‘Shovel ready’ roading package 

denied Government funding

THE DISTRICT has missed 

out on millions of dollars in 

Government ‘shovel ready’ 

projects funding. 

The district council’s application 

was for a roading package 

that would bring forward a range 

of pavement renewals that had 

been deferred as well as upgrade 

125km of road in areas across the 

district. 

The works 

spread across 

the district 

council’s 

2500km maintained 

roading 

network and 

includes works

roads close to

and those in the rural areas of 

the Canterbury Plains serving 

dairy and other primary production 

activities. 

Mayor Sam Broughton said the 

decision was “very disappointing.” 

District council asset manager 

transportation Andrew Mazey 

said the district council did not 

receive a specific reason why the 

proposal was rejected. 

“We were told the value of the

not include a specific number of 

jobs the roading package would 

create.

THAT’S A big blow on page 

1 today – the Government’s 

‘no’ to the district council’s 

bid for $13.5 million of 

‘shovel ready’ funding. 

Given what is happening 

with money being sloshed 

around up north, I would 

have thought Selwyn, one 

of New Zealand’s fastest 

growing districts, would have 

secured a reasonable chunk 

of ‘shovel ready’ money. 

‘Shovel ready’ is about 

getting the economic wheels 

turning. Job creation is vital. 

Selwyn’s application seems 

a bit short on job creation 

details but neither the council 

or Government will say if 

this was a factor. 

Said Infrastructure 

Minister Shane Jones: “Job 

creation was one of a number 

of criteria the applications 

needed to meet and not the 

sole consideration.”

POLICE MAY have broken an 

organised operation which has 

been stealing utes and pick-ups 

to on-sell or break down for 

parts. 

Senior Sergeant Stephen 

McDaniel said some of these 

were stolen 

from the 

district, others 

were stolen in 

Christchurch 

and across 

Canterbury. 

Armed 

police have 

raided 

properties in 

Oxford and Rangiora in recent 

weeks, the latest last week. 

Eight stolen Toyota Hiluxs 

and Land Cruisers have been 

recovered. Police also found 

firearms and cannabis at the 

properties, and a stolen trailer. 

As well as the Hiluxs and 

Land Cruisers, police are also 

focusing on a spate of Ford 

Couriers which have been 

targeted as part of Operation 

360. 

Nineteen Couriers, made 

between 2000 and 2006, have 

been stolen in Canterbury in the 

past six months.

this project would stimulate the 

industry at a time of uncertainty, 

retaining certainty for existing 

contractor staff and adding new 

hires where necessary, but the 

exact number of new hires was not 

possible to calculate,” said Mazey. 

Infrastructure Minister Shane 

Jones was a part of the decisionmaking 

process. 

“Job creation was one of a 

number of criteria the applications 

needed to meet and not the sole 

consideration,” he said. 

Said Broughton: “We worked really 

hard and staff didn’t get their 

Easter break to meet what was 

asked for from the Government. It 

wasn’t something that we entered 

into lightly.” 

Broughton said the council 

shortened the list of projects down 

to one they thought was the best 

fit. 

“We thought we had a really 

strong case that was going to 

provide jobs, be able to be implemented 

immediately and help with 

the response to Covid-19.” 

As part of the Government’s 

response to Covid-19, it asked the 

public and private infrastructure 

sector impacted by the pandemic 

to submit ‘shovel ready’ projects 

for funding consideration.

as a journalist, communications

businesses, Parliamentary press 

secretary to Simon Bridges 

and Sir Bill English under the 

last National-led government. 

Prior to beginning full-time 

campaigning, was working as 

a portfolio manager at New 

Zealand Trade and Enterprise, 

responsible for the trade development 

of a wide range of 

Canterbury-based exporters, 

primarily in the agricultural and 

manufacturing sectors. 

Wants to be the MP for Selwyn 

because of “our ambitious, fastgrowing 

region is facing challenges 

that need an experienced, 

capable representative to help 

tackle.” 

“Parliament needs more rural 

representation - particularly 

rural women. While my morals 

and convictions are deeply 

rooted in my rural upbringing, I 

am also a socially-liberal, modern 

urbanite - so I bring a broad

Priorities for Selwyn: 

• Support local businesses by 

fighting hard for Governmentfunded 

construction and infrastructure 

projects such as the 

rebuild and repair of a number 

of our schools, as well as the 

four-laning of SH1 from Rolleston 

to Ashburton – a $1 billion 

project that will keep approximately 

2000 people in work. 

•Fight for our local farmers 

impacted by punitive regulations 

and ensure legislation is backed 

by science and best international 

practice so these family businesses 

can be supported to farm 

their way to better environmental 

outcomes. 

• The preservation and 

conservation of our natural environment. 

I will work constructively 

with local authorities and 

community groups to support 

projects and initiatives to help 

mitigate the impacts of climate 

change. 

Three main characteristics an 

MP needs to serve their constituents: 

• Genuine in their desire to 

serve people, to work with them 

and for them to help solve their 

problems, improve their lives, 

and those of their families and 

communities 

• To have a relentless 

commitment to the role, their 

electorate and, above all, their 

constituents. 

• Be available and accessible to 

their constituents. 

Cannabis Legalisation and 

Control Bill: I will be voting 

against this referendum. It is 

a poorly-thought out proposal 

that does not go anywhere near 

far enough to address the social 

impacts of cannabis legalisation, 

not least mental health. Not 

only that but, unlike the End 

of Life Choice, Flag and MMP 

referendum, the Bill has not been 

through Parliament or the scrutiny 

of a Select Committee so the 

public is being asked to vote on a 

law that we don’t even know the 

final details of. I’ve tried it once 

as a student in my early 20s and 

have never used it since. 

End of Life Choice Act: Will 

be voting for the End of Life 

Choice Act 2019. The legislation 

contains substantial safeguards. 

This is a matter of freedom 

of choice and I believe that 

if, by offering a person with a 

terminal illness the choice – thus 

removing the terrible fear 

many of us have of dying – then 

that is the just and humane thing 

to do.

Drugs a factor in Selwyn road deaths

DRUGS HAVE been a factor 

in eight road deaths in Selwyn 

since 2017. 

Latest figures obtained by the 

Selwyn Times show of the 28 

deaths on the district’s roads in 

this time period, eight involved 

drugs.

methamphetamine, cannabis 

and alcohol in his system. 

