high tide 

increase 

NEW RESEARCH has found 

the biggest increase in high tide 

levels across Christchurch is at 

the Ferrymead Bridge. 

The maximum increase was 

84mm. 

This, alongside other new 

high tide statistics, has provided 

the city council with a greater 

understanding of the flood risk 

in Christchurch’s tidal areas. 

Engineering consultancy GHD 

Christchurch, in collaboration 

with Netherlands-based flood 

risk experts HKV, put the 

statistics together using advanced 

analysis that looks at sea level 

influences. 

These include weather patterns, 

such as significant rainfall events, 

sea-level rise, and the effects of 

wind and waves on the sea. The 

companies were commissioned 

by the city council, which hopes 

to understand the frequency 

of high water levels at various 

locations around the city. 

The research shows a slightly 

higher water level for most 

high tide levels than was 

calculated when the statistics for 

Christchurch were last reviewed 

in 2018.

The $22 million facility on 

the corner of Smith St and Linwood 

Ave will have a multi-use 

25-metre lane pool, a deep water 

splash pool, a family spa pool, a 

learn-to-swim pool, and a pool 

and water deck for toddlers.

for lifeguards, swim education 

instructors, recreation tutors, 

group fitness and aqua fitness 

instructors, and customer experience

help ensure that people using the

Canard was president of 

Whitewater New Zealand Inc 

from 1980 to 1990 and has 

been its patron since 1992. 

He is a member of the 

Canterbury Regional Water 

Committee and contributed 

to policy forums, providing 

guidance to members responsible 

for representing the 

interests of paddle sports, river 

recreation and conservation 

throughout New Zealand. 

Canard has also led hundreds 

of amateur kayaking 

and rafting trips for the Canterbury 

Whitewater Club. 

Over the past 40 years, he 

has been instrumental in 

securing Water Conservation 

Orders on the Kawarau, Buller, 

Grey, Rangitata and Mohaka 

rivers. 

But it did not stop there – he 

has either been a member or 

chairman of numerous organisations 

nationwide, including 

the Nelson-Marlborough 

Conservation Board, National 

Water Strategy Working 

ADVENTURE: Hugh Canard takes on some rapids along the Waiatoto River on the 

West Coast.

Association of New Zealand. 

Canard developed certificates 

and codes of practice 

for the Sea Kayak Operators 

Association, which he helped 

establish, and helped purchase 

land by the Buller River in 

order to retain public access. 

But most of all, his proudest 

achievement was “the fact that 

some really big rivers are still 

there and flowing free” and 

having a hand in making sure 

it stays that way. 

He said it has become much 

easier than it was 20 years ago 

to have conversations with 

people like irrigators around 

taking care of waterways. He 

said society is starting to care 

more about the natural world. 

“There’s no money in leaving 

a river alone,” said Canard. 

“We all drink water and 

flush the toilet, so we need to 

think about where it comes 

from, the consequences of our 

actions and be honest about 

them.”

refugee resettlement 

•Mairehe Tankersley, 

Sydenham, Member of 

the New Zealand Order of 

Merit 

Tankersley has received the 

honour for services to prisoners’ 

welfare, and Māori. 

Tankersley (Kāi Tahu, Kāti 

Irakēhu, Kāti Huikai, Kāi 

Tūtehuarewa) is currently chair 

of Te Rūnaka ki Ōtautahi o 

Kāi Tahu Trust and has been 

committed to initiatives with a 

Kaupapa Māori foundation. 

Tankersley has a long history 

of such initiatives with the 

Department of Corrections, 

particularly at Christchurch 

Women’s Prison where she has 

been a kaiwhakamana and lead 

facilitator of the Tikanga Māori 

programme for 14 years. 

She is a social worker, Māori 

educator and director of Jade 

Associates – Pounamu Kahuraki, 

a Māori consultancy providing 

cultural supervision and training 

to individuals and groups in 

education, social services and 

mental health. Her organisation 

is contracted to deliver Tikanga 

Māori programmes for men and 

women across Canterbury prisons 

and community corrections. 

Her programmes are always 

over-subscribed, and several 

women have participated multiple 

times because of the value 

they place on them. 

