in the period of Government against the two main<br />

published SIELs targets (70% in 20 working days<br />

and 95% in 60 working days).<br />

The target for processing appeals against a<br />

decision to refuse an application for a SIEL is 30<br />

working days from receipt of all the relevant<br />

information from the appellant. The target does<br />

not apply to appeals concerning goods that are<br />

controlled solely because of UN Sanctions. Of the<br />

46 appeals decided in 2005, none fell into this<br />

category (there were no appeals on SITCLs).<br />

Exporters withdrew one of the remaining appeals.<br />

Of the remaining 45 appeals heard in 2005, 65%<br />

achieved the 30 working day target. DTI has<br />

been working with other Government<br />

Departments on adjustments to the appeals<br />

procedure, and as a consequence there has been<br />

an improvement in performance against the<br />

appeals target. 58% of appeals were processed<br />

within 20 working days (against the unpublished<br />

target of 60%) and 83% processed within 60<br />

working days (against an unpublished target of<br />

95%).<br />
