‘Dumb’ drivers caught at<br />

114km/h in Lyttelton tunnel<br />

“JUST REALLY stupid.”<br />

That is the response from<br />

police after they caught two<br />

young drivers speeding through<br />

Lyttelton tunnel<br />

at 114km/h.<br />

The two<br />

drivers, in their<br />

late teens, were<br />

caught driving<br />

through the<br />

tunnel from<br />

Gerard<br />

Peoples<br />

Lyttelton to<br />

Christchurch at<br />

about 7.30pm<br />

last Thursday. The speed limit is<br />

50km/h.<br />

Said Sergeant Gerard Peoples:<br />

“This was a really dumb and<br />

stupid thing where they weren’t<br />

thinking about the extra risks<br />

involved with driving through a<br />

tunnel.”<br />

They were following closely<br />

behind each other and were<br />

stoped by a patrol car travelling<br />

to Lyttelton.<br />

The police officer clocked the<br />

excessive speed on his radar, did<br />

a U-turn and followed the two<br />

drivers who pulled over outside<br />

of the tunnel.<br />

They have both been suspended<br />

from driving for 28 days and<br />

have received a summons to appear<br />

in court for excessive speed.<br />

Police have the power to<br />

automatically suspend someone’s<br />

licence for 28 days for several<br />

different reasons, including if<br />

you are caught travelling<br />

40km/h or more over the speed<br />

limit.<br />

Peoples said motorists travelling<br />

through the tunnel usually<br />

stick to the speed limit. If drivers<br />

were caught speeding, it was<br />

usually at about 70km/h.<br />

Peoples called this instance<br />

extreme.<br />

“Some people don’t really<br />

appreciate the hazards in the<br />

tunnel,” he said.<br />

“It is relatively narrow, it<br />

often sees heavy traffic, there<br />

are areas where there can be<br />

water on the road from leakage,<br />

tunnel maintenance and<br />

cleaning and this can make the<br />

road quite greasy being an extra<br />

hazard.”<br />

Peoples said crashing in the<br />

confines of a tunnel could be a<br />

major problem.<br />

If there was a crash it<br />

magnifies further problems<br />

that can occur such as fire and<br />

accessibility for emergency<br />

services.<br />

teenagers who raced through<br />

the Lyttelton tunnel at<br />

114km/h (see page 1).<br />

Years ago when I was<br />

a reporter at The Press I<br />

covered a horrific crash in<br />

the tunnel, on a late Sunday<br />

afternoon from memory,<br />

caused by a group of young<br />

guys on their way back to<br />

Christchurch.<br />

The driver lost control<br />

of the vehicle they were in<br />

at speed. The walls of the<br />

tunnel meant there was no<br />

room for other vehicles to<br />

escape.<br />

The offending vehicle<br />

went up the side of the wall<br />

like a skateboard ramp<br />

and smashed into another<br />

vehicle, causing carnage. It<br />

was a shocking scene, the<br />

innocent victims in the other<br />

car had no chance.<br />

Community board<br />

weighs in on rock issue<br />

THE CITY council must<br />

provide a plan to remove excess<br />

rocks from Clifton Beach, as<br />

requested by Redcliffs residents,<br />

and now supported by their<br />

community board.<br />

The Redcliffs Residents<br />

Association took a deputation<br />

to the Waikura/Linwood-Central-Heathcote<br />

Community<br />

Board last Wednesday.<br />

They asked the community<br />

board to request the city council<br />

produce a concrete action plan<br />

for removal of the rocks on<br />

Clifton Beach.<br />

These rocks were leftover from<br />

roadworks done in 20<strong>19</strong>.<br />

After hearing the deputation,<br />

the community board decided<br />

to pass a resolution requesting<br />

an options report from the city<br />

council for a plan to remove the<br />

excess rocks.<br />

Said community board<br />

chairwoman Alexandra Davids:<br />

“We are asking the city council<br />

to produce a holistic plan and<br />

time frame for when remediation<br />

work can take place.”<br />

They want to see an<br />

explanation of costing, as well<br />

as information on when and<br />

how the rocks will be removed.<br />

This is in spite of Environment<br />

Canterbury telling the city<br />

council in April that removal of<br />

the rocks is not a priority and<br />

no action is currently required<br />

for removal. The correspondence<br />

from ECan comes after they held<br />

last year, the city council was<br />

non-compliant with their resource<br />

consents for the roadwork that resulted<br />

in the leftover rocks, meaning<br />

the city council is eventually<br />

required to remove the rocks.<br />

During the meeting, it was<br />

asked why the city council is<br />

spending money on commissioning<br />

reports on the origin<br />

of the rocks, on challenging<br />

the finding of non-compliance<br />

with their original roadworks<br />

consents and on seeking legal<br />

opinions, instead of making a<br />

plan for the rocks’ removal.<br />

Residents’ association<br />

secretary Pat McIntosh<br />

said both it and the community<br />

board shared disappointment in<br />

the city council spending time,<br />

money and effort on avoidance<br />

measures rather than working<br />

on a potential solution.<br />

“From this length of time, it<br />

is reasonable to expect the city<br />

council is working on plans<br />

for the rocks’ removal,” said<br />

McIntosh.<br />

She explained that although<br />

currently, the rocks are not an<br />

issue because they are covered<br />

in sand, as confirmed by ECan,<br />

the conditions will eventually<br />

change and ECan’s order will<br />

have to be re-visited.<br />

“The city council needs to have<br />

plans in place,” McIntosh said.<br />

Davids said it was disappointing<br />

