tunnel, where
children of all ages learn what to do
in the case of a fire. There will also be
demonstrations running throughout
the day, where people will learn how to
put out fires started in the kitchen.
Proceeds from the day benefit the
local Sheffield Brigade supporting
purchases like hand held radios and
their smoke chaser – a ute with a water
tank and pump to go places where you
cannot take a large fire engine. The
Malvern St Johns also benefits with a
donation from the day too.
Organiser Neville Croy is excited to
be finally running the event and says he
is looking forward to the public support
and offers his thanks in advance. He
also welcomes people to bring along
their unique vehicle or tractor to display
as well.
Entry is $10 per adult or $25 per family
on Kimberley Road, Darfield from
8.30am. There is also reminder that the
event is strictly dog and alcohol free –
including small dogs.

THE SELWYN Sports Trust
is on the lookout for new
trustees.
The trust was established in
2013 to promote and support
participation in sport and active
recreation within the district.
There are two positions available
to join the group.
Said trust executive officer
Michael Wilson: “This is an
exciting opportunity and one
which the Trust hopes brings
fresh enthusiasm through new
perspectives.
“The new trustees will join the
existing team of four and will
provide the strategic guidance
and support for the trust’s management.”
The successful candidates will
have experience in and passion
for active recreation and community
sporting pursuits.

skill or skills that will help guide
the trust and the communication
skills to ably present these,
Wilson said.
“All aspects of the trust’s

Vivid dreams the catalyst
for 75-year-old’s book

SEVENTY-FIVE-year-old John
Ferris was able to achieve a goal
he never thought possible with
the help of a community group
for the elderly.
It was about three years ago
when the Selwyn SeniorNet
member had an extremely vivid
dream which kick-started the
idea for his book, Laura.
It is about an escaped criminal
and a saviour’s journey around
the South Island to find justice
for her.
“Sometimes I have incredible
dreams, if I eat strong cheese
I will. I had this dream about
Laura, a runaway from prison
and decided one night that I
would type it up,’’ Ferris said.
“I’m not very good at typing or
writing but for some reason or
another I kept writing.”
After a long journey, Ferris’
book has now been published.
“You’ve got no idea what a
lift it gave me to have a tangible
copy, I’d never done anything
like that, nobody in my family
had ever written anything like
that,” he said.
Ferris said he needed a push
to get the book published, which
is exactly what he got from the

with breast cancer in April 2018.
“I’m doing this walk, along
with my kids, Katie, 12, and
Emma, 9, to remember my mum/
their nana,” he said.
“She was an amazingly strong
woman, who inspirationally
fought the good fight for us, for a
few years after being diagnosed,
giving us some extra time to
grow new memories with her.”
Sandison said his mother was
diagnosed after finding a lump
in 2013. As it was caught early
she was able to get radiation
treatment. The treatment was
considered a success and the
prognosis was great. She was able
to continue working as a secondary
school teacher through until
she retired a year or so later.
“However, very shortly afterwards,
and with big plans ahead
for her retirement with dad, her
world and ours, got turned upside
down when one Sunday morning,
whilst lifting a bag of groceries
out of the car boot, a bone in her
upper arm suddenly broke clean
through,” said Sandison.
“X-rays and scans then confirmed
the worst, that her treatment
hadn’t been as successful
as had thought, but rather, had
metastasised into stage 4 cancer,
having spread to her bones.
“Being given the new prognosis
that stage 4 has no cure, was
literally devastating news, and I
will always vividly remember sitting
there with mum at the hospital
receiving the news. I knew
little about breast cancer, and so
the information made available
from Breast Cancer Foundation
NZ was very helpful in those
early stages as we all tried to
come to terms with things.
“The following couple of years
were riddled with hospital visits,
radiation treatment to shrink
tumours that kept appearing on

the spine and other places, and
various drug treatments. Having
damaged a nerve in her arm when
her arm broke, affecting her hand
meaning she was no longer able
to drive, the resultant trips to the
oncologist became a regular part
of live for the family as we all
chipped in to help with transport
and to attend and support mum.
“Through it all, including some
very tough times, the care and
treatment mum received was
simply amazing, and the new
oral chemo pill she was on, did a
wonderful job of extending her
time, and allowing us to enjoy
some valuable time with her, and
for her to see her grandkids get a
couple of years older, before she
finally had to leave us.”

