South New Brighton has been<br />

approved by the city council.<br />

“The works we have approved<br />

should resolve the earthquake<br />

legacy issues that have left<br />

parts of Southshore and South<br />

New Brighton more prone to<br />

flooding and coastal erosion,’’<br />

said Mayor Lianne Dalziel.<br />

“Residents in these suburbs<br />

have been calling for action to<br />

resolve these issues and I am<br />

pleased that we can now give<br />

them certainty about the way<br />

forward.<br />

IS THE city council meeting<br />

your needs when it comes to its<br />

services and facilities?<br />

That’s what the bosses at the<br />

city council want to know as they<br />

embark on their annual residents’<br />

survey.<br />

Each year the city council<br />

surveys residents across the city to<br />

understand how satisfied they are<br />

with services covering its parks,<br />

libraries and service centres.<br />

New Brighton Residents’<br />

Association spokesman Brian<br />

Donovan said residents were<br />

pleased to see progress in the east,<br />

such as the new beach-side hot<br />

pools, surf club, plans to address<br />

flood-risk issues along the estuary<br />

and fixing some deteriorating<br />

roads.<br />

Although issues were being<br />

highlighted, he believed the<br />

“growing disconnect” between<br />

the city council and residents<br />

“desperately” needed to be addressed<br />

and improved.<br />

Barber a hero for family violence work<br />

The My Fathers Barbers<br />

founder has made it his mission<br />

over the last decade to help cut<br />

toxic masculinity out of the lives<br />

of men who sit in his chairs.<br />

Over time the shop has offered<br />

a safe haven for men to heal,<br />

connect and open up about the<br />

issues affecting them instead of<br />

bottling it up inside.<br />

Brown discovered the role<br />

barbershops played in helping<br />

men share their pain and started<br />

the She Is Not Your Rehab movement,<br />

which encourages them<br />

to acknowledge experiences<br />

of childhood abuse instead of<br />

taking it out on their wives and<br />

girlfriends.<br />

He has now been named as a<br />

winner of the Westfield Local<br />

Heroes awards due to his commitment<br />

to ending the cycle of<br />

domestic and family violence.<br />

The awards recognised role<br />

models across the country and<br />

the positive impact their work<br />

had within their communities.<br />

As a survivor of family<br />

violence and child sexual abuse<br />

himself, he understood the importance<br />

of having someone to<br />

confide in.<br />

is simply an invitation for men<br />

to acknowledge their own<br />

childhood trauma, and to take<br />

responsibility for their healing<br />

instead of transmitting it on<br />

those around them.”<br />

As voted by the community,<br />

Brown was awarded a $10,000<br />

grant, which he said would be<br />

used to run more local group<br />

therapy sessions for men.<br />

The idea for She Is Not Your<br />

Rehab started in a garden shed<br />

and has gone on to receive international<br />

recognition.<br />

News of his talent for delivering<br />

fresh cuts quickly grew over<br />

social media, along with the<br />

number of men who were visiting<br />

barbers for more than just a<br />

haircut.<br />

Wanting to raise awareness<br />

even further, Brown became an<br />

ambassador for the Ministry of<br />

Social Development’s ‘It’s not<br />

OK’ campaign in 2018 – an initiative<br />

which aims to change how<br />

New Zealanders think and act<br />

towards family violence.<br />

In collaboration with family<br />

violence centre Aviva Families,<br />

he also hosts a men’s antiviolence<br />

support group from his<br />

barbershop.<br />

Since then he has delivered a<br />

TEDx talk in 20<strong>19</strong>, where he and<br />

his wife, Sarah, launched the<br />

concept of the movement and<br />

and why he’s involved<br />

Could you tell me a bit<br />

about what the Life Education<br />

Trust does, and how it came<br />

to be what it is today in<br />

Canterbury?<br />

The Life Education Trust<br />

started over 30 years ago, which<br />