the city council was<br />

spending ratepayers’ money on<br />

challenging the non-compliance<br />

rather than spending it on remediating<br />

the issue.<br />

The city council is wanting<br />

to challenge ECan’s finding of<br />

non-compliance.<br />

Lynette Ellis:: “City council<br />

does not consider that there is a<br />

breach of the resource consent<br />

and the non-compliance by<br />

Environment Canterbury was<br />

wrongly issued.”<br />

She explained city council<br />

held this view as it does not<br />

consider the rocks to be ‘spoil’<br />

or ‘waste material’ left on the<br />

site, rather they are excavated<br />

material that has been reused on<br />

the site in compliance with the<br />

consent.<br />

FREEDOM CAMPING<br />

The city council is calling for<br />

public feedback on proposed<br />

changes to the Freedom<br />

Camping Bylaw. The bylaw has<br />

been in place for five years and<br />

it legally has to be reviewed.<br />

The bylaw has generally been<br />

working well, but city council<br />

staff are recommending a small<br />

number of changes, including<br />

creating a specified area at Naval<br />

Point in Lyttelton where freedom<br />

campers can stay, and limiting<br />

the number of freedom camping<br />

spots to 18 vehicles.<br />

CAR CRASH<br />

Police attended a car crash in<br />

Diamond <strong>Harbour</strong> at 4.30pm<br />

on Friday. Only one car was<br />

involved. It had left the road and<br />

collided with a large boulder<br />

causing it to overturn. Both<br />

occupants were able to get out of<br />

the car before emergency services<br />

arrived and were lucky to suffer<br />

only minor cuts and bruising.<br />

LIBRARIES BUSY<br />

THere has been a steady increase<br />

of new library members enrolling<br />

in Banks Peninsula libraries.<br />

A total of 484 new members<br />

enrolled since July 2020. There<br />

are four city council run libraries<br />

in the Banks Peninsula – In<br />

Lyttelton, Diamond <strong>Harbour</strong>,<br />

Little River and Akaroa.<br />

VOLUNTEER firefighters<br />

wearing 25kg of kit will tackle<br />

1103 steps up 51 flights of<br />

Auckland’s Sky Tower on<br />

Saturday.<br />

The sweat-fest is all in the<br />

name of raising funds and<br />

awareness for the Leukaemia<br />

and Blood Cancer Foundation<br />

as part of the Sky Tower Stair<br />

Challenge.<br />

Rohin Palmer is the challenger<br />

from the Diamond <strong>Harbour</strong><br />

Volunteer Fire Brigade.<br />

This year will be his second<br />

time taking part in the event.<br />

“It’s definitely not easy,” he said.<br />

“It’s more of a mental game,<br />

telling yourself to not give up.”<br />

Last year, he completed the challenge<br />

in 14min 26sec. He’s hoping<br />

to clock in around that time again,<br />

or perhaps even beat it.<br />

Palmer said it’s both a great<br />

cause to support and a great<br />

weekend away meeting other<br />

firefighters from around the<br />

country.<br />

“We all know someone who<br />

has had cancer or been lost to<br />

cancer,” he said.<br />

“It’s good to do this challenge<br />

on their behalf.”<br />

A team from the Lyttelton Volunteer<br />

Fire Brigade is also competing.<br />

They are Andrew Legge,<br />

Craig Smith, Peter Lauryssens,<br />

Coral Mazlin-Hill, Walter Gray,<br />

Philip Leabourn and Kevin Hurl.<br />

Legge is the group’s leader and<br />

it will be the fifth time he has<br />

completed the challenge.<br />

Every year he says he will give<br />

it a miss, but every year he takes<br />

up the mission.<br />

He said it’s pretty tough but<br />

usually “wings it.” His goal is to<br />

complete the challenge in under<br />

20min.<br />

Legge’s favourite part of the<br />

event is the dinner where a cancer<br />

survivor guest speaker takes<br />

to the stage to tell their story.<br />

“There’s always certain stories<br />

that stick with you and you<br />

remember,” he said.<br />

The Lyttelton team has been<br />

walking up and down the stairs<br />

Legge said with a chuckle, some<br />

people have been training more<br />

than others.<br />

“Coral has been walking up<br />

the stairs almost every day since<br />

the first week of January, others<br />

have been walking a few times<br />

a week, I’ve done the staircase<br />

about three times,” he said.<br />

Mazlin-Hill said she looked<br />

“quite the spectacle.”<br />

During their training, she<br />

wears ski pants, heavy gloves,<br />

2kg ankle weights and a 20kg<br />

weight vest, attempting to<br />

replicate the firefighting kit they<br />

will be climbing in. The weight<br />

is basically another third of her<br />

body weight.<br />

“It’s definitely a big challenge<br />

but the fitness and strength gains<br />

have been really relevant and<br />

helpful for my confidence and<br />

performances as a firefighter,’’<br />

she said.<br />

In the last seven years, Lyttelton<br />

has raised $123,270 for the<br />

challenge. Over the past few<br />

years they have had a first, several<br />

second places and a third for<br />

fundraising.<br />

firsts and still holds the record for<br />

Vaughan Jones, Rob Dantzer,<br />

Mel Dixon and Anita Norris.<br />

Chief Fire Officer Andrew<br />

Norris said it has been sending<br />

a team for the past six years,<br />

usually raising around $10,000<br />

each time.<br />

“Mike Smith is the eldest (in<br />

his late 50s), but he is usually the<br />

fastest,” Norris said.<br />

“It’s a good bunch heading up<br />

this year. They all put in a fair bit<br />

of training.”<br />

The Sky Tower is the tallest<br />

building in the southern<br />

hemisphere.<br />

Lifestyle choice for many living in the<br />

The diverse settlements<br />

on Banks Peninsula<br />

