CHIPPING CAMPDEN
OPEN GARDENS
UPDATE
CAMPDEN’S GONE
POTTY!
Open Gardens is usually on the third
weekend of June but this year due
to the ongoing uncertainty around
Covid we have decided not to go ahead with the event in
the normal way. Instead, we have decided to have a walk-by
event which we hope you will join in with. Visitors will not
be entering gardens but we hope they will walk around the
town admiring planted pots that will be positioned outside
houses, in driveways and gateways - we hope that Campden
will go Potty! You may want to do a hanging basket or a
garland instead if your house does not have a frontage.
We would like to invite all of Campden, gardeners and non
gardeners alike, to plant up a pot or container and display
it outside your house over the weekend of June 19/20. If
you decide to join in we will ask you display your pot(s) or
container in your gateway or driveways or front lawns over
that weekend. You can find a fun ‘how to plant a pot’ fact
sheet in the Bulletin (see page 8).
Nearer the time we will ask for entrants to register by email
so we can create a route around town, and we will send
out a mini poster for you to download and make into a flag
for you pot. We can then get an idea of how many pots we
will have on display and suggest a route around the town.
Entrance is free but if you would like to make a donation to
Campden Edge or Campden Home Nursing, these are the
charities we will be supporting.
We are very happy to have the support of TOPS Plants in
Mickleton. Simply cut out the voucher below to get a 10%
discount on plant sales. This offer will be valid until 16th of
June, photocopies will not be accepted.
MONTHLY NEWS FLASH
Covid Update
There is a new vaccine appointment hub for patients who
are currently eligible to book a covid vaccine – the cohorts
being offered vaccines changes regularly so please check
the government website for current eligible groups. The
hub is also contacting patients when their 2nd vaccines are
due in order to book an appointment. The hub is based
in Moreton-in-Marsh, which is our local GP vaccination
centre. The number for the Appointment Coordination Hub
is: 01608 692115 (Opening hours 10am - 4pm Monday –
Friday for patient queries). If the phones are not manned for
any reason, there will be an answer message. The email is:
ghn-tr.ncpcn@nhs.net
Patient reminders:
We are extremely busy with enquires and request for
appointments at present due to the pandemic and backlog
of routine work in the NHS. In order to assess priority,
the receptionist may ask you for some details ahead of the
telephone call with the GP. Please assist the receptionist by
providing this information to ensure we give you the best
and most appropriate care.
If a clinician has asked you to bring in a urine sample,
please do not bring these in containers other than the sterile
pots provided by the surgery, or purchased at the pharmacy.
Reception will provide a form to complete when you are
given your sample pot. This should be the first sample of
the day (unless required urgently by the GP that day) and
can only be accepted before 4pm, when the courier takes
the samples to the laboratory.
Reminder to patients to call us and cancel appointments
if not needed (or cancel on-line) - including telephone
consultations so that these may be offered to other patients.
Please ensure we have your current mobile telephone
number so that we can use this to contact patients (in
particular for covid vaccine invites).
A reminder that, for confidentiality reasons, reception cannot
discuss records with family members without permission or
an official notification attached to their records.
We would like to wish all of our patients a happy and
healthy Easter.
We are a computer shop and Post Office that offers a LOT more than that, with
CAMPDEN DAY CENTRE
The Chairman and Committee are very sad to announce that as
from March 2021 the Day Centre will be permanently closed.
The Centre is only sustainable given the level of membership
covering the costs of rent, insurance etc., and over the last
several months this has declined to such an extent that it is
now unable to carry on.
The Day Centre was founded around 50 years ago, and has
been somewhere where people who were on their own could
come and have a good lunch, companionship and fun, and
we are very sorry that it can no longer do this. We are very
grateful for the very many volunteers – caterers, carers,
shoppers, drivers etc. who have given their time to make it
such a welcoming and happy place. We will all miss our
Friday meetings.
We are also indebted to the Lygon Arms who have provided
delicious two course meals every week at a very subsidised
price – we could not have functioned without them!
I am sure there are many who will look back at the many
happy times spent with the Day Centre, and will be as sad are
we are at it’s closure.
LETTERS TO THE EDITOR
We welcome your contributions.
Dear Editor,
I love playing football yet there was no football goal at the
Chipping Campden Recreation Ground for me to be able
to practice or to play with my friends when things got back
to normal, so I made an application for a grant to Chipping
Campden Community Trust to buy a goal.
It is now up and ready for everyone to play, and I would like
to thank the
Community
Trust for
their kind
donation,
and for the
Recreation
Ground
Trust for
permitting
its
installation.
I hope that
people will
look after
it and that
it will be
used by
many kids
and adults
in the town
come in our
Yours sincerely,
Felix Lindner
Aged 13
Dear Editor,
We have been made aware that an application has been
submitted to Cotswold District Council and to the Forestry
Commission for permission to fell 120 trees on the land
behind Grevel Lane, known as the “Clay”. (Application
reference: 21/00956/FORST).
The aim of this application is apparently “to reduce the
dominance of the ash trees with ash dieback disease prevalent
in the locality”.
Your readers will recall that this land is subject to a Tree
Preservation Order and that the Tree Officer at Cotswold
District Council, in his report in support of the TPO said
“Potential ash dieback was observed in the nearby hedgerow,
but no significant ash dieback was seen within the site”
[author’s emphasis].
It should also be noted that the UK Gov website states that
“With the exceptions of felling for public safety or timber
production, we advise a general presumption against felling
live ash trees, whether infected or not. This is because
there is good evidence that a small proportion will be able
to tolerate H. fraxineus infection.” Ash Dieback Practice
Guidance further states “Applications and notices seeking
consent or advising of intent to prune or fell infected ash trees
should be judged on their merits, assessing the impact of the
proposal on the amenity of the area and whether the proposal
is justified. ........ Biodiversity value as the ash population
diminishes is another consideration.”
We have great concerns that this application is but the first
step in a process to seek permission to build residential
properties on the land. We have previously argued that this
parcel of land makes a positive contribution to the setting
of the town of Chipping Campden. It can be viewed from a
Public Right of Way and from the wider landscape beyond.
It is an area of natural pasture and wild woodland (one of
the last in the area) which occupies an elevated position. It
comprises dense woodland, providing habitat for a diverse
range of wildlife; mammals, birds and invertebrates. It is
part of a natural corridor enabling the movement of wild life,
linking to the Hoo.
Through the Bulletin I would urge all your readers to object
to this application which being for 120 trees, can clearly not
be justified under any circumstances. I would ask that all
interest parties send their comments by e-mail to:
✻ ✻ ✻
Dear Editor,
During these strange and difficult times it is always heartening
to witness acts of everyday care and kindness. Perhaps they
are isolated incidents and over very quickly so that they may
pass unnoticed and never get the recognition or appreciation
that they deserve.
My brothers and I would like to say a very big “thank you”
to all the staff at the Co-Op shop in Chipping Campden High
Street for all the wonderful care and assistance given to our
mother (83) when she recently fainted in the shop and banged
her head as a result. By all accounts they were absolutely
brilliant and we are all extremely grateful to them.
The community is very lucky to have them.
LOCAL QUAKERS MEETING ONLINE
The Quakers who usually meet at Broad Campden Meeting
House continue to meet on Sundays by Zoom. Our meetings
currently run from 10.30 to 11.15 am.
In Quaker Meetings for Worship we gather in silence which
quiets our minds. In the stillness our hearts and lives are
open to new insights and guidance, and can touch that which
is beyond the everyday (which some call God). Sometimes
we are moved to share briefly what we discover with those
present. We call this ‘ministry’. We listen to what everyone has
to say to find its meaning for us.