Price pleaded guilty to 

manslaughter and will appear 

for sentencing in November. 

There have been 17 people 

stopped by police and charged 

with drug driving offences 

in the district since 2017, an 

average of 0.5 offences a 

month.

Sergeant Harrison McLennan, 

who is on the Canterbury 

police’s impairment team, said 

motorists who are suspected to 

have drugs in their system are 

taken back to police stations for 

a Compulsory Impairment test. 

During these, a light is shone 

in their eyes, they are made to 

stand on one leg and place one 

foot in front of the other and 

walk in a straight line. If they 

fail two or all of these tests they 

are required to take a blood test 

to show if they are under the 

influence of drugs. 

Senior Sergeant Dean Harker 

said in spite of the district’s 

police focusing more on drug 

driving in the last few years 

and carrying out more tests on 

motorists, alcohol continues 

to be the biggest factor in road 

deaths and crashes there. 

“The majority of the ones that 

I’ve seen since I’ve been in here 

[Rolleston Police Station] since 

November, the majority have 

been alcohol-related.” 

Selwyn Times reported last 

week 312 people have been 

charged with drink driving 

offences in Selwyn in the last 

three years. 

It comes as the focus for 

Canterbury police this month 

is on clamping down on drink 

drivers.

More than 

66,000 people 

live in distict 

THE DISTRICT’S population has 

topped 66,000 residents. 

Statistics New Zealand has 

released its latest revision of population 

figures for different regions 

using data from the 2018 census 

and post census survey. 

The new figures show the district’s 

population was 66,300 as at 

June 30, 2019, growing by 4.7 per 

cent over the previous year. 

Previous estimates had the 

population at 65,600 but this has 

increased by 700 following the latest 

revision. The figures also show 

that from 2013-19 the district 

grew by an average of 6 per cent 

a year, adding around 3,300 new 

residents annually. 

That confirms the district among 

the fastest growing in the country 

over that time, a little behind 

Queenstown Lakes District which 

grew by an average 7.1 per cent. 

The district remains the third 

largest territorial authority area 

in the South Island by population, 

behind Christchurch City 

(387,700) and Dunedin City 

(132,300). 

Data from the census also 

shows 11,910 people have come 

from across the globe and settled 

in Selwyn. 

They make up 19.85 per cent 

of the 59,979 people living in 

the district who stated their 

birthplace.

Feral cat problem in Doyleston 


FERAL CATS are becoming 

a problem in Doyleston 

and residents are calling for 

something to be done. 

Resident Kala Teale said the 

number of feral cats she has seen 

in the community is increasing 

and she has counted more than 

25 at one time. 

She and others in Doyleston 

say they appear to being “adopted” 

by a resident. The cats were 

having their own litters making 

the problem worse. 

Teale said she had approached 

the resident. 

“She is very reluctant to acknowledge 

there is a problem. A 

number of us had contacted the 

SPCA and Cat Protection and 

they were unable to assist,” she 

said. 

Teale has also complained to 

the district council, which says it 

is a SPCA matter. 

She also said her cats have 

been attacked by the feral ones. 

“Our dog is quietly natured 

and these cats have been caught 

taking her food from her bowl. 

We are now feeding our dog 

inside. 

“It’s very frustrating that we 

are responsible cat owners and 

we have no support from anyone 

with our ongoing cat issue.” 

Doyleston community committee 

member Brian Hooper 

said the issue with feral cats has 

been ongoing for about five years. 

“It seems to be primarily 

coming from one property. It is 

getting a little bit beyond a joke 

now. Her heart is in the right 

place, she wants to look after 

the cats but you’ve got to control 

them.” 

He said the cats are causing 

trouble in the community by entering 

people’s homes and going 

through rubbish bins. 

“We’ve physically seen them, 

they open the red bins and drag 

the food out.” 

The person who has been 

accused of having the feral cats 

refused to talk to the Selwyn 

Times. 

Teale and Hooper said they 

would like to see the inclusion of 

mandatory microchipping and 

desexing of cats in the district 

council’s new animal control 

bylaw. 

Provisions around cats were 

not included in the draft bylaw 

that went out for public consultation 

on Monday. 

District council regulatory 

manager Billy Charlton said 

they received a call about the feral 

cat issue in Doyleston about 

18 months ago. 

“Animal welfare, including the 

welfare of cats is the responsibility 

of the SPCA and we refer all 

questions around animal welfare 

to them, which was what we did 

in this case,” he said.

New motorway 

signage 

in pipeline 


IMPROVEMENTS TO the 

signage on the Weedons 

overbridge near the Southern 

Motorway will be made soon. 

It comes after Weedons resident 

Gary Doyle made a complaint 

about health and safety about the 

overbridge. 

A New Zealand Transport 

Agency spokeswoman said: “The 

designs have been finalised with 

modifications to the signage and 

road marking in response to a 

nearby landowner’s concerns.” 

An order for the manufacture of 

the signs was placed on September 

11, the spokeswoman said. 

“The Southern Motorway stage 

2 team hope to get these signs in 

place and work completed soon.” 

Doyle told the Selwyn Times in 

July that if you are travelling down 

the overbridge towards Lincoln, 

there is a roundabout sign that 

shows a road going straight, and 

one to the right. 

What the sign does not show is 

a section of Weedons Rd, where 

Doyle lives, that connects to the 

left of the roundabout. 

“Anyone coming down to the 

roundabout is not expecting to 

have someone slowing right down, 

virtually to a stop, to make a very 

hard left-hand turn to get onto 

that road,” he said.

RECKLESS drivers are making 

it increasingly difficult for Judy 

Nahkies to continue one of her 

favourite past times, horse riding. 

The Dunsandel resident 

frequently rides around the 

township with her 23-year-old 

daughter Melissa. 

But lately the pair are noticing 

fewer and fewer drivers slowing 

down as they go past. 

“I have lived here for over 30 

years and the roads are getting 

increasingly busy. We’ve had 

quite a few incidents where 

people have just not slowed down 

at all.” 

About a month ago, there was a 

particularly bad incident, Nahkies 

said. 

“A big stock and trailer unit 

zoomed past us on a gravel road 

and we weren’t in a position to 

cross as he’d come around a bit 

of a blind corner. 

