has pinpointed areas across<br />

Christchurch and parts of Banks<br />

Peninsula in need of attention.<br />

initiatives for a number of areas,<br />

including Lyttelton.<br />

The city council will now look<br />

to minimise the presence of<br />

Heathcote River flooding work delayed<br />

Heathcote River will be delayed<br />

in favour of similar projects in<br />

Christchurch’s east.<br />

The city council has approved<br />

$12 million to go towards addressing<br />

flooding on Pages Rd,<br />

Wainoni, which has been an<br />

issue for 10 years.<br />

It wasn’t going<br />

to fund the<br />

works to fix the<br />

problem for another<br />

four years<br />

– but voted to<br />

bring the funding<br />

forward to<br />

start next year.<br />

The funds<br />

were originally<br />

earmarked for projects including<br />

addressing flooding which<br />

affects properties close to the<br />

Heathcote River but these will<br />

now be delayed.<br />

City councillor Tim Scandrett<br />

voted against the Christchurch<br />

east project and fellow councillor<br />

Yani Johanson abstained from<br />

voting. Both asked for more information<br />

on the delay this will<br />

cause for these other projects.<br />

“It did say in the report [city<br />

council] that it would have to<br />

delay other works, and what are<br />

the delays, what’s the timeframe?<br />

That wasn’t clear in the report,”<br />

Catherine<br />

Chu<br />

said Scandrett.<br />

He said the Heathcote River<br />

issues should be prioritised first<br />

because more properties are affected<br />

by flooding there than on<br />

Pages Rd.<br />

“If you look at the [Pages Rd]<br />

project, it’s largely looking at an<br />

area that is red zoned and has<br />

no houses on it but the flooding<br />

there does effect Pages Rd and<br />

Anzac Drive.”<br />

Johanson agrees with Scandrett.<br />

“Because there’s not a lot of<br />

information about those other<br />

projects, other than just to say<br />

they’ll be delayed, I thought<br />

that’s pretty unfair on those<br />

communities who have been<br />

expecting work to happen, have<br />

been told that work’s going to<br />

happen,” he said.<br />

City councillor Sara Templeton<br />

lives in Heathcote and represents<br />

the area. She voted in favour of<br />

approving the Christchurch east<br />

flooding projects.<br />

She voted this way because<br />

some work to address flooding<br />

beside the Heathcote River has<br />

already been done and reduced<br />

this issue but nothing has been<br />

done in the east. However, she<br />

does not favour this project over<br />

the Heathcote one.<br />

“Currently, there’s work still<br />

under way in the Heathcote<br />

catchment, whereas the other<br />

[Christchurch east] area has had<br />

zero work.”<br />

Association chairman Lewis<br />

Low said the work that has happened<br />

in Heathcote has reduced<br />

flooding, so he understands<br />

Templeton’s reasoning.<br />

Said city council stormwater<br />

and waterways programme<br />

manager Keith Davison: “In this<br />

case, the Heathcote low stopbanks<br />

project’s budget has been<br />

slipped back by a year.<br />

“Significant works on the<br />

Heathcote are already reducing<br />

flooding risk and impact. These<br />

works include dredging, bank<br />

stabilisation, and storage basins<br />

– which are all either completed<br />

or well advanced,” he said.<br />

The Christchurch east project<br />

will involve building a new stopbank<br />

and stormwater pond and<br />

got so fed up with the flooding<br />

situation on Pages Rd, he went in<br />

with a digger last month and dug<br />

a trench – it fixed the flooding<br />

overnight.<br />

The council blocked the trench<br />

as it was deemed a safety hazard<br />

and launched an official investigation<br />

of Mauger’s actions.<br />

Mauger said he understands<br />

Scandrett and Johanson’s<br />

concerns and he views Heathcote<br />

flooding as an important<br />

issue. He said he just relieved<br />

something will finally be done<br />

to addresses the east’s flooding<br />

problems.<br />

Project to protect precious native species<br />

TWELVE HECTARES of<br />

farmland on Banks Peninsula<br />