far-flung but they<br />

are extremely<br />

Peninsula population<br />

demographics<br />

PEOPLE LIVING in Banks<br />

Peninsula earn, on average, more<br />

than their Christchurch city<br />

counterparts.<br />

Twenty-two per cent of the<br />

Banks Peninsula population,<br />

aged 15 years and older, earn<br />

$70,000 or more. This is higher<br />

than for Christchurch city as a<br />

whole, where only 16 per cent of<br />

the population earn this amount.<br />

The data is detailed in a wardbased<br />

community profile created<br />

by the city council based on data<br />

from the 2018 census.<br />

These have been conducted<br />

since 2011, when the project<br />

first began after the February<br />

22 earthquake to profile the<br />

worst affected suburbs across<br />

Christchurch.<br />

They are ‘snapshots’ of a<br />

community at a certain period<br />

of time.<br />

Banks Peninsula Ward is<br />

made up of eight census areas<br />

– Akaroa, Akaroa <strong>Harbour</strong>,<br />

Banks Peninsula eastern bays,<br />

Diamond <strong>Harbour</strong>, Lyttelton,<br />

Governors <strong>Bay</strong>, Little River and<br />

Port Levy.<br />

Geographically, the area encompasses<br />

the entire peninsula<br />

from the summit of the Port<br />

Hills; 1150 sq km of hills, harbours<br />

and bays.<br />

Alongside, the higher income<br />

levels, on New Zealand’s<br />

Deprivation Index, the<br />

percentage of people living at<br />

the highest end of deprivation in<br />

Banks Peninsula is zero.<br />

In comparison with<br />

Christchurch city as a whole,<br />

Banks Peninsula experiences<br />

lower levels of socio-economic<br />

deprivation with 79 per cent<br />

of the area rated as 1-4 on the<br />

deprivation index.<br />

The factors used to determine<br />

ward’s deprivation scores were<br />

people aged 18-64 receiving a<br />

means tested benefit, those living<br />

in households with income<br />

below an income threshold and<br />

people with no access to internet<br />

at home.<br />

The other factors were those<br />

aged 18-64 without any qualifications,<br />

people aged less than 65<br />

living in a single parent family,<br />

people not living in own their<br />

home, those living in households<br />

below a bedroom occupancy<br />

threshold, people aged 18-64<br />

who were unemployed, and<br />

those living in dwellings that<br />

are always damp or always have<br />

areas of mould bigger than an<br />

Living in Banks Peninsula is<br />

to many, a lifestyle choice. It is<br />

said to be the “playground” of<br />

Christchurch, with diverse geography<br />

and easy access to nature<br />

being perfect for recreational<br />

activities.<br />

There are an estimated 8850<br />

residents living in this primarily<br />

rural area.<br />

The largest township is Lyttelton<br />

with an estimated 2982<br />

people.<br />

The largest age group living in<br />

Banks Peninsula are those between<br />

30-64 – making up more<br />

than half of the population.<br />

This is significantly more than<br />

the 45 per cent population in<br />

Christchurch.<br />

Those aged between 15-29<br />

make up the smallest proportion<br />

of the population (only 11 per<br />

cent), significantly less than the<br />

22 per cent in Christchurch.<br />

Sixteen per cent of the population<br />

are under 15 years old and<br />

20 per cent are aged 65 years and<br />

over.<br />

There are many holiday homes<br />

scattered throughout the area.<br />

In Akaroa, 62 per cent of<br />

homes are unoccupied dwellings<br />

– used mostly as holiday homes.<br />

However, because of this rental<br />

properties are difficult to secure<br />

in the long-term and this is<br />

limiting opportunities for young<br />

people and families to establish<br />

themselves permanently there.<br />

House prices in Akaroa<br />

are also inflated. The village<br />

experienced the highest median<br />

house price increase in New<br />

Zealand up 58 per cent year-onyear<br />

to $830,000 for the three<br />

months to November <strong>2021</strong>,<br />

compared to $525,000 in the<br />

same period the previous year.<br />

Gentrification in Lyttelton<br />

after the earthquakes has<br />

also resulted in rental prices<br />

increasing.<br />

Although the Banks Peninsula<br />

comprises of just two per cent<br />

of the population under the city<br />

council, it makes up 70 per cent<br />

of the total land area.<br />

This rural and natural<br />

environment is highly valued.<br />

There are 145 council owned<br />

parks, including sports parks,<br />

garden and heritage parks,<br />

and regional parks. Many<br />

volunteering groups active in<br />

the ward focus on protecting<br />

the environment, such as for<br />

predator control and native<br />

vegetation regeneration.<br />

In spite of the small population<br />

THE IMPACTS of climate<br />

change and maintenance of<br />

infrastructure remain clear<br />

community issues.<br />

Many Banks Peninsula<br />

communities are likely to be<br />

impacted by sea level rise as<br />

a result of climate change,<br />

including from coastal<br />

erosion, inundation and rising<br />

groundwater.<br />

This can also create further<br />

issues such as access to safe<br />

drinking water.<br />

With increasing temperatures,<br />

there also comes the increased<br />

risk of wildfires.<br />

Due to the geographical<br />

spread over a sparse and diverse<br />

land area, Banks Peninsula is<br />

made of strong communities<br />

who take pride in managing<br />

their environment and engaging<br />

people in both leisure and<br />

volunteering activities.<br />

Community halls, local<br />

wharfs, and reserves provide<br />

“bumping spaces,” where<br />