“We got swamped in a big dust 

cloud. Fortunately my daugher 

was quick enough to get off 

her horse. My pony just totally 

freaked out, she hit the fence, she 

hit Melissa’s horse, somehow I 

managed to stay onboard but it 

was just really scary.” 

Nahkies said she understands 

that people think they should 

not ride on the road but she has 

been doing so for more than 30 

years. 

“I was really angry because 

not only did the driver not slow 

down but when he was beside 

us, he planted his foot on the accelerator 

and roared off. 

“It just was an awful thing. I 

couldn’t identify the truck. People 

just do ridiculous things.” 

Melissa has experienced people 

deliberately doing skids on shingle 

roads to spray up stones. 

Her aim is to promote more 

awareness for drivers on what 

they should be doing around 

horses, Nahkies said. 

“I don’t think the behaviour 

is malicious, I think its a lack of 

awareness. 

“Slow down, move as far across 

the road as you possibly can and 

allow space like you would if 

someone was on a bike.” 

District council transportation

Mark Chamberlain said roading 

incidents, where drivers are not 

taking care should be directed to 

the police. 

“We do receive requests on occasion, 

usually to install warning 

signs, and we have received two 

requests in the past year. 

“The warning signs are to 

encourage drivers to slow down 

and be aware of the hazard that 

horses can pose to other road 

users,” he said.

Family harm is a high priority for police

OVER THE last few months we 

are starting to see an increase 

in the reports of family harm 

incidents. 

This could be put down to 

a number of things including 

Covid pressures, financial 

pressures, uncertainty around 

employment. 

Over the next few issues I 

will be explaining family harm. 

This will include, what is family 

harm, what is family violence, 

what is a police safety order, 

what is a protection order. 

Family harm is responsible for 

about 17 per cent of priority calls 

for police service and about 40 

per cent of police time. 

The New Zealand Crime and 

Safety Survey (2014) identified 

76 per cent of family violence is 

not reported. 

Family harm 

Family harm encapsulates a 

holistic view of the issues occurring 

within families and their 

ensuing detrimental effects. 

Family violence is a subset of 

family harm which includes 

physical, sexual or psychological 

abuse within family relationships. 

There may be behaviour that 

is coercive or controlling and 

causes cumulative harm. 

Family harm is a high priority 

for police and reducing the 

impact of family harm episodes 

is a key police priority. Family 

harm can be a single episode or a

number of episodes forming a 

behaviour or series of events, an 

act of violence is often an escalation 

of an ongoing pattern of 

coercion and control. 

There are wide reaching 

societal consequences of family 

harm including crime. Poor 

physical and mental health and 

poverty. 

When police attend family 

harm events they aim to: 

• Slow and eventually stop the 

family harm cycle/cumulative 

harm across generations. 

• Reduce serious harm such 

as the use of physical violence, 

sexual abuse and child abuse 

and neglect. 

• Reduce family harm-related 

deaths (homicides and other 

related offences and suicides). 

When investigating a family 

harm investigation 

Police will provide an 

effective response to family 

harm which involves: 

• Taking an “eyes wide open” 

approach to all family harm 

investigations, recognising that 

early intervention helps to stop 

and prevent family harm 

• Being culturally responsive 

• Ensuring all parties are kept 

safe including victims, children 

and police. 

• Taking action with predominant 

aggressors/ offenders 

through a prompt and comprehensive 

response. 

• Working with partners as 

part of a multi-agency response.

neighbours of witness a family 

harm event please inform police.

events can be done in a 

number of ways.

DRIVER Samantha Ottley 

pulled off a miraculous win 

with Bonnie Boy after being 

jolted out of her sulky and going 

within millimetres of crashing to 

Forbury Park track on Thursday 

night. 

Ottley was facing the prospect 

of being thrown out of her cart 

and amongst a line of oncoming 

horses when a tightening of runners 

racing in to the first bend 

started to flip her cart sideways. 

As her disaster approached, the 

Canterbury reinswoman hoped 

she would somehow be able to 

avoid what would have been an 

ugly and terrifying scene. 

Ottley got her wish, but admitted 

she had no idea quite what 

saved her. 

“I don’t really know how I got 

back in, it happens quick,” she 

said. 

“I am sore on my side, so I 

must have really strained to get 

back in. But let’s just say I am 

really pleased that I did.” 

After avoiding catastrophe, 

winning race 4 was not at the 

forefront of Ottley’s mind. 

Instead, she was calming her 

nerves, which had just been fully 

tested. 

“At the time I got back in the 

cart and around the first bend I 

was taking some deep breathes 

and thought okay, I’m safe now.” 

Once Ottley and Bonnie Boy 

composed themselves it was not 

long before they were heading 

around the field to take the lead 

from the favourites To Ri Caitlin 

and Mark Hurrell. 

Though it did not seem like the 

front was there for the taking, a 

fired up Bonnie Boy soon made 

sure it was 

“The front wasn’t really there, 

but the horse latched on and I got 

up next to Mark,” Ottley said. 

“I was hoping he would get a 

neck in front and then start to 

relax. 

“But the horse had other ideas.

SPRINGSTON Indoor Bowling 

Club members have celebrated 

the end of the season at its prizegiving. 

After a disrupted season 

because of Covid-19 restrictions, 

30 members and their partners 

gathered on September 29 for 

a trophy giving ceremony at 

the Springston Hotel and were 

treated to a country-style meal. 

Neville and Marie Lancaster 

took home six of the 12 club 

trophies presented. 

Some members were also presented 

with the club’s signature 

bowling balls. 

Neville Benny, a life member 

and club captain, kept the club 

in-house competitions going 

this year and club membership 

increased after the lockdown 

ended. 

Club president Alan Paton 

congratulated the trophy 

winners for their ability and 

all members for their regular 

attendance, their friendly spirit 

when playing bowls and making 

new members feel welcome. 

Paton said the club is in excellent 

heart to start next season. 

Earnings from the hotel’s 

gaming machines go to Pub 

Charity, which provides grants 

to the bowling club.

Once in a decade make over 

for district’s rule book 

People in Selwyn can now read and have their say on the Proposed District Plan, which is open for 

consultation until 5pm on Friday 4 December. 