Sports excited as
roof goes on courts
Sports around Selwyn and Christchurch are getting excited about the possibilities for their sports
from the new Selwyn Sports Centre
The indoor court centre at Foster Park marked two milestones last week as the roof was
completed and the building officially named the Selwyn Sports Centre.
The eight-court centre with an indoor walking track, rock climbing wall, community spaces and
administration areas, is due to open in early April, in time for next year’s winter sports season.
Selwyn Sports Trust Lead Physical Activity Activator Amy McClintock says the centre will be a
huge opportunity for Selwyn residents and sport in the district.
The trust is hoping to make the centre its home and Amy says the extra space provides more
options for users such as the trust and the district’s schools that currently have to spread events
across multiple parks at once.
“It’s about bringing the community together and the ability to have physical activity opportunities
all year round. It’s a multi-use venue, not just indoor, but being able to use the fields around at
Foster Park. To be able to have one venue for basketball, volleyball, hockey, rugby, football, and
for sports to be able to hopefully come together and work collaboratively, that’s going to benefit
the growth of sport in Selwyn.”
Canterbury Floorball Development Manager Cherie King says the courts change the landscape for
a sport that has struggled to find space since the earthquakes.
It hopes to work with other sports to offer multi-sport days at first, but the courts will also allow it to
expand from just a youth competition in Selwyn and to possibly host regional and national competitions.
“We’ve started talking about competitions previously held in Christchurch coming back. Even our
Christchurch players have said it’s not that big a deal to come out to Rolleston for decent facilities.”
Bringing the taste of Southern Brazil to Selwyn
A weekly barbeque with friends has become business for Killinchy farm hand Marcos Weit and will be
put to the test at this year’s CultureFest.
Marcos will be one of 20 food stalls featuring food from 16 different countries at the festival on Sunday
18 October at Lincoln Domain, 10am–4pm.
Marcos’ barbeque is nothing ordinary. He cooks massive chunks of meat, pitched onto huge skewers
on a large charcoal grill over a pit of fire in true Southern Brazilian style.
“Some people say you have a whole beast in there,” he laughs.
Marcos seasons the meat with a pinch of rock salt and a squeeze of lemon to really bring out the
chicken, lamb, beef or pork flavour.
His barbeques have already proven quite popular.
“My boss one day asks, ‘Can you cook a barbeque for me?’ And
I said, ‘Okay fine I’ll do it’ and then one of his friends asked, ‘Can
you do it for me too’ and because of that and doing it every week,
I thought, ‘Why not, maybe I’ll try to start a business’. So I’m sort
of using CultureFest to put my name out there so people see it.”
Food-lover Marcos has fond memories of helping his Dad with the
barbeque every Sunday as a child back in Brazil.
He moved to New Zealand seven years ago to spend a year as a
farm trainee on a blackcurrant farm in Killinchy, but stayed when
his boss offered him a longer position.
Marcos says he is proud to be part Kiwi and Brazilian and enjoys
playing Saturday football for Selwyn, tramping, mountain biking
and skiing. Every few years, he visits family in Brazil and starts up
the barbeque on a Sunday.

Swell going to the people
A 10-day extravaganza of events, workshops and programmes will
be on offer next month to help older Selwyn residents live well.
This year’s SWELL has expanded from a one-day expo to a series
of 79 workshops, talks and activities, spread across the district from
12–22 October.
Around 500 people attended the first SWELL expo at Lincoln Event
Centre last year. The aim this year is to make the events easier to
access and provide smaller workshops for people.
Swell focuses on building social connections and helping people
connect with services or activities they did not know about,
Community Services and Facilities Group Manager Denise Kidd says.
“Selwyn is a great place to live and we have a huge number of
supports and opportunities available to help people age well,
but they’re not always known about. Covid has reinforced how
important social connections are and we see this as a chance to
help people build those connections, to keep learning and growing
together with their friends, meet new ones and find out about the
fantastic people, groups and resources we have to help us have a
great life here.”
Activities will include everything from sit and be fit, Tai Chi and aqua
aerobics classes, to digital support workshops to learn about using
devices, sessions with Presbyterian Support and talks from The
Happy Gardener Rochel Vogan.
Over 25 clubs from around the district will also be hosting Have a
Go Days taking in a huge range of interests such as embroidery,
walking netball, Menz Sheds, bowls and history walking tours.

Kickstart your ride this summer
A kickstart to your summer riding fun is on the way with the annual
Kickstart event and support to upskill and stay safe.
The annual Canterbury Kickstart motorcycling event will be on Sunday
18 October at Canterbury Agricultural Park, bringing together our
region’s most enthusiastic riders, trainers and retailers. This year, riders
will have the opportunity to try slow-speed exercises and coaching by
professional Ride Forever trainers, along with maintenance workshops,
retailer and club displays, gymkhana and trials bike demonstrations,
food and drink stalls and prizes up for grabs.
The Council is also offering to cover the cost for Selwyn residents to
complete a Ride Forever course.
Ride Forever is an ACC initiative that aims to support motorcyclists
to upskill for safety. It offers On-Road Coaching—the only nationally
available, certified rider coaching programme in New Zealand. There
are multiple levels of On-Road Coaching to suit all needs. Courses
range from four to eight hours in length and $20–$50 in cost.
If you are a Selwyn resident and complete a Ride Forever course
with a Canterbury trainer, the Council covers the cost. All you have
to do is pay for the registration and once you have completed the
training, your trainer will reimburse you. Kickstart is a great way to
meet the trainers and give it a go.

Young drivers are being offered the chance to hit the track and learn valuable skills at Mike Pero
Motorsports Park Ruapuna. The half-day Leading Learners road-safety course covers driver distraction,
emergency braking, skid avoidance and driving on different road surfaces. Attendees also get a one
hour driving session with a professional instructor.
Council Road Safety Education Coordinator Jessica Fairbrass says the $20 course is a great

“It’s a rare experience, with great professional instructors, a lot of fun and valuable road safety skills for

“We’ve found it benefits the parent or caregiver almost as much as the young driver as they’re being

