and James Dobinson,
a Down’s syndrome
couple, will celebrate
their anniversary next

“I FELT HAPPY and excited. You
can see that in this picture,” said
James as he held a framed photo of
him and his wife Jill in their wedding
attire.
They were, in fact, the first
couple to be wed in Christchurch’s
Transitional Cathedral.
“I remember, both of them
wanted to get married for so long, I
was just happy to see their dreams
come true,” said Jill’s sister-in-law,
Anne-Marie Robinson.
She said, for the wedding, the
couple had collected “time credits”
from the Lyttelton time bank by
delivering community newspapers
and gardening.
The bank then used those credits
in exchange to acquire professional
services from the community for
setting up their wedding.
“It was such a fun day.”

PUBLIC FEEDBACK is being
sought for the development of
the highly-anticipated Bays Skate
Park in Sumner.
People will have until November
9 to have their say on the city
council’s draft designs for the
planned skate and scooter park
at 26 Nayland St.
The city council has said the
features included in the design
will meet the needs of beginner
to intermediate skateboarders
and scooter riders.
“Signage will be included on
completion of the park with
some helpful guidelines on how
to use the park. This will be similar
signage to what is currently
installed at our skate parks in
Halswell and in Lyttelton,” the
city council said.
Feedback is also being sought
for the proposed landscape plan
for the Sumner Village Green.
Submissions for this project also
close on November 9.
The village green will sit beside
the skate park at 24 Nayland St.
The draft landscape plan for the
green proposes a barbecue unit
being installed, with various
seating amongst a vast green
area.
Once public consultation for
the two projects has closed, the
city council will analyse the feedback
and produce a report which
will be given to the Linwood-
Central-Heathcote Community
Board for approval.
“At this stage, we are expecting
that the decision by the board
will be made sometime in March
2021,” the city council said.

Collett’s Corner is set to move
into its final design phase.
THe crowdfunding campaign
closes tomorrow but by Monday
it had reached just over $900,000,
exceeding its goal of $800,000.
The public can buy shares in the
project at $120 per share with the
aim of raising up to $1.4m.
Founding partner Camia Young
said with the minimum funding
being secured the project would
head to the final design phase,
which will start on Monday and
would last about a year.
Those behind the development
are forecasting an average return
of about 11 per cent over a 10-year
period for those who invest at this
stage.
The three-storey communityowned
$14 million project by Ohu
Developments is planned for a
974 sq m site on the corner of
London and Oxford Sts.
It will feature a wellness centre,
hospitality outlets with shops on
the ground floor, and 20 privatelyowned
apartments above.
The project gained resource
consent in March, with a goal
to open by June 2023 – about
six months later than what was
forecast before the Covid-19
pandemic struck.

Couple first met on a bus

Jill said she remembers a funny
thing about her pink cardigan
she wore that day.
“It was a bit difficult getting
into the dress, maybe because
I ate too much,” said Jill as she
blushed.
However, the couple’s story,
started 15 years ago when they
first met on a bus. They didn’t
communicate much but just
looked at each other.
“We automatically married, at
first sight, that’s what happened
basically,” said James.
A few years later, both of them
moved in together along with a
flatmate and started living independently,
until they got engaged
and later married.
“We gradually fell in love,
which was quite nice.”
Before the couple met, Jill
used to live with her late mother
Margaret Jefferies who was
well-known in the Lyttelton community
for her internationallyrecognised
initiatives.
Margaret took Jill into her care
after her parents divorced and
taught her skills for independent
living.
“I can cook and can bake. I can
swim and do the breaststroke
and do the butterfly, and dance.”
James said that Jill had won

