<strong>Canal</strong> <strong>Winchester</strong> Schools’ students not<br />
enrolled in the district’s virtual academy<br />
will return to the physical classroom four<br />
days a week starting <strong>March</strong> 22 and spend<br />
Wednesdays in a remote learning mode before<br />
moving on to five days week in school<br />
beginning May 3.<br />
“It’s almost like we’re starting over again<br />
on <strong>March</strong> 22,” said <strong>Canal</strong> <strong>Winchester</strong><br />
Schools Superintendent Jim Sotlar. “People<br />
are excited. They’re nervous. I think–for<br />
the most part–we’re ready to get our kids<br />
back. We’re going to continue making sure<br />
everyone is wearing a mask. We’re going to<br />
do our best to social distance three feet.<br />
Schools weren’t designed for social distancing.”<br />
Sotlar said if any issues come up, he will<br />
work with the staff to come up with solutions<br />
and that spring break is <strong>March</strong> 29<br />
through April 2.<br />
“We’re excited to get back to four days a<br />
week and then five,” said Sotlar, who continued<br />
with the good news by announcing<br />
there is going to be a high school prom this<br />
year, along with an in-person high school<br />
graduation ceremony.<br />

Proposed city charter changes could find<br />
<strong>Canal</strong> <strong>Winchester</strong> City Council members on<br />
opposite sides of the issue when it comes to<br />
addressing candidates who receive a political<br />
party endorsement during election campaigns.<br />
The Charter Review Committee voted 9-<br />
2 to recommend that language prohibiting<br />
any mayoral or council candidate from seeking,<br />
accepting, publishing, or communicating<br />
an endorsement be added to the city<br />
charter.<br />
The committee’s recommendations were<br />
forwarded to council on Nov. 13. Council has<br />
the option to accept, reject, modify or create<br />
their own changes before placing them on<br />
the ballot for voter approval.<br />
While the charter review process takes<br />
place every 10 years, the committee also<br />
proposed cutting that time frame in half.<br />
“I see where this has an appeal,” said<br />
Councilman Bob Clark regarding the endorsement<br />
prohibition, “but we have the<br />
U.S. Constitution’s Article One Freedom of<br />
Speech and this (proposed change) violates<br />
Article One.”<br />
Clark said he was unaware of any municipality<br />
that has similar legislation in the<br />
state and felt if council forwarded the<br />
change to the ballot, and it was approved by<br />
voters, it could set the city up for a lawsuit.<br />
During the fall 2020 election season, Clark’s<br />
name and photo, along with Mike Walker<br />
and Chuck Milliken appeared on a Republican<br />
campaign mailer endorsing candidates.<br />
“All higher courts have upheld it as a violation<br />
of the First Amendment,” said<br />

Councilwoman Jill Amos said she was on<br />
board with the charter committee’s recommendation<br />
and felt there was no need for political<br />
endorsements in a non-partisan<br />
council race. While she told Clark she understood<br />
what he was saying from a legal<br />
aspect, she felt the community was vocal in<br />
their disapproval of what took place during<br />
the election.<br />
“I’m listening to the community that<br />
voted and they don’t like what happened,”<br />
said Amos. “There was so much controversy."<br />
Walker agreed with Clark’s opinion that<br />
the charter change could invite litigation<br />
and, if there is any possibility of the city<br />
being sued, he asked why council would set<br />
themselves up for a potential lawsuit.<br />
“It’s freedom of speech and why would we<br />
deny that?” questioned Walker.<br />
Before Chairman Mike Coolman brought<br />
the charter discussion to an end on <strong>March</strong><br />
15, Councilman Will Bennett said it would<br />
be difficult to adjudicate the issue and had<br />
no idea if there was a way to actually do so.<br />
Bennett said while the idea may be more<br />
of a case of the spirit of the law, he wondered<br />
if council really wanted to have the<br />
endorsement prohibition as part of the charter.<br />
Council did not discuss candidate endorsements<br />
from other entities.