Everyone is very welcome to join us. To receive the zoom
link for the upcoming meetings or to ask any questions, please
WI
Our March Zoom meeting was very
colourful as we had each been given
a bunch of flowers - there was a
variety of colours and species and we enjoyed making our
own arrangements . We even had time for a Zoom chat -
hopefully it will not be too long before we can meet up in
person and enjoy a cuppa!
Our next WI Zoom meeting will be on Wednesday 14th
April at 6.30 - the speaker will be John Butterworth - his
talk is entitled Hitting the Headlines as a Newspaper Editor.
On Wednesday 28th April at 2.30 we are having a Zoom
chat - no Speaker, just a convivial get-together on line.
Members will have to provide their own cup of tea and
cake!!
The Committee look forward to seeing the members at
both these April meetings. New members and visitors
are welcome – please contact our President for details tel
THE ERNEST WILSON GARDEN
Spring is here and the Ernest Wilson Garden is coming to life.
There have been a few plants showing flowers earlier on but
more will appear as the months roll on. Wilson Garden has
been a lovely place for people to visit during lockdown.
We are embarking on a major fund raising programme. The
gravel paths in the garden have degenerated during the years
and need repairing. We are intending to take up the gravel and
replace with bricks to match the existing paths.
This will make the garden totally accessible to those in
wheelchairs, buggies etc.
CDC, working with Crowd Funder Spacehive, will match the
funds we raise if we can raise our half. We welcome pledges
of any amount to help us to carry out our programme of
renovations in the garden. We would also like to add some
more ‘Wilson’ plants. Money will not be taken from accounts
until we reach our target.
We are being verified at present but should be live very shortly.
The fundraising platform can be accessed on
https://www.spacehive.com/wilsongarden
We have also created a website for the garden:
www.ernestwilsongarden.com
We always welcome new Friends of the Wilson Garden at £10
or £15 joint per annum.
We are also very happy for volunteers to come and help in the
garden.
Details of both are on the website or telephone Rachel
SCUTTLEBROOK WAKE 2021
Last month we announced our plans to mark Scuttlebrook
Wake on June 5th this year. Since then we have had the
government’s roadmap, and as a committee we have
been able to make further decisions about what we feel
it will be possible to do. Although we cannot celebrate
Scuttlebrook fully, and in the way we would all wish, we
think it is important to do something to keep the tradition
alive this year. It may be possible to put on some of the
other elements later on in the summer, watch this space
for updates!
Currently, for June 5th, we plan to put on the following to
celebrate the day:
ROOMS TO RENT -
OLD POLICE STATION
Ground Floor Room available to rent with immediate effect.
Suitable for studio or workshop. Behind Dandelion shop.
Size 3.6 x 4.2m. (15.2 sq. m.) Water supply and sink and 3
Phase electricity in situ. Wifi broadband available.
Toilet and Kitchen facilities available on first floor
Ground Floor Meeting Room (9.5 sq. m.) suitable for small
meetings (up to 4 persons) available for hourly rent.
Book via Information Centre 01386 841206 or
• The window competition, including categories for
private homes and businesses. This year’s theme will be:
“Dover’s Games and Scuttlebrook Wake”
Although we cannot celebrate Scuttlebrook fully, and in
the way we would all wish, we think it is important to do
something to keep the tradition alive this year. However,
it may be possible for the children’s races and live fancy
dress competition to be put on later in the summer. Watch
this space for updates!
OPEN GARDENS
HOW TO
PLANT A POT
1 Choose your pot
Make sure your pot is big enough to house your
plants and also gives them room to grow and
spread. Choose a pot that compliments your
planting scheme. Bear in mind that unglazed
terracotta is porous and will lose moisture quicker
than a glazed pot.
2 Choose your plants
Make sure the plants you choose are happy to live
in your pot, bear in mind the situation of the pot,
is it in a shady or sunny spot? Choose plants that
compliment and contrast each other. Vary heights
and leaf texture/size, decide on your colour palate.
Match the colour of your plants to your pots for a
homogenised look, or mix it up if you fancy some
drama!
3 Plant up your pot
Chose a good quality
peat free general purpose
compost. Consider the
needs of your plants.
Drought tolerant plants
(think Mediterranean
citrus or succulents) will need a free draining soil
so add in some grit to stop it getting water logged
and give it some pot feet for added drainage. Put
a few broken pot shards or polystyrene pieces
into the bottom of your pot before you start for
extra drainage. Decide on your main central plant
then position the others around the edge before
planting. Make sure they all have space to spread
and will all be visible. Consider where it is to be
viewed from, will your pot sit in a corner or be
seen from all angles? When you are happy with
the positioning of your plants tap them gently out
of their pots and firm them in gently.
4 Water your pot
Water all your plants really well. The water should
run through the whole pot and out of the bottom
to encourage the roots to stretch down deeply into
the pot. Water thoroughly rather than in small
doses.
5 Enjoy the results!
Position your chair in
the sun next to your pot
and admire your hard
work. A cold drink
will definitely add to
your enjoyment!
ROTARY – MARCH NEWS
Spring is in the air and as the purple ‘Fight Against Polio’
crocuses we planted around the district have been in bloom,
we are reminded that that
battle has been a success
to date.
In the same way as
the Covid vaccination
programme is being
successfully rolled out
we are looking forward to
the summer and perhaps
a chance to shelve our
Zoom meetings and meet
face to face once again.
This month, we have
been able to assist the
Food Bank once again
with a donation of much
needed washing powder
and fabric conditioner. With the help of Jeetinder Singh Bansi
at the Meon Vale Londis store our donation stretched even
further.
Our speaker this month was Paul Leadbeater who spoke
on the subject of “Counterfeiting and Forgery of Identity
Documents”, and we were joined by 25 guests.
Paul had worked in the Vetting Department of West Yorkshire
CID before retiring to establish his own consultancy and
training company. His talk concentrated on fraudulent identity
documents.
Paul explained the difference between Counterfeiting – passing
off an item – and Forgery – involving changes to documents.
His talk was informative and well-illustrated, and full of facts
largely unknown to the general public. Paul answered a variety
of questions and President Drewe Lacey gave a Vote of Thanks
for a fascinating and enjoyable talk.
MINUTES OF AN EXTRA-
ORDINARY MEETING OF
CHIPPING CAMPDEN TOWN
COUNCIL
Tuesday2nd March 2021held by Zoom!
Key to Councillors: Michael Allchin MA, Michael Haines
MH, Patrick Spink PS, Simon Cluley SC, Teresa Newman TN,
Chris Jones CJ, Richard Orr RO, Graham Greenall GG, Liz
Hodges LH, Bob King BK, Trevor Webb TW, Lynden Stowe
LS, Gina Blomefield GB, Mark Annett MarkA
Present: BK, CJ, MA, SC, PS, MH, TW, RO and TN
Consultant: Martin Davidson.
Members of the public: 48 participants in total.
Minutes - of the meeting of 9th February 2021 were approved.
Craves Working Party - The following written report had
been circulated prior to the meeting and Cllr Jones summarized
it for the members of the public.
1. Working Party Membership and Remit
The Working Party comprising Cllr Chris Jones (Chairman),
Cllr Michael Allchin, Cllr Patrick Spink and
Cllr Simon Cluley was appointed at the Council meeting on
12th January 2021, with the remit of
investigating the options for taking the Craves into community
ownership, considering the benefits,
future costs and the effect on the Neighbourhood Development
Plan as currently drafted.
2. Progress
The Working Party met via Zoom on Tuesday 19th January,
Friday 5th February and Monday 22nd
February 2021.
A meeting was held on Wednesday 17th February attended by
representatives of the Campden Society, County Councillor
LS and District Councillor GB. Martin Davidson (Consultant
on the Neighbourhood Development Plan) was present at the
meetings held on 17th and 22nd February.