New figures from the census show the district’s population has topped 66,000 people.
Statistics New Zealand has released its latest revision of population figures for different regions using
data from the 2018 census and post census survey.
The new figures show Selwyn’s population was 66,300 as at 30 June 2019, growing by 4.7% over the
previous year. Previous estimates had Selwyn’s population at 65,600 but this has increased by 700
following the latest revision.
The figures also show that from 2013-19 the district grew by an average of 6% a year, adding around
3,300 new residents annually. That confirms the district among the fastest growing in the country over
that time, a little behind Queenstown Lakes District which grew by an average 7.1%.
Selwyn remains the third largest territorial authority area in the South Island by population, behind
Christchurch City (387,700) and Dunedin City (132,300).
Project to recharge Selwyn
springs opens
A $2.8million project to keep the Waikirikiri/Selwyn River flowing
in dry years has opened.
Mayor Sam Broughton and pupils from Greendale School opened
the Selwyn water recharge project, which will divert water from
the Rakaia River in dry years to the Waikirikiri/Selwyn River. It will
protect the health of the river and Te Waihora/Lake Ellesmere.
The project was organised by Environment Canterbury, Central
Plains Water, the Council and the Department of Conservation
with Government funding.

New look for
metro buses
A new sculpture has been unveiled outside of the Down by the
Liffey Gallery in Lincoln. Deputy Mayor Malcolm Lyall (left), artist Debbie
Templeton-Page, Jonathan Crawford, Cheryl Morrall and Mike Glover
attended the ceremony for the River of Dreams sculpture which is made
of Timaru bluestone. The aim is to acknowledge the history of the area and
the wildlife of the Liffey Stream. The six-month project was made possible
by a grant from the Lincoln Community Trust and collaboration with the
district council which will formally be gifted the sculpture in due course. ​

Relatively uncommon moth

photographed a large moth
resting on the outside of
our house.
It was identified as
Austrocidaria gobiata,
the relatively uncommon
coprosma moth.
THe endemic moth has
variable light brown to
black patterns across its
30-40mm wingspan, often
with a dark streak at the
tip of its forewing.
THe species is found in
scrubland and forest from
montane to coastal areas of
New Zealand.
According to iNaturalist,
moths have been observed
in all months except
August.
Larvae are known to feed
on small-leaved coprosma
to six.
They also incorporate
Māori myths and legends
and are filled with
experiments to captivate
students.

Over the next few months, distinctive teal
coloured buses will begin to appear on the
streets as Metro introduces a new exterior
design to its fleet.
The new livery design is inspired by the
foods and resources shared by early Māori,
the natural landscape that connected them,
and the mosaic of waterways that formed
early travel routes across our region –
represented today by the Metro network.
Environment Canterbury Councillor
Phil Clearwater said that the new livery
simplifies Metro’s network for a more
approachable, user friendly experience.
“We want to make it clearer that this is a
single, reliable, connected network that will
get you anywhere you need to go in greater
Christchurch across the day.
“We found that the numerous bus brands
were diluting the message of Metro’s
connected network, and so we have worked
with our bus operators, Go Bus, Red Bus
and Ritchies, during the implementation
of their new contracts to introduce a single
look across all buses.
“Our changes are designed
to help users right across
the network, rather than
only those travelling on the
Metro Lines – which make

require more and more colours, adding

“The new operating contracts include
replacement of around 100 buses, or half
our fleet, over the next two years, so with
this many buses being produced, this is the
time to update the livery,” he said.
Environment Canterbury is introducing
39 new ultra-low emission buses over the
next months to serve greater Christchurch
bus users. All of these will be built locally
in Rolleston. These will be followed by 25
zero emission electric buses in 2021, and
more new buses in 2022.
All buses other than the Orbiter will
be painted in the new Metro teal colour
to represent our strong link to water, an
essential life-sustaining force.
“The Orbiter will remain in a
recognizable green livery, symbolic of the
land,” said Councillor Clearwater.
The Metro livery will be introduced to the
fleet over the coming months.

You really can’t
go wrong with a
steak sandwich. The
caramelised red onions

adds a bit of heat –

Sliced Steak with
Caramelised Red
Onions
Serves 4
Ingredients
4 steaks, sirloin, ribeye or
striploin
1-2 tbsp. sherry vinegar
2 tbsp rapeseed oil
Salt and cracked black pepper
A knob of butter
2 large red onions, peeled and
finely sliced
150g crème fraîche
2 tbsp horseradish sauce
½ tsp dijon style mustard
½ tsp white wine vinegar/lemon
juice
4 thick slices of bread
120g rocket leaves
Directions
Mix together a splash of sherry
vinegar, a tablespoon of oil and
cracked black pepper and rub this
mixture over the steaks. Set aside
while you cook the onions.
Heat a tablespoon of oil and a
knob of butter in a large frying
pan over a medium heat. Sauté the
onions until softened, this will take
about 15min.
Add in a tablespoon of the
sherry vinegar and a little salt
and continue to cook for another
five minutes until the vinegar has
evaporated. Set aside.
Heat a griddle pan until really
hot. Season the steaks with salt.
Place them two at a time on the
pan and cook for 2min on each
side for rare or until cooked to
your liking.
While the steaks are cooking,
in a small bowl mix together the
crème fraîche, horseradish sauce,
mustard and white wine vinegar/
lemon juice.
Brush the bread with a little oil
on each side and toast under the
grill.
Spread a little horseradish cream
over each slice, then spoon over
the onion mixture, slice the steak
and lay on top.
Arrange some rocket leaves on
top and serve.
Courgette salad with
mint, garlic, red chilli,
lemon and extra virgin
olive oil
Serves 4
Ingredients
4 courgettes
sea salt
freshly ground black pepper
1 red chilli
½ clove garlic
1 handful of fresh mint
extra virgin olive oil
1 squeeze lemon juice
raw peas
Directions
Slice 4 courgettes lengthways as
thin as you can (use a mandolin if
you have one). Grill on a red-hot
griddle pan, or on the barbecue,
until lightly charred on each side.
Scatter the slices over a large plate,
making sure you don’t sit them on
top of each other otherwise they’ll
steam and go a bit limp. While
they’re still warmish, sprinkle
them with a little sea salt and
freshly ground black pepper.
Deseed a red chilli and chop
finely. Finely chop ½ a clove of
garlic and sprinkle the chilli and
garlic evenly from a height over
the courgettes. (Add to your own
taste, but just remember that when
the chilli and garlic mix with the
olive oil and lemon juice the heat
and flavours are lessened.)
Tear over a handful of fresh mint
and drizzle with good extra virgin
olive oil and a squeeze of lemon.
P.S. If you find yourself with
leftovers, try baking any fish fillets
(cod, haddock or bass for example)
on top of the courgettes. Lovely
with steamed rice and seasoned
yoghurt.