Tankersley provides a safe 

place for women who have 

experienced significant trauma 

and loss, and who are frequently 

disconnected from their culture, 

helping them to connect with 

who they are and change their 

lives to benefit them and their 

children. She has developed 

relationships transcending usual 

staff-prisoner boundaries and 

has continued to provide 

encouragement and support 

after release. 

Tankersley is member of a 

multi-agency group established 

to deliver on the Department 

of Corrections Mana Wahine 

pathway.

advocate among those recognised

the Queen’s Service Order 

Matthews has been recognised 

for services to people with 

disabilities. 

He spent 10 years in senior 

management roles with Special 

Education Services and the past 

21 years with CCS Disability 

Action. Matthews has been chief 

executive of CCS since 2011, 

maintaining the organisation’s 

positive reputation across the 

disability sector and increasing 

the fiscal position of CCS without 

reducing staff or services. 

Under his leadership, many 

innovative initiatives have taken 

place, including in Northland the 

‘Karanga Maha – Many Voices’ 

marae-based support programme 

for Māori disabled people, a 

work programme model now 

taken up by other CCS branches 

nationally. 

He oversaw the development of 

intensive wrap-around services for 

disabled children with complex 

needs across New Zealand. As 

CCS regional manager for South 

Island, he focused on the use of 

new technologies, access and 

advocacy. 

Matthews has been a past board 

member with the New Zealand 

Disability Support Network 

and involved with many other 

influential working groups, 

including the 2016 New Zealand 

Disability Strategy Revision 

reference group, the Disability 

Systems Transformation and 

Enabling Good Lives projects. 

He supported CCS Canterbury 

to continue its work following the 

February 22, 2011 Christchurch

Member of the New 

Zealand Order of Merit 

Dodds has been honoured for 

services to special education. 

She has been an active and 

dedicated member of Special 

Education New Zealand, having 

been team leader of special 

education in several high schools 

and principal of Waitaha Special 

School from 2008 to 2018. 

As principal of Waitaha, Dodds 

was jointly responsible, with 

the principal of Lemonwood 

Grove, in establishing the new 

Lemonwood Grove full primary 

and Waitaha special education 

schools’ side-by-side. 

She played a key role in relocating 

Waitaha to a new purposebuilt 

facility in Rolleston in 2018, 

with four satellite provisions 

across four other mainstream 

schools. She ensured her students 

had an everyday school experience, 

introducing new curriculum, 

school dances, camps and 

inter-school sports, and created 

an innovative sensory-motor 

therapy room designed to meet 

students’ sensory needs, enhance 

self-regulation and develop motor 

functions. 

Dodds ensured that students’ 

best interests were the core of all 

decisions, and had an open-door 

policy for staff and whānau, 

ensuring they received the support, 

resources and information 

available to help their students 

achieve. 

After retiring in 2018, Dodds 

was called upon by the Ministry

Marwat has held various roles 

with the Muslim Association of 

Canterbury, including time as 

president and councillor with the 

Federation of Islamic Association 

of New Zealand. He has helped 

initiate and assisted with sports 

events for youth from ethnic 

communities. 

He has co-led organising an 

ethnic girl’s/women’s sports programme 

and worked on improving 

Canterbury Sunday cricket 

to empower ethnic youth and 

bring multi-ethnic communities 

together through sports. 

He assisted in introducing 

affordable Iftar programmes 

for the Canterbury Muslim 

community during Ramadan in 

Masjid Al Nur. 

Marwat actively supports 

refugees settling in New Zealand. 

He is employed by the 

Department of Corrections 

and has facilitated close 

working relationships between 

governmental and nongovernmental 

organisations 

amongst ethnic communities 

nationally. 

Marwat was instrumental in 

organising numerous meetings 

for the prime minister and 

ministers with the Muslim 

community, and held a key 

role in organising hui with 

the community on the Royal 

Commission of Inquiry Report 

following the March 15, 2019 

terror attack. He worked to 

connect victims of the terror 

attack with services and 

direct queries from families to 

appropriate forums. 

Marwat is active in the 

interfaith space in bridging gaps 

between communities and faithbased 

groups.