members of the community can<br />

meet and engage.<br />

For example, community<br />

groups manage 16 of the <strong>19</strong> city<br />

council-owned community<br />

facilities, and there are five<br />

volunteer fire brigades.<br />

There are also 18 community<br />

and residents groups, eight<br />

community development and<br />

support organisations and over<br />

100 sports and recreational<br />

groups.<br />

The area’s foundations are<br />

rich with history, which have<br />

built the societies of today.<br />

Many buildings and structures<br />

are listed with Heritage New<br />

Zealand.<br />

The area also has a significant<br />

Maori heritage with four Ngāi<br />

Tahu Paptipu rūnanga.<br />

However, in spite of the<br />

heritage, the population<br />

comprises of 93 per cent<br />

European ethnicity compared to<br />

eight per cent of Maori. This is<br />

similar to the demographics in<br />

Christchurch city.<br />

KAREN BANWELL has lived in<br />

Governors <strong>Bay</strong> for 17 years.<br />

“I chose to live here with<br />

my family because of access to<br />

nature, and it’s still not that far<br />

from the city,” she said.<br />

“The bellbirds wake us up in<br />

the morning. We can walk up the<br />

hills in the afternoon,” she said.<br />

Banwell, who is the Governors<br />

<strong>Bay</strong> Community Association<br />

chairwoman, said for the vast<br />

majority of people living in the<br />

Banks Peninsula – it’s because<br />

they can afford too – and they<br />

choose to as living there as it<br />

aligns with their values.<br />

These values foremost include<br />

being close to nature, having<br />

active communities and a village<br />

life.<br />

“We know where we live,<br />

there’s village boundaries.”<br />

Banwell chose to move to Governors<br />

<strong>Bay</strong> after spending several<br />

years in Australia. Her mother,<br />

drove her over the hill, when<br />

she saw the sun setting over Mt<br />

Evans and thought: “It’s Central<br />

Otago by the sea.”<br />

This access to the sea, city and<br />

nature, sealed her desire to live in<br />

Banks Peninsula.<br />

Banwell not only lives in the<br />

Banks Peninsula, but she works<br />

there as well.<br />

She is programe manager for<br />

rise on septic tanks in low-lying<br />

peninsula communities, and<br />

other aging wastewater systems<br />

need to be addressed,<br />

The maintenance of unsealed<br />

roads and bridges remains an<br />

issue in several communities<br />

such as Birdlings Flat, Little<br />

River and Pigeon <strong>Bay</strong>.<br />

Although, the annual budget<br />

for rural road maintenance in<br />

the 2020/21 city council budget<br />

was increased, and the Inner<br />

<strong>Harbour</strong> Road Improvement<br />

Project, from Lyttelton to<br />

Diamond <strong>Harbour</strong>, is ongoing<br />

to improve that connecting<br />

road.<br />

Whakaraupō as part of the Whaka-Ora<br />

Healthy <strong>Harbour</strong> plan,<br />

working to improve the ecological<br />

health of Lyttelton <strong>Harbour</strong>.<br />

In this role, she either works<br />

from home, at the Environment<br />

Canterbury office in town, or in<br />

Rapaki.<br />

Volunteers shape mountain bike park<br />

THE KEEN mountain bike<br />

riders of Heathcote are pumping<br />

their pedals through the valley,<br />

planning winter working bees to<br />

continue the build of a mountain<br />

biking skills park.<br />

Their first get-together was on<br />

Sunday.<br />

The working bees will continue<br />

on the second Sunday of each<br />

month throughout winter: June<br />

13, July 11, and August 8.<br />

Although more than 250<br />

people are members of their<br />

Facebook group, Heathcote<br />

resident Grant Brokenshire<br />

said usually only three to four<br />

people turned up to the previous<br />

working bees.<br />

“The park’s progress is based<br />

on the number of people who<br />

come to help,” he said.<br />

“If 20 people show up each<br />

time with wheelbarrows and<br />

a good attitude, it will be<br />

fantastic.”<br />

Brokenshire is also calling for<br />

anybody interested in helping<br />

build platforms and other timber<br />

structures.<br />

The bike park is next to<br />

Truscotts Rd by Ferrymead<br />

Heritage Park.<br />

The idea for the park started<br />

out as a family project. Last year<br />

during lockdown, Brokenshire’s<br />

two sons and their friends<br />

wanted somewhere local to play<br />

on their bikes. There were some<br />

basic features already around the<br />

place, but they were all quickly<br />

improving on their skills and<br />

wanted more of a challenge.<br />

More and more features and<br />

tracks were built, and it was<br />

eventually decided they would<br />

create a fun space where riders of<br />

all ages and abilities could meet<br />

up, play and learn new biking<br />

skills.<br />

Last year more than 300m³ of<br />

clay was brought in to create over<br />

50 features from beginner to<br />

advanced skill levels. One such<br />

feature is a 1.5m high step down<br />

named Bob.<br />

Brokenshire said more than<br />

1000 hours of work have been<br />

put into building the park, and it<br />

has all been from volunteers.<br />

“We want to promote<br />

community engagement,” he<br />

said.<br />

This year they are hoping to<br />

plant 500 native plants and build<br />

50 more features, including<br />

trials features for those keen trial<br />

Fruit used as fundraiser for food bank<br />

THE FRUITS of a community<br />

organisation’s labour has<br />

resulted in boxes of cleaning<br />

products and personal hygiene<br />

items donated to a food bank.<br />

The Heathcote Valley<br />

Community Fruit Harvesting<br />

