TRADE, INVESTIMENT AND THE PURSUIT OF PROSPERITY An idea whose time has come if free trade defined canada-us relations in the past two decades, what will this decade be remembered for? greater regulatory alignment between canada and the us is certainly an idea whose time has come. if Canada-US Free Trade Agreement (cuFta) and naFta did wonders to grow trade between canada and the us, growing cross-border business now and in the future depends on north american manufacturers making more things together. making more things will require finding new customers in global markets and ensuring that we can compete in these markets. governments in north america have a critical role to play by ensuring that our continental trade policies sustain a competitive manufacturing sector. regulatory differences between canada and the us, and border regulations add to the cost of doing business in both countries. companies operating in both markets have to comply with two sets of regulations, and face additional compliance costs related to cross-border transactions. and lingering economic insecurity south of the border coupled with a 36 | www.2020MAgAzINE.CA growing mistrust for imported goods is leading to more legislation impacting foreign businesses selling goods into the us. americans are now demanding that imported products be inspected, tested and deemed safe before they are allowed into the us. this adds to the cost of cross-border business, and we can expect the burden to get worse for importers. while new us import regulations are usually aimed at overseas trading partners, all shipments entering the us must comply with the rules. in the end, canadian companies get sideswiped and end up paying the bulk of the price. this issue is not isolated to a few cases — 69 per cent of canadian manufacturers surveyed by statistics canada last year, reported that regulatory differences between canada and the us constitute a challenge to their business, and one out of four small and medium-sized manufacturers said they stopped exporting to the by Jean micHel laurin, vice presiDent, global business, cme “[We must create an effective] continental system composed of national policies and regulations that are equal in value and of similar effect, so we foster fair competition and maintain free trade in the integrated North American market.” Jim Prentice, Canada’s environment minister, explaining why Canada is aligning its climate change policy with the US. us because of border issues and regulatory differences. the government of canada has shown some openness to this issue by leading consultations on north american regulatory cooperation. meanwhile, president obama made the commitment to double us exports within the next five years. The idea of a “continental system of national policies that are equal in value and of similar effect” is an idea whose time has come. if we are serious about growing trade between our two countries by building on cuFta and naFta’s success and taking our relationship to the next level, now is the time for canada to take the lead in proposing an ambitious and innovative regulatory cooperation agenda that will facilitate cross-border business. the idea of a “continental system of national policies that are equal in value and of similar effect” is an idea whose time has come if we are serious about growing business between the two countries and competing in global markets.