will be protected in perpetuity,<br />

allowing precious native species<br />

to regenerate and thrive.<br />

The Stencliffe protection<br />

project will receive $38,500 to<br />

fence off and exclude stock from<br />

a section of Pigeon <strong>Bay</strong> Stream<br />

and its surrounding land, on<br />

Jane and Hugh Eaton’s sheep<br />

and beef farm.<br />

It is one of four biodiversity<br />

projects the Banks Peninsula<br />

water zone committee recommended<br />

for Immediate Steps<br />

funding earlier this year.<br />

The grant makes up part of the<br />

project, with additional funds<br />

coming from other sources<br />

such as the Banks Peninsula<br />

Conservation Trust and the<br />

landowners.<br />

The project’s aim is to increase<br />

the extent, density and diversity<br />

of native vegetation to allow<br />

species such as birds, lizards,<br />

invertebrates and fish to prosper.<br />

The land will be protected<br />

through a BPCT covenant after<br />

fencing the area has been completed.<br />

This will allow the valley<br />

to regenerate back to its natural<br />

state without interference from<br />

stock, pests or humans.<br />

A covenant is a legal mechanism<br />

for protection that requires<br />

current and future landowners<br />

to manage the land for conservation<br />

purposes.<br />

Stencliffe landowners Hugh<br />

and Jane Eaton said the family<br />

would likely have not been able<br />

to foot the cost of protecting the<br />

area alone.<br />

“The funds will be used to<br />

fence off a corridor of bush and<br />

stream that has survived 150<br />

years since the farm was logged<br />

and cleared by the early settlers,”<br />

Hugh said.<br />

“Permanent hill country fencing<br />

is a huge cost so we really appreciate<br />

the help to protect this<br />

block of old growth forest with<br />

its stream to let it regenerate,” he<br />

said.<br />

Jane added that the family is<br />

enthusiastic about protecting<br />

bushland.<br />

“We hope to help the bush<br />

back to its pre-logging glory.<br />

By excluding stock, we protect<br />

the stream bed, encourage<br />

revegetation and protect larger<br />

trees including two precious<br />

kahikatea.”<br />

“Active bird life will be enhanced<br />

by this process which<br />

also assists new seedlings.<br />

Thanks to Immediate Steps and<br />

the BPCT, another part of Banks<br />

Peninsula’s precious forest will<br />

be protected,” she said.<br />

an attraction as Akaroa.<br />

as a place to go and hopefully<br />

Lyttelton will become the same<br />

because it also has a lot of history”<br />

The investigation which led<br />

to the works being pursued was<br />

conducted earlier this year and<br />

produced a heatmap which illustrates<br />

the areas across the city<br />

and peninsula in most need of<br />

regeneration.<br />

Akaroa was identified as an<br />

area vulnerable to environmental<br />

hazards within the heatmap.<br />

Council staff say since early<br />

March when the heatmap was<br />

first considered by councillors,<br />

it has become apparent the<br />

economic effects associated<br />

with Covid-19 are likely to have<br />

exacerbated issues facing weaker<br />

areas and more deprived communities.<br />

In response to the findings of<br />

the investigation, city councillors<br />

endorsed the central city and<br />

Linwood/inner-city east area as<br />

priority locations for regenerative<br />

activity within the current<br />

financial year.<br />

Progress in the development of<br />

community housing in areas of<br />

need is another priority for the<br />

city council in the short-term.<br />

Fulfilling short-term objectives<br />

within the heart of the city will<br />

involve continuing to progress<br />

with Project 8011 which looks to<br />

boost the central city population<br />

to 20,000 by 2028, the initiation<br />

of a “vacant sites programme,”<br />

alongside the continuation of the<br />

overarching central city action<br />

plan, Covid-19 socio-economic<br />

recovery plan and Enliven Places<br />

Programme.<br />

The city council will also aim<br />

to lead cross-agency work in<br />

progressing the Inner City East/<br />

