3.7 PERFORMANCE IN PROCESSING<br />

LICENCE APPLICATIONS<br />

The Export Control Organisation sets out the<br />

Government’s commitments to exporters in a<br />

Service and Performance Code. The performance<br />

target is to provide a response on 70% of<br />

applications for SIELs within 20 working days,<br />

and 95% within 60 working days. During the<br />

period, 73% of all SIEL applications that were<br />

circulated to other Government Departments were<br />

processed within 20 working days, and 97%<br />

within 60 working days. The targets apply as soon<br />

as the applicant has supplied full documentation<br />

necessary to support their application.<br />

The performance target for SITCLs is to provide a<br />

response within 20 working days, and 67% of all<br />

SITCL applications were dealt with within this<br />

target in 2005.<br />

For OIELs the performance target is 95% of<br />

cases within 60 working days. They also do not<br />

apply to OITCLs because of the wide variation in<br />

goods or activities, sources and destinations<br />

covered by such licences. They also do not apply<br />

to applications for licences to export goods that<br />

are subject to control solely because of United<br />

Nations Sanctions.<br />

Rating requests<br />

The Export Control Organisation also responds to<br />

requests from exporters for advice on whether or<br />

not a licence is required to export particular goods<br />

of which the exporter has provided full technical<br />

details. During 2005, 4036 such requests were<br />

dealt with and 96% of these were dealt with within<br />

the Government combined target of 20 working<br />

days for cases circulated to advisors, and 10<br />

working days for non-circulated cases.
