ThelmaRobertson,aged 89, and 

BrianSmith, aged 88, of Woodend. 

‘‘I am thetoy boy,’’ Brianquipped 

beforethe service, conductedby 

marriage celebrantPhil Harris. 

Following thedeathsof their 

spouses, friends noticedhow lonely 

ThelmaandBrianwereand 

persuaded themto put theirpersonal 

detailson the datingwebsitein 

searchof companionship. 

Both wereinitially reluctant, but 

eventuallydecided to try the modern 

way of dating. 

They were thenlivinginAuckland 

andmet in person forthe first timeat 

acoffeeshop in Henderson. 

Thepair clicked immediately, 

findingthey hadmanycommon 

interests,includinggardening and 

dancing. 

Thelma also liked Brian for being 

‘‘nice and polite’’ andwalking on the 

‘‘rightside’’ of thefootpath closest to 

theroadwhen they were together. 

Aftertheybegan going out together, 

Thelmafound that Brianwas also 

‘‘very romantic andabit cheeky’’. 

However, justthreemonthsinto

live together. 

‘‘Weare verymodern and thisisthe 

trendtotry before youbuy,’’ Brian 

said. 

However,they bothbelieveinthe 

sanctity of marriage and eventually 

decided theywanted to formalise 

theirrelationship in thatway. But 

therewas no formal proposal. 

‘‘There was no pressure. Shejust 

keptasking meeveryweek,’’ Brian 

joked. 

Brian, who hasabrownbelt in 

karate,and Thelma, abowler who 

represented NewZealand, havean 

optimistic outlookonlife. 

‘‘Yesterday is history, today is agift, 

tomorrowisamystery,’’ Thelma said. 

‘‘Liveeach day thebest you can and 

always be positive.’’

Distress, frustration over tyre fire

The latesttyre fire near Amberley has 

left landowner WarrenHislop and 

his longtimesupporter Angelique 

Hyde distraught. 

‘‘It’s soul destroying,’’Angelique 

says.‘‘Heisdistraught, Iam 

distraught. Thiswill destroy us and it 

is not of our doing.’’ 

She was at work withadigger at the 

RacecourseRoad site on Tuesday, 

with the authority of Environment 

Canterbury, preparing the site before 

dirt,then clay is piled on the tyre 

remains to smother the fire. 

‘‘This is goingtocost amillion 

dollars, plus.How is one person 

supposed to come up with that sortof 

moneywithout goingbankrupt? 

‘‘We didn’t do this. We didn’t do any 

of it, but we cop the lot.’’ 

Despite the cost she is committed to 

cleaning up the mess left behind by 

the fire in the pileofabout160,000 

tyres. ‘‘I said we woulddoit, and we 

will.’’ 

She is angry the fire occurred just 

weeksbefore gettingrid of the tyres.

Police are investigating afire in 

Rangiora’sLilybrook Reserve 

last Sunday. 

Kaiapoibased Constable Mark 

Stewart said at this stage it was 

not known how it started. 

However, the police were 

following acouple of lines of 

inquiry. 

The fire began about5.40pm. It 

damaged asmall sectionofbush 

and sent plumes of blacksmoke 

abovethe reserve, on the corner 

of Percival and Victoria streets.

within 15 minutes. 

Brigade chief fireofficer 

Hamish Peter said two engines 

were sent to the fire because of 

the homes nearby. Early 

notification from the public was 

crucial in getting it undercontrol 

so quickly. 

The cause is unknown at this 

stage, he said. 

‘‘It is borderingonsuspicious. 

Ican’t confirm that, but there is 

no reason for afire to have 

started in areservelike this.’’

He is also gutted afterspending 

hourshelping findasolution, which 

involved sending the tyres to Golden 

Bay Cement WorksatWhangarei, for

this workwas now futile for these 

tyres, he is optimistic it will benefit 

others in the SouthIsland. 

ThereisamachineinChristchurch 

that can chip the tyres, for transport 

northtothe cement works.The chips 

hold aconsistently high temperature 

in the furnaces, whichalso burns the 

toxins. 

‘‘They can burn up to 7500 tyresa 

day, and couldbuild up to 15,000 

depending on how much volume they 

needed to produceatthe works.’’ 

Meanwhile,ECan is addressing 

community concernsraised at a 

meeting last Saturday night, where 

winemakers,lifestyle block owners, 

and residents aired their frustration. 

The tyres should have been removed 

yearsago, they said. Testingwill 

determine the effects. 