The annual Special Olympics Ohio Summer Games will<br />
not be held this year due to the ongoing COVID-19 pandemic.<br />
“Summer Games is cancelled for this year,” wrote<br />
Special Olympics Ohio South Central Regional Manager<br />
John Esson in a message to Special Olympics members. “I<br />
think most of us knew this was coming.”<br />

According to Penny Hilty, coordinator of<br />
Groveport Special Olympics, the State Summer<br />
Games <strong>2021</strong> had been set for June 25-27 on the<br />
campus of The Ohio State University, mainly at<br />
Jesse Owens Stadium, but other venues as well.<br />
“We believe, and hope, that Summer Games will<br />
be held in 2022 at OSU as usual,” said Hilty. “Here<br />
at Groveport Special Olympics we are looking<br />
ahead to having bowling begin in August at Wayne<br />
Webb Bowl on South High Street. We would also<br />
like to begin swimming in September at the<br />
Groveport Recreation Center. We remain hopeful<br />
that things will soon get back to a more normal<br />
schedule.”<br />
Stewart’s message noted that multiple conversations<br />
about the issue were held with the Board of<br />
Directors, Special Olympics Ohio Medical Director,<br />
The Ohio State University leadership, State Staff,<br />
athletes, and the Return to Play COVID Committee<br />
made up of leadership from our local organizations.<br />
A survey was sent to the local organizations to<br />
explore their feelings on Summer Games and<br />
Return to Play intentions for community-based<br />
activities.<br />
“These conversations were incredibly valuable<br />
and truly insightful,” wrote Stewart. “We truly<br />
thought we would be further out, leaving this pandemic<br />
as a memory and snapshot in history,” wrote<br />
Stewart. “Unfortunately, we just aren’t there yet.<br />
There are multiple factors at play in this decision,<br />
but the safety of our athletes is our utmost priority.<br />

Disappointment<br />
Heather Coffenberry of Obetz, whose sister participates<br />
as an athlete in Special Olympics, expressed disappointment<br />
that the Special Olympics Ohio Summer Games will<br />
not be held.<br />
“My sister is devastated,” said Coffenberry. “This is two<br />
years in a row it has been cancelled. Why did they decide<br />
to cancel the event so early this year when it was not<br />
scheduled to be held until June? High schools are planning<br />
to hold proms and graduations and other things are reopening.<br />
Our athletes are not being given a chance to compete.<br />
Some of them have already received their vaccinations.”<br />

Hilty said Special Olympics is important to the athletes<br />
and their families.<br />
“I am a parent of an athlete as well as the coordinator<br />
of the program,” said Hilty. “I think that the sense of<br />

2400 Rohr Road project<br />
Groveport City Council approved<br />
amending the plan for a development at<br />
2400 Rohr Road. The original plan by<br />
BSTP Midwest, LLC was approved by<br />
council in 2019 for its lots 1, 2, and 3.<br />
According to Groveport City Administrator<br />
B.J. King, a turn lane is needed to access<br />
lots 1 and 3, but Pizzuti Companies now<br />
possesses the 20.75 acre lot 2, which by<br />
itself does not need a turn lane. Pizzuti is<br />
requested the turn lane requirement for its<br />
lot be removed from the plan as well as the<br />
allowance of water service to the property.<br />
Pizzuti intends to build two warehouses<br />
on the lot starting this spring. The two proposed<br />
warehouses will be on lot 2 at the<br />
north end of the site. One is proposed to be<br />
157,500 square feet the other is proposed to<br />
be 195,000 square feet.<br />
According to a Dec. 21 letter from BSTP<br />
Midwest, LLC in support of Pizzuti’s<br />
request, Pizzuti plans to develop its site<br />
prior to the development of lots 1 and 3<br />
(about 12 acres), of which BSTP Midwest,<br />
LLC has retained ownership. The letter<br />
states BSTP Midwest, LLC’s plans for its<br />
lots have not changed, but its development<br />
schedule is not yet determined. According<br />
to the development plan, BSTP Midwest,<br />
LLC plans to build a fuel center and convenience<br />
store on lots 1 and 3.<br />