The District Plan sets the rules for what people can do on their properties and what needs resource 

consent, and must be reviewed every 10 years. 

Mayor Sam Broughton says the new plan will make huge strides in preparing the district for the future. 

“This is an important move for Selwyn. The District Plan matters, because it impacts all our lives and 

how we live, work and play in the district. Most of the current plan has been in operation since 2008. 

Since then we’ve seen massive changes and we need a new plan that is not only up to date with the 

new world we live in, but ready to take us through the next decade.” 

The new plan aims to simplify the rules, make it easier to find them and shifts the focus to what you 

can do. 

The proposed plan includes rules to focus residential development in and around our existing 

townships. It allows more housing types in urban areas and removes the requirement that only 

family members can live in a family flat. 

It proposes reducing the density of houses allowed in part of the Outer Plains, to ensure land is 

retained for rural production, and tighter rules around businesses in residential and rural areas. 

Daytime noise rules would run from 7am–10pm and sky glow rules would reduce light pollution, 

in particular creating dark-sky zones in areas of the high country, the coast and around the West 

Melton Observatory.

A dance of friendship and Indonesian culture 

Hand in hand, dressed in colourful traditional Indonesian costumes, members of Lincoln University’s 

Indonesian Club will take to the CultureFest stage to dance. 

Club founder Yeni Yeni says their dance will reflect coming together and represent some of Indonesia’s 

34 provinces. 

“This year we want to perform a dance showing friendship. We want to be a friend of kiwis and dance 

together with the audience.” 

Each costume worn by the performers comes from a different province in Indonesia. 

The Indonesian Club, which has 23 members, was started by Yeni and a friend in December to 

recognise and promote Indonesian culture at Lincoln University and help new Indonesian students feel 

welcome and settle. 

“I’m so happy finally we can have a club and introduce our culture and be a part of the Lincoln 

community. It is very important for us to be represented at LUSA.” 

Yeni came to Lincoln University a year and a half ago on a 

scholarship for her masters. It was a dream come true and allowed 

her to bring her son with her, she says. 

“Not only did I benefit from the scholarship, but also my son. He 

can learn about education, different culture and language here and 

respect for other people.” 

While Yeni misses the large variety of fruit that grows in Indonesia, 

she has found a new favourite in our feijoa. 

“I don’t get that back at home, I will miss feijoa from New Zealand.” 

Meet us in the country 

A celebration of spring in Selwyn is kicking off next week. 

‘Meet us in the Country’ will showcase the best of rural events and 

lifestyle, highlighting visitor attractions around Selwyn in October 

and November. 

The campaign covers everything from farm experiences, farmers 

markets, fêtes, A&P Shows, garden tours and festivals such as the 

Hororātā Highland Games. 

It aims to highlight the best of rural life, particularly for people looking 

for a day out from Christchurch or the surrounding districts and 

Selwyn people looking to get to know their own backyard, Council 

Community and Facilities Group Manager Denise Kidd says. 

“We know there’s always something exciting going on in our rural 

communities, but it’s not always well known in the wider community. 

The life we have from the land is the backbone of our district and 

community and we want to share that with people around Canterbury 

and encourage people in Selwyn to enjoy what we have here.”

Have your say on rules for 

keeping animals in towns 

We want to hear from you on proposed rules for keeping animals, 

poultry and bees in our towns and townships. 

As Selwyn’s population grows, especially in our townships, so 

does the number of pets and animals we have, so the Council has 

developed a draft bylaw on the keeping of animals, poultry and bees. 

The draft bylaw covers the keeping of animals in townships except 

dogs, which are covered by separate legislation. It aims to protect the 

public from nuisance, and address public health and safety issues. 

It sets rules on the numbers of hives and poultry allowed, and where 

and how they can be housed. 

It would also mean no stock is allowed on properties under 2000 

square metres without written approval from the Council. 

It covers issues such as nuisance, odour, and noise and will allow 

the Council to investigate and act on nuisance complaints relating 

to animals. 

In the previous consultation feedback was sought on whether the 

Council should require people to microchip and de-sex their cats. 

The Council has reconsidered its position and these provisions have 

been removed from the draft bylaw. 

Submissions are open until 5pm Friday 6 November, and you can 

request to be heard at a public hearing on your submission. 

The Statement of Proposal (which includes the draft Proposed 

Bylaw), can be viewed at all Council Service Centres and Libraries.

Leeston flood protection work begins 

Work is under way on stage three of the Leeston stormwater bypass, replacing the High Street culverts 

and connecting these to Volkman Drain. 

To do this work Station Street and Leeston Road will be closed at times around the Volkman Road 

and High Street intersections. Station Street is due to be closed from 16 October to 11 November and 

Leeston Road is due to be closed from 12 November to 15 December. 

When Station Street is closed the detour will take traffic down Cunningham Street back to Station 

Street. Because Station Street is the truck bypass into Leeston, residents should expect increased 

truck movements during this time. 

The works are part of a long-term project to upgrade the stormwater network and reduce the risk of 

flooding in Leeston. 

Detailed design work for stage four, connecting the Leeston creek with the flood bypass channel is 

under way and the Council is making progress to begin construction in February 2021. 

This is the final stage for the bypass to be operational. The bypass was originally due to be completed 

by 2023, but could be operational two years ahead of schedule. Further work and refinements will be 

considered in the future. 

Rolleston Drive roadworks 

One lane of Rolleston Drive will be closed this weekend, from just south of Dryden Avenue to Norman 

Kirk Drive. 

The work, which is part of the new Dryden Avenue, Norman Kirk Drive intersection construction, will 

begin on Friday 9 October and be finished by the end of day on Sunday 11 October, weather permitting. 

Stop/go controls and a reduced speed limit will be in place around the work site. We’re encouraging 

people to please consider using alternative routes such as the Weedons Interchange, to avoid delays 

on this section of road. Thank you for your patience while we carry out this work.

Darfield Artweek popular with artists 

Darfield Artweek will celebrate its 39th Opening Night on 

Friday, 9 October, 7pm, at the Darfield Rec Centre. 

“We are pleased to have Areta Wilkinson, an accomplished 

artist based in Oxford, as this year’s judge for the Artweek 

competition. She will announce the winner of a number 

of awards sponsored by local businesses, including the 

coveted $2000 Premier Award”, said Malvern Community 

Arts Council Chair, Philip Baldwin. 