3. Background
William and Martin Haines have offered to donate the Craves
to the community, in return for additional development at
the Leasows and a small development (up to four houses) on
the west of the Craves being included in the Neighbourhood
Plan. Development on the Leasows would provide the Haines
business with capital to build a roadway to the rear of the
existing packing station on Castle Gardens, removing HGV
traffic from the town. Development of a small number of houses
on the Craves would limit the potential for future development
of the site. It should be noted that development on the Craves
and further development on the Leasows would be outside the
existing Development Boundary.
4. Considerations
4.1 Future Management of the Craves
The Campden Society has developed ideas as to how the field
could be maintained and financed as a public amenity working in
close partnership with the Town Council. The Campden Society
has recently embarked upon a programme for the maintenance
of Wolds End Orchard. The Town Council has experience of
running buildings and open spaces as a public amenity in its
capacity as Sole Managing Trustee of the Town Trust and the
Playing Field and Recreation Ground Trust.
4.2 Local Plan
Both the Craves and the Development Boundary (which
excludes the Leasows) are protected by the current Local Plan.
However, the Working Party is concerned that this may not
always be the case over a longer timescale.
4.3 Neigbourhood Development Plan
The Neighbourhood Development Plan (NDP) currently under
development contains a number of Community Aspirations
including that for a car park and new road entrance to Chipping
Campden School Academy on Aston Road. The primary reason
for these being Community Aspirations rather than Policies is
to avoid the need for a Strategic Environmental Assessment
(SEA) allowing the plan to be finalised as soon as possible to
benefit from the Community Infrastructure Levy (CIL) money
from the Aston Fields development. The NDP is not progressing
as quickly as expected which is attributable to staffing issues
at Cotswold District Council. There have been a substantial
number of comments on the Community Design Statement
(CDS). It is now understood that planning permission for Aston
Fields is now unlikely to be made until the end of 2021.
5. Conclusions
It was agreed by the Working Party that it would be in the public
interest for the Craves to be taken into community ownership
to preserve it from inappropriate speculative development in
the future. It was concluded that the Town Council and the
community would have the resources and skills to manage the
Craves as a public amenity. Although the Working Party felt
that the access road to the Packing Station from the Mickleton
direction would be in beneficial in principle as it would remove
traffic from the town, it was recognised that further details are
required.
The working party concluded that a public consultation exercise
should be conducted in order to assess public opinion on:
(i) the desirability of managing the Craves as a public amenity
(ii) whether the cost of acquiring the Craves (additional
development on the Craves and the Leasows outside the
Development Boundary) was acceptable (iii) the desirability of
the access road to the Packing Station If public opinion were
broadly in favour, then the Council would take steps necessary to
include the proposals in NDP. This would include a justification
for extending the Development Boundary and an SEA.
The Working Party concluded that it would be beneficial
to appoint a third-party consultant (AECOM) to redraft
Community Design Statement (CDS) as part of the NDP.
This would be wholly or largely grant-funded. With all the
consultation required, the CDS would be expected to take six
months and would form the critical path for the finalisation of
the NDP. The Working Party further concluded that it would
be beneficial to undertake an SEA in any case so that the NDP
could contain Policies rather than Community Aspirations.
Should the response to the public consultation on the Craves /
Leasows be positive, then an SEA would definitely be required.
This would be expected to take around three months, so would
be feasible within the six-month timeframe for the preparation
of the CDS.
Recommendations
Recommendation 1 – Public Consultation on the Craves / Leasows
Conduct an immediate public consultation on: (i) the desirability
of managing the Craves as a public amenity (ii) whether the
cost of acquiring the Craves (additional development on the
Craves and the Leasows outside the Development Boundary)
was acceptable and (iii) the desirability of the access road to the
Packing Station.
Recommendation 2 – Community Design Statement
Appoint AECOM to look after the Community Design
Statement as part of the Neighbourhood
Development Plan.
Recommendation 3 – Strategic Environmental Assessment
Appoint consultants to undertake a Strategic Environmental
Assessment be included in the NDP.
Public Participation – a number of comments were received.
Elizabeth Devas outlined the Campden society’s position.
Sue and Richard Roberts asked for clarification on the proposed
housing on The Craves. MA explained that half the houses on
the Leasows development were social housing.
Rosie Vidal wanted to know why we weren’t asking for a bypass.
MD explained that the cost of a bypass would be £4million.
Ken and Jan Wilkins are against development of the Craves and
don’t think it would be an attractive proposition to a speculative
developer. They are also against any more development on
the Leasows. The packing station problem could be solved by
moving it to the Whaddon Grange area.
Jane and Mike Bloomfield asked about the consultation.
Wendy Hopkins clarified that the Craves is outside the
development boundary and subject to the article 4 directive.
Sally Lindner would like to purchase and protect the Craves.
Doesn’t want to allow building on the Craves or the Leasows.
Believes that there will be more houses on the Aston Road to
facilitate the road to the back of the school.
Has the working party undertaken a red book valuation on the
Craves? CJ responded in the negative. MA responded that the
Campden Society are looking at this. Elizabeth Devas responded
that they will look at a red book valuation but it is difficult to
understand what the land is worth.
Wendy Hopkins said that the Leasows is being considered in
the new Local Plan but the offer of the Craves from the Haines
comes from a good place.
Philip Smith asked what the extension of the development
boundary means. CJ explained that if there was public support
for the proposal then the boundary would have to be extended
to include the Leasows.
Bob King said that we shouldn’t put too much faith in the
development boundary.
Carol Jackson agrees with Ken Wilkins and Sally Lindner. The
Craves is the green lung of Campden and I am against any
development in any of these areas.
Alice Hoeffkins agrees with Ken, Sally and Carol’s comments.
Where do we stand if we do nothing? Anyone can apply for
planning permission anywhere and it will be CDC’s decision.
Vanessa Rigg: are there any legal agreements to hold them to
the provision of the road. MA: yes there would have to be a
legal agreement.
Emma Defries agrees with the Campden Society.
Helen Kirkup: what do you mean by affordable housing. Martin
Davidson explained.
Elizabeth Devas would prefer to purchase the land and there
is considerable concern about further development on the
Leasows and it would be better to develop down Station Road
near the packing station.
2035 MA proposed and BK seconded with a vote in favour to
reconvene the meeting.
To discuss the recommendations made by The Craves
Working Party and RESOLVE any action.
BK said that this was very complex plan with big risks. The
public had some very sensible suggestions.
LH said that we have to consult with the wider community.
MH asked what the best deal is for Campden but the offer does
have some advantages. The business will continue to expand at
Castle Gardens which will just mean more lorries.
SC: This is a chance that we are being offered a green space
in return for development and we could get the development
without the green space.
TW: We need to get our heads around the amount of development
before we go too far. Need to follow a path that is deliverable.
A lot of money will be spent if we do an environmental
assessment.
RO: Want to keep the Craves as a public space without any
development. Very concerned about the development of
anymore houses on the Leasows. The road for the packing
station is a great idea. Very important that we have the public
consultation.
TN: I agree with Richard and Trevor. I don’t want anymore
building on the Craves or the Leasows but we do need to go out
to public consultation.
PS: We have an offer from the Haines and we are duty bound to
respond to that and the only way we can do that is to do a short
term consultation so we can get clarity on what the town wants
to happen.
CJ thanked everyone who made comments this evening.
We need to find out if people are in favour or not in principle.
Resolved - CJ proposed and LH seconded that we accept the
three recommendations on the report and with a vote in favour
(BK voted against and MH abstained) the motion was carried.
The next meeting of the Town Council was confirmed as
NOTES FROM THE MEETING OF
CHIPPING CAMPDEN TOWN
COUNCIL
Tuesday 9th March 2021held by Zoom!
Present: Town Cllrs : MA, LH, TN, RO, MH, CJ, PS
District Councillors GB
County Councillor LS
Plus approximately 12 Members of the public
Minutes - the minutes of the meeting of 2nd March 2021
were approved.
