after four months apart.<br />
Lucy Edwards arrived in<br />
Christchurch from Auckland<br />
yesterday to see her family<br />
after a long lockdown without<br />
them, but this time there’s a<br />
new addition.<br />
Edwards gave birth to a baby<br />
boy during lockdown, but<br />
with all her family living in<br />

THE HUSBAND of a woman who<br />
was injected with a used needle<br />
while getting her Covid-19 vaccine<br />
in Christchurch has spoken out<br />
about the ordeal.<br />
On Friday, a needle previously<br />
used to vaccinate one person was<br />
used again.<br />
Canterbury District Health<br />
Board senior responsible officer for<br />
the Covid-19 response, Dr Helen<br />
Skinner, said once staff at the<br />
Christchurch Hospital clinic realised<br />
the mistake, they immediately<br />
advised the second person.<br />
She said a comprehensive investigation<br />
into how the incident occurred<br />
is currently under way.<br />
<strong>The</strong> woman’s husband, who<br />
wishes to remain anonymous, says<br />
they were both shocked.<br />
He said after the nurse administered<br />
the vaccine to his wife, she<br />
apologised saying she had realised<br />
it was a used one.<br />
<strong>The</strong> wife then waited the standard<br />
30 minutes at the booth before<br />
her husband picked her up to go<br />
home.<br />
“When she told me, I was a bit<br />
confused. That normally never<br />
happens, how come this has<br />
happened?”<br />

<strong>The</strong> McDonald’s KiwiBurger<br />
has been dropped from the fastfood<br />
chain’s menu just in time<br />
for summer.<br />
A quick scroll through the<br />
McDonald’s burger menu<br />
reveals the KiwiBurger is<br />
nowhere to be seen – in spite of<br />
the franchise releasing a new<br />
version of its advertising jingle<br />
last year.<br />
<strong>The</strong> KiwiBurger has done the<br />
rounds over the years. It was<br />
McDonald’s franchisee Bryan<br />
Old who first came up with the<br />
idea to create a typical Kiwi<br />
hamburger before the restaurant<br />
chain was introduced in New<br />
Zealand in 1976.<br />
<strong>The</strong> burger is full of Kiwi<br />
flavour, including a beef patty,<br />
fried egg, beetroot, lettuce,<br />

BEN KENDREW has a personal<br />
reason for reading the most<br />
sought-after New Zealand nonfiction<br />
book at Christchurch<br />
libraries this year.<br />
After recently finding out<br />
about his Māori heritage, he<br />
wanted to learn more about the<br />
language and culture.<br />
“My mum, who was adopted,<br />
discovered her birth dad was<br />
Māori . . . It’s been simmering<br />
that I should understand a<br />
bit more about my heritage,”<br />
Kendrew said.<br />
Māori Made Easy for everyday<br />
learners of the Māori language,<br />
by Scotty Morrison, took out<br />
top spot. It replaced last year’s<br />
number one, Scrumptious by<br />
celebrity chef and food writer<br />
Chelsea Winter.<br />
Kendrew said he sought out<br />
Māori Made Easy last year<br />
following the societal rumblings<br />
with the Black Lives Matter<br />
movement.<br />
“Hearing Māori share<br />
their story of feeling a little<br />
disenfranchised, I want to<br />
be part of advocating for this<br />
language and didn’t want to have<br />
my kids know more Māori than<br />
me,” Kendrew said.<br />
<strong>The</strong> book is a weekly guide,<br />
taking the reader through basic<br />
pronunciation to more advanced<br />
sentence structures.<br />
“It’s definitely helped with<br />
my pronunciation and trying<br />
and tomato sauce.<br />
But it’s not the first time the<br />
burger has been booted from the<br />
menu. It was discontinued in<br />
2004 and then returned in<br />
2007. Just a year and a half later,<br />
it was dropped from the menu<br />
again.<br />
McDonald’s brought back the<br />
KiwiBurger briefly in 2009, and<br />
then again in August 2011 to<br />
mark the Rugby World Cup as<br />
part of its new Kiwi menu.<br />