Land-Rover Defender joins plush company
I CAN SEE buyers heading
into the Land-Rover dealership
thinking they want a Range Rover
or Discovery, but coming out
with a Defender.
I say that because the latest generation
Land-Rover Defender is
plush, refined and sophisticated,
it draws on the luxury that has
made Range Rover and Discovery
so desirable.
The Defender has always been
based on the post-war Land-
Rover that was characterised by
its aluminium body shell, ladder
chassis, and live axles front and
rear located by leaf springs, a
design which didn’t change much
over the decades.
However, today’s Defender is
a quantum leap, it has a monocoque
chassis, and fully independent
and electric air adjustable
suspension. There interior has
state-of-the-art fitment and ultrahigh
comfort levels, it also looks
nothing like the barren interior of
previous generation models.
Gone, too, is the V8 petrol
engine that characterised the
range-topping variants, although
there is still some association with
the past, the evaluation car was
fitted with a 2-litre diesel engine.
If you think that is a little underwhelming,
there are other engine
options, petrol and diesel sixcylinder
units. However, don’t be
fooled, the 2-litre diesel is up to
par, it is honest and fits well with
the concept of Defender.
When designing the new Defender,
Land-Rover didn’t want
to jeopardise its off-road ability,
it has the drive systems, with ride
height and construction built to
go anywhere and take the knocks.
There are also many, many variants,
the Defender can be ordered
in a multitude of guises, depending
on what you have in mind as
a purchase.
The evaluation car was SE
specced which sits at $114,900,
other prices range from $89,900
and end at $164,900, and you
have to bear in mind that with all
the options and accessories on
offer the Defender can almost be
tailor-made to suit each and every
individual requirement.
Even though the Defender is
engineered for a life off-road, it
has civilised on-road manners,
and because of its construction
it deals to all uneven surfaces,
the Defender simply absorbs the
hits and cocoons the occupants
through the suspension and softly
padded seats. Interior comfort is

high, the Defender simply glides
as it travels. Sure, you know the
set-up is tough and rugged, but
the way that is translated into ride
comfort is simply amazing.
As you would expect from a large
sport utility vehicle, the Defender
gets seven seats, the rear row is best
for children only, but space back
there is no better or worse than
other vehicles of its type.
Land-Rover rates the twin-turbocharged
diesel at 177kW and
430Nm, the power outputs are
healthy and structured to meet
the demands a 2300kg vehicle requires.
Peak power is delivered at
4000rpm, while maximum torque
with the solid turbo boost comes
in at 1400rpm. Together these figures
promote useful performance,
and beneath the accelerator it has
the feel of solid impetus, there
is eager motion, acceleration is
ushered in decisively.

However, the Defender is all
about life off-road and it is a
champion in that respect. I can
report that it tackles humps and
mounds with much ability, all the
time affording the perfect ride that’s
associated with air suspension.
Of course, the Defender gets
the high and low ratio systems of
its predecessors and stablemates,
gearing through the eight-speed
transmission is structured for
every type of journey. Off-road, it
simply crawls in low range mode
while at highway speed the gearing
keeps the engine working in
the area of maximum efficiency –
the rev counter pointing to a lazy
1600rpm at 100km/h.
At that speed it is returning a
seven-litre per 100km/h instantaneous
reading that had the effect
of ushering in a 10l/100km average
during my time in the test car.
These figures sit relatively well
with Land-Rover’s 7.7l/100km
combined cycle claim.
Land-Rover has had a long and
chequered history, as a company
it could have disappeared without
trace the way many other great
British nameplates did when
finances weren’t fluid. However,
once it fell into Indian ownership
through the huge Tata Motors
conglomerate,the brand has gone
from strength to strength.
I’m pleased to report the
Defender is a smart piece of kit
design-wise, and it will appeal to
a broad cross-section of buyers.
While farmers, contractors and
those who bought previous generation
Land-Rovers and Defenders
may look at the newcomer
as being soft and too impractical
for a working role,it is still the
rugged go-anywhere champion
underneath that commands grip
off-road.

