190 European Health Forum Gastein 2001 characteristics. Nevertheless, fields for action are mapped by the presented empirical evidence from a patients’ view and may contribute to the formulation of health targets, to the formulation of human rights-based strategies to reach them and to the impartial monitoring of progress. It has the potential to strengthen both the scientific basis, the democratic legitimization and the acceptance of calls for action.