Linwood Revitalisation Plan and<br />

suburban centre Master Plan.<br />

regeneration initiatives along the<br />

Ōtākaro Avon River Corridor<br />

and leading a push for improved<br />

Guided walks<br />

to resume at<br />

Botanic Gardens<br />

THIS WEEK will see the<br />

resumption of guided walks<br />

by the Friends of the Botanic<br />

Gardens guiding team, but with a<br />

difference.<br />

Pre-lockdown, the guides<br />

offered daily walks from the<br />

museum from <strong>September</strong> to<br />

April, with the great majority of<br />

customers being overseas tourists.<br />

The landscape has changed and<br />

the guiding programme has had<br />

to change with it.<br />

From October to December<br />

this year, the guides will be offering<br />

a selection of daily 45min<br />

walks in different parts of the<br />

gardens.<br />

The guides love to share the<br />

stories of the unique Botanic<br />

Garden, stories of its history, of<br />

its place in the history, and stories<br />

of trees and plants, such as the<br />

iconic Kauri tree which belongs<br />

to an ancient group of trees from<br />

the times of the dinosaurs.<br />

A relative of the kauri was<br />

discovered as recently as 1994 in<br />

the Blue Mountain region of New<br />

South Wales – six specimens of<br />

this tree are now planted along<br />

the drive near the visitors’ centre.<br />

Walks will be free until the end<br />

of this year, and a small charge<br />

may be incurred into 2021 to<br />

support the work of the Botanic<br />

Gardens.<br />

Kiwis got back on the bike.<br />

Cycling numbers have been<br />

increasing year-on-year in<br />

Christchurch; the trend continued<br />

post-lockdown, new city<br />

council figures show. In July<br />

and August, the 25 automated<br />

cycle counters around the city<br />

recorded 556,644 cycle trips, up<br />

seven per cent, or 36,171 trips on<br />

the same period in 2019. Separately,<br />

the visual display counter<br />

on the Antigua St bridge clocked<br />

up one million trips earlier this<br />

year — taking two years, two<br />

months and one week to reach<br />

the milestone.<br />

Charlotte Bebbington said the<br />

surge showed how popular<br />

cycling was becoming in<br />

Christchurch.<br />

“Christchurch is the best city<br />

for cycling,” she said. “We have<br />

an amazing network of safe cycleways,<br />

lots of people riding all<br />

types of bikes, and a busy events<br />

calendar,” she said.<br />

encouraging environment,<br />

learn some new skills and have<br />

fun.”<br />

The festival also encourages<br />

people to explore Christchurch<br />

by bike through the Biketober<br />

Passport Challenge. During<br />

the month, people can cycle to<br />

destinations around the city and<br />

use their smartphone to check<br />

in using a code unique to each<br />

business or site. Or, they can<br />

take part in the Passport One<br />

Day Challenge and do it all on<br />

October 31.<br />

Events such as Biketober<br />

helped boost the profile of<br />

cycling in Christchurch and<br />

encouraged more people to go by<br />

bike, Bebbington said.<br />

Steak and salad a classic summer pair<br />

You really can’t<br />

go wrong with a<br />

steak sandwich. The<br />

caramelised red onions<br />

add a hint of sweetness<br />

while the horseradish<br />

adds a bit of heat –<br />

perfection<br />

Sliced Steak with<br />

Caramelised Red<br />

Onions<br />

Serves 4<br />

Ingredients<br />

4 steaks, sirloin, ribeye or<br />

striploin<br />

1-2 tbsp. sherry vinegar<br />

2 tbsp rapeseed oil<br />

Salt and cracked black pepper<br />

A knob of butter<br />

2 large red onions, peeled and<br />

finely sliced<br />

150g crème fraîche<br />

2 tbsp horseradish sauce<br />

½ tsp dijon style mustard<br />

½ tsp white wine vinegar/lemon<br />

juice<br />

4 thick slices of bread<br />

120g rocket leaves<br />

Directions<br />

Mix together a splash of sherry<br />

vinegar, a tablespoon of oil and<br />

cracked black pepper and rub this<br />

mixture over the steaks. Set aside<br />

while you cook the onions.<br />

Heat a tablespoon of oil and a<br />

knob of butter in a large frying<br />

pan over a medium heat. Sauté the<br />