group made $180 in two hours<br />

selling quince and marmalade<br />

made from fruit off trees<br />

owned by Heathcote residents.<br />

This money, paired with a<br />

voucher donated from New<br />

World Woolston, was spent on<br />

cleaning products and hygiene<br />

items such as sanitary products,<br />

razers and soap, which<br />

were donated to St Ambrose<br />

Church Aranui Food Bank on<br />

Friday.<br />

Baré started the harvesting<br />

group last year. They usually<br />

donate fresh fruit, home-made<br />

jam and marmalade to the<br />

food bank.<br />

A team of other volunteers<br />

also help to make the preserves.<br />

At their most recent interaction<br />

with the food bank,<br />

they thought of donating the<br />

essential cleaning and hygiene<br />

products.<br />

“If you can’t afford to buy<br />

food, you won’t be going to<br />

the supermarket to get those<br />

products,” said Aitken.<br />

Aitken and Knight-Baré did<br />

not know each other prior to<br />

starting their group.<br />

However, they were sharing<br />

the same idea, wondering<br />

about what to do with all the<br />

excess fruit on trees in the<br />

valley.<br />

A mutual friend brought<br />

them together and the group<br />

was formed last year.<br />

The goal is to pick unwanted<br />

fruit from backyards and<br />

orchards to share with those<br />

in need.<br />

Aitken explained ‘fruit fatigue’<br />

is one of the issues with<br />

fruit waste.<br />

“Some trees produce huge<br />

quantities of fruit, year<br />

after year, which can become<br />

burdensome to homeowners.<br />

Busy people often lack the<br />

time it needs to harvest fruit<br />

trees, and to deal with a large<br />

quantity of fruit,” she said.<br />

Aitken said they are both<br />

concerned about the rising<br />

cost of living, and how this<br />

filters to the families food<br />

budget.<br />

“We are mindful that fresh<br />

fruit can be a luxury for some<br />

whanau, so have jumped at the<br />

chance to redistribute fruit<br />

that would otherwise have<br />

gone to waste,” she said.<br />

Aitken said one of the most<br />

special things was meeting<br />

people in the community and<br />

making connections, especially<br />

with those who live alone.<br />

“Heathcote Valley is a generous<br />

community, and has been<br />

a continuous source of support<br />

for our initiative,” she said.<br />

They are hoping to see more<br />

community fruit harvesting<br />

around Christchurch, planning<br />

to advertise on community<br />

message boards to link up<br />

with like-minded people.<br />

“We would love to see<br />

community fruit harvesting<br />

in every area in Christchurch,<br />

and we’re willing to support<br />

those wanting to start up their<br />

own group,” Aitken said.<br />

IN <strong>19</strong>54, a group of bright-eyed<br />

and eager five-year-olds huddled<br />

together for a class photo at<br />

Sumner School.<br />

Sixty-seven years later, on<br />

<strong>May</strong> 10, that same group met<br />

up at Scarborough Fare Cafe for<br />

another class reunion.<br />

Wendy Watson had flown<br />

down from Wanganui. Sarah<br />

Lovell-Smith had driven over the<br />

hill from Governors <strong>Bay</strong>. Carol<br />

Morton drove in from Oxford.<br />

Russell Craw walked down the<br />

road, still living in Sumner all<br />

these years on.<br />

The class first met up 25 years<br />

after they had finished school,<br />

in October, <strong>19</strong>86. The idea for<br />

a reunion was started by Carol<br />

Morton and Linda Cave (née<br />

Brady).<br />

They explained the reason<br />

behind their idea was simply<br />

because they thought it would be<br />

nice to catch up with everyone.<br />

“We wanted to gather people<br />

together,” said Carol.<br />

“We thought it would be fun<br />

and interesting.”<br />

Without the ease of instant<br />

connections via the internet and<br />

social media, the two women<br />

gathered addresses and phone<br />

numbers from parents, other<br />

relatives and phone books.<br />

They then sent a letter to the<br />

classmates they could locate both<br />

in New Zealand and overseas.<br />

Thirty ex-pupils and their families<br />

showed up for the first reunion,<br />

reminiscing over dinner and<br />

drinks into the early hours of the<br />

morning.<br />

They have been catching up<br />

regularly ever since then, with<br />

reunions every five years, and<br />

now every six months for those<br />

who can attend.<br />

work and word of mouth, they<br />

have located more of their classmates.<br />

“One class member said it’s<br />

like a family catch-up. Even if<br />

you haven’t spoken in years,<br />

when we catch up, it’s like nothing<br />

has changed.”<br />

Carol said everyone in her<br />

class went in different directions<br />

with their lives.<br />

When they catch up, she said<br />

there is never any comparisons<br />

or no one “blowing their trumpet.”<br />

At this latest reunion, Carol<br />

said their chatter was paired<br />

with lots of laughter as usual,<br />

discussing the highs and lows of<br />

their days at school.<br />

Some classmates recalled being<br />

cared for by others on the first<br />

day as each other’s “buddies.”<br />

Two women laughed about a<br />

fight behind the dental clinic but<br />

neither recalls why they fought<br />

in the first instance.<br />

Carol said they also shared<br />

stories about their families and<br />

working lives as well as their<br />

lives now.<br />

They all share special memories<br />

of their standard five teacher,<br />

Frank Wreggleswort. He kept in<br />

touch with Linda.<br />

POWER VINYASA YOGA<br />

strengthens your back, confers good posture, builds core stability, improves<br />