Contain the joy of gardening<br />
Do you love the thought of growing a<br />
garden but doubt you have the space or<br />
energy to put in a big garden?<br />
Don’t despair. You can turn a tiny<br />
deck or porch into a beautiful garden with<br />
containers.<br />
There are many unique containers and<br />
hanging baskets available in stores. You<br />
can even turn objects around the house<br />
into creative containers. You’re limited<br />
only by your imagination. Old wheelbarrows,<br />
interesting antiques, discarded<br />
dishes and even an old pair of boots can<br />
hold potting soil and a plant.<br />
The trick to keeping soil inside these improvised<br />
containers is lining the bottom with a layer of landscape<br />
fabric. Most plants grown in the ground can be<br />
grown in containers if there is ample space for developing<br />
roots.<br />
Plants in containers are especially prone to drying<br />
out during hot weather.<br />
Crystals are available that reduce watering and fertilizing<br />
needs. The fertilizer-infused polymer crystals<br />
absorb 400 times their weight in water. When soil<br />
dries, plant roots pull moisture and nutrients from the<br />
crystals as needed. This unique delivery<br />
system ensures plants get a consistent<br />
supply of water and food. One application<br />
feeds plants for up to six months.<br />
Mix the suggested amount of crystals<br />
into the soil when planting. They can also<br />
be added to existing containers. A little<br />
goes a long way – one six-inch pot calls<br />
for one teaspoon.<br />
You can use containers to avoid costly<br />
landscaping mistakes. If there are unusual<br />
plants or flowers you’ve always wanted<br />
to grow but weren’t sure they’d grow well<br />
in your area, purchase one or two and try them in a<br />
container first. If lighting conditions aren’t ideal where<br />
you’ve placed your “garden,” simply pick it up and<br />
move it until you find a place that works.<br />
The versatility of containers can’t be beat? Don’t<br />
like the way your plants are grouped together on the<br />
patio? Rearrange them. Need an attractive backdrop<br />
for a family snapshot? Grab those container gardens<br />
and put them to work.<br />

Introducing Director Orvell Johns<br />
Orvell Johns, the director for the Franklin County Office on<br />
Aging or FCOA, took his role in early June of 2020 and since then<br />
has continued to vigorously advocate for the work his office does<br />
everyday for the lives of older adults and their caregivers in<br />
Central Ohio.<br />
Director Johns has an extensive professional background<br />
including previous work as the Director for the Franklin County<br />
Court of Common Pleas, Domestic Relations and Juvenile Branch,<br />
the Director of the Center for Public Investment Management at<br />
the State Treasurer’s office, and Assistant Deputy Director with<br />
the Ohio Department of Administrative Services, Equal<br />
Opportunity Division.<br />
The goal of the Office on Aging has always been to serve the<br />
older adult population, so that they can maintain their independence<br />
and age in place. Since his hire, Director Johns has strived to<br />
maintain and improve the programs and services that are available,<br />
while creating additional avenues for service and program<br />
growth. One of the newest installations Director Johns would like<br />
to initiate this year is a Director’s column centered around the<br />
public asking him agency related questions. The column, Ask<br />

The Franklin County Board of Commissioners and The Franklin County Office on Aging join with the <strong>Messenger</strong> Newspaper in providing this update on aging issues in Franklin County.<br />
CAREGIVER RELIEF<br />
According to a 2020 report by the National Alliance for Caregiving<br />
and AARP, the number of caregivers providing unpaid care has<br />
increased by almost 10 million in the last five years. In the past year,<br />
however, caregiving has proven to be harder amid the global<br />
COVID-19 pandemic. About 21 percent of family caregivers report<br />
their own health to be fair to poor. Prior to the pandemic, caregivers<br />
struggled with both economic and emotional stress, although now,<br />
with workplace closures, a decrease in social interactions, and<br />
heightened health concerns, their stressors have increased dramatically.<br />
In December 2020, Ohio reported over 114,000 older adults to have<br />
contracted COVID-19. Studies have also shown that a large portion<br />
of Ohio’s cases have come from the Franklin County area. While the<br />
country is working on providing COVID-19 vaccinations to the<br />
public, it will be several months before everyone who wants a vaccine<br />
will receive one. Knowing this information, caregivers have<br />
had to make the difficult decision to put their caregiving duties<br />
ahead of their own personal health to ensure that their loved ones<br />
have proper and safe care provided to them. However, there are safe<br />
options available to give these Ohio caregivers a break.<br />
The Franklin County Office on Aging (FCOA) collaborates with the<br />
Central Ohio Area Agency on Aging (COAAA) to administer the<br />
Caregiver Support Program. The program supports non-paid caregivers<br />
of adults age 60 and older who have a demonstrated need for<br />
home care assistance. The caregiver can be a relative or non-relative<br />
over the age of 18 years old and does not have to reside with the<br />
older adult. The program can assist with a variety of free short-term<br />
services that include adult day services, caregiver counseling, durable<br />
medical equipment, health maintenance supplies, and in-home<br />
respite. The services are available regardless of the income or asset<br />
levels of the caregiver or older adult. Residents of assisted living<br />
facilities or homes that are already providing care for their residents<br />
are not eligible to receive the services offered through the Caregiver<br />
Support Program.<br />
FCOA is putting safety at the forefront of everything they do.<br />
During this pandemic, extensive safety measures have been added to<br />
ensure that clients and community members remain safe as they<br />
access and participate in programs and services, such as the Caregiver<br />
Support Program. Caregiver relief, or respite care, is performed<br />
by a trained individual who participates in continuous education<br />
such as health and wellness, LGBTQ education, cultural diversity<br />
training, and more, so they can assist in the care of the older adult.<br />
Care can still be administered at the older adult’s home, and<br />
essential caregiving services such as help with bathing or getting<br />
around the house are still performed. For everyone’s protection, the<br />
relief worker is required to wear either a mask or a face shield for the<br />
entire duration of their time spent with the older adult. The relief<br />
worker should also be performing daily health checks, such as<br />
taking their temperatures, to ensure that they do not have any<br />
symptoms of COVID-19. If a worker does feel ill, they will not be<br />
going to a client’s home to administer caregiver relief. Additionally,<br />
these workers adhere to the guidelines set out by the Center for<br />
Disease Control, or CDC, and the Franklin County Public Health<br />
office. As changes are made through these organizations, the FCOA<br />
service providers for caregiver relief adapt to the new guidelines to<br />
provide the best and safest care possible.<br />

