Quality Policy
Operating in a wide range of different industries, Bilkent Holding

It has been a challenging year with
extraordinary developments for our country as
well as for the entire world.
While the Covid-19 pandemic has turned into a
human tragedy, it has also affected global and
national economies seriously.
The pandemic has costed the lives of millions
of people, while it has changed our lifestyles
and the ways we do business. In this difficult
year, we have managed to maintain our strong
financial structure and increase our revenues,
with the great commitment and outstanding
efforts of our employees. Thanks to our financial
discipline, we closed this year with growth.
Since the first day of the outbreak of pandemic
in Turkey, we have taken measures to protect all
our employees against pandemic and regularly
monitored their health with the understanding
of "human health first". In the light of all these
measures, we have made great efforts to
continue our operations uninterruptedly.
Another development that I am proud of is the
responsibility that Bilkent Holding has assumed
in the fight against Covid-19. The company
named Felisya Biomedical was incorporated
within Bilkent Holding for the Covid-19 rapid
diagnosis kit "Diagnovir", which was developed
using the infrastructure of the National
Nanotechnology Research Center (UNAM) of
Bilkent University. Developed with domestic and
national resources, this device will significantly
reduce the spread of the virus and Diagnovir
will be of great benefit in returning to social life.
While the Turkish economy grew by 4.5% in
the first quarter of 2020, it experienced a
significant contraction by 9.9% in the second
quarter due to the restrictions caused by the
pandemic. With the normalization process in
the third quarter, domestic demand started to
increase and an annual growth of 6.7% was
realized. In total, 0.5% growth was recorded in 9
months of 2020.
The effectiveness of the vaccination process,
which will affect the course of the pandemic,
and the impact of the correct and decisive steps
we will take in this process will decide on what
kind of year 2021 will be. We have observed
that the economic problems that emerged
during this period has triggered significant
changes in many areas. We have responded
to such change very quickly, together with our
companies which have broken new grounds
and set the standards in their respective field of
activity since the day they were incorporated,
as well as our valuable employees. We have
taken and will continue to take the necessary
actions by reviewing our investment and
production strategies and the ways we do
business accordingly.
We will continue to work with all our efforts
to offer scholarships for more students and
educate students who can open new horizons
for our country in line with our founder Prof.
Dr. İhsan Doğramacı's motto of "Further, to
the best...". Accordingly, I am pleased that
we have successfully closed this year which
was challenging for the whole world and our
country, and I express my sincere thanks to
all our employees, customers, suppliers and
stakeholders for their efforts.