onions until softened, this will take<br />

about 15min.<br />

Add in a tablespoon of the<br />

sherry vinegar and a little salt<br />

and continue to cook for another<br />

five minutes until the vinegar has<br />

evaporated. Set aside.<br />

Heat a griddle pan until really<br />

hot. Season the steaks with salt.<br />

Place them two at a time on the<br />

pan and cook for 2min on each<br />

side for rare or until cooked to<br />

your liking.<br />

While the steaks are cooking,<br />

in a small bowl mix together the<br />

crème fraîche, horseradish sauce,<br />

Brush the bread with a little oil<br />

on each side and toast under the<br />

Spread a little horseradish cream<br />

over each slice, then spoon over<br />

the onion mixture, slice the steak<br />

and lay on top.<br />

Arrange some rocket leaves on<br />

top and serve.<br />

Courgette salad with<br />

mint, garlic, red chilli,<br />

lemon and extra virgin<br />

olive oil<br />

Serves 4<br />

Ingredients<br />

4 courgettes<br />

sea salt<br />

freshly ground black pepper<br />

1 red chilli<br />

½ clove garlic<br />

1 handful of fresh mint<br />

extra virgin olive oil<br />

1 squeeze lemon juice<br />

raw peas<br />

Directions<br />

Slice 4 courgettes lengthways as<br />

thin as you can (use a mandolin if<br />

you have one). Grill on a red-hot<br />

griddle pan, or on the barbecue,<br />

until lightly charred on each side.<br />

Scatter the slices over a large plate,<br />

making sure you don’t sit them on<br />

top of each other otherwise they’ll<br />

steam and go a bit limp. While<br />

they’re still warmish, sprinkle<br />

them with a little sea salt and<br />

freshly ground black pepper.<br />

Deseed a red chilli and chop<br />

finely. Finely chop ½ a clove of<br />

garlic and sprinkle the chilli and<br />

garlic evenly from a height over<br />

the courgettes. (Add to your own<br />

taste, but just remember that when<br />

the chilli and garlic mix with the<br />

olive oil and lemon juice the heat<br />

and flavours are lessened.)<br />

Tear over a handful of fresh mint<br />

and drizzle with good extra virgin<br />

olive oil and a squeeze of lemon.<br />

P.S. If you find yourself with<br />

leftovers, try baking any fish fillets<br />

(cod, haddock or bass for example)<br />

on top of the courgettes. Lovely<br />

with steamed rice and seasoned<br />

yoghurt.<br />

Above the Ground and Now Over the Fence<br />

and Kumusta. Greetings to everyone at LCŌ and our wider LCŌ community.<br />

It is very heartening to see the visible signs of progress with our rebuild for<br />

our return to Aldwins Rd to what will be Te Aratai College. Those of us who<br />

have peered through the gate over the past weeks have seen the foundation<br />

work progress to be above ground, and now we see structures over the fence.<br />

It is worth remembering too just how good this rebuild is. As we have said<br />

in the past, the next time that you are in Tūranga, the central library, look up<br />

and look around. The same architect, Carsten Auers of Architectus, who<br />

designed Tūranga, is the architect for our school. Stunning.<br />

Likewise, Southbase Construction is a highly<br />

experienced and expert construction company with<br />

major success in many school redevelopment,<br />

whether totally new or a rebuild.<br />

Shifting a school comes with its own set<br />

of challenges. For a start, there are the<br />

logistics of moving everything from<br />

basketballs to hydrochloric acid, but more<br />

importantly, there is ensuring consistency<br />

of belonging and connection to our school,<br />

and ensuring consistency of learning.<br />

However, these challenges are much<br />

more positive ones to work through than<br />

the challenges of being at school in the<br />

middle of a building site: safety, noise, dust,<br />

temporary buildings, reduced playing areas<br />

and so on. And, as I have said before, our leaving<br />

Aldwins Road means a year comes off the building<br />

programme and there is a saving of a $1m that has been<br />

retained in the programme.<br />

Mr Ken Bye, a former (and legendary) LHS-LC history teacher and Head of<br />

Social Sciences, spoke at the Farewell Celebration Weekend in April 2019 to<br />