A63yearold man hasbeen 

chargedwith arson in relation to the 

fire.

Bruce’senthusiasm never waned 


Bruce Abernethyproudly 

donned his CheviotVolunteer 

FireBrigadedress uniform 

one last time on Saturday 

night. 

The humble 83yearold, 

who servedthe brigade and 

the district for 57 years,woreit 

to his farewell. 

His service,alongwiththat 

of Jim Forbes,who has served 

25 years with thebrigade, was 

celebrated at aspecial 

function. 

Bruce, whoseattendance 

recordisinthe high 90 

percent, is one of an elite 

group in NewZealandwho 

havereceived adouble gold 

star, and the onlyone in the 

local brigade. 

He officiallyretiredlastJuly 

after Covid19protocols 

prematurely sidelined him, as 

nooneover 70 was allowed on 

active duty. But thebrigade, 

which he joined in 1963,was 

determined to acknowledge 

his service. 

His daysofdrivingand 

crewing an enginehad already 

cometoanend,ashetookup 

support duties keepingthe 

station, engines andgarden 

spick andspan. 

It was the little things Bruce 

did behindthe scenes that 

madehim stand out.He 

quietlyworked away ensuring 

thateverythingwas in working 

order, andexplainedthings in 

layman’s terms to new 

recruits. 

He hadnodesire to move up 

the ranks.Hejustwanted to 

servehis community,support 

his fellowbrigade members, 

and enjoy their company. 

‘‘I didn’t play sport so it (the 

brigade)was my interest,’’ he 

says. 

His practical,easy manner 

helped many, withone recruit 

happytoreceive instructions 

on how to workthe pump after 

strugglingwiththe training 

officer’s version.Bruce told 

himto‘‘turn that,pullthis and 

work that’’,and away it went. 

Brucehas enjoyed the 

camaraderie. There was 

nothing like returningfroma 

fire or accidentand debriefing 

over afew drinks,orenjoying 

asocial evening at the station. 

He wasoften theengine 

driver, but on at leastone 

occasion directed traffic while 

fellow officers dealt with an 

accident.Hegot leftbehind, 

and it wasn’tuntiltheyall 

returnedtothe station they 

realised he wasn’t with them. 

Back theywent. 

His sharpeye helpeda 

womanwhosecar hadrolled 

down abankthree hours 

earlier. He sawahanky 

waving in thebreeze in afence 

and stopped. 

In the earlyyears, one of the 

threefiretelephoneswas in 

Bruce’shouse,with another at 

the Cheviot LimeWorkswhere 

he worked until he was 75.

Mayor praises prudent nature of plan

The Waimakariri District Council’s draft 

Long Term Plan (LTP) offersaprudent 

and responsible budget,Mayor Dan 

Gordon says. 

Councillors, who considered the LTP 

last week, settled on aproposed 3.95 

percent average rates rise, slightly higher 

than the 3.9% signalled by council staff. 

‘‘I’mreally pleasedwith where we 

endedupand Ithinkwhat we are 

presenting over this 10yearperiodisa 

prudent and responsiblebudget,’’ Mr 

Gordon says. 

The council’sStandard and Poor’s 

credit ratingannounced this week shows 

the district has retained its credit ratingof 

AA/A1+ ‘‘with astable outlook’’. 

It has giventhe council confidence it is 

heading in the rightdirection, Mr Gordon 

says.‘‘There is ahigher degreeof 

confidence in New Zealand, so we are very 

fortunatecomparedtoothercountries.’’ 

The budget for the 2021/22financial year 

includes funding for land purchasesin 

Pegasusand Ravenswood, andanew 

grittedfootpathinTuahiwi. 

Councillors agreed to set aside $1.8 

milliontopurchase landinPegasus this 

year and earmarked$2.7m fora 

community centre in 202425. 

Afurther $1.8m was budgeted to buy 

land for aproposed community facility in 

Ravenswood, likely to include alibrary. 

The facility, earmarked for 2029, hasa 

price tag of $4.8m. 

While refurbishment and strengthening 

work is continuing in the Rangiora Civic 

Precinct, planned extensions to the 

building and to the Trevor InchMemorial 

Libraryhave beenpostponed to 2028. 

In the meantime, work is being done to 

upgradesome elements, including 

flooring, layout, heating and ventilation. 

‘‘Butinthe current climate with 

uncertainty around Covid19 and the 

threewaters reform, we didn’t think it was 

an appropriate time to plan anew building 

or extension.’’ 