“The Artweek Committee is gratified by the number 

of artworks that will be on exhibit. We had expected a 

smaller exhibition following the lockdown earlier in the 

year, but at least 125 artists from Selwyn District, the city 

of Christchurch, and countrywide have registered”, Mr 

Baldwin noted. 

Members of the public are able to vote for the People’s 

Choice Award throughout the week-long art exhibition, as 

well as having their vote entered into a prize-winning draw. 

Darfield Artweek comprises two exhibitions this year. The 

Darfield Rec Centre will hold the main exhibition, with works 

that are in competition for awards. At the same time Te 

Huanui Art Gallery in Darfield will feature work by members 

of Arts Canterbury. “This exhibition features a variety of 

artworks—all creative, colourful, and skilfully executed. The 

selection of works is stunning”, Mr Baldwin concluded.

Crepes are a delicious 

meal, needing only a 

green salad to finish it 

off 

Crepe layer pie 

6 servings 

Ingredients 

Crepes: 

110gm (¾ cup) plain flour 

pinch salt 

2 eggs 

200ml milk 

75ml water 

50gm butter 

Place the flour and salt into a 

mixing bowl. Add the milk and 

the lightly beaten eggs. Mix well 

with a hand whisk. Add the water 

and beat until smooth. 

Melt the butter in the pan that 

you are intending to cook the 

crepes in. Add to the batter and 

mix through. 

Return the crepe pan to the 

stove and heat until it is quite hot. 

There should be enough butter 

left in it so that you don’t have to 

grease the pan. 

Tip a little of the batter into the 

hot pan and swirl it around so 

that the bottom is evenly covered. 

Cook until the top is dry, then 

turn over using a fish slice and 

cook the other side before removing 

to a large plate. Continue in 

this way until all the batter has 

been used. 

The filling: 

50gm butter 

1 large onion 

200gm mushrooms 

10 asparagus spears 

2 tbsp plain flour 

½ cup milk 

250gm tub cràeme fraiche 

½ smoked chicken or 2 

smoked chicken breasts 

salt and pepper 

A little Swiss cheese to grate 

over the top. 

Preheat your oven to 180 deg 

C. 

Melt the butter in a large frying 

pan. Thinly slice the onion 

and add it to the pan. Cook over 

a medium heat until soft. Wipe, 

trim and slice the mushrooms 

and add to the pan. Cook, stirring 

occasionally, for a couple of 

minutes. 

WHOLESOME: 

Crepe pie layered 

with chicken, 

mushrooms and 

asparagus can be 

served as a full 

meal. 

Sprinkle over the flour and stir 

in well. Cook for another minute 

or two, then add the milk and 

mix in well. Take care not to be 

too vigorous or you will break up 

the mushrooms. 

Let this come to a gentle simmer, 

stirring fairly constantly, 

then add the cràeme fraiche and 

stir thoroughly. 

Bring to barely a simmer and 

remove from the heat. Season 

with salt and freshly ground 

black pepper. 

Bring a pot of water to the 

boil and add the asparagus that 

should be cut in 2cm lengths. 

Let it come back to the boil and 

simmer for a minute, then tip off 

the water and re-fill the pot with 

cold water to stop the asparagus 

cooking further. Drain well and 

add to the mushroom mixture. 

Remove the skin from the 

smoked chicken and roughly 

chop the meat. Stir this into the 

rest of the ingredients. 

Directions 

Line a 20cm spring form tin 

with baking paper. Place one of 

the crepes in the base of the pan 

and top with a quarter of the 

filling. Top with another crepe 

and another quarter of the 

filling. 

Continue layering until you 

have finished all the filling, then 

top with a final crepe. 

Sprinkle over a little grated 

Swiss cheese. 

Cover with tinfoil and bake for 

30min, then remove the tin foil 

and return to the oven for a further 

10min. 

Take the pan from the oven and 

leave for at least 10min to firm up 

a little. Remove from the tin, peel 

off the baking paper and serve 

warm cut into wedges. 

Any leftovers will successfully 

reheat in the microwave.

New Yaris draws on links to Daihatsu 

IT’S PROBABLY the Toyota Motor 

Company’s best kept secret, it is the 

sole owner of Daihatsu. 

Daihatsu used to be well 

represented in New Zealand, its 

range of small cars were popular, 

especially in times of fuel shortages 

and high fuel prices, the threecylinder 

engines that characterised 

many of the models were 

economical, honest and charming. 

As recent history has served 

to prove, Daihatsu is no longer 

marketed new in New Zealand, 

but you can guarantee the threecylinder 

engine technology that 

Daihatsu developed through the 

years has been widely scrutinised 

by Toyota when it developed the 

fourth-generation Yaris. 

Yes, the brand new Yaris is very 

much a departure from the old 

model. There are hybrid options, 

and each of the four variants is 

powered by a 1.5-litre three-pot 

engine. Sure, most of Daihatsu’s 

three-cylinder engines were just 

999c, but I’m picking the basic 

engine construction bears many 

similarities to the faithful units 

Daihatsu pumped out in the 

hundreds of thousands. 

Not only does the new Yaris 

have rather special drivelines, it 

also incorporates a tasteful, fresh 

body style, it is curvy with just 

the right amount of design flair. It 

looks youthful and almost daring, 

the test car was finished in a lime 

green with black accents, it looked 

terrific and gained favourable 

comment during the time I had the 

evaluation car in my care. 

The newcomer starts at $25,990 

for the non-hybrid GX, the subject 

of this evaluation. I’m due to drive 

the two ZR models soon, they list 

at $29,990 (petrol) and $32,990 

(petrol/electric). There’s also a GX 

hybrid which lists at $27,990. These 

are all prices which will bring cheer 

to the fuel-conscious buyer, for not 

only are you getting good value 

but you will benefit from frugal 

efficiency of small capacity engines. 

Toyota claims a 4.9-litre per 

100km combined cycle average 

for the petrol-only Yaris, that 

against 3.3l/100km for the hybrid. 

Both are excellent figures and 

are achievable, well at least in 

the petrol-only model. The GX I 

tested went back to the dealership 

showing 5.6l/100km on the 

readout, that was gleaned through 

a long highway drive along the 

Scenic Route/SH 72. At 100km/h 

the engine ticks over slowly at just 

2000rpm, returning an amazing 

instantaneous figure of 3.8l/100km. 