the hundreds of past pupils who attended this wonderful weekend to celebrate<br />

and farewell LHS-LC’s first 65 years. During his talk, he used the phrase,<br />

“If only these walls could talk” and this firmly resonated with me. Ken was<br />

absolutely right. A lot of life occurs in a school and as a community resource<br />

and focal point, schools experience all the joys and tragedies that occur in a<br />

community. Our leaving those original school buildings was a significant event<br />

in our school’s history, and fortunately, is one which helps springboard us into a<br />

new era for LC. We leave in order to return, but we leave aware of, and thankful<br />

to, all the people who have gone before and all that they have done for us.<br />

alone; my strength is from many.<br />

Te Aratai - Pathway to the Sea<br />

With the rebuild underway, it is now an appropriate time to consider the school’s<br />

name. Te Ngāi Tūāhuriri Rūnanga has gifted a new name to the school and it is<br />

one that our Board of Trustees have whole-heartedly supported. The name is<br />

Te Aratai. In English: pathway to the sea.<br />

The guiding reasons underpinning the name has been outlined by Dianne<br />

Robinson on behalf of Ngāi Tūāhuriri. Dianne is a Mana Whenua Education<br />

Facilitator for Mātauraka Mahaanui:<br />

“Linwood College on Aldwins Road is adjacent to the direct pathway (now<br />

Linwood Ave) to Te Ihutai, “The Avon-Heathcote Estuary” which was part<br />

of a larger fishery used by Ngāi Tūāhuriri. Te Ihutai, was renowned<br />

for its abundance and variety of fish and shellfish, including tuna<br />

(eels), kanakana (lamprey), inaka (whitebait), pātiki (flounder),<br />

and pipi. Several nearby kāinga nohoanga (settlements) took<br />

advantage of the estuary’s rich food resources, with caves<br />

along the base of the nearby foothills providing necessary<br />

shelter. The estuary itself was the gateway to the vast<br />

comprehensive network of wetlands that once extended<br />

throughout the Canterbury region, with the Ōtākaro (Avon)<br />

and Ōpāwaho (Heathcote River) being the primary access<br />

routes. This name links the school to this significant route<br />

and this significant mahinga kai area (Te Ihutai) which was<br />

traditionally owned and used by Kaiapoi Ngāi Tahu (Ngāi<br />

Tūāhuriri) and this relationship is acknowledged as part of the<br />

Claims Settlement Act 1998. The major waterways Ōtākaro and<br />

Ōpāwaho flow into Te Ihutai and the school’s catchment zone<br />

includes schools located along these waterways.”<br />

The Board’s intention is that the school changes its name to Te Aratai<br />

for our return to Aldwins Road, 2022. We acknowledge the proud history of<br />

the name Linwood since 1954, the school’s opening. 2022, and our complete<br />

school rebuild, is the opportunity to create a school name and identity that is<br />

open and inclusive to our wider community we serve and is not just based on<br />

the actual location of the school. And, in a deep irony, Linwood High School-<br />