Due to COVID-19 restrictions limiting the<br />
hotel’s capacity to 350, prom would be held in<br />
two stages; juniors and their dates would attend<br />
from 6:30-8:30 p.m. and seniors from 9-11 p.m.<br />
“We can’t have an all-inclusive prom because<br />
most of the time we have 500 or more<br />
kids at the prom,” said Sotlar. “If a senior is<br />
dating a junior or a junior is dating a senior,<br />
they can’t go at both times…only one. Option<br />
number two is to have an all-inclusive prom at<br />
the high school. We’re letting the high school<br />
kids choose.”<br />
Sotlar also announced a traditional graduation<br />
ceremony will take place on May 29 at 9<br />
a.m. at World Harvest Church where capacity<br />
is also capped. Graduating seniors will be limited<br />
to five tickets for family members. Sotlar<br />
emphasized everything is still subject to change<br />
according to Gov. Mike DeWine’s orders or<br />
mandates.<br />
“They can get stricter or loosen up,” said<br />
Sotlar. “If World Harvest doesn’t come<br />
through, then we have a backup plan at the<br />
high school football stadium.”<br />
That plan includes a 9 a.m. start time with<br />
the option of pushing it two hours or more in<br />
case of inclement weather. Sotlar said he plans<br />
to closely monitor daily and weekly COVID-19<br />
numbers in the school district.<br />
“If we have to make a shift, then we’ll do<br />
that,” Sotlar said.<br />

Generator gives <strong>Canal</strong> <strong>Winchester</strong> peace of mind<br />

