Some advantages to living in a private apartment are:
You have more choice in what part of town and
with whom you will live
In many cases, you have more general freedom
Some disadvantages to living privately are:
Your monthly rent fluctuates, based on your usage
of electricity, water, heating, etc. per month. These
changes are often unpredictable.
It is often more difficult to handle all of the issues
with living on your own, in a private apartment,
e.g. repairing broken things, setting up certain services,
etc.