Linwood College has never actually been in Linwood. Our Aldwins Road site is<br />

actually in Phillipstown.<br />

More information about the name and the legal process for changing a school<br />

name will be forthcoming. We are very grateful to Te Ngāi Tūāhuriri Rūnanga<br />

for their gift to our whānau, to our community of this beautiful and appropriate<br />

name -Te Aratai.<br />

The Turning of the Sod<br />

On Wednesday the 5th of August Linwood College at Ōtākaro<br />

commemorated a milestone in the rebuild process.<br />

It was a particularly brisk but clear Canterbury morning for this important<br />

ceremony. Representing the school were LCŌ’s Head Students Mario<br />

Cvetkoski and Paigan-Lilly Hall as weall as the Watson-Hall whānau,<br />

a family whose tamariki span right through the school’s year levels,<br />

from Year 7 to Year 13.<br />

LCŌ were honoured to have Ngāi Tūāhuriri and Ngāti Wheke<br />

present. Also in attendance were the Ministry of Education, the<br />

The event began on Aldwins Road where everyone was greeted by<br />

Corban Te Aika, Ngāi Tūāhuriri, who led everyone onto the site and<br />

blessed the land with karakia. The official sod was dug by our head<br />

students and has been retained for reinstating in the official opening.<br />

The ceremonies ended with the sharing of kai and kōrero.<br />

comedy festival is just<br />

weeks away.<br />

This is the fifth year of<br />

the Live in Lincoln event<br />

which will take place on<br />

October 17.<br />

Festival organiser David<br />

Parlane said it will mark a<br />

step forward for the event<br />

industry which has been<br />

extremely hard hit from<br />

Covid-19.<br />

“Not only just comedians<br />

but musicians, bands, quiz<br />

shows, you name it, they<br />

have all been affected,” he<br />

said.<br />

“The people behind the<br />

scenes who put up the<br />

stages, the lighting and the<br />

sound. We have a lot of<br />

talent in this country they<br />

just haven’t had any work.”<br />

Parlane said the show<br />

will be the fifrst job back in<br />

the year for the people who<br />

are setting up the stage.<br />

New look for<br />

metro buses<br />

Over the next few months, distinctive teal<br />

coloured buses will begin to appear on the<br />

streets as Metro introduces a new exterior<br />

design to its fleet.<br />

The new livery design is inspired by the<br />

foods and resources shared by early Māori,<br />

the natural landscape that connected them,<br />

and the mosaic of waterways that formed<br />

early travel routes across our region –<br />

represented today by the Metro network.<br />

Environment Canterbury Councillor<br />

Phil Clearwater said that the new livery<br />

simplifies Metro’s network for a more<br />

approachable, user friendly experience.<br />

“We want to make it clearer that this is a<br />

single, reliable, connected network that will<br />

get you anywhere you need to go in greater<br />

Christchurch across the day.<br />

“We found that the numerous bus brands<br />

were diluting the message of Metro’s<br />

connected network, and so we have worked<br />

with our bus operators, Go Bus, Red Bus<br />

and Ritchies, during the implementation<br />

of their new contracts to introduce a single<br />

look across all buses.<br />

“Our changes are designed<br />

to help users right across<br />

the network, rather than<br />

only those travelling on the<br />

Metro Lines – which make<br />

up only five of Metro’s 27<br />

frequency routes. Continuing with the<br />

colour coded ‘Metro Line’ approach would<br />

require more and more colours, adding<br />

complexity to the network.<br />

“The new operating contracts include<br />

replacement of around 100 buses, or half<br />

our fleet, over the next two years, so with<br />

this many buses being produced, this is the<br />

time to update the livery,” he said.<br />

Environment Canterbury is introducing<br />

39 new ultra-low emission buses over the<br />

next months to serve greater Christchurch<br />

bus users. All of these will be built locally<br />

in Rolleston. These will be followed by 25<br />

zero emission electric buses in 2021, and<br />

more new buses in 2022.<br />

All buses other than the Orbiter will<br />

be painted in the new Metro teal colour<br />

to represent our strong link to water, an<br />

essential life-sustaining force.<br />

“The Orbiter will remain in a<br />