Severe winter weather wreaked havoc in<br />
Texas with power down for days, but installation<br />
of a new backup generator for <strong>Canal</strong><br />
<strong>Winchester</strong>’s water reclamation department–with<br />
the capability to run continuously<br />
four times as long as the previous<br />
system–should be able to handle a similar<br />
emergency with ease.<br />
“The new generator is appropriately sized<br />
for the current needs as well as future expansions,<br />
meets current pollution standards, and<br />
will serve the community well for the next 30<br />
years,” said Steve Smith, <strong>Canal</strong> <strong>Winchester</strong><br />
water reclamation superintendent. “The cost<br />
of the project is a bit over $400,000 and it<br />
should be christened sometime in <strong>March</strong>. We<br />
are very near completion of the replacement<br />
of the plant’s backup generator. The original,<br />
installed in the latter half of the 1980s has<br />
reached the end of its service life.”<br />
When water reclamation underwent a<br />
2017 upgrade, the existing generator was<br />
discovered to be undersized to provide<br />
power to each of the processes in place.<br />
Smith said the department only ran critical<br />
equipment while under a power fail scenario<br />
to get by until an upgrade could take place.<br />
The city received a grant for $50,000 to<br />
apply toward the purchase/installation of<br />
the new generator.<br />
“Planning took place in early 2020 and installation<br />
began in November of that same<br />
year,” said Smith. “The process has been<br />
held up several months due to the pandemic.<br />
The installation has been proceeding well,<br />
with local electrical contractor Abbott Electric<br />
performing the service. We expect the<br />
generator to be in place and operating the<br />
first week of April <strong>2021</strong>. Until that point, the<br />
existing generator is at the ready. There will<br />
not be a rate increase for our residents and<br />
customers due to this installation.”<br />
According to Smith, the new 2,000-gallon<br />
generator will provide emergency power for<br />
the entire plant and any planned expansions<br />
for the next 20 years.<br />
“It might be worth letting folks know<br />
that all our critical city infrastructure has<br />
backup generation, including the water<br />
plant and its wells,” he said. “Had Texas facilities<br />
had them, they could have left the<br />
grid to conserve power for the other users<br />
while maintaining service.”<br />
The water treatment plant has generators<br />
for the plant and for its wells. City hall has a<br />
generator and the public service garage at<br />
400 Ashbrook has its own generator. All essential<br />
city services have stand-by power and<br />
each is serviced twice a year by a contractor.<br />
There are also portable pumps and generators<br />
for various sewage pump stations<br />
throughout the city to provide uninterrupted<br />
service to those areas as well.<br />
“Power outages have occurred many<br />
more times than one would think,” said<br />
Smith. “Radical weather events–high<br />
winds and tornados–are the primary cause,<br />
but we have had extended outages due to<br />

squirrels shorting power lines, cars hitting<br />
power poles, transformers exploding and a<br />
variety of other causes. Incident numbers<br />
are in the many dozens the last 10 years.<br />
Keeping the pumps running and basements<br />
dry is the primary concern, but ensuring adequate<br />
air and pumping for plant treatment<br />
processes runs a close second.”<br />
When there is a loss in the power line,<br />
automated detectors start the generator and<br />
transfer the generator power into service in<br />
under one minute. The outage is seamless<br />
for plant controls and processes. Once the<br />
power is restored, the system reverts to normal<br />
and the generator goes back to dormant<br />
status following a cooling off period.<br />
The replacement generator is a new,<br />
clean technology diesel powered unit with<br />
an engine of more than 1300 HP and enough<br />
fuel to run over 24 hours continuously, during<br />
which time workers can refuel it and<br />
run it perpetually if need be for an extended<br />
outage. The system is designed to sense adequate<br />
line power for a small period of time<br />
once line power is restored, before taking<br />
the generator out of service. This process<br />
helps the power company as they restore<br />
power, keeping demand lower and the line<br />
surge lessened when the power is back on.<br />
“Recent events in the south have highlighted<br />
the importance of having backup<br />
power in place,” said Smith. “Failure to have<br />
backup systems in place for us would be<br />
calamitous, causing, among other things,<br />
basements flooded with sewage, and damage<br />
to waterways from untreated sewage.<br />
<strong>Canal</strong> <strong>Winchester</strong> has invested heavily in<br />
generators and pumps that allow quick action,<br />
allowing for uninterrupted service to<br />
our residents and protection of our environment.<br />
Our hearts go out to all our fellow citizens<br />
who are experiencing or did<br />
experience disasters in the southern states.<br />
We want <strong>Canal</strong> <strong>Winchester</strong> residents to<br />
know emergency protocols are in place to<br />
deal with power outages and other disaster<br />
scenarios, and that having these protocols<br />
and equipment at the ready is a primary<br />
concern for city leaders to protect the health<br />
and property of our residents.”<br />

Q: What are floaters and what causes them?<br />
A: Floaters are small dark shapes that move across your vision. They can appear<br />
as dots, threads, squiggly lines, or even like cobwebs. Most floaters are caused<br />
by normal changes in the eye. As you age, small strands of vitreous (gel-like fluid<br />

Practicing life saving<br />
Hamilton Township firefighters participated in a search and<br />
rescue three-day training exercise on <strong>March</strong> 11 at a house<br />
owned by Obetz that was once part of cemetery operations.<br />
The firefighters practiced rescuing models of an adult and a<br />
child from the smoke-filled structure. Fire Chief Martin Hafey<br />
said it is not often that firefighters can use an acquired structure<br />
for training and the department takes full advantage of<br />
the situation whenever possible. “The whole idea is to do as<br />
much as we can to train so it becomes muscle memory,” said<br />
Hafey. “When we got the call from the village, I had our training<br />
officer (Rafe Britton) look at it.” Crews rotated in and out<br />
of the building in addition to briefings at a fire station before<br />
the multi-day exercise.