started in Canterbury. There’s<br />

now 32 regional trusts across<br />

the country, and one national<br />

branch. The vision is to inspire<br />

tamariki and rangatahi to make<br />

positive choices and to give them<br />

the power to do that. The trust<br />

addresses challenges including<br />

obesity, substance use, mental<br />

health and well-being and<br />

bullying.<br />

We operate in three mobile<br />

classrooms in Canterbury,<br />

they’re like big container shells<br />

that have been turned into<br />

classrooms and are moved<br />

around different schools –<br />

whether it was as far as Omihi in<br />

North Canterbury, right down<br />

to Rakaia. Whether schools have<br />

35 students or 500 students, we<br />

end up making our way there no<br />

matter where they are.<br />

What issues is the trust<br />

currently facing in the wake of<br />

Covid-<strong>19</strong>?<br />

Quite a few in all fairness –<br />

when Covid-<strong>19</strong> hit during the<br />

first lockdown, even though we<br />

were still continuing to support<br />

the teachers and tamariki during<br />

lockdown, we didn’t get any<br />

school fees come in, and the<br />

funders that we usually used<br />

were all closed down.<br />

It’s been tough, but we<br />

managed to get through it and<br />

we’re in a better position now.<br />

We reached out to a lot of people<br />

that have done quite<br />

well throughout Covid-<strong>19</strong>,<br />

like supermarkets, and to the<br />

Rata Foundation and Lottery<br />

Grants Board who have helped<br />

us out.<br />

With Covid-<strong>19</strong> it’s a doubleedged<br />

sword. It’s great that<br />

we’re busier now and we’re<br />

looking to expand to a fourth<br />

classroom because of it. But the<br />

double-edged side of that sword<br />

is obviously with increased<br />

demand it means that more<br />

people are affected, there are<br />

higher anxiety levels.<br />

We’ve learned a lot about<br />

mental health from the<br />

earthquakes in the past 10 years<br />

and also the mosque attacks<br />

where kids have been affected.<br />

Things like a lack of employment<br />

that comes from it just filters<br />

through to the kids, so we expect<br />

to see increased demand over the<br />

next few months.<br />

The trust has been iconic in<br />

Canterbury schools for the past<br />

30 years. What do you attribute<br />

towards its success?<br />

Obviously, the most<br />

memorable thing about Life<br />

Education is Harold the Giraffe.<br />

But the reason why I think we’re<br />

so iconic is because we tend to<br />

react to the issues currently at<br />

hand.<br />

and challenges<br />

We don’t get any government<br />

or Ministry of Education funding,<br />

so we aren’t led by their<br />

agenda, and it’s why we’re the<br />

number one health education<br />

provider. We don’t want to be led<br />

by what they want, which is why<br />

we work with teachers to adapt<br />

[the lesson]. I think that’s what<br />

makes us so successful.<br />

Why did you decide to join<br />

the trust?<br />

I’ve got a wee eight-year-old<br />

boy and things are a little bit different<br />

now than back in my day;<br />

kids have got different challenges<br />

now, so I just wanted to make<br />

sure I was getting in touch with<br />

what was going on. Kids seem to<br />

be a lot more involved and more<br />

aware of what’s happening around<br />

them because of social media and<br />

access to the internet. That was<br />

my excuse to get involved and<br />

understand what’s happening in<br />

my own child’s head.<br />

What are the rewarding parts<br />

of your job?<br />

The kids – when Harold comes<br />

on board, the kids wander in and<br />

when they see him, they all get<br />

pretty excited to hear what he<br />

has to say. It’s the kids’ reactions<br />

which I find the most rewarding.<br />

Like most jobs, it’s not always<br />

fun and games. What can be<br />

challenging about your role?<br />

I think seeing the statistics<br />

that are pretty grim, like when I<br />

hear about the teen suicide rates<br />

or how many kids are stressed.<br />

About 35 per cent of kids are<br />