recognizable green livery, symbolic of the<br />

land,” said Councillor Clearwater.<br />

The Metro livery will be introduced to the<br />

fleet over the coming months.<br />

Land-Rover Defender joins plush company<br />

I CAN SEE buyers heading<br />

into the Land-Rover dealership<br />

thinking they want a Range Rover<br />

or Discovery, but coming out<br />

with a Defender.<br />

I say that because the latest generation<br />

Land-Rover Defender is<br />

plush, refined and sophisticated,<br />

it draws on the luxury that has<br />

made Range Rover and Discovery<br />

so desirable.<br />

The Defender has always been<br />

based on the post-war Land-<br />

Rover that was characterised by<br />

its aluminium body shell, ladder<br />

chassis, and live axles front and<br />

rear located by leaf springs, a<br />

design which didn’t change much<br />

over the decades.<br />

However, today’s Defender is<br />

a quantum leap, it has a monocoque<br />

chassis, and fully independent<br />

and electric air adjustable<br />

suspension. There interior has<br />

state-of-the-art fitment and ultrahigh<br />

comfort levels, it also looks<br />

nothing like the barren interior of<br />

previous generation models.<br />

Gone, too, is the V8 petrol<br />

engine that characterised the<br />

range-topping variants, although<br />

there is still some association with<br />

the past, the evaluation car was<br />

fitted with a 2-litre diesel engine.<br />

If you think that is a little underwhelming,<br />

there are other engine<br />

options, petrol and diesel sixcylinder<br />

units. However, don’t be<br />

fooled, the 2-litre diesel is up to<br />

par, it is honest and fits well with<br />

the concept of Defender.<br />

When designing the new Defender,<br />

Land-Rover didn’t want<br />

to jeopardise its off-road ability,<br />

it has the drive systems, with ride<br />

height and construction built to<br />

go anywhere and take the knocks.<br />

There are also many, many variants,<br />

the Defender can be ordered<br />

in a multitude of guises, depending<br />

on what you have in mind as<br />

a purchase.<br />

The evaluation car was SE<br />

specced which sits at $114,900,<br />

other prices range from $89,900<br />

and end at $164,900, and you<br />

have to bear in mind that with all<br />

the options and accessories on<br />

offer the Defender can almost be<br />

tailor-made to suit each and every<br />

individual requirement.<br />

Even though the Defender is<br />

engineered for a life off-road, it<br />

has civilised on-road manners,<br />

and because of its construction<br />

it deals to all uneven surfaces,<br />

the Defender simply absorbs the<br />

hits and cocoons the occupants<br />

through the suspension and softly<br />

padded seats. Interior comfort is<br />

high, the Defender simply glides<br />

as it travels. Sure, you know the<br />

set-up is tough and rugged, but<br />

the way that is translated into ride<br />

comfort is simply amazing.<br />

As you would expect from a large<br />

sport utility vehicle, the Defender<br />

gets seven seats, the rear row is best<br />

for children only, but space back<br />

there is no better or worse than<br />

other vehicles of its type.<br />

Land-Rover rates the twin-turbocharged<br />

diesel at 177kW and<br />

4<strong>30</strong>Nm, the power outputs are<br />

healthy and structured to meet<br />

the demands a 2<strong>30</strong>0kg vehicle requires.<br />

Peak power is delivered at<br />

4000rpm, while maximum torque<br />

with the solid turbo boost comes<br />

in at 1400rpm. Together these figures<br />

promote useful performance,<br />

and beneath the accelerator it has<br />

the feel of solid impetus, there<br />

is eager motion, acceleration is<br />

ushered in decisively.<br />

champion in that respect. I can<br />

report that it tackles humps and<br />

mounds with much ability, all the<br />

time affording the perfect ride that’s<br />

associated with air suspension.<br />

Of course, the Defender gets<br />

the high and low ratio systems of<br />

its predecessors and stablemates,<br />

gearing through the eight-speed<br />

transmission is structured for<br />

every type of journey. Off-road, it<br />

simply crawls in low range mode<br />

while at highway speed the gearing<br />

keeps the engine working in<br />

the area of maximum efficiency –<br />

the rev counter pointing to a lazy<br />

1600rpm at 100km/h.<br />