More Rangiora parking is proposed for 

the Blake Street car park,Durham Street, 

Kerr Street, and at an undecided location, 

to provide around500 extracarparks over 

the next decade. 

Kaiapoi is also settobenefit, with 

$435,000 set aside in 2021/22for the 

proposed Kaiapoi Hub to be developed in 

the formerred zone, southofthe river. 

Afurther $200,000 hasbeen set aside for 

the 2023/24 financial yeartoassist the 

Sefton Community Halldevelopment. 

Councillors will meet again on February 

23 to adopt the draft 2021/31LTP, before it 

goesout for consultation in March.

Quay ideas 

The Kaikoura District Council is 

seeking ideas from the community for 

how Wakatu Quay can be developed. 

The council received $9.88million 

last year from the Provincial Growth 

Fund to redevelop the quay and a 

further $1m for afeasibility study for 

development of South Bay’s harbour. 

The Kaikoura Marine Development 

Project has now reached the design 

concept phase, with feedback closing 

on Friday, February 12. 

The governance group overseeing 

the project aims to create adevelopment 

which celebrates the cultural 

history and unique identity of the site. 

It is also keen to provide 

opportunities for economic growth and 

community gathering spaces. 

The quay was built in the early 1900s 

for £7762. It served mostly as ahub for 

commercial fishingrelated activities. 

By 2016 it housed acommunityrun 

aquarium and paua processing plant. 

Over the years the buildings 

deteriorated. The council hopes to 

release project designs by midyear, 

with construction to start in ayear.

Business is boomingatthe Hanmer 

Springs Thermal Poolsand Spa. It has 

enjoyed arecord ChristmasJanuary 

season. 

The pools had its highestever number 

of consumers in the 37 days from 

Christmas to the end of January, general 

manager GraemeAbbot said. 

This represented 2percent growth 

over the sameperiod last year—and 

‘‘last yearwas out biggestyear’’. 

‘‘We are rapt.Very happy and 

somewhatrelieved.’’ 

The pools generateda$1,865,142 

surplus for the six months to December 

31, instead of the budgeted $1m deficit. 

However, it had to be viewedinthe 

context of budgetinginthe middle of the 

Covid19 lockdown. 

The surplus had to be tempered with 

reduced hours for alarge part of the 

time,which reducedoperating and staff 

costs. At the same time, repairsand 

renewals were cut back. 

‘‘I am delighted the assumptions we 

made at that timeproved to be 

incorrect.’’ People came backindroves 

to the poolsafter lockdown, he said. 

This generated growth in numbers 

and revenue. ‘‘We thought therewould 

be areluctance by people to travel, and 

to sit next to eachother. But our 

Christchurch market cameback from 

day one afterlockdown, and the North 

Island hasyielded big numbers since 

November.’’ 

He says SouthIsland road trips have 

been popular with NorthIslanders. 

Mr Abbot says he expectsgood 

numbers overWaitangiweekend.

The Hurunui District Council is calling 

on farmerstooutline their needs for 

stockwateraschanges loom on 

freshwater management. 

MayorMarie Blacksays whilethe 

council has no direct relationship with 

the developmentorimplementation of 

the NationalPolicy Statement for FreshwaterManagement, 

it wantstoensure 

farmers have adequate stock water. 

‘‘To ensurewecan plan ahead for 

council’s water schemes and 

infrastructure, we needtoknow if your 

stockwaterneeds are likelytochange, or 

if morestock water willbeneeded into 

the future,’’ she says. 

Underthe policystatement, the 

integratedand holistic wellbeing of the 

watermust be considered. 

Mrs Black says, to date, there has been 

less demand on water suppliesthis 

summer, probably becauseofnew pipe 

networksand aseasonally cooler period. 

‘‘However, throughuntil autumn there 

couldbemany variations in weather.’’ 

She saysasignificant amountofwork 

on the district’s water schemesis 

planned in 2021 to ensureschemes and 

infrastructure are ‘‘robust, safe and in a 

greatposition to upholdany future 

demand’’. 

‘‘We urgeyou to make contact if you 

are likelytorequire more unitsof 

council’s water in the future.’’ 

In addition,the councilisdrafting its 

Long Term Plan for 20212031, which will 

include consideration for stock water 

and the planning around this. 

‘‘As your council, we need to plan for 

future growth, to enable your farm to 

prosper,’’ she says.

Jeff and Margaret Walker have 

collectively given nearlya 

centuryofservicetoStJohn. 

