The list <strong>of</strong> HPV Chemicals from <strong>the</strong> 1990 IUR reporting period, from which sponsors<br />
may make chemical commitments to supply data.<br />
Approximately 500 organic chemicals that were newly reported as HPV in <strong>the</strong> 1994<br />
IUR, provided for use by companies in developing categories <strong>of</strong> chemicals.<br />
ACC American Chemistry Council.<br />
API American Petroleum Institute.<br />
CAS Number Chemical Abstracts Service Number: A unique identification number assigned by <strong>the</strong><br />
Chemical Abstracts Service (CAS) to each distinct chemical substance recorded in<br />
<strong>the</strong> CAS Chemical Registry System. This number may contain up to 9 digits. For<br />
example, <strong>the</strong> CAS number for Valium is 439-14-5.<br />
Category A group <strong>of</strong> substances similar in chemical structure that show a regular pattern <strong>of</strong><br />
properties <strong>and</strong> effects. In <strong>the</strong> HPV Challenge Program, being able to interpolate<br />
between <strong>and</strong> among, or extrapolate from, category members <strong>of</strong>ten results in reduced<br />
testing, since not all chemicals need to be tested for every SIDS endpoint.<br />
Category Analysis A submitted plan where a sponsor indicates how <strong>the</strong>ir underlying category hypo<strong>the</strong>sis<br />
is reasonable, <strong>and</strong> how existing <strong>and</strong> new data can be interpolated/extrapolated to<br />
address <strong>the</strong> untested category chemicals’ endpoints. EPA reviews <strong>the</strong> analysis <strong>and</strong><br />
considers whe<strong>the</strong>r it is reasonable or if <strong>the</strong> category should be considered for<br />
restructuring.<br />
Consortium An organization consisting <strong>of</strong> two or more companies that agree to sponsor at least<br />
one chemical in <strong>the</strong> HPV Challenge Program.<br />
EC European Commission: An organization that serves to operate in <strong>the</strong> best interest <strong>of</strong><br />
<strong>the</strong> European Union, specifically through proposing legislation, implementing policies,<br />
enforcing law, <strong>and</strong> negotiating international agreements.<br />
ED <strong>Environmental</strong> Defense.<br />
EU European Union: An organization <strong>of</strong> democratic European countries that have<br />
established common institutions to work toward prosperity.<br />
Endpoint The chemical or biological effect that is assessed by a test method.<br />
HPV High Production Volume: Chemicals manufactured or imported in quantities equal to<br />
or greater than 1 million pounds per year.<br />
HPVIS High Production Volume Information System: A publicly accessible website where<br />
users will access comprehensive data related to HPV Challenge Program test plan<br />
<strong>and</strong> robust summary submissions.<br />
ICCA International Council <strong>of</strong> Chemical Associations: A chemical industry organization that<br />
represents chemical manufacturers <strong>and</strong> producers from around <strong>the</strong> world, it adds<br />
information transfer within <strong>the</strong> international industry.<br />
IUCLID International Uniform Chemical Information Database: A system <strong>of</strong> data collection<br />
<strong>and</strong> evaluation within <strong>the</strong> EU Risk Assessment Program <strong>and</strong> accepted by OECD as<br />
<strong>the</strong> data exchange tool within <strong>the</strong> OECD Existing Chemicals Program.<br />
IUR Inventory Update Rule: A rule promulgated in 1986 <strong>and</strong> revised extensively in 2003<br />
by EPA that updates <strong>the</strong> TSCA Chemical Substances Inventory database every four<br />
years. This rule requires manufacturers <strong>and</strong> importers <strong>of</strong> certain chemical<br />
substances included on <strong>the</strong> TSCA Chemical Substances Inventory to report current<br />
data on <strong>the</strong> production volume, plant site, <strong>and</strong> site-limited status <strong>of</strong> <strong>the</strong>se substances.<br />
Reporting in 2006 <strong>and</strong> beyond will include additional components.<br />