fireworks finale, was not staged<br />

Stamp shortage<br />
‘Snail mail’ might be going out<br />
of style, but Christmas card<br />
season has still depleted stamp<br />
stocks at some NZ Post outlets<br />
in the city. “<strong>The</strong>re may be some<br />
stores in Christchurch where<br />
some stamp denominations are<br />
temporarily out of stock and<br />
we wish to reassure customers<br />
there’s more on the way and<br />
they should be restocked this<br />
week,” a NZ Post spokesperson<br />

change its name<br />
<strong>The</strong> Department of Infectious<br />
Diseases at Christchurch<br />
Hospital is changing its name<br />
to Infection Management<br />
Service, so patients will not feel<br />
as stigmatised. <strong>The</strong> Canterbury<br />
District Health Board has said<br />
many patients are taken aback<br />
by the department title, and<br />
wrongly assume they have<br />
a communicable disease as<br />
opposed to simply an infection.<br />
<strong>The</strong>y feel stigmatised by<br />
their infection and the title<br />
contributes to this.<br />

meet him for two months.”<br />
<strong>The</strong> group had shared plenty of<br />
video chats but said it wasn’t the<br />
same as being with family.<br />
“It’s pretty hard with having<br />
family down here,” Lucy said. “So<br />
yeah, it’s really nice to see them.”<br />
Lucy said she was worried<br />
about leaving Auckland the first<br />
day the borders reopened with<br />
a baby but the whole experience<br />
“wasn’t too bad.”<br />
“Air New Zealand was amazing,”<br />
she said. “<strong>The</strong>y’re so good at<br />
helping.”<br />
Leo wasn’t the only early<br />
Christmas present for family<br />
members.<br />

from Auckland with baby<br />
Myar to meet her uncle for the<br />
first time.<br />
Wilson hadn’t seen her brother<br />
in six months and was happy to<br />
introduce four-month-old baby<br />
Myar to him.<br />
Griffiths said they planned to<br />
fly down the very first day they<br />
could to see their family and seeing<br />
them in person was great.<br />
“You can do video calls but it’s<br />
not the same,” she said.<br />
“She’ll be able to meet her cousins<br />
and get to know her uncle and<br />
aunty now.”<br />
Families weren’t the only ones<br />
excited about Auckland’s borders<br />
reopening, with businesses hopeful<br />
to have more customers using<br />
their services.<br />
Taxi driver Abdul Ababora said<br />
he was happy Auckland’s borders<br />
were opening and welcomes the<br />
new business.<br />
“Without the wage subsidy, we<br />
wouldn’t be here today,” he said.<br />
“It was very tough.”<br />
He has been looking forward<br />
to the day when Aucklanders can<br />
travel and said before today he<br />
was lucky if he did two jobs.<br />
But today he was expecting and<br />
hoping for a very busy day.<br />
“It means a lot that business<br />
can pick up so we are really<br />
happy,” he said.<br />

Te Pae Christchurch<br />
Convention Centre will host its<br />
opening event tomorrow.<br />
Sitting on the corner of<br />
Oxford Tce and Armagh St,<br />
the 28,000m2 facility boasts a<br />
1400-seat auditorium, a 1000-<br />
seat banquet space, 2800m2 of<br />
exhibition space and 24 meeting<br />
rooms, making it the largest such<br />
facility in the country.<br />
At almost $450 million – covering<br />
land, design, construction<br />
and equipment – the Anchor<br />
Project has been entirely funded<br />
by the Crown and delivered by<br />
Ōtākaro Ltd.<br />
<strong>The</strong> Christchurch rebuild<br />
company’s general manager of<br />
Te Pae operations, Keith Beal,<br />
acknowledges the challenges the<br />