balance and gives you a strong sense of self-esteem.<br />

• Sit on the floor with your legs bent, your feet<br />

flat on the floor and your legs together.<br />

• Place your hands behind you around shoulder<br />

width apart.<br />

• Draw your shoulder blades down your back,<br />

lift your chest and lift your chin off your chest.<br />

Do not let your low back collapse towards the<br />

floor.<br />

• Now, bring your hands around and hold the<br />

backs of your knees lightly. Lift your feet off<br />

the floor and straighten your legs. If this is too<br />

much for you have your legs bent with your<br />

shins parallel to the floor.<br />

• Reach your arms straight forward from your<br />

shoulders. Again, if this is too much you may<br />

cup the backs of your knees with your hands<br />

for support or return your hands to the floor<br />

behind you.<br />

• Lift your eye gaze and take five long, slow<br />

breaths before gently releasing down.<br />

Pull in from skin, to muscle, to bone in boat pose<br />

and generate a sense of lift and lightness in your<br />

body. The strength you get from boat pose will<br />

resonate throughout your life, whether in carrying<br />

your child, picking up grocery bags, balancing on<br />

a surfboard or maintaining good posture<br />

Subaru that won’t get your goat<br />

THE GOOAT – greatest Outback<br />

of all time is Subaru’s slogan<br />

for its latest generation station<br />

wagon.<br />

It’s a kind of corny catchphrase<br />

but there’s no disputing the claim,<br />

the new Outback is surely worthy<br />

of high praise. I see it as competing<br />

squarely with European cars<br />

of similar concept.<br />

The reason for my statement<br />

simply comes down to the quality<br />

of build in the new Outback, it is<br />

full of appointments, the controls<br />

are extensive and the layout<br />

borders on what you would get in<br />

any luxury car.<br />

Yet the Outback hasn’t lost sight<br />

of its purpose, which is the reason<br />

why it is the vehicle of choice for<br />

recreational enthusiasts who see<br />

the model as reliable transport in<br />

and out of low grip sites.<br />

And that is something Subaru<br />

has done well with every iteration<br />

of the Outback, it is a wagon that<br />

could easily double as any sport<br />

utility vehicle, yet it looks and<br />

functions like a station wagon<br />

should. Anyone who knows me<br />

will tell you I like station wagons<br />

and the cavernous load section is<br />

full of purpose.<br />

The Outback will also carry<br />

five occupants in comfort on any<br />

surface, sealed, unsealed or as<br />

Subaru hints – on any goat track.<br />

A few years ago Subaru New<br />

Zealand adopted the policy of<br />

selling all new vehicles here<br />

complete with its symmetrical<br />

four-wheel-drive system. It’s<br />

worked well for the company, and<br />

any buyer who has purchased a<br />

new Subaru will have reaped the<br />

benefits.<br />

For one it is a complete safety<br />

system, providing grip even when<br />

you aren’t aware of it, plus there<br />

is the other benefit of travelling<br />

cross-country or off-road at will,<br />

and that’s where the Outback<br />

comes in, it lives up to its name<br />

with 213mm of ground clearance<br />

and suspension travel that deals<br />

well to uneven surfaces.<br />

On that score, and because the<br />

evaluation car had seen some<br />

loose surface travel, I drove<br />

along the shingle tracks that run<br />

parallel to the Waimakariri River<br />

and experienced a soft, controlled<br />

ride. You can certainly feel the<br />

suspension absorbing the uneven<br />

surfaces, and on a slippery, gentle<br />

incline the driveline can be felt<br />

working to keep wheelspin at bay.<br />

Most of all, the Outback’s<br />

ability to cocoon the occupants<br />

with a sublime ride is pretty<br />

much a miracle and is testament<br />

to those who have developed the<br />

spring and damper rates. I know<br />

Subaru’s association with German<br />

shock absorber company Bilstein<br />

has paid dividends over the years,<br />

today’s Outback capitalises on<br />

that development.<br />

There is little trade-off when<br />

cruising the highway. The soft<br />

ride could suggest on-road handling<br />