several medals at regional swimming
competitions.
On the other hand, James lived
in the “independence house” in
Christchurch which helped him
learn how to flat, catch a bus,
cook, and so forth. He lived with
one of his two brothers after their
parents passed away.
“I remember, my mum taught
me piano lessons.”
He said he started playing the
piano when he was 15 and then
gradually started busking as a
hobby.
Jill and James can be seen
busking in the streets of
Lyttelton, near the farmers’
market.
While James plays a 60-key
Casio synthesiser, playing The
Beatles music, Jill can be seen
energetically dancing in a multicoloured
outfit.
The couple have plans for a special
dinner on the Saturday night
of their anniversary.
And that means they won’t
miss their weeknight viewing slot
of Shortland Street.
Pontoon idea to
improve wharf access
A FLOATING pontoon may be
added to the Diamond Harbour
wharf to improve access to
passenger ferries and other boats
that call into the harbour.
Accessibility issues with the existing
wharf meant it can often be
difficult for passengers embarking
or disembarking from vessels.
“The steps are often underwater
or slippery. It is difficult to manoeuvre
bikes or pushchairs and
it is simply not suitable for wheelchairs,”
said city council regional
parks manager Kay Holder.
“To make access easier and
safer for everyone, we are proposing
to add a floating pontoon to
the south side of wharf, where
there is the most protection from
the wind and the tides.”
The decommissioned crane that
currently sits on the wharf will
need to be relocated in order to accommodate
the new pontoon.
“As well as adding a floating
pontoon, we’re proposing to
upgrade the existing decking,
handrails and seating on the
main wharf and to improve the
bike shed storage,” said Holder.
“We’re also looking at how we
can provide some shade on the
wharf and improve the lighting.”

to proceed with its plans for

on November 7 between 8.30
and 10.30am where people can
find out more about what is
proposed.”

Reports of big cat in Heathcote Valley

A MYSTERIOUS big black
cat reportedly spotted at the
Halswell Quarry last month may
now be on the prowl in Heathcote
Valley.
There have been reports
a big cat has been in several
Canterbury locations including
the Halswell Quarry.
A Christchurch man even
called talk back radio, claiming
he had also seen the cat at the
quarry. Halswell-Hornby-
Riccarton Community Board
member Mike Mora heard the
call and discussed the sighting at
a board meeting.
Now Tom Lewis, his uncle
Andrew Lewis and Tom’s son,
Theo, are the latest to claim they
saw the creature.
Tom said it was spotted among
the trees and long grass at the
back of their house on Horotane
Valley Rd.
Said Tom: “My son Theo first
saw it [on October 15]. [He said]
‘dad look at that huge black cat
in the back paddock’.
“I thought: ‘Oh yeah’. Five
minutes later [Theo said] ‘dad
that cat’s massive’.
“Then I took a look from 85m
away and it was huge.
“[I] first saw it sitting up.
Looked maybe 800mm tall. Then

it moved to behind the
tree where it sat down,” Tom
said.
He took photos of the animal
through binoculars.
He told Andrew and his other
family members at home to take
a look.
“All of us [were] blown away
with the size,” he said.
At dusk, Tom took his deer
tracking dog Moose out to find
the big cat.
They were successful and he
says they got within 10m of the
cat before it ran off.
“It was larger than Moose who
is a hungarian vizsla,” said Tom.
There has been a re-emergence
of reported sightings of big black
cats in recent months. Over the
years, the mysterious animal
has also been spotted in Otago,
Southland and Marlborough.
Hospitality
beckons
over-50s
THE NUMBER of Christchurch
baby boomers signing up to
work in the hospitality industry
has skyrocketed over the last six
months.
Data from Barcats, a hospitality
platform which connects
venues to job seekers, shows
Christchurch has experienced
the highest increase in over-50s
signing up to work in pubs,
clubs, restaurants and cafes.
Christchurch has experienced
an 875 per cent increase, followed
by Auckland with a 325
per cent increase.
There has been a 550 per cent
national increase in over-50s
signing up for work in the hospitality
industry.
Barcats founder and chief
executive Jeffrey Williams said
he thinks the increase is a result
of Covid-19.
“I think most people thought
that hospitality is just for young
people or travellers.
“One of the things we’ve seen
as we’ve reopened hospitality in
Christchurch after the lockdown,
is that actually when they want
to start re-employing, the people
they had just weren’t there
anymore.”