The year 2020 brought great changes
for the whole world and our country. In
this period, which was deeply influenced
by the pandemic, we have felt its
economic consequences seriously in
Turkey and in the world.
The main feature of the economic crisis
caused by Covid-19 which distinguishes
it from other global economic crises is
that it emerged as a significant and
unexpected negative shock on both sides
of economic activity, namely supply and
demand.
Despite all the extraordinary challenges
caused by the pandemic, Bilkent Holding
has achieved the financial targets
it has set for 2020. Bilkent Holding's
consolidated sales, which were TL 2.9
billion in 2019, were maintained at TL
3.011 billion in 2020. As a result of our
increased operational profitability
in 2020, our consolidated EBITDA
increased by 65% year-on-year,
reaching TL 659 million. And our
consolidated assets increased by 9%,
exceeding TL 4.9 billion.
In 2020, when we struggled with
many changes and challenges, we, as
Bilkent Holding, continue our activities
efficiently thanks to our prudent and
effective financial management as well
as outstanding efforts of our employees.
The most important factor of our
achievements to date is undoubtedly
our strong human resources. As Bilkent
Holding and its group companies,
the number of our employees has not
decreased during this difficult period,
and as of the end of 2020, the number of
employees is 26,379. Tepe Defense, Tepe
Service and BCC Catering continue to
lead our workforce.
Tepe Service moved up to 385th place
in the Fortune 500, ranking 54th
among Ankara-based companies. In
addition, it ranked 39th in the number
of employees and 44th among the
companies that increased their sales
the most. With a female employee ratio
of 61%, Tepe Service ranked 23rd with
5,020 female employees in the "Female
Employee Friendly" category and
56th with 74 female managers in the
"Female Manager Friendly" category
among the top 100 companies in Capital
Magazine's ranking of "Women Friendly
Companies".
Moreover, Tepe Service obtained the
V-SAFE Secure Service Certificate as
part of the service competency of the
company during the Covid-19 outbreak.
And BCC Catering obtained the Covid-19
Safe Production Certificate.
Another development we are proud of is
the establishment of Felisya Biomedical
with the purpose of providing benefit
for public health and developing new
technologies and products in the field of
health technologies.
We pay importance to digital
transformation projects that will
determine our way of doing business
in the future. Accordingly, the
Information Technologies and Digital
Transformation Coordination Office
was established within the holding,
and we continue to invest in innovation
in all our companies. Almost all of the
holding and group companies have
adopted the same ERP system and we
have achieved the target of effective
management of business processes. The
modular furniture collection specially
produced by Tepe Home was launched,
the mobile application was introduced
and JivoChat application was provided
on the e-commerce site as the live
support provider.
Bilkent CYBERPARK, one of Turkey's
largest technoparks, became the
Champions of Turkey for the second
time by winning the "National
Winner" award during the European
Entrepreneurship Encouragement
Awards (EEPA) organized by the
European Commission.
Tourism is one of the most affected
sectors during the pandemic. Prioritizing
the importance it attaches to its
customers above all else, Bilkent Hotel
became the first hotel in Ankara to
receive the "Safe Tourism Certificate".
Tepe Prefabricated Construction
performed the manufacturing and
installation of the 26,134 m2 section of
Turkey's first pandemic hospital, built
by the Ministry of Health in Yeşilköy,
İstanbul, in a very short time like 45
days.
Tepe Construction, one of the leading
construction companies in Turkey
with its experience of more than 50
years, managed to enter the ENR
Contractors list in 2020, moving up 5
ranks compared to the previous year
and ranking in the 179th place. Tepe
Construction started the construction of
"Park Mozaik Su", the third phase of the
Park Mozaik project, which made a great
impression with its architectural style
and innovative design.
Developing high technology products
for the defense and security of Turkey,
Meteksan Defence signed the contract
for the Retinar FARAD Drone Detection
Radar and delivered it with great
success in the same year. A design and
consultancy contract was signed for
the second Wound Defense Training
Simulator in the Republic of Korea.
Meteksan Defence held the press release
of Turkey's First Armed Unmanned
Sea Vehicle, ULAQ, as a result of its
cooperation with ARES Shipyard.
Bilkent Center, which is managed by
Tepe Real Estate Investment, became
the first shopping mall to receive the
Zero Waste Certificate by establishing
the Zero Waste Management System.
Then, Tepe Nautilus received the Zero
Waste Certificate with the Zero Waste
Management System it established.
Tepe Betopan, one of the leading
companies in the construction materials
industry, became one of the 4 Turkish
partners in the Iceberg Project, which is
a part of the EU Horizon 2020, one of the
world's largest civil research programs.
I would like to express my gratitude to

Operating based on the motto of "doing the best" in

Bilkent Holding has become a leading organization

• Dilek Construction was founded to
undertake the construction project of
Hacettepe Children's Hospital. With the
projects it completed, the company took its
place among the most robust and reliable
firms in the construction industry of
Turkey and involved in the construction of
almost all college campuses and hospitals
in Turkey.
1969
• Tepe Wood Metal & Machinery was
incorporated to undertake the
construction of wooden works and
furniture of Hacettepe Children's Hospital.
• Meteksan was incorporated to undertake
the provision of oxygen gas requirement
of Hacettepe University Hospital.
• Oxygen and Other Gases Filling Facility
was established by Meteksan.

carry out internal and external marketing
activities of Tepe Group products and
regional offices of the company in İzmir,
İstanbul, Antalya and Adana were

Marketing to market the products of Tepe

incorporated.