stressed at least once a week.<br />

It’s like, bloody hell, these kids<br />

are eight or nine-years-old, they<br />

shouldn’t be stressed, they should<br />

be watching Pokémon on TV or<br />

something.<br />

Tell me a bit about where life<br />

began for you – where did you<br />

grow up? How about family?<br />

I was born in Salford, United<br />

Kingdom. When I was about<br />

13-years-old my folks decided to<br />

ship us all over, with my brothers<br />

and sister, and start life<br />

afresh over here. I ended up<br />

going to school down the road at<br />

Christchurch Boys’ High School,<br />

and eventually at the University<br />

of Canterbury.<br />

After travelling overseas for a<br />

while, I came back and became<br />

the director at Specsavers (Papanui)<br />

after opening up a franchise<br />

here. After selling that I was<br />

lucky that I had a bit more free to<br />

pick and choose the jobs I wanted<br />

to do, and that’s when the Life<br />

Education Trust job came up.<br />

schools for more than 30 years.<br />

My two brothers live in Sunshine<br />

Coast and Gold Coast in<br />

Australia. My sister is here in<br />

Christchurch so she’s not very<br />

far from me, and my parents<br />

are retired now and live in the<br />

Hurunui District.<br />

Do you remember much from<br />

life back in England?<br />

I remember quite a lot of it. It’s<br />

quite a rough spot where we were,<br />

a lot of cars were being nicked<br />

every night and there were a lot<br />

of fights, you could just watch it<br />

from your window - that’s what it<br />

was all to me.<br />

One of my favourite parts<br />

about my home town is the<br />

football, everyone enjoyed a bit<br />

of soccer. You could play it in<br />

the streets, you’d just jump over<br />

the back fence after school and<br />

go play with your friends in the<br />

streets.<br />

Aside from your work, what<br />

do you like to do in your spare<br />

time?<br />

I enjoy any sport, especially<br />

soccer being English and all.<br />

I’ve always the idea of making<br />

something myself so I make short<br />

films on the side.<br />

I make any type of short film,<br />

it’s just a matter of writing a<br />

script and trying to gain funding<br />

to do it.<br />

I’ve always loved movies, the<br />

idea for me growing up was to<br />

become either a football player, a<br />

fireman or a moviemaker.<br />

Survey to gauge areas<br />

“I think in some areas they are<br />

[meeting needs], a bit of work<br />

is finally being done to some<br />

of those roads in the eastern<br />

suburbs, and the hot pools are<br />

attracting a hell of a lot of people<br />

outside of New Brighton.<br />

“We’re really confident that<br />

we’ve turned a corner. [New<br />

Brighton] is becoming a recreational<br />

playground.<br />

“But there’s a disconnect between<br />

residents and the council,<br />

for instance, residents seem to<br />

have no way to express their concerns<br />

to the council.”<br />

The city council needed to<br />

prioritise fixing the “state” of<br />

Pages and New Brighton Rds, the<br />

Pages Rd bridge, taking action on<br />

New Brighton Mall, and addressing<br />

general untidiness as more<br />

visitors and businesses flocked to<br />

the area.<br />

City council chief executive<br />

Dawn Baxendale said the survey<br />

was one of the tools used to assess<br />

where they were performing well,<br />

and where improvements needed<br />

to be made and prioritised.<br />

“We want to find out what is<br />

working well for residents and<br />

what’s not working well because<br />

our focus, as an organisation, is<br />

on meeting the needs of our<br />

residents,” she said.<br />

“The findings of this year’s<br />

survey programme will feed into<br />

the development of our 2021-31<br />

Long Term Plan, so I would really<br />

encourage people to share their<br />

views if they are approached by<br />

staff at a council location or if<br />

they receive an email or letter<br />

from us.”<br />

This year’s survey included specific<br />

questions that will help the<br />

city council decide what it should<br />

prioritise in the LTP.<br />