“An extremely tight labour<br />
market and a global pandemic<br />
have certainly added to the<br />
pressure. Every hotel and<br />
hospitality and tourism business<br />
in town wants it finished, so it’s<br />
fantastic to have reached this<br />
milestone for the city.<br />
“Even taking Covid into<br />
account, we still estimate Te Pae<br />
Christchurch will add around<br />
$60m a year to the local economy.<br />
So, it’s a long-term investment in<br />
the city’s future.”<br />
<strong>The</strong> public will get a chance to<br />
have a look around at an open<br />
day in the new year.<br />
Te Pae Christchurch general<br />
manager Ross Steele said it has<br />
a very busy year planned for<br />
2022, with over 50 confirmed<br />
conferences.<br />
“Te Pae Christchurch is truly<br />
international standard, one of the<br />
very best I have seen and been<br />
involved in,” he said.<br />
<strong>The</strong> convention centre would<br />
greatly benefit the region’s<br />
economy, Steele said.<br />
“Our delegates will stay in<br />
hotels, go to restaurants, cafes<br />
[and] bars, use uber and cabs, go<br />
shopping and even bring their<br />
families and travel throughout<br />
the region. Many of the<br />
conventions take place during<br />
the winter period, which<br />
supports visitor infrastructure<br />
during the traditional quieter<br />
months.”<br />
As the first “new generation<br />
convention centre” to open in<br />
New Zealand, Steele said Te<br />
Pae Christchurch was “looking<br />
forward to playing our part in<br />
the regeneration of our city, but<br />
also in the regeneration of our<br />
industry post Covid”.<br />

System changes<br />
could be made<br />

to return to the hospital for a blood<br />
test. <strong>The</strong> tests came back clear yesterday<br />
afternoon.<br />
<strong>The</strong> husband says the news is a big<br />
relief for them both, as she was really<br />
stressed.<br />
He says they were told to expect<br />
the blood test results on Monday, yet<br />
the delay caused further concern for<br />
the family.<br />
“We’re both really shocked. It<br />
shouldn’t happen, the vaccination<br />
booth wasn’t busy at all. I don’t know<br />
how they made such a big mistake.<br />
“I am also really worried. We don’t<br />
know what’s going to happen and<br />
what problems could come with the<br />
situation.”<br />
Skinner said the CDHB is in contact<br />
with all three people involved<br />
and blood samples have been taken<br />
from those who received the injection.<br />
<strong>The</strong> CDHB has apologised to both<br />
people.<br />
“We are doing everything we can<br />
to support all three people involved<br />
in this incident. We will continue<br />
to communicate with the person<br />
injected with a pre-used needle, supporting<br />
them and sharing any new<br />
information we receive.<br />
“If there are improvements we<br />
can make to our systems to reduce<br />
the chance of this happening<br />
anywhere else, we will certainly be<br />

THE WIZARD is again taking<br />
a poke at the city council, this<br />
time over the pay increase<br />
for chief executive Dawn<br />
Baxendale.<br />
<strong>The</strong> long-standing public<br />
figure believes Baxendale’s<br />
$18,454 pay rise is tied to his<br />
own vanishing act from the<br />
public payroll.<br />
“So that is where my annual<br />
honorarium of $<strong>16</strong>,000 went,”<br />
he said.<br />
After more than two decades<br />
as the city’s official Wizard,<br />
Ian Brackenbury Channell lost<br />
his $<strong>16</strong>,000 annual city council<br />
honorarium in October, a move<br />
causing him to publicly criticise<br />
the city council.<br />
Baxendale’s total annual pay,<br />
including superannuation and<br />
annual leave, will climb from<br />
$534,600 to $553,054, the city<br />
council has announced.<br />
“Her job is to cut the salary<br />
back and save money. It’s not a<br />
very good way of doing it, in my<br />
opinion, to cut out the . . . local<br />
celebrity, who promotes the<br />
city,” the Wizard said.<br />
He believed Baxendale represented<br />
the new Christchurch,<br />
whereas he represented the old<br />
Christchurch.<br />