Garden plant hits peninsula natives
A COMMON garden plant
has hopped the fence and is
wreaking havoc on Lyttelton
Harbour’s native vegetation.
Spur valerian, a cottage garden
plant with pink, magenta
or white flowers, is spreading
across rocky outcrops and coastal
cliffs around Banks Peninsula
and Lyttelton Harbour.
“Don’t let that
pretty splash of
pink fool you
– spur valerian
has no place
in our natural
environment,”

“Spur valerian, originally
from the Mediterranean, is an
aggressive species and a serious
threat to the rare native plants
that call Whakaraupō home.”
The rocky volcanic bluffs and
coastal cliffs of Whakaraupō
Harbour and Banks Peninsula
are home to many rare and fragile
native species found nowhere
else in the world. Many of these
plants are threatened with extinction
from weed invasion.

blown from gardens around
Whakaraupō Harbour. Once
in the rocks it grows into
thickets and outcompetes small
plants, including one of the

most threatened species in New
Zealand, the Banks Peninsula
forget-me-not, which is found
naturally around Mt Evans, and
the Banks Peninsula sun hebe.
Both are endemic to Banks Peninsula
and found nowhere else
in the world.
City council and Environment
Canterbury have provided
resources to help control spur
valerian on private land. Park
rangers are working closely with
landowners to prevent spread
beyond Whakaraupō and to
protect the special plants within
the Whakaraupō basin.
The control work covers 18
sites and will run twice a year in
spring and autumn, for the next
six years.
“Flowering occurs in two
main bursts, so control is done
in spring and autumn before
any flowering plants set seed,”
Carter said.
“We need to carry out ongoing
survey and control to make
sure no new plants are spreading
beyond the containment zone.”
People who wish to keep the
plants in their gardens can help
reduce the seed volume by removing
flowers prior to seeding,
or remove and replace with less
spreading garden plants, such as
lavender for the “cottage” look
or a local native plant like the
New Zealand linen flax (Linum
monogynum).
These projects, combined with
roadside control to prevent the
spread along road corridors
beyond Corsair Bay, Governors
Bay, Church Bay and Diamond
Harbour, and with help from
gardeners in the townships of
Whakaraupō, will help protect
the special rock outcrop and
coastal cliff vegetation across the
wider Peninsula.

Every Day is Open Day
Once again, the New Zealand educational curriculum is
in the firing line – and it is perhaps hard to argue that it
shouldn’t be.* On the all-important international stage, the
latest data from PISA, the Programme for International
Student Assessment, indicates our Kiwi kids are on the
slide. The downward trend in results over the last decade
shows a lost equivalent of three to six terms of schooling in
the key subjects of Reading, Maths and Science.
This is despite a 32% increase in per-child spending since
2001 and, in Christchurch at least, the construction of
purpose-built modern learning environments deliberately
designed to foster the national curriculum’s child-centred
orthodoxy.
Of course, every child should be at the heart of their own
learning. How could they now be! But let’s not throw the
baby out with the bathwater. A child’s education should be
a balance of subject knowledge; essential skills; teaching
programmes developed to suit their demonstrated
knowledge, understanding and progress; and assessment
that offers you, your child and their teachers, honesty and
evidence of this progress.

Make some marvellous muffins

The date mixture has to be cool
before you add it so make it in
advance. You can speed up the
cooling time by placing the pot of
hot dates in a sink of cold water.
And, of course we all know
that, when it comes to muffins,
the less mixing of the batter that
you can get away with, the better.
Bran and Date Muffins
Ingredients
1 cup dates
¾ cup boiling water
½ cup brown sugar
1¼ cup plain flour
1 cup bran flakes
½ cup brown sugar
½ tsp salt
2 tsp baking powder
1 egg
1/3 cup melted butter
1 cup milk

Break the feta into smallish
pieces and gently stir it through

chopped tomatoes, basil or parsley.
Add this wet mix to the dry
ingredients and stir lightly so that
it is only just mixed through.
Spoon into the muffin cups and
bake for 10-15min.

chopped ham, salami or cooked
bacon if you wish or cut out the
feta and add your own favourite
cheese.