would be jeopardised, that’s<br />

not the case, even at 1675mm tall<br />

the Outback doesn’t lean awkwardly<br />

and gravitational movement<br />

is well arrested.<br />

Much of the Outback’s overall<br />

handling prowess must be put<br />

down to the quality of the tyres.<br />

The Bridgestone Alenza’s (225/60<br />

x 18in) are a new compound to<br />

me and, although they can’t be<br />

described as deep-treaded as<br />

you would expect for an off-road<br />

vehicle, they have a pattern that<br />

copes well on all surfaces, they<br />

are quiet and provide much information<br />

to the steering wheel.<br />

The loading in a corner is<br />

well-weighted, the entire vehicle<br />

is fully directional. I like vehicles<br />

that give you confidence through<br />

the steering and suspension, the<br />

Outback’s front-strut/rear-double<br />

wishbone system is fully informative,<br />

the messages the driver<br />

receives are very much confidence-boosting.<br />

There’s also a bit of a surprise<br />

under the bonnet, Subaru has introduced<br />

an almost entirely new<br />

engine. Well the boxer design is<br />

the same as before and it’s much<br />

the same capacity – a 2.5-litre. It’s<br />

a four-cylinder unit I’ve long had<br />

an affinity for.<br />

unit is punchy and torquey, delivering<br />

with a distinctive sound<br />

that lets you know there is something<br />

special sitting up front.<br />

Drive is directed through a<br />

continuously variable transmission,<br />

one which Subaru has<br />

constantly developed to the<br />

point where it feels much like a<br />

traditional automatic. However,<br />

it has the advantage of a direct<br />

transfer of power, there is nothing<br />

lost through the transmission.<br />

Consequently, the Outback feels<br />

sprightly, there’s no obvious feel<br />

of weight within the car, even<br />

though it comes in at 1661kg.<br />

Acceleration is strong, the Outback<br />

will reach 100km/h from a<br />

standstill in 9sec, and it will lunge<br />

through a highway overtake (80-<br />

120km/h) in 6sec.<br />

On the subject of figures, Subaru<br />

must be well satisfied with the<br />

fuel usage figures in the newcomer.<br />

It is listed with a 7.3l/100km<br />

combined cycle average. That’s<br />

achievable, when I took the evaluation<br />

car back to the dealership<br />

the internal readout was showing<br />

9l/100km, that aided by a thrifty<br />

4.7l/100km instantaneous readout<br />

at 100km/h (engine speed<br />

1500rpm).<br />

The new Outback is available<br />

in three variants, all with the<br />

same driveline. The series starts<br />

at $49,990, the evaluation car<br />

was the range-topping Touring<br />

at $57,490; in-between there is a<br />

$54,990 X model.<br />

The Touring wants for nothing,<br />

it is a plush, luxury vehicle with<br />

all the trimmings for comfort and<br />

convenience. Full leather trim,<br />

paddle-shifters, clever Eyesight<br />

safety system, SI drive intelligent<br />

drive modes, Harman Kardon<br />

audio and heated and electrically<br />

adjustable seats are all fitted.<br />

I particularly like the large<br />

central console display. It’s about<br />

as big as any I’ve seen previously<br />

in any car and it makes reading<br />

and touching the icons so very<br />

easy. The system displays are<br />

deep and comprehensive, all<br />

of these factors contributing to<br />

why I rate the Outback as a full<br />

luxury car market contender, yet<br />

it offers so much more in terms<br />

of ability.<br />

As much as I enjoyed the<br />

Outback, the Touring model<br />

would be a little out of my reach.<br />

However, my wife has been easily<br />

convinced that the XV is the<br />

Subaru for us as we look towards<br />

retirement.<br />

Subaru’s philosophy and<br />

direction is proving to be a<br />

winning combination, from<br />

where I sit I can say without any<br />

hesitation that interest is growing<br />

strongly, drawing people to the<br />

brand, and its fine vehicles like<br />

the Outback and its stablemates<br />

that are doing that.<br />

Indigenous Vegetation to the Christchurch District Plan.<br />

Plan Change 7 proposes to amend:<br />

a) The definition of improved pasture (contained in Chapter 2 (Abbreviations and<br />