At that speed it is returning a<br />

seven-litre per 100km/h instantaneous<br />

reading that had the effect<br />

of ushering in a 10l/100km average<br />

during my time in the test car.<br />

These figures sit relatively well<br />

with Land-Rover’s 7.7l/100km<br />

combined cycle claim.<br />

Land-Rover has had a long and<br />

chequered history, as a company<br />

it could have disappeared without<br />

trace the way many other great<br />

British nameplates did when<br />

finances weren’t fluid. However,<br />

once it fell into Indian ownership<br />

through the huge Tata Motors<br />

conglomerate,the brand has gone<br />

from strength to strength.<br />

I’m pleased to report the<br />

Defender is a smart piece of kit<br />

design-wise, and it will appeal to<br />

a broad cross-section of buyers.<br />

While farmers, contractors and<br />

those who bought previous generation<br />

Land-Rovers and Defenders<br />

may look at the newcomer<br />

as being soft and too impractical<br />

for a working role,it is still the<br />

rugged go-anywhere champion<br />

underneath that commands grip<br />

off-road.<br />

SHORT-TERM ACCOMMODATION<br />

Christchurch City Council has proposed Plan Change 4 to the District Plan.<br />

Proposed Plan Change 4 – Short-term Accommodation<br />

Proposed Plan Change 4 includes the following changes:<br />

(a) change the resource consent requirements for visitor<br />

accommodation in a house or unit in most residential, rural and<br />

papakāinga zones, particularly where a host is not living there.<br />

(i) In residential zones, instead of requiring a Discretionary activity<br />

resource consent for unhosted visitor accommodation in a<br />

residential dwelling, the changes would require a Controlled activity<br />

resource consent for 1-60 days, Discretionary for 61-180 and Non<br />

complying for more than 180 days.<br />

(ii) In rural zones, unhosted visitor accommodation in a residential<br />

dwelling would be a permitted activity for the first 180 days.<br />

(iii) For hosted visitor accommodation in a residential dwelling,<br />

additional standards would also apply limiting late-night arrivals<br />

and departures and the size of functions.<br />

(b) amend other rules to enable a residential dwelling to be used for<br />

visitor accommodation for a limited number of days per year without<br />

triggering commercial parking and vehicle access requirements.<br />

(c) amend the objectives and policies for residential zones so<br />

commercial-type visitor accommodation is primarily directed to<br />

commercial areas.<br />

(d) update the “residential activity” definition to clarify the status of<br />

home exchanges, house-sits and serviced apartments.<br />

(e) change rules for visitor accommodation associated with farms or<br />

recreation/conservation activities (e.g. huts/tents around cycling<br />

and walking tracks), managing LYTTELTON the sizes, types and 10kg locations of<br />

structures used in some situations.<br />

consent would be not required to accommodate Home Delivery of up to ten guests if a<br />

Process for public participation<br />

organisations to support or oppose any of the initial submissions.<br />

A Council hearing will then be held to consider all submissions, and decisions<br />

will be made following this hearing. Anyone who has made a submission has<br />

the right to appeal the decision to the Environment Court.<br />

The objectives, policies and rules proposed in this Plan Change will have no<br />

legal effect until the Council gives public notice of its decision on the Plan<br />

Change and matters raised in submissions or the Environment Court makes an<br />

order which grants any rule immediate effect (RMA s86B).<br />

The Christchurch City Council hereby gives public notice under sections<br />

24(1)(b) of the Reserves Act 1977 that it intends to revoke the reserve status<br />

of the property situated at 10 Shackleton Terrace, Lyttelton, being 325m²<br />

described as Lot 3 Deposited Plan 18984 and contained in identifier 905011.<br />

The reason for the proposal is that this property is no longer required for<br />

the purpose of which it is held – being Street Reserve.<br />

Please note that Council is required to submit to the Minister of<br />

Conservation for final approval, any proposal to revoke the reserve status<br />

following consideration of objections.<br />

Any submission or objection to the reserve revocation should be<br />