• Betopan factory was founded and the first

• Following the earthquake in Malatya,
prefabricated buildings were constructed in
the region by Tepe Prefabricated Construction.

• Bilkent Holding was incorporated.
1987
• Biltepe started manufacturing
plasterboard and plaster products. In the
second half of 1997, the company merged
with the German company Knauf in the
production of cardboard plasterboard
and powder plaster and renamed Tepe
Knauf, and all shares of the company
were sold to Knauf in 1999.
• Bil Furniture factory was established in
Eskişehir Organized Industrial Zone for
the production of furniture products and
panels.
• Tepe Betopan made its first export.

• Bilintur was incorporated.
• Tepe Kitchen was established to
manufacture modular kitchen and
bathroom cabinets.

• As it started to operate in the construction
industry, the commercial title of Tepe
Wood Metal & Machinery was changed to

to manufacture the machinery and

• Bilkent Energy Plant was established

• International Tactical Security Research
Institute was founded at Tepe
Construction in order to provide

• Tekirdağ-Muratlı Cardboard Production
Facility was established by Meteksan

was established in order to carry out

which was opened in 1998 with a capacity
of 1,000 people, has proven that a hotel

• Bilkent Center Shopping Center was
opened in Ankara with the cooperation of
Tepe Real Estate Investment and
Metro AG.
• Tepe Cinemaxx started its activities with
a partnership agreement with Cinemaxx,
one of Germany's leading movie theater
operators.
• Sports International's İzmir Mavişehir
and İstanbul Ataköy facilities were
opened.
• Tepe Home Bilkent Store, where 40,000
types of accessories and furniture
products are sold, was opened.
• Tepe Betopan increased its production
capacity as a result of modernization

Airport New International Terminal was

the Domestic Terminal was modernized to
serve an average of 7.5 million passengers

• BTA Catering Services was incorporated

operation at İstanbul Atatürk Airport

Incorporated in 1977, Tepe Prefabricated
Construction started its business mainly as a
coordinator within the organizational structure
of Tepe Construction. Since 2007, it has been
operating with the commercial title of Tepe
Prefabricated Construction. Having worked
with group companies and charities until 2007,
the Company started working with particularly
construction companies in the domestic market
as well as various companies abroad, after
2007. For many years, it has specialized in the
production of modular prefabricated systems,
steel structure systems, fixed or mobile living
containers with its mass production capabilities.
Tepe Prefabricated Construction continues its
activities mainly in Turkey and also in the Middle

Geographies of the World
Important activities of Tepe Prefabricated
Construction in 2020 included mainly Prof. Dr.
Murat Dilmener Emergency Hospital, which
was built by the Ministry of Health in Yeşilköy,
İstanbul as Turkey's first pandemic hospital,
and the camp buildings in the Chile mining
project, the prefabricated buildings of Azerbaijan
Haydar Aliyev Oil Refinery, the school containers
supplied within the scope of the project of Libyan
Ministry of Education, the mass housing villas
in Uzbekistan, the three-story office building
provided for Kazakhstan Almaty Airport Project,
the two-story prefabricated office building
supplied for the American administration in
Namibia, and the permanent prefabricated
buildings supplied for the Çanakkale Lapseki
mine project. Also, the Company has continued
its presence in Cameroon in 2020, significantly
increasing its operations in the Nachtigal dam
project site.
In addition to the projects performed
internationally, a large Faraday Cage application
was made for Meteksan Printing together with
Bilbak Construction and Bilkent University. Tepe
Prefabricated Construction aims to reach new
customers and markets by closely following
the opportunities that may arise during or
after the pandemic experienced all over the
world, and to increase its brand awareness
and market share in existing foreign markets.
In line with the current situation and future of