The LTP is the document that<br />

councils are legally required to<br />

produce every three years. It sets<br />

out what the city council will do<br />

over the next 10 years and how it<br />

will pay for it.<br />

“The Covid-<strong>19</strong> pandemic has<br />

prompted many people, businesses<br />

and organisations to rethink<br />

their plans and priorities and to<br />

tighten their belts. We are having<br />

to do that too,” said Baxendale.<br />

The findings of the survey<br />

programme will be made public<br />

next year.<br />

Community to be involved<br />

in red zone decisions<br />

A NEW co-governance entity<br />

is being investigated for the<br />

former residential red zone to<br />

ensure mana whenua and the<br />

community are involved in<br />

deciding its future.<br />

Land Information New Zealand<br />

currently owns most of the<br />

residential red zone on behalf of<br />

the Crown.<br />

However, it has started the<br />

process of transferring parcels of<br />

land in the Ōtākaro Avon River<br />

Corridor to city council ownership.<br />

That process is expected to<br />

take up to two years to complete.<br />

Mayor Lianne Dalziel said this<br />

offered a chance to create a lasting<br />

legacy for the city, therefore<br />

it was important to partner with<br />

iwi and the community on decisions<br />

regarding its long-term use.<br />

“Under the Global Settlement<br />

with the Crown, ownership of<br />

the former red zone is being<br />

transferred to Christchurch City<br />

Council, but that does not mean<br />

we intend to make decisions on<br />

the future of the land unilaterally,”<br />

she said.<br />

“As we take over ownership of<br />

the land and assume the decision-making<br />

powers, we want to<br />

take a co-governance approach.<br />

We want our partnership with<br />

Ngāi Tūāhuriri and the wider<br />

community to be at the centre of<br />

at Linwood College has been<br />

launched to better support<br />

students with dyslexia towards<br />

their education.<br />

STEPSWEB is a specialised<br />

literacy program produced by<br />

and said the aim is to make it<br />

available to all year 7 and year 8<br />

earn a gold, silver or bronze<br />

classification, and are awarded<br />

The two Rotary clubs have<br />

also gifted $1100 to help students<br />

struggling to pay for basic needs<br />

and extras.<br />

Sue Ingle, head of the school’s<br />

guidance department, said<br />

funds have already been used<br />

to supply many students with<br />

uniforms.<br />

“There was a case of a couple of<br />

brothers – quite a few boys in the<br />

family – taking turns in attending<br />

school as there was only one<br />

pair of unripped shorts between<br />

them,” she said.<br />

“A number of students have<br />

been able to access external, specialist<br />

counselling that would not<br />

otherwise have been available to<br />

them.<br />

“And twice, a student has come<br />

with notes from home asking for<br />

us to supply lunch as they were<br />

‘a bit short that week.’ With this<br />

extra funding, that was easy to<br />

address.”<br />

Ingle said the funds also<br />

allowed quite a few students<br />

to attend a Community<br />

Development Network camp and<br />

some money is being set aside to<br />

help with a year 8 school camp<br />

coming up in the near future.

letter to Mayor Lianne Dalziel<br />

asking her to lead a conversation<br />

as to how a zero per cent rates<br />

increase could be achieved this<br />

year.<br />

The city council is proposing<br />

an average rates increase of 4.65<br />

per cent across all ratepayers in<br />

this year’s Draft Annual Plan<br />

which is currently under public<br />

consultation until April 5 and<br />

will be finalised before July 1.<br />

The 2018-2028 Long Term<br />

Plan also predicts a 50 per cent<br />

rates increase over 10 years.<br />

Said Cr MacDonald: “In<br />

the current environment it’s<br />

clear business as usual is not<br />

appropriate and the council<br />

needs to look at how we enable<br />

this 12-month rates increase<br />

freeze to occur, it’s crucial for<br />

the economic confidence of our<br />

city.”<br />