Air rescue critical for Selwyn
It is not uncommon to see the red and yellow
Westpac Rescue Helicopter flying over Selwyn.
Since the beginning of the year, 47 rescues have
been carried out in the district, eight more than for
the same period in 2019.
Where once an ambulance attended some types
of incidents, a more proactive approach has led
to the rescue helicopters being sent. This frees up
ambulances while ensuring earlier intervention
with faster transporting times to hospital. Two
intensive care paramedics accompany the pilot on
each mission so medical treatment can begin once
the patient is reached. If within 60 minutes of an
accident or medical emergency, the potential for full
recovery increases by over 80%.
From road accidents to mishaps in the
mountains, the rescue helicopter will likely be
involved and the newest helicopter in the fleet, the
H145 airbus sent first.
“The H145 helicopter has been in service for
a year now. It’s our pride and joy,” says Christine
Prince, CEO, Canterbury Westpac Air Rescue Trust.
Equipped with two Turbomecca Arriel 1E2
turboshaft, digitally controlled 1072HP engines,
the H145 has a maximum speed of 278 kmph and
cruises at around 238 kmph. It has a range of 651
kilometres; can hover at up to 6,096 metres; has a 50
metre cable with a winch capacity of 250kg; a gross
weight of 3,700 kilograms; and is 13.54 metres long,
2.4 metres wide and 3.98 metres high with a rotor
diameter of 10.8 metres.
Backing up the H145 is a BK117 helicopter with
the service manned 24 hours a day. Another BK117,
sponsored by Roa Mining is based in Greymouth
on the West Coast.
From the air rescue purpose built facility at GCH
Aviation’s base by Christchurch Airport, the air
rescue team can respond to a callout within 10
minutes (daytime) and 20 minutes (at night). The
New Zealand Flying Doctor service is also based
there.
Keeping the rescue helicopters in the air is an
on-going challenge for the Canterbury Westpac
Air Rescue Trust. While partially funded by
government, a $6million shortfall. In addition
to GCH Aviation’s significant investment in
the service, the Trust must also fundraise
through grant applications, supporter appeals
and bequests.
Gaining funding has been more challenging
this year, as the Trust competes with a growing
number of community groups for available
funding. Supporters like Paul Johnston and
Andrew Hurst and Suzanne Carter provide
valuable assistance, and ex-mountaineer/
double amputee, Mark Inglis who was once
rescued after a serious accident, is now a
regional Ambassador; the goal, to raise
$250,000 (equating to 50 rescue missions).
“Mark knows what it’s like to be rescued,”
explains Christine.

Summer veges can be safely planted
AS OUR recent weather has
served to prove October is
sometimes an unsettled month,
but by the end of the month,
temperatures have usually risen
and the growth in the garden
abounds.
There are a million tasks to do
in the garden; all enjoyable, especially
the planting of the summer
vegetable garden.
It’s probably the most active
month of the year in the vegetable
garden. Prepare the area well by
adding in new compost in significant
quantities.
All summer vegetables can
now be safely planted, including
courgettes/zucchini, cucumbers,
beans, beetroot, carrots, celery,
corn, leeks, lettuce, melons,
onions, radish, pumpkin and
tomato.
To avoid vegetables all maturing
at one time, stagger your
plantings as continuous cropping
and supply is much preferable. As
plants become established, apply
light side dressings of vegetable
fertiliser to help develop strong
healthy plants. Water young
plants regularly and deeply to
encourage a strong root system.
The last of winter flowing annuals
can now be removed and the
soil prepared for new plantings.
As with the vegetable plot, add
plenty of compost to the soil and
dig it over well to create a fine
tilth (breadcrumb like texture)
ready for planting. Summer flowering
annuals can include alyssum,
asters, cornflowers, californian
poppy, cosmos, livingstone
daisy, lobelia, marigolds, nemesia,
petunias, portulaca, phlox, salvias,
sweet peas and zinnias.
In warmer areas, harvest seminole
tangelo (which will finally be
ripening) and grapefruit. The first
application of fruit tree fertiliser
can now be made. Repeat again in
six weeks’ time.
Loquarts are now ripening,
filling a gap in the harvesting fruit
calendar. Kiwifruit and grape
vines are now growing vigorously.
Trim growth where it is
not required. Mulch trees with
crushed bark as the soil warms up
to prevent weed growth and aid
water retention during the hot,
dry summer months.
GROWTH:
For a
continuous
supply of
vegetables,
stagger
planting. It
is now safe
for corn to
go into the
ground.
Early varieties of strawberries
will begin to ripen towards the
end of October. Check plants
for any signs of grey mould
(botrytis). Remove any infected
leaves and ensure there is enough
pea straw, mulch or hay around
plants to keep developing berries
clean and healthy
It’s a busy time for lawn lovers.
The first application of lawn fertiliser
can now be made; hopefully
at the same time as spring rain,
otherwise water it thoroughly
after applying.
Sow seed where there are bare
parts of the lawn, add new topsoil
before broadcasting the seed and
lightly water to activate germination.
Mow your lawn regularly to
encourage vigorous growth.
Classical winter flowering
shrubs such as rhododendrons,
camellias and azaleas are now
coming to the end of flowering.
They may require some minor
pruning before they break into
spring growth. Apply fertiliser
to these plants in late October
and apply mulch all around your
shrubs.
Now is a great time to plant
containers and pots with summer
flowering annuals such as
petunias which are a favourite
to provide colour throughout
summer months. Start your new
seasons display by removing
existing potting mix, thoroughly
cleaning the container before
refilling with new container mix
and planting.
In the herb garden, remove any
old plants from the previous season
herb garden. Plant out new
seasons herbs, including those
that are frost tender such as basil.
Clip your herb plants frequently
for culinary use and to encourage
fresh young growth.