County Councillor’s Report - LS reported that Council
Tax has an increase by a total of 4.7% due to continued
increases in adults needing social care and children in care.
Covid figures: Cotswold has less than 20 cases per 100,000.
He has had other meetings on the Aston Rd carpark
proposals with the school and officers at GCC and the
timescale is positive. Two different consultants including a
landscape architect have been employed and the next stage
of dialogue will be in-May/June.
TN asked for LS to do something about the library as it
looks derelict. LS will take the matter up.
LH asked about children in care who are being cared for
outside the county as it costs almost double. LS said that
the number of children in care across the county has risen
dramatically and the county has converted an old people’s
home, Trevone House in Gloucester to rebuild the county’s
capacity.
District Councillors’ Report - GB reported on CDC’s
meeting of 24th Feb where there we’re increases of 30%
on refuse collection charges of and car parking costs had
been confirmed together with an increase in the council
tax of 3.7%. In addition, CDC are going to borrow £60m
to fund social housing schemes. CDC has contributed £5k
to the SoA, Honeybourne railway line study. GB has been
investigating digital funding grants and has spoken to the
tree officer about the land off Grevel Lane. The majority
of trees there are ash trees and she is waiting for more
responses on that.
LH commented that putting up the bulky charge worries her
as there is already so much fly tipping. GB agreed.
Public participation - Members of the public made
comments on the following:
The Craves; The access road and car park to the rear of
the school; Speeding problems on Aston Road and Station
Road; Support for the re-opening of the Stratford to
Honeybourne railway line; Parked cars on the top of Cider
Mill Lane causing obstructions for HGVs; There will be a
litter pick on Saturday and all the details are in the Bulletin
- the Church is suspending the service to join the litter
picking team; The planning application to fell the trees on
land off Grevel Lane; The urbanization of the grass verge
outside the Old Stables site with the addition of boulders
alongside the kerb and the application of weedkiller; The
lack of action by GCC in taking the Highways land in front
of the building on the Corner of Hoo Lane and Back Ends
back into Highway’s control.
Planning - a report was received from the Planning
Committee meeting of 9th March 2021 - the minutes had
already been circulated.Update on the Neighbourhood
Development Plan - The NDP is on hold while the design
statement is being undertaken and further consultations are
undertaken.
Update on The Craves proposal - since the 2nd March
meeting, MA has discovered that the Craves was resubmitted
in 2020 to the SHLAA and CDC responded that I their view
nothing had changed.
CJ said that there was no update but stated that if he thought
there was any possibility of a straight forward purchase
of the Craves at agricultural value then that is what the
Council would have done.
Stratford-Long Marston-Honeybourne railway line – it
was resolved to support the proposed study that could lead to
the restoration of the Stratford-Long Marston-Honeybourne
railway line.
Amenities – a report was received from TN on proposed
works to the Cemetery. Permission was agreed to remove
the gravel from the path and clean it back to the tarmac.
It was resolved to purchase a new defibrillator for the Broad
Campden phone box at a cost of £1,245.
Traffic Speeds - a report was received from RO on the
Community Speed Watch ANPR Police Catchup meeting
and the recent speed survey results on Station Road and
Aston Road.
RO reported that the police are very supportive of ANPR
cameras. Before you can get ANPR cameras installed
you have to prove there is a problem which I think we
have already done. Charles Pedrick has now offered us
ANPR cameras paying 50% in year one and 50% in year
2. GCC has to approve the installation of ANPR cameras.
The recent speed tests on 23rd February on Aston Road
showed 85% percentile 36 and 39mph and Station Road
85% percentile was 41mph and both sites showed a poor
level of compliance. RO would like the council to purchase
two cameras if GCC Highways agree. PS supported RO’s
verbal report. MA asked PS and RO to get three quotes and
said that in principle he supported the provision of ANPR
cameras but we need comparable quotes for approved
systems. It was agreed that in principle we would like to
put ANPR cameras in the town after PS and RO do more
research and get more information and quotations and
permissions from the relevant bodies.
Grants - a report was received from LH and PS on the grant
application from the Ernest Wilson Garden Committee. The
estimated cost is approx £3.5k. PS felt that the Community
Trust should also be approached and that the Council
support the EWG in their approach to the Community Trust
as the expensive option of paving is to facilitate wheelchair
access as the gravel paths are inaccessible.
It was agreed that the TC support the EWG in an approach
to the Community Trust for funding.
Kingfisher Trail – It was agreed to consider participating
in the Kingfisher Trail at a cost of £1,200 for a large model
or £800 for a medium model (LGA 1972 S144). The Town
Trust has already supported this.
Finance, Standards and Audit – the financial statements and
list of payments for the Town Council were approved.
PS proposed and MA seconded and with a vote in favour
the following statement was approved.
Urgent matters of report that have arisen since the
formulation of the agenda
RO thought that Climate Emergency should be on the
14

agenda. The re-opening of the Chipping Campden Station
will help to reduce Chipping Campden’s carbon footprint.
Would like the railway station re-opening included in the
NDP. CJ suggested that advice be sought from John Ellis.
MA stated that the proposal be investigated first with all its
implications for carbon footprints etc. CJ stated that having
an extra station on the line would cause problems with the
timetabling and make journeys longer. A better bus service
to Moreton would be more appropriate.
Next Meeting of the full Town Council is Tuesday 13th
April 2021.
COMMENTS FROM A MEETING
OF CHIPPING CAMPDEN
TOWN COUNCIL PLANNING
COMMITTEE
Tuesday 9th March 2021 held by Zoom!
Present: Cllrs MH, PS, RO, TN, LH, TW, MW
The Clerk, Jo Harrigan.
Plus approximately 12 members of the public
PUBLIC PARTICIPATION:
Norman Reid on 21/00956/FORST. Aspect Arborial Ltd and
CDC tree officers found no ash die-back within the site and
requested that the committee object to the application.
Keyna Doran said that the Campden Society fully supports this
and the land is private, therefore, there is no danger to the public.
Paul Leighton on 21/00736/ful: this is for a new house not an
ancillary dwelling. Buckland House will be dominated by this
new house and the height of the roof is out of proportion with the
neighbouring dwellings and is overdevelopment of the site.
Mark Sealy on 21/00736/ful: object to the proposal as a new
house adjacent to important heritage assets. The new property
has a ridge height which is higher than the adjacent house and is
7.4m to the ridge. The design is not considerate to the neighbours.
Ian Brown on 21/00736/ful: overdevelopment of the site.
Lutti Bates here to listen to 21/00824lful. We have designed this
to move into as our own home.
Elizabeth Devas, wants it noted that the Campden Society is to
prepare a paper on light pollution. She read her email commenting
on application 21/00113/ful to the committee which outlined the
Campden Societies objections to this application.
LH commented that it sits well on the site and it is built for the countryside
with a boot-room and I don’t think there will be a problem with drainage.
RO commented that it was inevitable that this would be an application as
the neighbouring property to Pool Barn has a very long garden.
LH proposed and PS seconded and with a vote in favour that we raise
no objections.
Sheppey Stables Catbrook Chipping Campden Glos GL55 6DF
Ref. No. 21/00712/FUL
Note that this building does not meet building regulations as a dwelling
and is not fit for residential accommodation.
LH the 2015 permission was granted as holiday accommodation and
should not be changed.
TW advised that amenity space and parking requirements would need to
be met for it to be a residential dwelling.
It is outside the development boundary in open countryside and is against
local plan policy.
RO proposed and LH seconded and with a vote in favour it was agreed
to object to the application.
24 Littleworth Chipping Campden, Glos GL55 6BE
Ref. No. 21/00689/FUL
Full Application for Single storey side extension
LH proposed and MA seconded and with a vote in favour it was decided
to raise no objections.