approach of the "Underwater Acoustics Excellence Center

The Company also develops training simulators as a high-tech

Bilkent Hotel and Conference Center has
been serving since 1990 with the principle of
uninterrupted change and performance and the
equipment required by a 5-star hotel. As a result
of the principle of uninterrupted change, Bilintur/
Bilkent Hotel went through a comprehensive
renovation process in 2009. Within the scope of this
renovation, the number of meeting rooms furnished
using the latest technology was increased to 19, the
number of rooms was increased to 235 and the bed
capacity to 398. Konak Roof and Ceyhan Halls with
a total area of 330 m2 was presented to guests'
service, halls were provided with daylight, the foyers
are opened to the garden and features such as
technical infrastructure, smoking areas have been
highlighted at the project stage. The Mediterranean
Cuisine, which has become a flavor brand of the
hotel, has been both renovated and enlarged to
meet the demands. In addition, Sanitas Spa and
The North Shield Pub brands were included in
Bilkent Hotel. In 2013, however, "Konak 27” rooms
and Sakarya Ballroom, which is the largest hall
with an area of 940 m2 has been renovated in "Art
Deco" style. In 2017, 360 degree video mapping
technology investment was offered in Sakarya
Ballroom, the service area of the Mediterranean

The process, which started with the application of EA Technology, established in Bilkent Technopark,
to Bilkent Holding with the idea of developing a Covid-19 test kit in April 2020, continued with the
incorporation of Felisya Biomedical with the partnership of Bilkent Holding and EA Technology to
produce and sell the Diagnovir Covid 19 Rapid Diagnosis System. Diagnovir is an optical-based
diagnostic system that changes the glow color in the presence of virus, thus detecting viruses with high
selectivity. The sample is taken orally without requiring a deep swab from the patient and is mixed
with a special solution and then dripped onto the pathogen detection chip, and if there is a pathogen
in the area, the fluorescent signal is detected with high accuracy by the biosensor device. It is based
on the detection of the presence or absence of the virus by optical methods. The "multidisciplinary"
system, which includes the disciplines of physics, biophysics, optics, nanotechnology, molecular biology
and genetics, developed by academicians, will be available in less than 1 minute, with a high accuracy
rate, at a very affordable price compared to its equivalents in the market. The device, whose clinical
studies were completed at Ankara University and gave 99% accurate results, has been approved by
the Ministry of Health with CE and ISO certificates. With production line and clean room laboratory put
into operation in the Bilkent campus, Felisya Biomedical plans to produce 10 thousand kits per day in
July 2021.

TAV Airports was incorporated as a joint venture
between Bilkent Holding and Akfen Holding in
İstanbul in 1997.
The agreement governing the sales of 38%
shares of TAV Airports to the Aéroports de
Paris Group in return for USD 874 million was
signed on March 11, 2012. The share transfer
was completed on May 16, 2012, following
the fulfillment of prerequisites set forth in the
share purchase agreement. As a result of this
share transfer, Tepe Construction's share in
TAV Airports decreased to 8.1%. Upon the share
transfer realized in September 2017, Tepe
Construction's share in TAV Airports became
5%, while the Akfen Group transferred all of its
shares. About 48% of the Company's shares are
traded on Istanbul Stock Exchange.
TAV Airports, which was awarded the tender
regarding the construction of İstanbul Atatürk
Airport International Terminal one year after its
establishment, completed the construction works
in two years and opened the terminal in 2000.
Following this project which has been one of the
first examples globally and reflects the modern
face of Turkey where airport management
is contracted with a "build-operate-transfer"

Being one of the largest maritime transport companies in the world with its large fleet, high vehicle
and passenger carrying capacity, İDO has adopted the mission of economy, comfort, speed and travel
safety on 16 routes with 52 ships. As of the end of 2020, with its modern fleet consisting of 52 sea
vehicles (24 sea buses, 20 ferryboats, 7 fast ferries and 1 service ship), IDO operates on a total of 16
lines with a capacity of carrying 35,021 passengers in the summer, 28,903 passengers in the winter
and 2,577 vehicles in both seasons.
As of 31 December 2020, the number of employees of İDO is 1,027. The most recent collective
bargaining agreement signed with the Turkish Seafarers' Union continues to cover the period of
01.01.2020 and 31.12.2021.