The engine is a feisty little unit 

which delights with its harmonics. 

TOYOTA YARIS GX: Cheeky styling and bright colours for 

fourth-generation model. 

Three-cylinder engines have a 

specific tone, they all do it, and 

that is something we’ll all need to 

adjust to, engines of this type are 

being churned out by a multitude 

of manufacturers these days, and 

they all have similar sound and 

characteristics. 

They also develop a lot of natural 

torque, pulling from low in the 

rev band and, when coupled to a 

continuously variable automatic 

transmission, there is a lot of natural 

freedom, the two elements combine 

to provide a seamless flow of power. 

Toyota lists the newcomer with a 

power figure of 88kW. If you add in 

145Nm of torque from 4800rpm to 

5200rpm, they are the ingredients 

which make the three-potter so 

special, it hauls solidly all through 

the rev band, peaking at 6600rpm 

and delighting as it revs through. 

Acceleration is relatively smart 

for its role with a 10.8sec standstill 

to 100km time, while it will also 

complete an overtaking manoeuvre 

(80-120km/h) in 7sec. 

I’ve made no secret over the 

years of my enthusiasm for triple 

engines, and the Yaris’ unit is one 

of the best, it is a delight in terms 

of honesty and its thrifty nature 

speaks for itself. I was relatively 

enthusiastic when I drove the 

car, yet it still delivered good 

economy. 

The long, straight roads of 

Canterbury don’t have many 

corners, but I did deviate to a 

road which has some tight bends 

which always tax a chassis and 

suspension. I found the Yaris 

to have traditional handling 

qualities; typically Toyota it has 

solid steering feel and moderate 

suspension settings which contain 

well a tall body height (1.5m) from 

gravitational movement.

is a simplistic torsion beam type 

and the tyres are on the small 

size at 185/60 x 15in, there is an 

encouraging amount of grip. Bear 

in mind that in GX form the Yaris 

gets steel wheels with plastic trim 

covers. There’s nothing wrong 

with that, when you are buying a 

$25k you should expect just the 

essentials. 

In saying that, while the 

interior trim has just the basics 

the Yaris still gets a solid suite of 

safety spec and nothing has been 

compromised with that. 

If you aren’t satisfied with the 

GX level of trim, the extra $4k that 

will get you in ZR spec adds more 

of the niceties that today’s new car 

buyer is often looking for. 

If you look at the Yaris’ history it 

goes way back past Toyota Echo to 

Starlet. The latter served my wife 

brilliantly for many years, it owes 

its origins to Daihatsu, it came off 

that company’s production line 

and was testament to the quality 

both organisations incorporate as 

automobile manufacturers.

Survey reveals rural 

connectivity an issue 

While the majority of urban New 

Zealanders can get on the information 

superhighway at speed, the latest 

Federated Farmers connectivity survey 

shows too many rural families and 

businesses are still stuck in second gear on 

a potholed back-road. 

“We had nearly 900 responses from 

our members from every farm type and 

geographical spread but a bitter irony 

was that several more couldn’t complete 

the on-line questions because they didn’t 

have internet access or connectivity was 

too patchy or slow,” Federated Farmers 

President and telecommunications 

spokesperson Andrew Hoggard said. 

Around 68% of respondents have 

download speeds of 20Mbps or less, and 

nearly 24% are enduring download speeds 

of just 0-5Mbps. 

“While around a third is on unlimited 

download monthly plans, many of those 

on capped plans complain they’d like to 

go unlimited but their ISP – often their 

only choice of ISP – doesn’t provide that 

option. 

“It’s interesting that a number of 

respondents told us that during the level 

4 COVID-19 lockdown some providers 

extended unlimited downloads to them. 

This would seem to indicate it’s not 

technical issues getting in the way of 

offering unlimited plans to these rural 

clients,” Andrew said. 

Mobile coverage remains a concern, 

with around one in three farms surveyed 

indicating only up to 50% of their farm 

gets a connection. Not far short of a 

quarter get 25% of farm coverage or less. 

“And yet 92% of these farmers had a 

smartphone, and around 75% told us they 

use smartphone apps to support the farm 

business,” Andrew said. 

While in many of the connectivity 

measures there have been improvements 

since the Feds’ 2019 survey, it’s usually 

only by a percent or two. 

“The task ahead is less one of pushing 

broadband into ever more isolated 

and remote locations and more one of 

addressing the gaps in coverage and 

constraints on capacity of earlier builds. 

More targeted investment towards 

bespoke builds would go a long way 

towards addressing connection speed and 

reliability concerns,” Andrew said. 

“Competition is a concern with many 

members finding they only have the one 

provider and have to take it or leave it as 

regards price and quality of service.” 

Many of the new technologies employed 

on farms, whether cloud software 

or smartphone applications, require 

connectivity to realise and maximise the 

benefits of their use to the farm business. 

Farmers are also increasingly expected 

to engage electronically with business 

services and government agencies, such 

as banks, IRD and local councils. And, 

just like urban families, the farm owner’s 

home and the on-farm staff houses have 

partners and children trying to get on-line 

to look up information, do homework and 

engage in social media.

Time to get planting and fertilising 

OCTOBER IS possibly the most 

exciting month in the home 

garden with plenty to plant both 

outdoors and indoors. 

Houseplants 

‘Change over time’ for cyclamen 

that have finished flowering, 

either plant them in the garden 

or pop them in the compost 

bin. Time to purchase and plant 

up news seasons flowering 

houseplants like spathiphyllums 

(peace lily), anthuriums, 

kalanchoes (flaming katies) and 

moth orchids. Check if existing 

houseplants need repotting. Use 

a houseplant potting mix and 

move them up to a slightly larger 

pot. Resist planting them into 

much larger pots as this can cause 

problems with watering. You can 

now start applying houseplant 

fertiliser. 

The change of season means 

some areas will become too hot 

for some houseplants. North 

and east-facing rooms provide 

the best light and filtered is best. 

Avoid placing plants up against 

windows in direct sunlight as 

their foliage will burn quickly. 