Thistlebank House Back Ends Chipping Campden Glos
Ref. No. 21/00113/FUL
Full Application for Retention of existing field track and field access gate
at Land North of Thistlebank House
LH stated that they need a SEA. Modern agricultural machinery can
manage the land better than a track. It also breaches good farming practice
to use it for livestock if it is that boggy and is against Environmental and
Agricultural Regulations. The road and avenue of trees has changed the
landscape to its detriment. The reasons given are risible.
TW stated that the farm gate is also in breach of planning.
RO stated that the land should be returned to its original state.
MH stated that it is not an agricultural track as it is not wide enough for
modern agricultural equipment.
RO proposed and TN seconded and with a vote in favour it was agreed
to Object to the application and request that the land be returned to its
original state.
39 Littleworth Chipping Campden Glos GL55 6BD
Ref. No. 21/00157/FUL
Full Application for Erection of first floor extension including
overhanging section and provision of a balcony
LH out of keeping with the existing row and very little parking for a
house of that size.
It is overbearing on the neighbouring houses and overdevelopment of
the site.
The veranda would also overlook the neighbouring property leading to
a loss of privacy.
TW proposed and LH seconded and with a vote in favour it was resolved
to object on the above grounds.
PLANNING APPLICATIONS RECEIVED:
Haydons Bank, Station Road Chipping Campden Glos GL55 6HY
Ref. No: 21/00736/FUL
Full Application for Ancillary domestic dwelling accommodation to the
main house
TW proposed PS and seconded and with a vote in favour it was resolved
to object to the application on the following grounds:
Overdevelopment of the site;
The design is not for an ancillary building but for a separate dwelling in
its own right;
The building is right up against the boundaries and will have a negative
impact on its neighbours to the North and East;
The building will have a negative impact on the grade I listed St James
Church.
to raise no objections.
Land To The Rear Coppers And Ashlar Broad Campden Glos
Ref. No. 21/00415/FUL
Full Application for Erection of 2 dwellings and associated works
TW proposed and MA seconded and with a vote in favour it was decided
to raise no objections.

Poplars Farm Westington Chipping Campden Glos GL55 6EG
Ref. No. 20/04521/FUL
Full Application for Erection of single storey outbuilding to form
ancillary living accommodation and garage
TW proposed and LH seconded and with a vote in favour to comment
that this is outside the development boundary and, therefore, should be
refused. An extension to the existing property could be supported and
would be preferable.
Mullion House High Street Chipping Campden Glos GL55 6AL
Ref. No. 21/00238/TCONR
Works to trees in conservation areas for Crown thin Beech tree and
Eucalyptus tree
TN proposed and PS seconded and with a vote in favour to raise no
objections.
Land West Of Grevel Lane Chipping Campden Glos
Ref. No. 21/00956/FORST
Forestry Consultation for Silvicultural thinning works aiming to reduce
the dominance of the ash trees with ash dieback disease prevalent in the
locality and allow a mix of native broadleaved regeneration with some
planting to become established
RO proposed and PS seconded and with a vote in favour it was agreed to
Object very strongly to this application on the following grounds
Both Cotswold District Council’s Tree Officer and the independent
company Aspect Arboriculture Ltd found no evidence of any significant
ash dieback within the site and CDC found the trees worthy of Tree
Protection Orders.
In addition, Ash Dieback Practice Guidance states that applications
seeking to fell infected ash trees should be judged on their merits,
assessing the impact of the proposal on the amenity of the area and
whether the proposal is justified. Furthermore, the potential for a tree to
become infected with ash dieback should not be a material consideration
when determining applications. It further states that evidence of tolerance
or evidence of trees seemingly escaping the disease should be taken
into account. The biodiversity value as the ash population diminishes is
another consideration.
Felling 120 healthy trees would be an act of ecological vandalism and
would be contravene the above guidance. This site is highly visible on
the approach to the Town and the loss of these trees would adversely
affect the setting of the Town.
UPDATE FROM
THE CAMPDEN
SOCIETY
Society News
We are delighted to say that Judy Barclay has volunteered to
be our new Membership Secretary. Judy can be reached at
campdensocietymembership@gmail.com or phone 841849.
Many of you will already know Judy from her work with
Campden Voluntary Help Group and her gardening prowess
during Open Gardens. Please direct any membership queries
to her.
We are currently looking for a volunteer with experience of
fundraising and major donations; also someone who can build
our social media reach and help manage our social feeds.
Planning
As you may know, the Town Council has set up a Working
Party to look into the issue of The Craves. The Campden
Society supports the Town Council’s desire to protect this
important open space for the town, but is concerned that
this could lead to partial development on the site and further
development of the Leasows. If the Town Council propose
a consultation, we would encourage everyone to respond to
their survey and make their views known.
We are watching the activity on The Clay, the wooded pasture
west of Grevel Lane. Although there is a Tree Preservation
Order on the site, the land owner has applied for licence
to fell 120 trees. The Campden Society has written to the
Forestry Commission and Tree Officer at the CDC to outline
our concerns. Please see the residents’ letter in this Bulletin.
We are supporting the School Car Park initiative currently
being led by Lynden Stowe, our Gloucestershire County
Councillor, as the most sensible way of relieving the school
traffic congestion in the town and providing a public car park
at the front of the school. We understand that further details
may be available in June.
We encourage everyone to submit their individual views
about planning applications. The Society believes it is
important our elected Councillors and planning authorities
hear from as many people as possible on matters that will
impact the economic and social future of our town.
Wolds End Orchard Update
We are very pleased to announce we were awarded a grant
of £2,794 for our orchard winter maintenance programme
from Severn Trent Water Big Nature Boost Fund. We used
this to buy over 100 hedge whips, tree protection, whip
guards, labels and bat boxes as well as undertake selective
veteran tree pruning and chip the arisings for mulch and
soil improver. Twenty fruit trees have been planted. Robin
Dale, a local farmer and hedge laying champion, worked
with around a dozen volunteers and the hedgerow next to
Jecca’s House has now been laid in a Westmorland style – or
Westmorland-meets-Campden, as Robin called it! We now
have two DoE Student volunteers and we would like thank
them and all our wonderful volunteers for the extraordinary
amount of work that has been completed. It is a fabulous
community effort! In April we will be taking over the Co-
Op window - many thanks to Dee Andersen for allowing us
to use the space and to Judith Ellis and the CCHS for her time
and their equipment.
If you would like to consider joining us as a volunteer
please contact our volunteer co-ordinator, Donna Evans on
foweo2020@gmail.com or 07867 361180. No expertise
necessary - tools, instructions and safety gear will be provided.
Update from Julianne Davis - Vice Chair Campden Society
and Chair of Wolds End Orchard Sub Committee.
A Reminder
Our membership subscription falls due on the 1st January
each year and is £10 per person; £15 for joint membership.
These subscriptions pay for the administrative costs including
website fees, society memberships to like-minded bodies,
and holding events.
Thank you to everyone who had paid already. Please email
Judy at campdensocietymembership@gmail.com for further
payment details. New members who joined us in November
and December last year have a 14 month subscription and
therefore do not need to pay again.
Did you fill in your census return on
21 March? - it will matter to family
and local historians 100 years hence!
We are awaiting the release of the
1921 censuses which sadly won’t
be available online until early 2022.
Findmypast has been selected as
The National Archives’ commercial
partner to make the 1921 Census of
England & Wales available online. At
least the task of transcribing will be
done for us.
The censuses 1841-1911 are a first
source for anyone starting their
research into the history of their
family or house, but it is seldom and
straight forward to locate people.
Firstly, very few houses were named or numbered in the early
days. The postal service had only just been introduced and
letters were carried by people who knew where everyone lived
– at least, those who received letters! Secondly, although the
census evaluator followed a route from one end of the town
to the other, the High Street and Leasbourne in particular had
cottages in alleys behind the main houses and these are now
lost, making it difficult to identify just who lived where.