Many of those yearswere 

devotedtothe Culverdenbased 

AmuriStJohn, where 

they filled theregularroster, 

and always made themselves 

available to crewthe second 

ambulance whenthe first one 

was calledout. 

Both also provided firstresponse 

cover in the 

immediateneighbourhood 

before an ambulancearrived. 

Jeff and Margaret have 

retiredfromactiveduty, with 

Jeff keeping his handinasa 

member of the Amuri Area 

Committee of St John. 

They leave ahuge gap in St 

John’s ranks. 

Jeff was in charge of the St 

John cadets for severalyears 

and bothhave given their time 

to crewing the events vehicle at 

A&P Shows, trailridesand 

other outdoorevents. 

Jeff beganhis connection 

with St John as an 11yearold 

cadet in Auckland. 

At 16, he joined the adult 

service, but also continued to 

serve as acadet officer. He 

took partinmany competitions 

in theNorthIsland, and did a 

lot of publicduty at rugby 

matches, cinema, theatres and 

concerts. 

He continued to work as a 

brigadeofficerinAuckland 

until theearly 90s, followed by 

18 months overseas. On his 

return he joinedthe Mt 

Dedicated pair ... Jeff and Margaret Walker have provided decades of service to St John. 

Ruapehu Ski Patrol and 

continued with the brigade. 

He met Margaret at 

Ruapehu,who was also a 

member of the ski patrol. 

Once,when Mt Ruapehu 

erupted,the pair were tasked 

with getting injuredpatients 

down the slopes in arescue 

basket. 

Margaret,keen to get more 

St John experience, joined the 

Hamiltoncombined division, 

and then Mt Wellington 

(Auckland)StJohn. 

Subsequently she joined the 

Auckland Nursing Division 

and attended all public duties 

customary for St John 

volunteers. Shecontinued with 

the division until the birth of 

their firstson, Richard. 

Jeffand Margaret moved to 

Hawarden in 1994. Margaret 

taught at Hurunui College and 

joined the local St John. The 

collegewanted teachers with a 

firstaid certificate, and the 

Culverden ambulanceservice 

was lookingfor volunteers.

weekends, they also helped

3 1 ⁄2 years when she took 

teaching posts there. She was 

on duty in Kaikoura on the 

nightofthe 2016 earthquake.

Year off to busy start 

With school goingback, my wifeand Iare 

excited for our youngestchild starting 

school this year. 

It’s amazingtothink of our childrenat 

school. Where has all that timegone? I 

know there willbeplenty of parents like 

us looking forward to the openingof 

school. 

On Friday, Iwent to Woodendtohave 

alook at the new signalisedcrossing at 

Woodend School. 

Iwas delighted to see it built and 

operational in time for the new school 

year. 

Our residents foughthard for this, 

holding the New Zealand Transport 

Agency to account at my public meeting 

last year, and many parents will be 

relieved thattheir child’swalk to school 

is now alot safer. 

It’s been abusy start to the year. 

Many wouldhave seen my petition to 

reverse the speed limitsonMarshland 

Road.I’ve been overwhelmed by the 

thousands of responses fromfrustrated 

people. You can read more on thisat

Ihave also started adiscussion with 

our communities around the potential for 

anew highschool for Waimakariri. With 

the Ravenswoodtown centre plan going 

out for community consultation, it poses 

thequestion of whetherland shouldbe 

protected now, to allow for anew high 

school as ourpopulation continues to 

grow. I’ve had alot of feedback on this, so 

please let me know yourviews. 

Some of you may be awareofanissue 

over the summerbreakwhere aresident 

faced a$500 bill to get home by taxiafter 

leavingthe emergencydepartment at 

hospital. I’m meetingthe Canterbury 

District Health Board’s new chief 

executive and am keen to take similar 

experiences to the meeting, so pleaselet 

me knowifyou weren’t offered ataxi chit. 

Mediareportsofincreased antisocial 

behaviour in our communities are 

concerning.While it’s reassuring to hear 

from the policethat Waimakaririhas a 

lowcrime rate when considered against 

national statistics,Ithinkit’s fairtosay 

widespreadantisocialbehaviour is not 

something we regard as normal. It’s 

important we lookout for ourneighbours, 

reportsuspiciousbehaviour and support 

ourcommunity organisations and police 

workingwithin this space. 

This weekend, our communities will 

come together on Waitangi Day to 

acknowledge our past and reconnect with 

those values that make us proud to be 

NewZealanders.