Vegetable garden 

All summer vegetables can now 

be planted including courgettes, 

cucumbers, beans, beetroot, carrots, 

celery, corn, leeks, lettuce, 

melons, onions, radish, pumpkin, 

tomato, and zucchini. Consider 

expanding your existing vegetable 

gardens remembering the experience 

of Covid19 this year. 

Prepare the vegetable plot thoroughly 

before planting with new 

compost, the better the preparation, 

invariably a more bountiful 

harvest. Stagger planting (every 

two weeks or so) to ensure continuous 

harvesting and avoiding 

If your cyclamen has 

finished flowering, replant it. 

vegetables maturing at the same 

time. 

Water young seedlings as 

requited and apply a side dressing 

of vegetable fertiliser as the plants 

mature. 

Flowering annuals 

It’s time to plant flower beds 

and containers with summer 

flowering annuals. As with the 

vegetable garden, prepare sites 

with new compost and use new 

container mix when planting into 

tubs and containers. 

Summer flowering annuals to 

plant this month include alyssum, 

asters, corn flowers, californian 

poppy, cosmos, delphiniums, hollyhock, 

livingston daisy, lobelia, 

marigolds, nemesia, petunias, 

portulacas, phlox, salvias, statice, 

sunflowers, sweet peas, verbena 

and zinnias. 

Fruit trees 

Start applying fruit tree fertiliser, 

this is especially important 

around young specimens as the 

fertiliser encourages the development 

of a strong, sturdy root system. 

As soils warm towards the 

end of the month, mulch around 

trees to prevent weed growth and 

improve water retention over the 

hot, dry summer months. 

Berry fruit 

Boysenberries, blackberries, 

raspberries, and loganberries are 

all growing rapidly. Remove any 

surplus canes where growth is excessive. 

Keep training new canes 

on supports or wire. Fertilise with 

berry fertiliser every five to six 

weeks and add a layer of much 

around plants. 

Stop ‘pinching out’ strawberry 

flowers and allow fruit to form 

towards the end of October. 

Regularly inspect for any sights of 

botrytis (gray mould) and remove 

any infected leaves. Keep maintaining 

a mulch of pea straw and/ 

or crushed bark around plants. 

Roses 

In most parts of New Zealand, 

roses will be flowering freely and 

will be disease free. Apply the first 

side-dressing of fertiliser towards 

the end of the month and repeat 

every five to six weeks until mid- 

December. Deadhead finished 

flowers to promote new continuous 

flowering. 

Lawns 

With grass growth under way 

it’s time to start regularly mowing 

again. Apply lawn fertiliser and 

repeat applications every four to 

six weeks until mid-December. 

Fresh grass seed can be sown in 

problem areas of the lawn, spread 

new topsoil evenly before sowing 

seed. Keep the area moist until 

the grass seed has germinated. 

Grass cuttings can be added to 

the compost bin in a ‘little but 

often’ manner. 

Container gardens 

Perfect time to replant containers 

with flowering annuals, herbs, 

or summer salad vegetables. Fill 

containers with fresh, new container 

mix that is free draining. 

Plant herbs close to kitchen and in sun 

ALL THE promise of spring is 

out there in the herb garden. 

It’s a good idea to plant herbs 

close to the kitchen — the further 

away they are, the less likely you 

are to pick them, especially in 

rainy weather. 

Most of the cooking herbs like 

a place in the sun, though mint 

will grow in a damp shady spot. 

If you don’t have much space, 

stick to those herbs you know 

you’ll use in cooking. 

Consider growing them in pots, 

or plant herbs in the flower garden 

— most are quite decorative. 

Fresh coriander is an important 

ingredient in many Thai 

and Indian dishes and now’s the 

time for planting the seeds of this 

annual herb. 

Coriander plants are taprooted 

and don’t transplant well, 

so sow seeds where you want the 

plants to grow and thin out when 

necessary. 

The seeds are slow to germinate, 

so don’t give up on them 

too soon. 

Some varieties of chives die 

down in the winter, while others 

stay green the whole year 

through. 

If rust is a problem, cut 

the clumps back and wait 

for fresh rust-free growth. If 

that doesn’t work, it may be 

best to plant some new bulbs in 

a different spot. 

Clumps need to be divided and 

replanted every few years in any 

case or the chives get overcrowded 

and loose their vigour. 

Garlic chives have a stronger 

flavour than regular chives and 

the flowers are white and starry 

rather than pom-pom shaped. 

The plants grow more slowly 

and the leaves stand up to cooking 

a bit better. 

Parsley comes in two forms 

– the curly-leaved variety and 

flat or broad-leaved parsley, often 

known as italian parsley. The 

latter is currently more trendy 

but at a pinch you can usually 

substitute one for the other.

Selwyn District Council invites submissions on the Proposed Selwyn District Plan. 

About the Proposed Selwyn District Plan 

A district plan is essentially a 10-year ‘rule book’ that sets district-wide rules for sustainably managing how people use, subdivide 

and develop land, what and where they can build and also what kind of activities they can undertake. The plan also controls any 

adverse effects an activity could have on the neighbourhood. The district plan protects the uniqueness of our district by looking 

after our heritage, cultural values, outstanding landscapes and coastal environment. 

The Proposed Selwyn District Plan is intended to replace the Operative Selwyn District Plan. However, the rules in the Proposed 

District Plan do not have immediate legal effect, except for those that can be found in the following chapters of the Proposed Plan: 

· Historic Heritage 

· Natural Character 

· Notable Trees 

· Activities on the Surface of Water 

· Sites and Areas of Significance to Māori 

· Subdivision. 

· Ecosystems and Indigenous Biodiversity 

The rules that have immediate legal effect are clearly identified in the Proposed District Plan. You may therefore require a resource 

consent under the Proposed District Plan if you wish to undertake work on or within these items or areas. 

Designations 

The Proposed District Plan includes new notices of requirements for designations. In addition, modifications are also sought for 

a number of existing designations. All new notices of requirements and modified designations can be viewed in the Designations 

chapter of the Proposed District Plan and on the planning map. 

How to make a submission? 

Anyone can make a submission on the Proposed Selwyn District Plan by using one of the following options: 

· Complete an online submission form at www.selwyn.govt.nz/dprsubmission. 