Enrolment at the school is governed by an Enrolment Scheme, details of
which are available from the School Office. The Board has determined that
up to five (5) places are likely to be available for out-of-zone students for

The general public is to be advised that a New
Zealand Army Exercise will be conducted around
the Oxford, West Melton, Burnham areas and the
Waimakariri, Ashley and Selwyn river systems over the
period 02 - 30 October 2020.
The exercise will involve up to 80 personnel of Delta
Company, 2/1 Battalion from Burnham Military Camp.
Training will involve soldiers carrying individual
weapons systems whilst moving around the area,
blank ammunition will also be fired during this period.
All Blank firing activities will be limited to the defence
property and conservation area. There will be limit
use of blank ammunition and pyrotechnics. The
exercise will also involve the movement of troops and
vehicles by day and night.

SHORT-TERM ACCOMMODATION
Christchurch City Council has proposed Plan Change 4 to the District Plan.
Proposed Plan Change 4 – Short-term Accommodation
Proposed Plan Change 4 includes the following changes:
(a) change the resource consent requirements for visitor
accommodation in a house or unit in most residential, rural and
papakāinga zones, particularly where a host is not living there.
(i) In residential zones, instead of requiring a Discretionary activity
resource consent for unhosted visitor accommodation in a
residential dwelling, the changes would require a Controlled activity
resource consent for 1-60 days, Discretionary for 61-180 and Non
complying for more than 180 days.
(ii) In rural zones, unhosted visitor accommodation in a residential
dwelling would be a permitted activity for the first 180 days.
(iii) For hosted visitor accommodation in a residential dwelling,
additional standards would also apply limiting late-night arrivals
and departures and the size of functions.
(b) amend other rules to enable a residential dwelling to be used for
visitor accommodation for a limited number of days per year without
triggering commercial parking and vehicle access requirements.
(c) amend the objectives and policies for residential zones so
commercial-type visitor accommodation is primarily directed to
commercial areas.
(d) update the “residential activity” definition to clarify the status of
home exchanges, house-sits and serviced apartments.
(e) change rules for visitor accommodation associated with farms or
recreation/conservation activities (e.g. huts/tents around cycling
and walking tracks), managing the sizes, types and locations of
structures used in some situations.
(f) for heritage buildings protected under the District Plan, a resource
consent would be not required to accommodate up to ten guests if a
host is living there. Unhosted visitor accommodation for up to ten
guests would be a ‘Controlled activity’ without night limits.
(g) in the Accommodation and Community Facilities Overlay, limit

Process for public participation
Once all submissions have been received, they will be made publicly available.
Further submissions will then be invited, allowing certain persons and
organisations to support or oppose any of the initial submissions.
A Council hearing will then be held to consider all submissions, and decisions
will be made following this hearing. Anyone who has made a submission has
the right to appeal the decision to the Environment Court.
The objectives, policies and rules proposed in this Plan Change will have no
legal effect until the Council gives public notice of its decision on the Plan
Change and matters raised in submissions or the Environment Court makes an
order which grants any rule immediate effect (RMA s86B).

Buying a lifestyle block
City life getting you down? Dreaming of
living in the country, where you ‘commute’
from the breakfast table to a barn or your
home office? It might look like an easy life
but buying a lifestyle property can be a
complex business.
While living in the country has much
to recommend it, you need to do more
preparation for buying a place there than
buying a pair of gumboots and comparing
the merits of ride-on mowers.
We recommend comprehensive due
diligence when buying any kind of property,
but rural ones come with a whole extra set
of things to think about compared to buying
a straightforward stand-alone home in
town”.
While it’s tempting to focus on the dream
wish list for your bucolic bolt-hole, but you
should also compile a list of issues to be
aware of (and people who can help you learn
about them).
“If the property you like is being sold by
a licensed real estate agent, remember that
you can ask them anything you like about it”.
“Rural real estate agents have special
skills in this area and they’ll be able to help
you figure out what information you need
to make a well-informed decision. It’s also
a good idea to get your lawyer onboard
early to check titles, consents and other
information that you gather in the process.”
It might feel like you’re getting away from
it all when moving out of town, but rural
developments can be subject to rules that
restrict what you can do. REA recommends
getting your lawyer to check if there are any
covenants on the property that might have
an impact on a future business you may
run there, or any planned building projects.
You don’t want to invest in an alpaca herd
for your new dream property only to find
that it’s not allowed to carry any livestock.
Similarly, it would be tough to discover that
your subdivision plans are not permitted by
council rules.
Be aware that there may be tax
implications if you’re planning to use the
property as a business.
“In general, if it is currently being used for
a business that is tax-registered – whether
that’s selling organic eggs, grazing stock
or running a B&B – then the seller will
probably add GST to the price. This means
you’ll pay an extra 15 per cent, unless you
are also registered for GST. Ask your lawyer
or accountant to check if the house or any
other buildings on the property are GSTexempt.
They will also be able to advise you
on whether you need to be GST-registered.”
A good place to start when trying to
figure out what tax obligations might
attach to your purchase of the property
is Inland Revenue’s property tax decision
tree (available at http://www.ird.govt.
nz/property/property-terms-and-tools/
property-decision-tree/), but keep in mind
that it is always best to seek professional
advice before you make a decision.
Rural properties (like all properties) can
also have easements on the title that relate to
access, water or power. You should ask your
lawyer to check the title and work out what
the easements are, and how they will have an
impact on your rights and responsibilities as
an owner.
“For example, if the title allows a
neighbour access to a piece of their land
through your property, do you have any
right to limit the type and frequency of that
access if you buy it?”
Be aware too that there may be ‘unofficial’
easements operating; the incumbent
owners may have an informal arrangement
with their neighbours, but this may not
remain when the property passes into new
ownership.
Things that we take for granted when
living in urban environments, like water,
sewage and access, can require more
involvement in rural areas. Check the water
sources for the property – if it has its own
bore, are there limits on the amount of
water you can draw from it? What is the
process for ensuring it is safe to drink? What
happens to wastewater and sewage? Are you
prepared for life with a septic tank? Will the
current owner ensure the tank is empty as a
condition of sale?
When it comes to access, will you
share a private road or right of way with
other properties? What will be your
responsibilities and potential costs for
maintaining it? Don’t forget that your
neighbours may be involved in unglamorous
activities at ungodly hours – check the
zoning rules for nearby properties if you’re
worried about noise, smells or traffic. You
might think it’s lovely to have stock grazing
out the window, but are you ready for a
milk tanker driving past every morning? Be
aware that the LIM will not always alert you
to any pending or current NZTA decisions
regarding local highway linkages that often
divert traffic away from urban centres in
favour of immediate rural areas on the town
boundary. Check with NZTA if you think
your property could be affected by road
changes.
Like all property purchases, buying a place
in the country requires careful, objective
consideration.