On the trail of red grape tribidrag

MENTIONING THE Croatian
red grape tribidrag will likely
result in blank looks. Its claim
to fame, however, is that it was
the end point of a great deal
of research and DNA profiling
centred around zinfandel, most
commonly (and extensively)
found in California.
There had been suspicions that
zinfandel might be connected
or related to primitivo, which
is grown in Puglia, the “heel”
of Italy. Advancements in DNA
profiling technology in the 1990s
led to the confirmation of this
hypothesis, with further research
unearthing a parent/offspring
relationship to the Croatian
grape plavac mali.
This discovery led scientists
to the Dalmatia area of Croatia,
where a local grape called
crljenak kastelanski was found to
be a genetic match to zinfandel.
Further research on this latter
grape led to the discovery of
a genetic match with the even
more ancient Croatian variety
tribidrag.
Tribidrag/crljenak kastelanski,
Croatia’s most successful grape
export, thrives under its new
monikers in both Puglia and the
United States, where it initially
arrived on the East Coast in the
1820s before being taken west
during the great gold rush.
In California, its roughly
20,000ha make it the secondmost-planted
red grape after
cabernet sauvignon and some
60 per cent greater than the
plantings in Puglia.
It is also found in Montenegro,
Mexico, other US states, the
Languedoc and Australia,
while the latest New Zealand
Winegrowers figures list a scant
2ha planted in New Zealand.
Wines made from zinfandel/
primitivo are typically opulent,
lush, relatively high in alcohol,
with bold fruit flavours such
as raspberry, blueberry, dark
cherry, plum and jam, backed
by spice, liquorice and pepper
characters. Super-ripe examples
can move into the pruney, porty
spectrum, while lighter versions
emphasise red fruits.
Mostly flying solo but
sometimes seen in blends, they
are generously flavoured and
supple, invariably offering great
bang for buck.

Mercedes SUV can be sporty or tame
THERE’S BEEN a lot of debate in
the Star Media newsroom lately as
to what constitutes a four-wheeldrive
vehicle.
When reporting, there’s a general
belief that anything that sits high
and looks like an enlarged station
wagon is a 4WD.
Of course, that’s not the case,
many of today’s tall wagons just
have drive to front or rear wheels
only, and they fall into the category
of sport utility vehicles. To complicate
the matter many SUVs do have
four-wheel-drive.
One car which squarely fits into
the SUV and 4WD categories,
and adds a luxury element as well,
is Mercedes-Benz’s GLA 250, an
entirely new model that has just
landed in New Zealand.
The GLA has been a steady seller
for the brand, and the newcomer
will easily pick-up where its predecessor
left off.
At just over 4.4m the GLA is
firstly a compact SUV, but one
that is versatile and capable as an
all round family vehicle, and one
which can be sporty or tame all in
the one package.
The GLA lands here in four variants
depending on power outputs,
all engines have four-cylinders. The
200 (2WD) has a 1.3-litre unit, the
250, AMG 35 and AMG 45 S have
the same basic 2-litre engine with
varying power outputs depending
on how much turbo boost
you require as a driver and, as I’ve
alluded to, those three models get
Mercedes Benz’s 4Matic all-corner
drive system.
The GLA 250 lists at $86,500;
others in the range start at $73,300
and end at $126,400 for the full
noise 45 S.
In recent years I’ve evaluated several
Mercedes-Benz vehicles with
the low power 2-litre turbocharged
engine, and have never been disappointed.
The GLA 250 sits with that
well, it is capable and competent,
it’s just that it doesn’t have the massive
injection of power that comes
with its AMG stablemates.
Interior features are extensive
and too numerous to mention
but I must make mention of the
large centre screen display which
flows across the dash panel, much
like the size of two iPads joined
together horizontally. Most of the
in-cabin features can be controlled
through it, but if you would prefer
to make adjustments through voice
command, a simple ‘hey Mercedes’
will prompt a reply, and you can
talk to the vehicle instructing it
through a multitude of commands.
Up front sits a 1991cc, twincamshaft,
engine which is rated
with 165kW and 350Nm of torque.
On the subject of figures, it also