İDO IS READY FOR FUTURE WITH
DIGITAL TRANSFORMATION
With the pandemic that has affected the
world, digitalization has gained even more
importance at İDO, like the rest of the world.
Accordingly, activities have been carried
out made to revise the web, mobile and
ticket office interfaces and to add new
functions.
Integration was made with the "Hayat
Eve Sığar" application, which was made
mandatory by the Ministry of Health during
the pandemic, enabling passengers to
travel safely. HES codes have been inquired
during the ticket purchase and risky
passengers have been prohibited to travel.
A more user-friendly structure was used
in mobile interfaces with a minimalist and
target-oriented approach.
In order to increase the number of
members of the loyalty program, necessary
revisions were made to ensure that the
processes with membership through web,
mobile, ticket office and call center channels
are made faster and more user-friendly,
allowing passengers to benefit from the
campaigns.
LOYALTY PROGRAM
As part of the loyalty program, there
are ongoing activities to improve the
travel experience of the subscribers and
enable them to use the idoPara they
earn more easily, with the possibility of
partial payment for ticket purchases with
idoPara, the use of idoPara at contracted
points, and monthly bulk purchases in the
form of subscriptions for those who travel
constantly and regularly.
In order to increase the authorized
passenger data, the necessary systematic
works were completed to obtain the
communication permits of the passengers
in the ticket purchases.
As a result of these activities, the member
data has increased from 110,000 to
195,000, and the data with communication
permission has reached 314,000 from
80,000.
CORPORATE COLLABORATIONS
Cross-campaigns were organized by
collaborating with online marketplaces
such as Gittigidiyor, D&R, İstegelsin and
many companies such as Migros, Türk
Telekom, BTT, Turkcell, Redbull, Zurich
Sigorta, Garanti Bank, Denizbank, and
Petrol Ofisi. Activities are ongoing to make
collaboration with new companies.
CORPORATE SOCIAL RESPONSIBILITY
PROJECTS
Collaboration with UNICEF
As in previous years, UNICEF and IDO
guests were brought together at İDO
terminals throughout 2020. Accordingly,
UNICEF gained 500 new supporters.
This support contributed to helping 375
disadvantaged children.
Toy Campaign in Elazığ
İDO delivered all the toys collected in the toy
collection campaign launched to contribute
to the recovery of earthquake-affected
children in Elazığ, to the Elazığ Provincial
Directorate of Family, Labor and Social
Services. A shipload of toys collected was
distributed to four different institutions
where abandoned children are staying in
cooperation with the Provincial Child Rights
Coordinator.
İDO Supports Non-Governmental
Organizations
İDO supported NGOs (Kızılay, AFAD, LÖSEV,
Darüşşafaka etc.) by giving permission for
terminal activities, terminal and onboard
announcements and posters.
Travel Support for Avşa Summer Camp
for the Disabled
İDO provided free travel for citizens with
disabilities who participated in the Avşa
Summer Camp Without Disabilities
program of the Turkish Association for the
Disabled in 2020. Between January 1 and
August 31, 2020, about 500 people traveled
in groups free of charge with IDO for 25
weeks.
Sleeping Bags and Supply Aid to
Earthquake Victims of İzmir
As part of its social responsibility approach,
İDO, under the leadership of AFAD and in
cooperation with the İzmir Metropolitan
Municipality, provided the citizens of Izmir,
who were affected by the earthquake
on October 30, 2020, with sleeping bags
and blankets that they needed the most.
In addition, the Company provided food
aid and the Red Crescent provided food
distribution to the earthquake victims with
these supplies.
İDO Memorial Forest
As part of its corporate social responsibility
and environmental awareness, İDO
brought together its employees and their
families in January 2020 to create a new
memorial forest. 2,000 saplings were
planted in Arnavutköy for the second
Memorial Forest to commemorate the 10th
anniversary of the first memorial forest
created in Arnavutköy Fenertepe in 2009.