Many challenges in 

balancing spending 

The start of the year has come and gone, 

and the council and Ihave beenbusy 

setting priorities and the work 

programme for thecomingyears. 

Last week, the councilfinalised its 

draft10year budget, or draft Long Term 

Plan (LTP), whichwill be releasedfor 

public consultation in March. 

The LTP is the council’s key strategic 

document and sets out projects and 

priorities, as wellashow much it will 

cost and howitwill be funded. 

Over the next 10 years the councilis 

focused on making sure we keep up with 

growth, Covid19 economic recovery, 

climate change/sustainability, and the 

impact of the Government’s three waters 

review. 

We willspecifically be asking for 

feedbackon: 

New community facilitiesfor Pegasus 

and north Woodend (Ravenswood); 

The timing of upgrades to the 

Rangiora Library and wider civic area; 

and 

Parking in Rangiora, includingacarpark 

building. 

The big challengefacing our districtis 

balancingagrowing population—we 

expect to have about78,000 residents in 

10 yearsand possibly up to 100,000 by 

2050 —whilemaking surewehave a 

healthy environment,resilient 

infrastructure, and remainanattractive 

placefor businessesand new residents. 

We’realso conscious thatthis LTP 

takesplaceatatime of economic 

uncertainty, and with possible changes 

to how services such as wastewater and 

drinkingwaterare managed. 

For thesereasons, we have had to 

carefullybalance whatthe community 

can afford and the impacts on 

households, withoutdelayingbuilding 

core community facilities. 

The proposed ratesincrease,ifthe 

draftLTP is supported,is3.95 percent in 

the first year before movingto4.2% for 

the followingyears. 

From whatIunderstand we willhave 

one of the lowestproposed rate 

increasesacrossthe country.But we will 

continuetolook at ways that the council 

can be efficient and makesavings. 

The council has abusy programme 

with projects such as the new stadium 

scheduledtobecompleted aroundJuly, 

roadingprojects includingFlaxton 

Roadupgrades, and anew roundabout 

at Fernside/FlaxtonRoad. 

We will continue to lobbyGovernment 

and the NewZealand Transport Agency 

for the Woodend bypassand a 

replacement Skewbridge. 

Planning is under way for both an east 

and west bypass of Rangiora, and we are 

investigatingoptions to address traffic 

congestion in Southbrook, which carries 

about 26,000 vehicle movementsaday. 

Apriority this year sees asafer 

crossing for Southbrook School 

students. 

Withstimulus funding announced last 

year, we havebeen working with 

communities acrossthe districtto 

identify $8 millionofwaterand 

wastewaterupgrades. 

The council also received $9m to 

upgrade flood protection and mitigation 

projects for Kaiapoi, conditional on the 

samecontributionfrom the council. 

The $18m project is well underway. 

It is greattosee the new lightsand an 

operational pedestrian crossing in 

Woodend.Ithas been along time 

coming. It is pleasing that there is now a 

safecrossing for school students. 

Thishas been aproject that has come 

about through effectiveadvocacy with 

the transport agency. 

The community and Woodend School 

can take huge creditfor this. 

We now need the agency to confirma 

timetablefor the remaining roading 

improvements through Woodend. 

We will continue to keep pushing for 

this, along with further TramRoad 

safety improvements. 

Lastweek,credit ratingagency 

Standard and Poor’s confirmed its AA 

longtermand A1+ shortterm credit 

rating with astableoutlookfor the 

council.This reflects the prudent 

financialmanagement of the council. 

The draft LTP will open for feedback 

fromearly March.Wewant to hear your

weekafter herfiveyear tenureas 

Kaikoura DistrictCouncilchief executive. 

In her role,she oversawthe 

construction of acivicbuilding, 

earthquake recovery,and the local 

challenges of Covid19. 

‘‘Overthe last fiveyearstherehave 

beensome big challengesand curveballs, 

but it’s alsobeen atime of growth and 

opportunity forthe district,whichIfeel 

privileged to have been apartof,’’she 

said. 

Her firstchallenge, in 2016, was to 

overseeconstruction of apartlybuilt civic 

building. 

Council staffmovedinonFriday, 

November 11,2016, just threedays before 

the 7.8magnitude quake. 

‘‘Nothinghad prepared us forthe 

quake, and it changed ourworld for the 

foreseeable future,’’she said. 

‘‘While it was atough time, Iconsider 

myself lucky to have worked alongside the 

community and with somegreat people. 