fares quite well with fuel usage,
Mercedes-Benz claiming a 7.5-litre
per 100km combined cycle average.
During my testing time the
trip computer was constantly
listing around 8.5l/100km which
wasn’t that far distant along with a
5l/100km instantaneous reading at
100km/h (engine speed 1500rpm).
The GLA 250 drives through an
eight-speed dual clutch automatic
transmission. The low and close
proximity of ratios allow for a solid,
unbroken flow of power. When the
pressure is on, the GLA 250 will
launch to 100km/h from a standstill
in 6.7sec and easily complete
an 80km/h to 120km/h overtaking
manoeuvre in 5sec. These
are quick times and will satisfy
the performance driver, when the
turbo is boosting strongly the feel
of power is dynamic, inviting spirited
motoring.
I took the test car through the
gentle undulating twists and turns
of the inland scenic route of the
Selwyn district, returning home
through Dunsandel and Lincoln.
The balance and feel of grip is quite
phenomenal through some of those
tight corners heading towards
Ellesmere. Even though the 4Matic
system only comes into play when
grip at the front is marginal, there
is a feeling through the driveline of
control and balance.
Fitted to the GLA 250 are high
profile Continental tyres (235/50
x 19in), and because of their tall
structure they absorb a lot of road
nuances, imparting high levels of
in-cabin comfort. They are also

I didn’t take it off-road bar for a
short burst on a shingle track, but I
can imagine it would be a great car
to tackle the winter skifield access
road or, as we come into summer,
the perfect vehicle to travel to the
peninsula batch.
It is also a good example of why
the word utility is part of the SUV
acronym.

PACKAGE OF CHANGES
Christchurch City Council has initiated Plan Change 5 to the District Plan.
The proposed Plan Change
Proposed Plan Change 5 is a group of plan changes which seeks to:
• Reinforce direction that offices and shops are to be primarily located in the
Central City and commercial centres as well as clarifying the role of these
centres as commercial focal points (5A).
• Clarify and better reflect the intent and outcomes sought in the Commercial
chapter, including the role of centres and the types and scale of retail, offices
and other activities that are anticipated in centres amongst other changes
including definitions (5B).
• Clarify what is sought and/or required in the Industrial chapter, including
clearer direction for the redevelopment of former industrial land for residential
and mixed uses that support good neighbourhood design amongst other
changes including definitions (5C).
• Make sure that home-based businesses are of a type and scale appropriate in
residential and rural areas through various changes including to definitions
(5D).
• Simplify a rule for noise insulation near railways and roads (5E).
• Changes to zoning and overlays on the planning maps for identified sites,
including to reflect what is already happening or anticipated, zone new roads
and open spaces for their intended purpose, as well as realigning the zone
boundaries between Christchurch and our neighbouring Districts, amongst
other changes (5F).
• Make changes arising from the implementation of new national direction that
requires removal of car parking requirements. This includes consequential
changes arising such as a landscaping rule for car parking areas, which is based
on the number of car parks required (5G).
• Provide for antenna associated with telecommunications at an appropriate
scale (5H).
• Enable temporary signs associated with general and local government
elections (candidate and party) and referendum (5I).

Resource Management Act (RMA)) and supporting information can be viewed

Submissions
Anyone may make a submission on this Plan Change. Written and electronic
submissions must be in accordance with the prescribed Form 5 of the Resource
Management (Forms, Fees & Procedure) Regulations 2003 or similar. You can

to: planchange@ccc.govt.nz or post it to: City Planning Team, PO Box 73012,

Process for public participation
Once all submissions have been received, they will be made publically
available. There will be an opportunity to make a submission in support of or

Those who can make further submissions are defined under clause 8 of
Schedule 1 of the RMA. A Council hearing will then be held to consider all
submissions, and decisions will be made following this hearing. Anyone who
has made a submission has the right to appeal the decision to the Environment
Court.
The rules proposed in this Plan Change will have no legal effect until the
Council gives public notice of its decision on the Plan Change and matters
raised in submissions, or the Environment Court makes an order which grants
any rule immediate effect (RMA, s86B).