Strategies for Efficient Use of
Natural Resources
Bilkent Holding operates in today's
sensitive sectors on human and
environmental elements such as
construction and industry. Operating
with this awareness, the Holding
primarily observes occupational safety,
environment and quality policies in all its
activities in order to ensure its corporate
sustainability in the economic and social
field. While managing its operations, the
Holding takes all necessary measures
to protect natural resources, minimize
waste, and prevent soil, air and water
pollution. Also, it develops practices to
minimize risks in occupational health
and safety issues and ensures the active
participation of all employees in these
practices.
ACTIVITIES FOR ZERO WASTE
With the new regulation that entered
into force in line with the changes made
in the environmental legislation in the
late 2018 as part of the "Zero Waste"
project of the Ministry of Environment
and Urbanization, the responsibility of
establishing a "Zero Waste Management
System" has been introduced gradually
for the institutions and organizations
determined throughout the country. Zero
waste is a target that includes more
efficient use of resources, preventing
or minimizing waste generation by
reviewing the causes of waste generation,
and collecting and recycling waste
separately at the source if it occurs.
Disposing of wastes without being
evaluated in the recycling and recovery
process results in serious resource
losses in terms of both material and
energy. In recent years, individual and
institutional zero waste implementation
activities have become popular all over
the world. Natural resources support the
functioning of the global economy and
the quality of life. These resources include
raw materials such as fuels, minerals
and metals as well as food, soil, water,
air, biomass and ecosystems. A wellfunctioning
economy depends on the
uninterrupted flow of natural resources
and raw materials.
Sustainable and efficient management
of resources is an inevitable necessity
today. For this purpose, Bilkent Holding
has introduced the zero waste project in
all its companies in 2020 and supported
its groups companies, mainly Bilkent
CYBERPARK, Bilkent Energy Plant,
Meteksan Printing, Bilkent Hotel &
Conference Center and Bilkent Center
AVM, to receive the Basic Level Zero
Waste Certificate.
Bilkent Holding will continue its activities
for the Zero Waste Certificate by including
the group companies serving in the field
of industry in the system in 2021 as part
of the zero waste project. Bilkent Holding
has started to work on a new project to
control the waste by digitally measuring
it with an innovative approach for
the minimization of waste. With this
approach, the Holding aims to make an
accurate and effective inventory of waste
by coding the wastes in its companies
with smart container systems, and as a
result, to reduce waste.

Risks and Hazards
In order to ensure the effective

risk analysis activities are performed
in all operational areas of the holding

the identified risks. In order to eliminate
possible dangers and risks at their
source, all kinds of equipment are
reviewed and all relevant periodic tests
and measurements are made on time.
Annual trainings on occupational health
and safety practices at Bilkent Holding
are renewed every year, ensuring
continuous improvement, development
and individual awareness among
employees.
Moreover, occupational health and
safety trainings are provided to newly
recruited employees during on-the-job
training. Another training program
organized in this field is the training
offered to the relevant personnel
on subjects that require expertise,
such as first aid. In addition, certified
personnel are employed as stipulated
by the occupational health and safety
regulation. Occupational Health and
Safety Board Meetings are held every
month in our companies which are
engaged in dangerous works. Employees
are provided with work clothes and
other personal protective equipment
depending on the nature of their duties,
as well as with comprehensive health
services and statistics are kept for this
purpose.
COVID-19 MEASURES
2020 Annual Report
After the coronavirus was declared as
pandemic on March 11, 2020, the COVID
Committee was established at Bilkent
Holding and protective measures have
been taken during the weekly meetings
in accordance with the legislation and
directives issued by the Turkish Ministry
of Health, Ministry of Interior and
Ministry of Family, Labor and Social
Services, and the decisions taken during
these meetings have been implemented
in all group companies. Bilkent
Holding monitors the cases in all group
companies and takes the necessary
actions quickly.
Bilkent Holding has issued the "COVID-19
Measures Regulation" and the "Remote
Working Regulations" to define the steps
for transition to the new working order
in its companies and to take actions in
the fields of hygiene, health, safety and
communication.
As part of the COVID measures, Bilkent
Holding have:

• Updated emergency plans and risk
analyzes and revised them based on the
current situation,