Definitions)) to improve its clarity and application within its associated rule<br />

framework;<br />

b) Six policies contained in Chapter 9.1 (Indigenous Biodiversity and Ecosystems)<br />

to provide clearer direction that assessments of significance should be<br />

provided as part of applications for resource consent to undertake clearance,<br />

and how adverse effects should be managed in coastal and non-coastal areas.<br />

The affected policies are listed below:<br />

i. 9.1.2.2.4 - Mechanisms for the management and protection<br />

of other indigenous vegetation and habitats;<br />

ii. 9.1.2.2.6 - Protection and management of significant indigenous<br />

vegetation and habitats of indigenous fauna listed in Schedule A of<br />

Appendix 9.1.6.1;<br />

iii. 9.1.2.2.7 - Protection and management of other indigenous<br />

vegetation and habitats;<br />

iv. 9.1.2.2.8 - Protection of indigenous vegetation and habitats of<br />

indigenous fauna in the coastal environment;<br />

v. 9.1.2.2.11 – Farm biodiversity plans; and<br />

vi. 9.1.2.2.14 – Offsetting.<br />

c) Appendix 9.1.6.6, which lists indigenous vegetation present on Banks<br />

Peninsula and the Port Hills, and includes size and scale limits that indicate a<br />

point at or above which the vegetation is likely to be ecologically significant,<br />

and that the rules rely on for clearance as a permitted activity below those<br />

limits. Five amendments are proposed to provide a greater level of protection<br />

for the listed vegetation:<br />

1. Table 1: Limit Descriptors – Occupying a contiguous area of<br />

(hectares), canopy cover (%) of, and height (metre) of any<br />

individual plants – Replace all “N/A” values with “0”, so that “N/A”<br />

cannot be interpreted in such a way that the listed vegetation can<br />

be cleared as a permitted activity without compliance with any<br />

limits;<br />

2. Table 1(c): Indigenous coastal vegetation – Extend its geographic<br />

extent to the entire Coastal Environment of Banks Peninsula as<br />

it is currently limited to Kaitōrete Spit and the listed species are<br />

present elsewhere in the coastal environment;<br />

3. Table 1(c): Indigenous coastal vegetation – Introduce a limit for<br />

contiguous area occupied of 0.1 hectare (except for Kaitōrete<br />

Spit in recognition of its significant ecological values, where “0”<br />

(previously “N/A”) is proposed). The proposed maximum limit of<br />

0.1 hectares for clearance as a permitted activity is limited to a<br />

five year period;<br />

4. Table 1(a)(i),(ii) and (c): Indigenous trees and forest and<br />

indigenous coastal vegetation – Introduce a definition of<br />

“contiguous” to include individual plants associated with larger<br />

contiguous plant communities that are likely to be significant.<br />

The effect is that plants are not cleared as a permitted activity<br />

where contiguous; and<br />

5. Table 1(d)(ii): Indigenous wetland vegetation – Introduction of<br />

Three-square (Schenoplectus pungens) a key salt-marsh species<br />

present within Canterbury wetland ecosystems that is not listed in<br />

Appendix 9.1.6.6.<br />

d) Introducing a new permitted, restricted discretionary, and non-complying<br />

activity rule framework that applies to the clearance of indigenous vegetation<br />

within areas of improved pasture in the coastal environment. This results in:<br />

i. Rule 9.1.4.1.1 (Permitted Activities):<br />

A. New rule P5; and<br />

B. Consequential amendments to existing rules P1 and P4.<br />

ii. Rule 9.1.4.1.3 (Restricted Discretionary Activities):<br />

A. New rule RD7.<br />

iii. Rule 9.1.4.1.5 (Non-Complying Activities):<br />

A. Consequential amendment to rule NC1.<br />

Process for public participation<br />

Once all submissions have been received, they will be made publicly available.<br />

Further submissions will then be invited, allowing certain persons and<br />

organisations to support or oppose any of the initial submissions.<br />

A Council hearing will then be held to consider all submissions, and decisions<br />

will be made following this hearing. Anyone who has made a submission has the<br />

right to appeal the decision to the Environment Court.<br />

The rules proposed in this Plan Change have immediate legal effect from<br />

notification in accordance with Section 86B(3)(b) of the RMA as they relate to<br />

areas of significant indigenous vegetation.<br />
