The value of training and development:<br />

Regardless of how long you have been<br />

training, CPD is important. There is a<br />

direct link between trainers who regularly<br />

refresh and develop their skills and<br />

knowledge, and those who are Grade A<br />

instructors with high pass rates.<br />

Pass rates soar... but<br />

don’t get too excited...<br />

The DVSA has released its latest<br />

statistics for L-tests and theory<br />

tests for 2020.<br />

They show an astonishing rise in<br />

pass rates for the 20/21 year to date,<br />

of 55 per cent; that’s a 10 per cent<br />

rise on pass rates on the last quarter<br />

of 2019-20!<br />

Sadly, what should be great news<br />

for ADIs is mired by the Covid-19<br />

pandemic, of course. While that<br />

pass rate percentage is correct, it is<br />

taken from just 6,264 tests, of which<br />

3,448 were passed.<br />

This is interesting because, of<br />

course, during the period under<br />

review L-tests were in the main<br />

suspended, and the majority of<br />

those taking their test received<br />

special permission to do so, as they<br />

were critical/frontline workers.<br />

Can we assume, then, that the<br />

best learner drivers out there are<br />

nurses...?<br />

Looking at the figures for April<br />

2019-March 2020, which in the<br />

main is a complete picture of the<br />

testing regime, the pass rate held<br />

steady at 45/46 per cent: across the<br />

four quarters the figures were 46.4,<br />

46.2, 45.3 and 45.8 per cent.<br />

Test numbers were high, with<br />

393,000 in Q1 rising to 425,000<br />

in Q3.<br />

The impact of the pandemic<br />

blighted Q4, where 373,465 tests<br />

were conducted; this 50,000 drop<br />

from Q3 to Q4 offers an early<br />

indicator of the impact Covid-19<br />

would have on the sector as a whole<br />

(for more on this topic, see our<br />

review on the DVSA Annual Report,<br />

from page 18).<br />

Motorcycle test rates continue to<br />

outshine cars: 73.4 per cent in Q1,<br />

2019-20. Interestingly, the figure for<br />

the reduced testing period in<br />

2020-21 was actually down, to 69<br />

per cent. Applying the same logic as<br />

to L-tests, does that mean nurses<br />

don’t make the best motorbike<br />

learners? A bit facetious: again, the<br />

percentage was based on only a<br />

handful of tests: just 71 were<br />

conducted.<br />

The figures for theory testing show<br />

just how far the pass rate has fallen<br />

since 2007-8. In 2019-20, pass<br />

rates from Q1-Q4 were 47.2, 48.2,<br />

45.8 and 47.2 per cent, averaging<br />

out at 47.1. This is a far cry from<br />

2007-8, when the same quarters<br />

saw pass rates at 62, 64.5, 67.3<br />

and 69.8 per cent – an overall<br />

average pass rate of 65 per cent.<br />

The theory test rate has fallen<br />

steadily since this high watermark.<br />

The following years saw average<br />

pass rates of 64, then 63 and 62.5<br />

per cent.<br />

The theory test was more harshly<br />

affected by Covid-19 restrictions. A<br />

stunning 100,000 fewer tests were<br />

conducted in Q4 of 2019-20<br />

(Jan- March 2020) compared with<br />

Q1 (April-June).<br />

Stats for new entrants to the ADI<br />

ranks show that 221 PDIs passed<br />

their Part 2 tests in March this year;<br />

one has to wonder whether they will<br />

ever join the ADI ranks, given the<br />

appalling bad luck in the timing of<br />

their test.<br />

381 Part 3 passes were recorded<br />

in March, with 562 in February and<br />

513 in January. It has to be said<br />

they have had a rough introduction<br />

to their new career as an ADI.<br />