There are toomanytoname, butIwould 

liketomention Winston Gray (former 

mayor)and Danny Smith (formerrecovery 

manager andmayor). 

‘‘Their support was instrumentalinthe 

response andrecoveryphase. We also had 

generous external help from countless 

others, particularlyJane Parfitt 

(Christchurch CityCouncil), Jim Palmer 

(Waimakariri District Council and Bill 

Bayfield (Environment Canterbury).’’ 

Mrs Oosthuizenoversawa$38 million 

infrastructure rebuild, completedlast 

yearonbudgetand delayed only by Covid 

19.

yearafterthe quake was aparticular 

highlight,aswas securingProvincial 

Growth Funding of $10.8million to 

upgrade Wakatu Quayand delivera 

feasibility studyfor further harbour 

development in South Bay.

and seen their achievements.

havenot always beenpopular,’’ she said, 

‘‘but we always sought to do the best thing 

for Kaikoura.

our community and theirwhanau, and the 

council in areally goodposition,with 

improved council systems, agood

youth as well. 

School's back -think safety 

Young ones are back to their daily school commute. Road 

Safety Coordinator, Dean Eades said remember the 

golden rule ’20 Keither way’ -drop your speed to 20km/h 

when going past aschool bus. Look out for ‘safe route to 

school’ signs dotted around -well used options for school 

commuters. Kiwirail will be hosting education sessions for 

schools about safe behaviour this week. Always stop at a 

train track and look. Hurunui District Council works closely 

with its local schools, Waka Kotahi New Zealand 

Transport Agency (NZTA), police, Kiwirail, NZ Trucking 

Association, AA New Zealand, ACC, plus more, to create 

safer driving environments and effective public messaging 

-all in the name of keeping our community safe. 

Speed educationapproach 

Areminder that the Speed Limits Bylaw 2020 came into 

play on Tuesday. You will notice some adjusted speed 

signs dotted around the Hurunui district. Amessage from 

local police; ‘For the first couple of weeks there will be a 

grace period where we stop and educate, rather than 

prosecute, to change local behaviour.’ Thank you in 

advance to everyone for their cooperation.

Scargill Pavilionnearfinished 

We're into 2021 and HDC is full swing with its earthquake 

strengthening and renovation work. Scargill Pavilion, (pictured 

above) is just about finished, with abit of new decking and 

earthworks to go. The entire building has been strengthened 

and renovated, and there has been a50sqm extension. The 

work on the Waiau Hall will be completed in about six weeks. 

Hanmer Memorial Hall is next on the list after that. Many 

thanks to Waghorn Builders for the great work.

The recent tyre fire at Racecourse Road highlighted once again 

the reliance of our communities on water. Thanks to good 

planning and communications within FENZ and Environment 

Canterbury, no water or retardants were used directly on the 

fire to reduce the potential impacts on both private and public 

drinking water supplies. All drinking water supplies are 

significant to those who use them, and in the dry areas of North 

Canterbury where water can be scarce, these supplies are 

even more significant. The government is proposing that water 

assets transfer from local government to newly formed crown 

entities, claiming this will be more efficient than local councils 

and will have the ability to borrow more to fund the upgrades 

that the government believes will be required inthe future to 

meet the tougher compliance standards it is proposing to set. 

Further, the government is of the view that costs can be 

socialised between more populous metropolitan centres and 

those rural areas with more dispersed populations, providing 

greater consistency in the costs of three waters services 

nationally. This socialising of costs may look attractive to some 

in our area, particularly when we look at the future cost of 

drinking water. The cost benefit picture does not look to be as 

clear or compelling for waste water and storm water though, as 

the future costs for these waters contain many more unknowns 

than is the case for drinking water. In order to transfer these 

services from local government, central government is 

contemplating changes to the Local Government Act to remove 

the necessity for mandatory community consultation on this 

issue. You will be able to have your say on any potential 

changes to the act through the normal central government 

process. More importantly, your Council is interested in hearing 

your views on how you envisage your water assets being 

governed in the future. We look forward to consulting you 

before any decisions are made on this matter.

Sun and fun fills village family day 

The heat was on during the 

Charles Upham village 

family fun day in Rangiora. 

The temperature rose 

well into the 30s, with many 

finding acool spot around 

the lawn or in the central 

courtyard. 

The theme was fairies 

and fairytales, though 

there were afew pirates 

spotted among the young 

dressup set. 