Our Archives team transcribed all the censuses for Campden
and surrounding villages and we are now wanting to match
the entries with houses today. Would
anyone like to walk along the High
Street with the census printout in
hand and make some links? Some
years Gordon Greenall persuaded
owners to let him take photographs
of the alleys, now incorporated into
the properties, so we have a recent
record and we have old photos of
the more well-known alleys, such as
Lodging House Yard and Poppetts
Alley.
We will keep you up to-date with
information as best we can – on the
website; by e-mail; by notices in
the Bulletin; posters up and down
the High Street; and posts on our
Facebook page.
GLOUCESTERSHIRE COUNTY COUNCILLOR
REPORT BACK
Lynden Stowe
The past twelve months have, by any
reckoning, been challenging.
First, I want to thank everyone who
has been involved in any way in helping
our communities and residents through the troubles of
this dreadful pandemic. My special thanks to all of those
who work in the NHS and as carers. Also to so many
others - our teachers, police, firefighters and other key
workers; to everyone who maintained food, medical and
other essential supplies. To all the volunteers who helped
in any way. Further thanks to all those who are now
involved in the inspirational vaccination programme
and, finally, thank you to everyone of you who gave time
to help others and for the millions of acts of individual
kindness.
As your county councillor I have taken part in more than
two hundred “zoom” meeting in the past year, including
weekly, sometimes twice-weekly meetings, as one of four
members on the GCC Covid Overview Board, with the
Chief Executive, Council Leader and Director of Public
Health. The county council has done it’s best to try to keep
its services running - particularly to the vulnerable members
of our society, both adults and children, for whom we deliver
care packages.
On to matters local...
Highways
The county council has continued with a comprehensive road
resurfacing programme. In the past year we undertook quite
a bit of work on our “B” road network. In Mickleton the first
two of three phases of resurfacing on the B4632 have taken
place with the third phase between the two mini-roundabouts
currently scheduled for later this year. The roads between
Mickleton towards Aston Subedge and Campden to Broad
Campden were also resurfaced as were Sheep Street and
Back Ends in Campden, Church Street amd Dover’s View
in Weston sub Edge and Badsey Lane in Willersey. There
remains much more work to be done in our battle against
potholes. Additionally a number of local, minor works have
been undertaken and more scheduled in for this year.
I know that local communities are concerned with speeding
traffic. In particular I am keen to support sensible 20mph
limits near our schools and in town centre locations and
will work with the town and parish councils to implement
wherever we can. Over the next few months you may well
see a number of traffic/speed surveys being undertaken in
your locality.
At the same time we need improve HGV directional signage
being mindful, though, of not adding too much “street
clutter” particularly in sensitive conservation areas.
Chipping Campden School Car Park
I am currently leading on a project to build a new car
park for the school, entrance off Aston Road. Not only
will this increase onsite parking for cars and school buses
substantially, it will cut the current congestion in the vicinity
of the school and, importantly, free up the existing school car
park for public and visitor parking. There is still much to do
on this scheme but, so far, the positive working relationship
between GCC, CDC, Chipping Campden School, Town
Council, Campden Society and Campden Business Forum
is most encouraging.
The scheme potentially could also include a new Surgery
and this would have my fullest support.
Crime
The tenure of the current Crime & Police Commissioner
continues to disappoint. Rural crime figures in the North
Cotswolds remain unacceptable - often worsening while
figures for other forces improve. Whilst it is reassuring that
CCTV has now been installed in Campden town centre, I
think it is imperative that the Police Force now contribute
financially to a proper network of ANPR cameras to track
suspicious vehicles as they enter and leave our areas.
Chipping Campden Community Fire Station
What a great team - they always have my full support.
I do, however, have concerns about any takeover of
Gloucestershire Fire & Rescue by the Police & Crime
Commissioner. Community fire stations will always be much
safer under the control of the county council where there is
greater accountability. Have no doubt, Chipping Campden
Fire Station will always remain open on my watch.
Strategic Transport
Gloucestershire has a pipeline of major infrastructure works
lined up including works on both Junctions 9 (A46) and 10 of
the M5 and the A417. I’m also pleased that both the county
council and district council are now strategically supporting
a new Honeybourne to Stratford railway extension.
Grants
Over the past year I have been able to secure grants for local
projects in our area.
£10,000 towards the Performing Arts Centre at Chipping
Campden School - what a great resource for our young
people and communities that promises to be.
£5,000 for Campden Home Nursing towards refurbishment
of Jecca’s House. Our great local charity.
£2,500 for Mickleton Community Archives Website.
£1,000 towards CCTV in Chipping Campden.
£1,100 towards various traffic speed surveys.
£500 to St James’ Primary School towards their ‘Rainbow
Retreat’.
£500 for Cotswolds Friends towards their community
transport scheme in the North Cotswolds.
If you think I can help in any Gloucestershire County
Council related matter, please contact me.
Email: lyndenstowe@gmail.com Phone: 01386 438270
Finally, with County Council elections on 6th May,
I would, of course, be most grateful for your support!
CHIPPING CAMPDEN LITERATURE FESTIVAL
Monday 20th - Saturday 25th September 2021
A full programme of “live” events is underway for September. As soon as the programme is
complete it will be put on the website. To avoid ticket refunds in the event of cancellation due to
Covid, the soonest that online booking will begin is June.
Tuesday 21st Cotswold House Hotel Literary Lunch change of programme:
biographer Andrew Lownie has a new book out in the autumn The Traitor King. Thus it will be Lunch with The
Windsors. To book this event please call the hotel reservations 01386 840330 after 17th May, when – in keeping with
guidelines – the hotel is able to reopen.
In the March Bulletin we promoted The Court Barn Museum illustrated talk: John Holmes, Temple of Science describing
the Victorian masterpiece: the Oxford Museum of Natural History, a meeting place for the arts and sciences, for Ruskin
and Pre-Raphaelite principles and industrial modernity; Paula Byrne’s talk on her latest brilliant biography The Adventures
of Miss Barbara Pym; and Jonathan Bate’s biography Bright Star, Green Light: John Keats and F. Scott Fitzgerald.
Wednesday 22nd 10am Naoko Abe presents her elegant life of Collingwood ‘Cherry’ Ingram, the Englishman who
saved Japanese blossoms (sakura) and whose legacy we enjoy every spring. Naoko’s account shows how the blossoms,
in all their beauty and multiplicity, were threatened by the rising tides of WWII. In describing the final hours of the
young Kamikaze pilots, Naoke reveals ‘the military regime... had used the cherry blossom as part of its perverted
ideology’. Her book also references local connections including Campden’s Ernest Wilson, Batsford Arboretum and
Hidcote Manor Garden.
11.30am Richard Fortey who spent his working life in Palaeontology at the Natural History Museum discusses his
inspiring memoir A Curious Boy with nature writer and commentator Peter Marren who is co-author of one of the best
nature books of 2020:
The Consolation of Nature: Spring in the Time of Coronavirus.
In the afternoon Helena Attlee author of the Sunday Times best seller The Land Where Lemons Grow has a new nonfiction
title Lev’s Violin and she and Caroline Montague whose fourth novel is Shadows Over The Spanish Sun discuss with
Caroline Sanderson – author and a non fiction editor of The Bookseller – how,
whether it is fact or fiction, it is impeccable research that makes for a good story.
7pm Max Hastings, best selling author of twenty-seven books, presents
Operation Pedestal his thrilling new account of a critical but little-known naval
battle – a crucial relief mission and one of the most vital operations of WWII.