UNHAPPY: <strong>The</strong> Wizard believes city council chief executive Dawn Baxendale’s pay<br />
increase has come at the expense of his role.<br />
Asked by <strong>The</strong> <strong>Star</strong> if his<br />
criticisms were sour grapes, the<br />
Wizard said: “I just like to have<br />
fun at the expense of people<br />
who are too serious.”<br />
Baxendale said the decision<br />
to increase her pay was made<br />
by the full council and had no<br />
connection to the city council’s<br />
dealings with the Wizard.<br />
“Due to the Covid situation,<br />
I took a 10 per cent pay cut last<br />
year and this is the first time in<br />
two years I have received a pay<br />
increase,” Baxendale said.<br />
When Baxendale’s increase<br />
was announced by the city<br />
council, Mayor Lianne Dalziel<br />
said she had done an excellent<br />
job in extremely challenging<br />
circumstances during her two<br />
years in the role.<br />
“It has been a stellar performance<br />
and the chief executive<br />
performance and employment<br />
committee’s review has been<br />
unanimously endorsed by the<br />
elected council,’’ Dalziel said.<br />
<strong>The</strong> Wizard said he had never<br />
asked for money from the city<br />
council but was nevertheless<br />
unhappy his honorarium was<br />
withdrawn.<br />
“It was a symbol that they appreciated<br />
what I was doing.”<br />
Although this may no longer<br />
be the case, he would continue<br />
with his public wizarding role.<br />
“Whenever the weather is<br />
reasonable, I’m outside the Arts<br />
Centre, I chat to people and say<br />
hello.”<br />

Construction prices: It’s getting worse<br />

THINKING OF a home<br />
renovation, a new deck, an<br />
addition or even a new house?<br />
Well – look out, because prices<br />
which are already substantially<br />
up in the sector are about to rise<br />
even further.<br />
After major product price<br />
increases across the building sector<br />
lately, insiders got a further<br />
glimpse into what’s about to hit<br />
them early next year.<br />
Major building product supplier<br />
Carters has written to customers<br />
advising that within the<br />
next three months, they’ll have<br />
to pay more for many items.<br />
One manufacturers’ silicone<br />
sealant product price will rise<br />
27.5 per cent from February 1,<br />
Carters said.<br />
<strong>The</strong> letter from Carters<br />
national support office named<br />
many products and the exact<br />
price increases planned.<br />
Timber, fastening systems,<br />
polycarbonate roofing, building<br />
wraps, underlay, laminated<br />
goods and door hardware products<br />
are all listed by the national<br />
supplier as products that will<br />
soon cost more.<br />
“As a supply partner in your<br />
business, we wish to give you<br />
prior notification of upcoming<br />
market-wide price movements<br />
affecting various suppliers,”<br />
Carters wrote.<br />

rise by 6.85 per cent in their<br />
product range including Silicone<br />
sealants “which will incur a 27.5<br />
per cent price increase”;<br />
• Fastening system business<br />
Ecko product prices will rise<br />
from 9.5 per cent to 19.5 per cent<br />
across their entire range, Carters<br />
advised;<br />
• <strong>The</strong>rmakraft supplies integrated<br />
building wrap systems for<br />
passive control of air and moisture<br />
in buildings. Its prices will rise<br />
8.5 per cent across their product<br />
range except for Ausmesh which<br />
will be up 20 per cent;<br />
• Marshall Innovations<br />
supplies roof underlay, building<br />
wrap, construction tapes<br />
and flashings and many other<br />
products. Its prices will rise by<br />
10 per cent across their range of<br />
products;<br />
• Ampelite manufacturers<br />
corrugated plastic polycarbonate<br />
fibreglass skylight tinted clear<br />
roofing sheeting. Its prices will<br />
be up 8 per cent across the range;<br />
• NZ Wood Products plywood<br />
prices will rise by 15 per cent,<br />
Carters warned.<br />
From March 1:<br />
• Prices at Laminex, which<br />
makes and supplies laminated<br />
surface and other products, will<br />
rise 4.5 per cent across their<br />
range of Strand products, Carters<br />
said;<br />
• PermaPine is a leading<br />
manufacturer and supplier of<br />
Roundwood and CCA treated<br />
outdoor timber products in New<br />
Zealand. Its prices will rise 5-10<br />
per cent;<br />
• Prices from door hardware<br />
business Allegion will rise 10 per<br />
cent;<br />
• Nelson Pine’s GoldenEdge<br />
raw medium density fibreboard<br />
product prices will rise 6-7 per<br />
cent, Carters warned.<br />
Two days ago, the Herald<br />
reported an NZ Certified Builders<br />
Association board member<br />
as saying he believed costs and<br />
pressures on builders were the<br />
worst they’ve been in 40 years.<br />
Mike Craig said small builders<br />
were doing it tough up and down<br />
the country. Many were finding<br />
it impossible to plan their projects<br />
and when they should book<br />
contractors because they didn’t<br />
know what date materials would<br />
arrive on site, he said.<br />
Craig said he has been working<br />
seven days a week for the past<br />
four months trying to manage<br />
all the logistical challenges at his<br />
sites.<br />
CoreLogic chief property<br />
economist Kelvin Davidson also<br />
said costs rose at double the typical<br />
pace in the third quarter of<br />
this year.<br />
“<strong>The</strong> Cordell Construction<br />
Cost Index reveals a national<br />
increase of 1.6 per cent in the<br />
three months to September <strong>2021</strong>,<br />
down from the 2.2 per cent rise<br />
in the previous quarter, but still<br />
well above the typical quarterly<br />
increase of about 0.8 per cent,”<br />
he said.<br />
<strong>The</strong> Government last month<br />
asked the Commerce Commission<br />
to investigate the supply of<br />
building materials and whether<br />
the sector can operate more efficiently.<br />
But CoreLogic’s Davidson said<br />
cost pressures aren’t likely to ease<br />
in the short term.<br />