There were tunes 

blasting on the village 

speakers, including 

Monkey Man by The 

Specials and Hot Potato by 

The Wiggles. 

Everyone let their hair 

down, though hats were 

also the order the day. 

The crowd was also sun 

smart, and plenty of cool 

drinks were handed out.

families joined the fun and 

handed out popcorn, candy 

floss, fairy bread and hot 

chips. 

For the young, there 

were attractions such as a

ladders and pony rides.

Game On is backagainin2021. 

This initiative provides arange of 

game modifications, which can include 

smaller sides,rollingsubstitutions and 

uncontested scrums. 

Rugbymatcheswithinmost grades 

may be played under the Game On 

approach, whereateamhas 15 and/or 

fewerplayers, or doesn’t have enough 

frontrowers. 

Mr Mullan says Game On means that 

more rugby games kick off. 

The approach aims to limitthe 

number of defaultsinschool and club 

rugbybecause of too few front rowers or 

players. 

‘‘Rugby players want to playthe game 

they love, and GameOnmakes sure that 

happens,’’ Mr Mullan says. 

Agreement must be reachedwith 

teamsand match officials before the 

startofthe match.

NorthCanterbury rugby clubs provide a 

greatplatform to introduce players to the 

sportand avenuefor people to meet 

others from their district. 

Budding youngrugby players, both girls 

and boys, are now being invited to come 

forward and register with their chosen 

club for JAB rugby in North Canterbury. 

Youngplayers are fostered through the 

Junior AdvisoryBoard(JAB),which has 

cleargoals and codes in place to ensure 

youngplayers enjoythe gameinasafe 

environment, while learningthe basic 

skills required. 

Childrenofall ages can join clubs and 

experience countryrugby. It also provides 

the opportunitytomeet others fromthe 

localcommunity, especially for those new 

to the area. 

Country rugby has long provided the 

recipe for people to enjoy not justthe 

sport, but also country hospitality. 

The whole family,including 

grandparents, can come along and watch, 

and are welcome to help behindthe 

scenes with catering, washing gear, or just 

supporting the young players. 

Clubsare all run by volunteers who 

pitchintohelp make sure everything runs 

smoothlyand helpwith fundraising. Some 

take up the whistletoassist with 

refereeing,ensuring the games can go on. 

Others offer theirskills as acoachso 

youngplayers get agood grounding in the 

rulesand regulations. 

The sport,like most others, cannot 

function without these volunteers. People 

who can offer refereeing are becoming 

particularly important. 

Ahandbook is available through the 

CanterburyRugby Football Union to guide 

parentswhen their kidsstart to playrugby. 

It setsout all the clubs available in 

North Canterbury, contacts, grounds, and 

the various rules surrounding age 

grouping and weights, and the codes of 

behaviour expected from spectators, 

playersand coaches. 

Thecode of behaviour for players 

stipulates thatplayers takepart for 

enjoyment, playhard but fair, abide by the 

lawsofthe game, remain committed to 

their team andattend all practicesand 

matches, never argue withthe referee, 

control their temperatall times, work 

equally hard for themselves and the team, 

be agood sport,and applaud good play 

whetherbytheir team or their 

opponents. 

Spectators are also asked to show 

respect for both teams, be positive to the 

referee,acknowledge the efforts of the 

referee,and let players play theirgame, 

‘‘not your game’’. 

‘‘Praiseefforts not results and set an 

example for the players,’’ the code says. 

Thecode of behaviour for coaches asks 

them to positivelyreinforce the actions of 

players, lead by example, and be honest 

with themselvesand the players. 

It alsostresses thatthey should create 

an enjoyable environmentinwhichtoplay 

thegame, develop teamrespectfor 

referees, and give all players the 

opportunity to participate. 

Coaches should insistonfair play and 

discipline, be reasonable with their 

demands on players’time, energy and 

enthusiasm, and encourage 

sportsmanship.

No record highs at ewe fair, but sales sound

Bidding was strong at the Hawarden 

Ewe Fair last Friday. 

While ewe numbers were down and 

there were no record bids, there was 

some ‘‘pretty sound’’ selling throughout 

the day, Peter Walsh &Associates 

auctioneer Allister Orchard said. 

The day’s top price was $234 for alineup 

of twotooth ewes in pen two offered 

by Christophersen Ltd, of Hawarden — 

well short of prices in excess of $280 

paid in recent years.

hammer this year, less than half the 

numbers on sale at last year’s twoday 

ewe fair. 

