As well as a shortage of sections,<br />

there was high demand. This was<br />

coming from more people moving<br />

into Canterbury from the North<br />

Island, Kiwis returning home from<br />

overseas choosing to live here, and<br />

people wanting to upsize from their<br />

smaller homes in Christchurch.<br />

Recently there had been a lot of<br />

about 20 sections go up for sale in<br />

Lincoln, and Bayleys received more<br />

than 100 offers.<br />

The <strong>Selwyn</strong> <strong>Times</strong> reported in<br />

August that section prices had<br />

doubled in Rolleston in about the<br />

last year.<br />

A COMMISSIONER has been<br />

appointed and a hearing date has<br />

been set for the proposed 2000-<br />

from November 22 to 26, at<br />

<strong>Selwyn</strong>’s average residential property<br />

price increased by 9.7 per cent<br />

past 12 months it increased by 30.4<br />

per cent, compared to 27.8 per cent<br />

nationwide and 27.6 per cent in<br />

Christchurch.<br />

The average current value of<br />

residential property in the district<br />

is $743,115, compared to $950,229<br />

nationwide and $666,371 in<br />

Christchurch.<br />

260 submissions. Submitters made<br />

about 330 submission points. The<br />

majority were in opposition, with<br />

only eight per cent of points either<br />

A district council planning team<br />

spokesperson said Caldwell was<br />

an experienced commissioner and<br />

lawyer based in Christchurch.<br />

He has heard a number of<br />

previous cases in the district,<br />

including Plan Change 66, 67<br />

and 73 applications, as well as<br />

last year’s application by Lincoln<br />

Development Ltd to build a<br />

supermarket and café on Birchs Rd,<br />

Lincoln.<br />

Caldwell declined the latter<br />

resource consent application, citing<br />

adverse effects on local residents<br />

and the wider environment.<br />

He is also the commissioner<br />

for upcoming hearings on Plan<br />

Change 75, 76 and 78.<br />
