Inquest Touching the Death of Saul Altal
Directions Arising from the PIR held on 15 th September 2020
1. Mr Altal will be referred to as Saul during the course of these Inquest
proceedings.
2. The following are recognised as Interested Persons (‘IP’) in this Inquest:
a. Saul’s family:
i. Ms Debra Turner – Saul’s mother
ii. Ms Ella Turner – Saul’s sister
iii. Ms Jemma Turner – Saul’s sister
iv. There will be no single point of contact between Saul’s mother
and his sisters.
b. HMP High Down (‘The Prison’)
c. Central and `North West London NHS Foundation Trust (‘CNWL’)
d. Prison and Probation Ombudsman
3. The Prison shall:
a. By no later than 4:00pm on 18 th September 2020, provide to the Court a
Schedule identifying all documents they have in their possession or
control that relate to Saul, including CCTV and BWC footage.
b. By no later than 4:00pm on 6 th October 2020,
i. provide to the Court two copies of all documents set out in the
above Schedule.
1. The first bundle shall be unredacted.
2. The second bundle shall show their proposed redactions
and shall include a schedule of those redaction setting
out the page number of each redaction and a brief
explanation as to why it has been made.
ii. Provide to the Court details of any training that may be provide
to Prison staff relating to:
1. Actions to be taken when opening cells of a morning.
2. Recognising the signs of drug usage amongst the
prisoner population.

c. By no later than 4:00pm on 6 th October 2020, provide to the Court a
copy of the Prison’s Drug Strategy together with any Prison Policies,
whether National or Local, which it considers may be relevant to the
proposed scope of the inquest.
d. By no later than 4:00pm on 13 th October 2020, provide to the Court a
statement from a Prison Governor setting out details of the prison
regime and any other matter that the Prison considers to be relevant to
the scope of the Inquest.
4. CNWL shall:
a. By no later than 4:00pm on 29 th September 2020 provide to the Court
details of all training provided to members of the Healthcare Staff who
had contact with Saul, that deal with:
i. The process of discharging a patient from the Healthcare Unit.
ii. The preparation of a healthcare plan for a patient whom is to be
discharged from the Healthcare Unit.
iii. The recognition of drug use by a patient and actions to be taken
where such use is suspected.
b. By no later than 4:00pm on 13 th October 2020 to the Court a statement
from the Head of Healthcare at HMP High Down setting out details of
the healthcare regime within the prison and any other matter that
CNWL considers to be relevant to the scope of the Inquest.
c. By no later than 4:00pm on 20 th October 2020 obtain and provide to the
Court copies of statements to be taken from those proposed witnesses
named in paragraphs 5.a.iii to vii of the Agenda for the PIR dated 15 th
September 2020.
5. The Family shall, by no later than 4:00pm on 13 th October 2020, provide to the
Court and all other Ips, a list of written questions which they would invite the
Coroner to ask of the pathologist. All other IPs shall, if so advised, provide to
the Court, and copied to all other Ips, any written submission they may wish
to make in relation to the family’s questions, by no later than 4:00pm on 20 th
October 2020.
6. The Inquest is set down as follows:
a. PIR – Friday 18 th December @ 10.30 hours.
b. PIR – Monday 8 th February 2021 @ 10:30 hours.
c. Final Hearing – 22 nd March 2021 with a t/e of 15 days.
d. Venue – HM Coroner’s Court, Woking, Surrey.