‘‘I would have thought that the top end 

of the twotooths may have made some 

bigger money, but we more than made 

up for it with the prices for mixedage 

ewes,’’ Mr Orchard said. 

‘‘I think with the mixedage and older 

ewes, the buyers know they have higher 

lambing percentages, so they’re looking 

for proven performers.’’ 

Several pens of twotooth ewes sold 

for around $200 each, while mixed age 

ewes sold for $160 to $190, and annual 

draft ewes fetched $160 to $180. 

‘‘We had agood gallery of buyers right 

through to the end, so most vendors 

should be pretty happy with today’s 

results,’’ Mr Orchard said. 

The lower ewe numbers were put 

down to uncertainty around Covid19, 

farmers having plenty of feed, and the 

fact that no capital lines of stock were 

offered this year. 

‘‘This season has certainly been one 

out of the blocks, with plenty of feed 

around which gives farmers abit more 

confidence,’’ Mr Orchard said. 

Several farmers would have gone 

home without buying some ewes 

because of the lower numbers, so it 

should create plenty of interest for the 

Sheffield Ewe Fair on Friday, February 

12, Mr Orchard said. 

While the catalogue is yet to be 

confirmed, indications are there will be 

more than 15,000 ewes offered at the 

Sheffield Saleyards. That would be 

down on last year, when the sale had to 

be split between two saleyards.

reason to feel confident,

season. 

Batting first, the 

visitors wereinearly 

trouble when the Country 

bowling attack had them 

at 4/57 before Nick Clark 

and Jo O’Connor came 

together and took full 

advantage of five 

droppedcatches and a 

flattening pitch to add a

Both batsmen recorded 

centuries before Clark 

was dismissed. 

Once the breakthrough 

was made,the innings 

quickly folded, with the

confirmed its AA long-term and A-1+ short-term 

credit rating with astable outlook for Waimakariri 

District Council. 

The AA rating equates the Council with New 

Zealand’s national credit rating –the ‘sovereign 

rating’. Standard and Poor’s does not rate any 

individual Council higher than the sovereign rating. 

Mayor Dan Gordon says the result speaks to the 

prudent financial management ofthe Council. 

“We have afantastic team who do agreat job 

making sure our finances are exceptionally 

managed and we appropriately balance our goals 

and aspirations for the District while keeping debt 

and affordability in check.” 

The stable outlook is based on Standard and Poor’s 

view that Council’s debt will significantly reduce 

aer it completes its significant capital 

work programme in 2022. The programme 

includes delivering amulti-court indoor facility, 

flood protection and mitigation projects for 

Kaiapoi, creating park and ride facilities 

district-wide, shovel-ready and stimulus funded 

water infrastructure projects and western road 

route upgrades.

celebrate its 75th Women’s Golf 

TournamentonMarch 3, 4and 5. 

More than150 entrieshave been 

received forthe threeday 

tournamentwhich had its 

beginnings in 1947, possibly making 

it the oldestwomen’s club 

tournamentinthe country. 

Eighteen womenplayedinthe 

firsttournament. 

Today, it draws players from 

across the SouthIsland.Over the 

yearsithas not beenunusual to 

have to ballot the numberofplayers 

because of the interest. 

Thosewho missed the drawsin 

the 1976to1994 era still came along, 

playing in the Amuri ‘‘Overflow’’ 

tournament.

the E. M. ParsonsChallengeCup, 

the Lynne MilneChallenge Cup,the 

Jean Wilson Memorial Salver, the 

Beverley Pool Cup, the Barbara

Both Bev Pool and Barbara 

Reese are life membersofthe club,

cocktail evening on Tuesday night

Building consent numbers soar

removed. 

What cannot be recycled? 

Softplastics (those that can be scrunched), plastics types 3, 4, 6and 7, tetrapaks, 

polystyrene (including meat trays), plant pots, plastic strapping, clothing and shoes, 

food stained paper or cardboard, coffee cups, plastic lids, foil trays and food waste 

are not recyclable. 

Recycling bags containing contaminants will be stickered and left. 

Recycling glass bottles 

Glass bottles must not be put in recycling bags but can be recycled via the transfer 

stations providing lids are removed.

An amendment to the Rangiora High School Enrolment Scheme, providing for 25 

places in the Lighthouse Programme, has been approved by the Secretary for 

Education. From 2021 applications for the Lighthouse Programme will be allocated 

on the following order: 

• Those who live within the Rangiora High School home zone (which is the same