· Download a PDF submission form at www.selwyn.govt.nz/districtplanreview and: 

- email it to dprsubmissions@selwyn.govt.nz (Subject line: Proposed Selwyn District Plan Submission) 

- post it to Selwyn District Council, Freepost 104 653, PO Box 90/Rolleston 7643, 

Attention: Proposed Selwyn District Plan Submission 

- deliver it to a Council service centre in Darfield, Lincoln, Leeston or Rolleston.

What happens next? 

After submissions close: 

· We will prepare a summary of decisions requested by submitters, then publicly notify the availability of this summary and where 

the summary and full submissions can be inspected. 

· People who represent a relevant aspect of the public interest or have an interest greater than the interest of the general public 

may make a further submission, in the prescribed form within 10 working days of notification of the summary of decisions sought, 

supporting or opposing submissions already made. 

· A copy of the further submission must be sent to the Council and the person who made the original submission. 

· If requested by any submitter, we will hold a public hearing on the submissions received. 

· Following the hearing we will give notice of our decision on the Proposed District Plan (and matters raised in submissions,

In just a matter of days, New Zealanders will go to the polls and vote on the most crucial 

election in living memory. 

National’s economic plan of lower taxes, job friendly policies and investment in quality 

infrastructure will grow our economy, giving businesses the confidence to grow and restore 

household incomes for New Zealanders. 

At the heart of everything we do is our drive to support families and communities by giving 

businesses the confidence to invest and grow. 

We take the view that if New Zealand is going to take on intergenerational debt, then we 

owe it to future generations to leave them with intergenerational assets. 

Historic investment in critical infrastructure - like the four-laning of SH1 down to Ashburton 

will keep thousands in jobs for the next decade. 

At the same time as building those assets, we will rebuild our economy - so that core 

services like hospitals, DHBs and schools can continue to be well funded, and families and 

communities are well looked after. 

Selwyn - and New Zealand - needs a National Government that has a plan and is 

absolutely focused on growing the economy and creating jobs.

Rebooting our economy 

We’ll cut your tax. An average income earner will take home 

an extra $3000 under a National government. Our JobStart 

policy will provide $10,000 cash support for businesses 

that take on new staff, our BusinessStart policy will provide 

even further cash support for people who want to start a 

new business, while our plans to spend an extra $31 billion 

on transport infrastructure and $4.8 billion on world-class 

education infrastructure will create thousands of jobs. 

9 If you have a small business, we’ll reduce the cost 

and compliance of the tax system, reduce red tape 

by repealing the RMA, change the rules to allow you 

to deduct new capital investments of up to $150,000, 

increase the provisional tax threshold from $5,000 to 

$25,000 and raise the compulsory GST threshold from 

$60,000 to $75,000. 

9 You will keep more of what you earn. National will lift 

the bottom tax threshold from $14,000 to $20,000, the 

middle threshold from $48,000 to $64,000 and the top 

threshold from $70,000 to $90,000. 

Health 

A National Government will deliver high quality health and 

mental health care that is accessible, timely and effective - 

regardless of where you’re from. 

9 National’s new health initiatives have been costed at 

$800 million over four years and will include increased 

funding to PHARMAC to create a rare disorder fund 

worth $20 million as well as a dedicated $200 million 

cancer drug fund. 

9 We will fund a fully-independent cancer agency 

responsible for accelerated bowel screening, local 

radiotherapy units and faster cancer treatment targets. 

9 We will fund life-saving mental wellbeing and suicide 

prevention workshops in our rural communities. 

9 Require schools to deliver a skills based mental health 

and resilience training program from years 1 to 13.

Education 

We will repair and rebuild schools, reduce class sizes, invest more in students with complex learning needs and put more 

teacher aides in schools. 

9 National’s First 1,000 Days plan will empower parents to make the best choices for their child in their first 1,000 days – 

we will give parents more resources, more choices and more support, including there days maternity stay, and a $3000 

grant to purchase support services. 

9 National will fix schools in your community - we are committing $4.8 billion in new spending to deliver world-class 

education infrastructure. 

9 We will increase the number of teacher aides in our schools by investing $150 million over four years to fund about six 

million additional hours of teacher aide support in classrooms – equivalent to around 1,500 new teacher aides. 

Agriculture 

National is proud of New Zealand’s history as the world’s best producer of food and fibre, and we are committed to it being 

New Zealand’s future as well. 

9 We will repeal or review the nine new water regulations Labour has introduced to create workable legislation that won’t 

harm farm productivity. 

9 We will repeal the Resource Management Act (RMA) and replace it with an Environmental Standards Act and Planning 

and Development Act. 

9 We will create a fast-tracked Primary Sector Visa and also allow skilled workers and Recognised Seasonal Employer 

(RSE) workers to enter New Zealand. 

9 We will pass seven changes to the Zero Carbon Bill, including a review of the methane target as well as remove the 

review process around introducing agriculture into the Emissions Trading Scheme in 2022.

Identifying the square metre rate 

The square metre rate (sqm) is the 

average cost of building each square metre 

of a house; calculated by dividing the total 

build price by the home’s total square 

metres. 

Sqm rates are not standard across 

all parts of a house with building costs 

varying between rooms. Garages cost 

considerably less than utility rooms like 

kitchens, bathrooms, and laundries so 

choosing high quality appliances and more 

features can ratchet up the build price. 

The cladding chosen is also relevant. A 

quoted sqm figure is likely based on brick 

veneer, the cheapest form of cladding, 

followed by plaster finish then cedar. 

Building a smaller house does not 

necessarily translate to a lower sqm rate. 

Certain costs are incurred regardless of the 

size of home. You still need an electrical

switchboard and the same number of 

building inspections. The cost of drainage, 

hot water cylinder, garage door, and 

telephone and electricity connections will 

not differ significantly between larger and 

smaller houses. Building consent fees do 

vary with the size of house. 

Sqm figures are therefore guides, 

influenced by the features specified and 

type of build. The standard sqm figure 

quoted by a building company is generally 

based on construction of a standard 

house on a fully serviced section, on good 

ground. 

Ground conditions determine the 

type and cost of foundations. If building 

on TC1 land the foundations are more 

affordable than on TC3 land. Ease of 

connection of services like electricity and 

the internet are also a factor. For example, 

the distance from house to roadside is 

usually further on a lifestyle property. 

When a housing company quotes a 

square metre rate, it will likely refer to 

building the actual house, not external 

landscaping or other features.