In 1942, the Luftwaffe had a stranglehold on Malta. In the months of April
and May, they dropped more bombs on the island than on London in the entire
Blitz. British attempts to bring in supplies and reinforcements were failing with
heavy losses, and the people on Malta were closing in on starvation as the
Axis attempted to force their surrender. Operation Pedestal saw an armada
of fifty British ships, painstakingly loaded with food and medical supplies,
ammunition, and fuel, attempt to fight its way in convoy to the island. The
ensuing battle was brutal on both sides, Italian submarines and German planes
dealing serious damage alongside the naval skirmishing. Over the course of a
few fierce days, Britain scraped a victory and ensured Malta’s survival – though
at the loss of a horrifying number of ships and lives. It was an emblematic
moment when, in the cruel accountancy of war, the price was worth paying.
Friends - a big ‘thank you’ to those of you who have already made a donation
of £25 or more to become a ‘Friend’ of the 2021 Literature Festival. Many
events have more than one author, or an author plus interviewer, and technical
help and equipment has to be hired making the 2021 Festival expensive to
run. To be a ‘Friend’ please send donations to:
Vicky Bennett, Old Police Station, High Street GL55 6HB
cheques payable to CHIPPING CAMPDEN MUSIC FESTIVAL –LITERATURE A/C
If the Festival cannot run in September due to Covid all Friends’ 2021 donations will be returned.
TRAVEL WITH MERV BATES
Travel restrictions are still constantly changing and even
with a proposed “we can travel again” date of 17th May that
has been set, it still hasn’t been confirmed. I think there will
be quite a few changes and restrictions to come. The travel
industry is waiting for the Secretary of Transport to reveal
his plans on the 12th April.
If you are thinking of planning a holiday, then my advice
would be to go ahead and book for the summer be it here
in the UK or overseas. If you do, you will be ahead of the
game and once we all get the green light to go, I can almost
guarantee a huge rush to book and prices will skyrocket.
There have been huge cuts in flight seats, routes, hotel
and self-catering accommodation. UK breaks have had a
bumper year already and very little left for the main school
holidays this summer.
Remember, when booking with me, I will ensure you are
aware of the flexible booking terms before you confirm
any travel arrangements. I will always help to amend your
booking, postpone and if the FCO advises against all travel
I will be on hand to help you cancel your plans and obtain a
refund or a credit note for future travel. You will always be
advised of the latest local government restrictions and entry
requirements too.
You will see in the coming days and weeks more information
regarding Digital Green Certificates or Green Passes. These
apparently will be our “OK to go” system after we have had
both vaccinations.
More and more travel companies and especially cruise
lines are requesting that their customers have received both
vaccinations and full travel insurance with COVID cover
before they will allow travel. Already cruise ships that have
been moored off the south coast of the UK and further
afield are preparing to sail shorter 3-7-day cruises in and
around the British Isles. Personally, I think these will be
very popular and sell quickly.
Bookings for 2022 are starting to pick up now too. Ski has
seen a huge rush especially as this year’s ski season has near
enough been cancelled. Low cost airlines have released their
schedules for the whole of 2022, which is almost unheard
of, but the demand is there. The UK’s major tour operators
have also released their 2022 programmes, and did you
know that if you are thinking of a trip to Florida in 2022 you
can book now and secure early availability. This is great
news for families, especially for the school holidays.
Please be confident in booking, simply ensure you are
aware and understand any updated booking conditions and
the flexible terms. More importantly let’s have something
to look forward to.
As always please get in touch with any questions.
THE GREEN PAGE
The Green Page is sponsored by Vale Press
Hello
My name is Harry, I am 10 years old.
At school we are doing a project that
involves helping to solve a problem
in our local
community. On
my daily exercise
during lockdown,
we noticed that
there was a
problem with
people not
cleaning up their
dog’s poo. So
to help my local
community, I
decided to make
this poster and
raise awareness
about why it’s
important to
pick up your
dog’s poo!
The worst thing about dog poo is that it can be dangerous. It can
carry toxocariasis which can cause blindness. Small children, like
my little brother, can easily fall over and land in it and then run
their hands on their faces.
So please use a bag and pick it up!
So please use
a bag and
pick it up!
So please use
a bag and
pick it up!
So please use
a bag and
pick it up!
Please then put it in a bin and not leave it to sit
for hundreds of years in a hedge or on a tree!
If you’d like to help me on my quest to raise
awareness, then please feel free to display in
your window or on your fence.
Thank you for reading this and helping me!
The first step is to assess what your immediate needs are.
This could be as basic a point as identifying what is in the
bank account and for how long will that cover the normal
ongoing expenditure. Ideally, this should be sufficient for,
say, six months to allow you enough time to draw breath,
grieve and take some time to assess what life might look like
over the next year or so.
Managing financial confusion
following the death of a loved one
For most of us, losing a loved one is one of the most stressful
times in a person’s life. As well as dealing with the grief,
there is a requirement to pick up the financial pieces. One of
the biggest mistakes couples make is having only one person
manage the finances. If that person is not the survivor, they
can be left at a loss at an already difficult time.
Having the right support to guide you can make the
bewildering situation of suddenly becoming responsible
for the family finances easier to manage. We specialise in
advising those who’ve suffered a bereavement and our
aim is to deliver an excellent service complemented with
professionalism, empathy and understanding.
So, where to start?
Having worked your way through the immediate paperwork
following a death, the first question most people have is
“do I have enough money to live on?” Our expertise lies
in helping widows and widowers to answer that question.
Through experience, a recognised planning process and the
use of excellent software, we can help you to understand
just that.
What do I need to consider next?
Having assessed that, it is also wise to consider what other
“extraordinary” costs might be coming up. How will your life
need to adjust going forward? Will the car need changing or
will you need to move house?
Once the basic requirements are established, the next
question is, what money is available? Finding all the
information you need can be challenging, especially if you
haven’t had any involvement in the household finances
before. Is there pension income still coming in? Are there
life assurance proceeds available? Are there other savings
available to use if needed? A Financial Planning professional
will help you to identify these sources of income and capital
and then demystify the complexity of these matters and
simplify them for you.
What about the long term?
The next question to consider is whether the available
income and capital will be sufficient to cover the expenditure
for your lifetime. As experienced Financial Planners, we are
able to assess this using assumptions such as what return
could you realistically expect on your investments or savings,
what might inflation be over your lifetime and how long
will you live for. Clearly, some of these factors are easier to
assess than others!
If a deficit of income is likely, it is then necessary to consider
what changes should be made to ensure a secure financial
future. This could mean reducing the ongoing
expenditure or seeking alternative forms of
income such as drawing down on investments.
The final element to gaining understanding and
clarity is to then ensure that the assets you have
are still entirely suitable for you. We regularly
find that clients have inherited portfolios which
are no longer consistent with their risk approach,
expensive to run or with no management at all.
At BFP, we consider ourselves to be your financial
partner for life and we are passionate about
bringing peace of mind when it’s needed most.
Gaining financial confidence can help sustain
you through a difficult time and working with
a Financial Planning professional can help you
achieve this. For more information on how we
can help you to manage your affairs, please do
not hesitate to get in touch.
toke’s
chicken supreme
wrapped in bacon with a
tarragon and mushroom sauce
serves 4
This decadent dish is quick to prepare yet the reward is
a beautifully simple supper with big bold flavours. To
compliment the richness of the sauce we recommend
serving a chilled bottle of Kumeu Village Chardonnay
with it’s tempting peach and apple aromas it’s fresh,
bright and delicious.
Ingredients:
4 skinless, free range chicken breasts
4 rashers of best bacon
2 white onions
4 cloves garlic
Splash of oil
3tbsp Dried tarragon
600ml White wine
400 ml Double cream
300g Button Mushrooms
Method:
Wrap the chicken breasts with the bacon, making sure the
ends are tucked underneath so they seal together. Put in
the oven for 25 minutes until cooked through, cover with
foil and leave to rest while you make the sauce. Retain all
the juices for the sauce.