living on the land, but it’s best to be realistic
about it. You don’t want to be like the
former townie I met a few weeks ago, who
mournfully told me that their lifestyle
block had become “a life sentence”. Do your
homework and you’re far more likely to live
happily ever after in rural bliss.”

Making the most of
show home viewing
Looking through show homes is a great way to get ideas for
features and fittings to put into a new home. It can also be helpful
for getting a spatial feel for other aspects of a house design.
Before heading out for a day’s
viewing, conduct an internet search.
identify the locations of show home
villages and the types and sizes of the
various building company’s homes on
display, noting down the square metre
size of each home.
if wanting a high end, architectural
design, focus on the larger homes that
have desirable design features. if at the
entry or middle level of the market,
earmark homes that fit this taking in
other show homes for extra ideas.
allow sufficient time when visiting each
show home, asking for a floor plan that
has room sizes before walking through.
Check also the floor to ceiling height
of the rooms and consider how this feels
and whether you prefer a cosier feel with
the standard ceiling eight of 2.4 metres or
more spaciousness created with a higher
stud or exposed ceiling beams.
if doors and windows are taller than
normal, weigh their effect in creating
a more luxurious and spacious feel,
against potential inconvenience for small
children, cleaning and maintenance.
on entering each room, take account of
how much furniture is in each room and
whether there is sufficient space for the
furniture you will have in the room and
the size needed in a walk-in robe. Look
too, at storage capacity throughout the
home and whether this is adequate.
in the living areas, consider whether a
lounge separated from the family living
room or a true open plan kitchen, dining,
living/lounge area is preferable, and
compare internal kitchens with those that
have natural light.
Look too at the layout of
the kitchen: whether to have
an island sink or breakfast
bar where a newspaper can
be read, and children can
sit and draw or complete
homework; the positioning
of appliances; and how
important having a pantry is.
for the little rooms, equate
space and features desired
with that needed, especially
if the budget needs to be
sharp. it might be nice to
have a large walk-in shower
with double shower heads
but is this just fanciful and
will the extra cleaning annoy you long
term. a laundry in the garage is also more
economical though a separate laundry
may be handier.
Bring the garage size into the equation
also. as these vary considerably, assess
the actual measurements of each garage
viewed comparing this with the space
needed for your motor vehicles and other
items to be stored there. if a good number
of toys will be housed there, it may be
sensible to increase the size of this area of
the home.
By imagining what you need, want and
will have in your new home, you will be in
a better position to confidently choose a
design that works for you.

Four things you MUST
do before buying a home
Buying a home is a big deal. It’s likely to be the most expensive thing you buy,
and it can be a complicated legal process. It might be tempting to take a few
shortcuts, but failing to do things properly could cause more problems later.
Here are our top four tasks for home
buyers.
1. Research the property
The real estate agent selling the
property acts on behalf of the seller,
however they are also required to
tell you everything they know about
the property. They must respond
professionally to all your enquiries and
not withhold any details. Remember
that you still need to do your own
due diligence. That means getting a
title search so you can find out all the
facts about the property’s ownership,
boundary and access, as held by Land
Information New Zealand (LINZ). It’s
a good idea to get a Land Information
Memorandum (LIM), which shows
information held by the local council
about the property and land. For
valuable feedback on the property’s
condition, get a report done by
an inspector who has professional
indemnity insurance and carries out
their work in accordance with the New
Zealand Property Inspection Standard.
Although this all costs money, it will
save you more in the long term. Sellers
may occasionally provide some of this
information for you. If this happens,
check that it is up-to-date.
2. Get legal advice
Buying property is expensive, and it
can cost even more if something goes
wrong. That’s why it’s important to get
legal advice before you sign anything.
A lawyer will handle all the paperwork
involved in the process, including the
title search, and offer impartial advice.
If you don’t have a lawyer, the New
Zealand Law Society can help you find
one at propertylawyers.org.nz.
3. Understand the sale process
There are several methods of buying
and selling property, for example,
tender or auction. It’s important to
understand the process for the property
you are buying. Practices can vary
between agencies so make sure you
confirm details with them. The Home
Buyer’s Guide at buyingahome.reaa.
govt.nz has more helpful advice.
4. Read the sale and purchase
agreement and understand what it
means
The sale and purchase agreement
is your contract with the seller. It is
crucial to read it very carefully and get
legal advice before you sign. You can
negotiate the terms and conditions of
an agreement, but once you sign it,
there’s no going back.