Old <strong>Canal</strong> <strong>Winchester</strong> fire engine is well cared for<br />

Tucked inside the city of <strong>Canal</strong> <strong>Winchester</strong>’s<br />
public service complex is a vehicle that<br />
stands out in sharp contrast to its far newer<br />
vehicular brethren, but in its heyday this<br />
little red truck helped save lives and structures<br />
in the community.<br />
The 1942 International truck, with a Seagraves<br />
pumper engine conversion, was fire<br />
engine number one for village firefighters<br />
more than 70 years ago. However, because of<br />
some underlying green paint, the truck is<br />
thought to have previously served as a military<br />
vehicle before being put into fire service.<br />
“When I started in 1994, it was in storage<br />
at the public service complex until 1997<br />
when we started the Wastewater Treatment<br />
Plant expansion and had to demolish the<br />
barn it was stored in,” said <strong>Canal</strong> <strong>Winchester</strong><br />
Public Service Director Matt Peoples. “It<br />
was taken to an off site storage facility<br />
where it was under the care of resident Donnie<br />
Miller until around 2012, when we<br />
brought it back to the public service complex<br />
where crews began repair work.”<br />

Miller, was a member of the <strong>Canal</strong> <strong>Winchester</strong><br />
Fire Department when the truck was<br />
purchased. According to the book, “<strong>Canal</strong><br />
<strong>Winchester</strong> Ohio: The Second Ninety<br />
Years,” by Frances Steube and Lillian Carroll,<br />
K. L. Miller was one of the first members<br />
of the volunteer fire department when<br />
it was incorporated in 1942.<br />
Public service employees working on the<br />
vehicle are also getting repair assistance<br />
from Cliff Spruill, a local resident with extensive<br />
knowledge of classic cars. Peoples<br />
said Spruill is a huge help with the engine’s<br />
electrical and carburation system.<br />
While no longer useful as an emergency<br />
vehicle, Peoples said the fire engine has<br />
been in the Labor Day Festival parade and<br />
the Santa parade as part of Christmas in<br />
the Village. It has been driven around town<br />
periodically to keep everything lubricated.<br />
Peoples surprised even his own family one<br />
day when he drove past his house during<br />
one of the truck’s periodic operational runs.<br />
“Fortunately, when it was in off site storage<br />
it was kept in pretty good shape,”said<br />
Peoples. “We are getting all of the mechanical<br />
and electrical systems up in running<br />
order and completely replaced the braking<br />
system. Being a 1942 vehicle, parts are becoming<br />
difficult to find. We have been<br />
mainly working through the local NAPA<br />
store and have found some suppliers<br />
through web searches.”<br />
Peoples and his staff cobbled equipment<br />
together from old parts and pieces found in<br />
the public service complex and plan to store<br />
the vehicle inside the building for now.<br />
Peoples called it an “irreplaceable piece of<br />
history,” not only for <strong>Canal</strong> <strong>Winchester</strong> but also<br />

“Fortunately, it was cared for over the<br />
years with storage under roof and not too<br />
far gone to repair, like a lot of historical<br />
items end up,” said Peoples. “If it was sitting<br />
out in a field or out in back of our facility in<br />
the supply yard, who knows if it would have<br />
ever seen the road again. Given the 1942<br />
model year of the truck, and with the interior<br />
and engine compartment’s original<br />
green paint color, it was arguably a truck<br />
manufactured as part of the war effort and<br />
was destined to see action in World War II.<br />
I am sure it was difficult to obtain this truck<br />
for firefighting purposes, so I imagine the<br />
local officials would have pulled quite a few<br />
strings to be able to get the truck and then<br />
to have it upfitted with the fire apparatus.”<br />

in 1979. “It was about midnight when (the fire) was discovered. That entire<br />
end of town was lit up,” wrote Lillian Carroll and Frances Steube in their book, “<strong>Canal</strong><br />
<strong>Winchester</strong>, Ohio: The Second Ninety Years.” Carroll and Steube noted a fire wall at<br />
the mill helped to save the main part of the structure, which still stands today along<br />
North High Street in the <strong>Canal</strong> <strong>Winchester</strong> Area Historical Society’s historical complex<br />
near the railroad.