Fry the onions and garlic gently until soft, don’t allow
to brown. Add 2tbsp tarragon and stir for a couple of
minutes. Turn up the heat and add the white wine, allow to
reduce by half. Add the cream and continue to reduce for
a few minutes until thickened. Sieve the sauce and push
all the goodness in the sieve with the back of a wooden
spoon then discard the bits. Add the chicken and bacon
juices. Add 1tbsp dried tarragon and season with salt and
pepper to taste, you can now add a splash of wine or a
small amount of minced garlic to balance the sauce to
your liking. It should be creamy, rich and savoury with
aromatic tarragon, a hum of garlic and a hit of sharpness
from the wine.
Fry the mushrooms with a pinch of salt until tender
and the moisture has evaporated. Slice the chicken and
EBRINGTON GARDENING CLUB
Several members visited Upton Wold Gardens near Blockley
recently and did the ‘Snowdrop Walk’ .
They write: ‘It was a fine, but windy day in February, when
we visited.
We had seen the garden in the summer, but never in the
winter.
It was absolutely lovely! The garden is large - there are formal
areas separated by hedges near to the house, merging into
countryside further beyond. At every turn, we came across
snowdrops - it was like a voyage of discovery!
There was a blanket of snowdrops beneath a large tree
followed by a mixture of snowdrops here and there. Then
there were hellebores by the water’s edge. It was a bit boggy
in places, so we had to be selective where we trod, but a trail
had been set out for us round the garden.
There were some beautiful old trees with textured bark and
long trailing roots. Small groups of select varieties of
snowdrops had been planted at the edge of the fruit garden -
some of these were quite enchanting.
We walked through the walnut orchard, a national collection
of trees, to the labyrinth, which overlooks the site of a
medieval village. It seemed strangely appropriate that we
should be visiting during a world wide pandemic, a village
which had been deserted at the time of the Black Death!’
Our club meeting on the 9th March was a ZOOM talk
presented by Victoria Summers — a gardener, designer
and rose specialist. She gave an excellent presentation
well illustrated by slides on ‘Restoration in the gardenthe
conservation of plants and planting displays’. She had
worked at Nymans garden and woodland in Sussex and more
recently at Hidcote. Her Conservation Management Project
at Nymans involved a lot of research into the earlier years at
the garden particularly the influences of different gardeners
over the years. She did give us many ideas and tips relevant
to our own gardens.
Our Annual Spring Show scheduled for Saturday 10th April
FEBRUARY 2021
Nick Martin captivated us with his photographic slideshow
and flowing narrative on the ‘Secrets of the Wildlife Garden’
on Wednesday 17th February.
Nick, who works for The Royal Society for the Protection
of Birds, is a passionate naturalist and conservationist as
well as an accomplished wildlife photographer. With each
photograph, Nick imparted nuggets of fascinating information
about garden wildlife.
We may think of ants as inconvenient dwellers in our lawns
and under our paving, but to Green Woodpeckers they are a
tasty snack, sticking their long sticky tongues in to their nests
to catch them. Jays use black ants to clean their feathers by
spreading their wings over the ant nests to disturb the insects
and invite them to climb aboard!
One of the many memorable facts we learnt was about Great
Tits when it comes to attracting the opposite sex. The larger
the male’s ‘tie’ marking, the more impressed the females
will be! The best all round food for birds is sunflower hearts.
Within hours of completing his new garden pond, Nick
witnessed a pond skater and damselflies making a visit, even
hedgehogs and foxes and a number of birds. The addition of
a simple ramp enabled mammals, amphibians and birds to
easily access and exit the water.
The general message that resonated throughout Nick’s
presentation was encouraging wildlife to inhabit our gardens.
Simple changes we can make to help facilitate this include
introducing hedging or at least some shrubs or trees to act
as cover for small birds; putting up bird boxes; building a
pond, no matter how small; growing plants like Red Valerian
for pollinators and creating hedgehog runs. Hedgehog
homes can easily be made using bricks to form a short tunnel
entrance and adding a chamber, covering them with anything
that will keep out the weather. Once built, tempt hedgehogs
in with cat biscuits!
Mickleton Gardening Club’s next meeting, again on ‘Zoom’
will be on Wednesday, 19th March. This will be a quiz, with
Glyn Jones. Further details are available on our website:
MICKLETON GARDENING CLUB
MARCH 2021
Mickleton Gardening Club’s March meeting took the format
of an on-line gardening Quiz.
The ‘Quiz Master’ for the evening was Glyn Jones, who was
recently appointed Head Gardener at The Royal Gardens at
Highgrove House.
We were challenged to identify famous gardens, unusual
plants and gardening heroes. As it was St Patricks Day -
March 17th, a round on gardening trivia in Ireland had been
included! Throughout Glyn demonstrated extraordinary
knowledge of the subject matter and everyone came away
much more informed than when they started!
The clear winner was Geoff Fields, with close runners up,
Barry and Anne Metcalfe and Kate Denham.
Our next on-line ‘Zoom’ meeting will be a talk on ‘Penstemons
and other sun lovers‘, given by Julie Ritchie, from Hoo House
Nursery, Tewkesbury – a nursery specialising in perennials
and alpines, on Wednesday, 21st April 2021 at 7.30pm.
Visitors and enquiring new members are welcome to join us.
On the 8th May (subject to Covid-19 restrictions), we will be
holding a Plant Sale.
GARDEN NOTES FOR APRIL
I’m surprised that you have time to read this at such a busy season outside. Thank
you!
I’ll start this time with a word or two to any new(ish) gardeners. First: did you
know that your local plant centre will sell reasonably priced young plants in
packs of a dozen or so? An alternative to seed-sowing.
By the way, why are some (not most) seeds sold in such crazy quantities? Here is
a catalogue with 99p packets of 500 cabbage seeds, 1,000 parsley, 1,250 lettuce...
You’d use only a tiny fraction of that before the seed is too old to sew. I hate
such waste. Most seed keeps a year or two in the right conditions (cool and dry):
parsnip doesn’t except, perhaps, in the freezer.
Second: don’t be too impatient to plant out. Check: is it ‘hardy’ i.e. survives
frost? Then, some things are more tender or hardy than others. Nights remain
cold until perhaps mid-summer. I read once that basil should not be planted
outside until evenings are warm enough to sit out. Same goes for Morning Glory.
I wonder if this may be why my cucumbers have sometimes failed. Watch: learn
by experience.
Peas and broad beans are best grown early, if you can: less risk of heat or drought
sending them straight from young to too old. Later peas are more liable to peamoth
maggots in the pods.
I quite like cats, which is just as well when so many of them pass through my
garden. I see half-eaten evidence sometimes that they are killing rats and mice.
Good! Not so good is the evidence that they use my garden as a W.C. They seem
especially to favour the asparagus bed just at this season when I start cutting.
Yuck! I did hear or read the suggestion that emptying coffee grounds can be a
deterrent: it was said that they dislike the smell (strange creatures!). I’ve tried
and think it may work, and it costs nothing.
Cardiff cats, when I lived there, loved scratching up my seeds. They go for
freshly cultivated soil, so I learned to cultivate but not sow; wait a few days, then
make good with minimal disturbance and sow, while cultivating a decoy patch
nearby which they’d use instead.
For children, of any age, you want a change from sunflowers? Try peanuts (alias
ground nuts), as I once did with some then very young friends. I can’t remember
all the details, but we did get one or two nuts. Obviously use raw nuts, not roasted,
as sold with shells on for bird food. Remove the shells, then plant in a pot about
as big as you’d use for a fair sized geranium and keep it in a warm place inside: a
sunny windowsill, conservatory or greenhouse. You should get a vaguely bushy
plant with pea-like yellow flowers: as these fade, a sort of stem comes out which
turns downwards and buries itself in the ground to produce your ground nuts.