Buying a property with trees

enjoyment of their land, which means
that you can’t let your trees become a
problem at their place (and vice versa).
If your neighbours have trees that are
giving you grief, think carefully before
swinging an axe or chainsaw. Legally, you
are entitled to trim any branches or roots
from a tree (or large shrub, or plant) that
encroach on your property unless they
are protected, in which case you may
need resource consent first. However, for
the sake of being a decent human being,
it’s a good idea to talk to the tree’s owners
first. Don’t be tempted to take matters
into your own hands and poison the tree,
or trespass onto a neighbour’s property
to chop parts of it off. One way to resolve
the situation is to seek advice from a
professional arborist. Getting an expert
to prune the tree in a way that doesn’t
destroy it completely will be far cheaper
than engaging a lawyer.
In the worst-case scenario, if you can’t sort
out tree issues with a chat over the fence
or the aid of an arborist, it may be time to
seek help from the Disputes Tribunal or
the District Court. If the trees are causing
a nuisance, such as blocking views and/
or light, and you’re unable to come to an
agreement with the neighbour, you can
apply to the District Court for an order to
get the neighbour to trim or remove the
tree.

Whoever said ‘the best time to plant a tree
was 20 years ago’ obviously never dealt
with overhanging branches, wayward
roots or grumpy neighbours. As anyone
who lives in a leafy area will tell you, trees
can cause no end of bother. Trees can
block views, damage fences and interfere
with power lines. Roots can disrupt pipes,
branches can reduce sunlight availability,
leaves can block gutters and windfall fruit
can attract rodents. It’s a wonder people
ever plant them!
These problems are often caused by wellmeaning
property owners who plant
trees without thinking about how big
they will grow. By the time a tree is wellestablished,
it may be already wreaking
havoc both overhead and underground.
Overhanging branches may present
obvious hassles, but tree roots are usually
out of sight, out of mind until they start
to snaking their way into retaining walls,
foundations or drains (at which point they
become difficult to ignore and expensive
to re-route).
If you own a property, you are allowed
to do whatever you like to your trees,
within the bounds of the law that says
you have the right to the ordinary use and
enjoyment of your land. This is subject
to any protection that may apply to your
trees. If they’re protected (for example,
because they are historic, considered
to be significant or needed to prevent
erosion), you may need to get resource
consent before doing anything to them.
Remember that you can’t unreasonably
interfere with your neighbours’ use and

in the Selwyn District
What build requirements are there?
Explore what a new stage will look like.
Buying in a subdivision
Section availability is mostly in new
housing estates and the district generally
has a number to choose from, especially in
Rolleston and Lincoln.
Factors influencing section choice will be:
the distance from your workplace, ease of
travelling, services available, size and price
of available sections, and where you would
like to live.
Ground conditions may also be a
consideration. In Selwyn, the land
is generally good for building with
only a standard 364 foundation often
required. Many people are choosing a
RibRaft foundation as it offers seismic
strengthening and may work out more
economical.
A factor which should be high on your
list should be the covenants a developer has
in place and whether these will present any
issues for you.
Any new housing subdivision is likely
to have covenants stipulating what can
and cannot be constructed, in terms of
minimum and maximum house size on
a given section, and aesthetic features
like the roof pitch, acceptable claddings,
landscaping and what is permitted on view
from the street.
The covenants will be supplied with the
Purchase and Sale Agreement. Read these,
asking your lawyer for advice and checking
with your builder to ensure these can be
met before signing on the dotted line.
Before finalising your house plan
with your builder and building consent
application is lodged with Council, send
this and a landscape plan to the developer
for approval. This will avoid costly changes
or problems down the line. There may
be a charge associated with Developer’s
Approval or a refundable bond may be
incurred. This process is put in place to
protect the overall look and integrity of
the housing estate and ensure any damage
incurred during construction is put right.
Certain covenants may seem annoying
however, they protect the environment you
are buying into and can be accommodated
with good design.
The standard of builds in respective
subdivisions may vary from smaller
economic housing to larger sections and
homes. There may also be variations in
the features in each subdivision such as
the street width, number of children’s play
areas, walkways and beautification.
Where you are purchasing off a plan for
a section in a new stage of a subdivision,
ask questions so you appreciate what the
area will ultimately look like. Doing your
homework will help give you surety that
what is proposed will happen. This includes
when title is due, something which can be
slowed by Council consent requirements or
the weather delaying earthworks.
Closeness to schools, shops and public
transport may also be considerations,
especially if you want your children to have
independence by walk to school, a park
or sporting activities. Consider how each
subdivision might suit your lifestyle.