Ten honoured with bravery decorations<br />

disarming and arresting the<br />
mosque gunman after crashing<br />
a patrol car into his vehicle on<br />
Brougham St.<br />
<strong>The</strong> duo are among 10 individuals<br />
honoured with New<br />
Zealand Bravery Decorations<br />
today in recognition of their role<br />
in the tragic events of March 15,<br />
2019 at the Al Noor Mosque and<br />
Linwood Islamic Centre, which<br />
left 51 people dead.<br />
were able to escape through a<br />
broken window. Rashid displayed<br />
great courage and bravery<br />
in challenging the gunman,<br />
with complete disregard for<br />
his own safety and in doing so<br />
he selflessly enabled others to<br />
escape, at the cost of his<br />
own life.<br />

they believed would be his<br />
possible exit from the city.<br />

Dr Rashid saw shots being fired<br />
into a group of men in the prayer<br />

ran at the gunman, who shot him<br />
in the shoulder. Rashid collided<br />
with the gunman, grabbing him<br />
and knocking him to the ground.<br />
As the gunman fell, he turned<br />
the rifle and again fired at<br />
Rashid, who was now lying on<br />
the floor, killing him. Because of<br />
Rashid’s actions, the gunman’s<br />
attention was temporarily<br />
diverted and at least seven people<br />

Abdul Aziz Wahabzadah<br />
For an act of great bravery in a<br />
situation of extreme danger<br />
Abdul Aziz saw the gunman<br />
running back to his car to<br />
retrieve a loaded semi-automatic<br />
rifle at the Linwood Islamic<br />
Centre. He left the mosque and<br />
threw an Eftpos machine at the<br />
gunman, who fired three shots at<br />
Aziz. Aziz found a discarded<br />
rifle and yelled to divert the<br />
gunman’s attention. <strong>The</strong><br />
gunman saw Aziz carrying the<br />
rifle, dropped his gun, ran to his<br />
car and drove off. His actions<br />
deterred the gunman from<br />
re-entering this mosque to kill<br />
and maim others and ultimately<br />
forced the gunman to flee.<br />

bravery in a situation of danger<br />
Liam Beale was driving down<br />
Deans Ave when he heard gunshots<br />
and saw a man fall in the<br />
centre of the road. He left his car<br />
with a first aid kit, moved the<br />
man several metres to shelter<br />
and applied a trauma bandage to<br />
gunshot wounds. Beale<br />
then checked other victims,<br />
assessing the severity of their<br />
injuries and moving them to less<br />
exposed positions. He placed his<br />
own life at risk, bravely searching<br />
for victims, assisting them and<br />
moving them to safety, while<br />
the gunman was active in the<br />
area.<br />

Ziyaad Shah<br />
For an act of exceptional<br />
bravery in a situation of danger<br />
Ziyaad Shah deliberately<br />
grabbed the man next to him<br />
and shielded him with his body<br />

the Al Noor Mosque. Shah was<br />
shot twice and pretended to be<br />
dead, urging the man he was<br />
protecting to remain calm and<br />
do the same. He lay on top of<br />
him as the gunman continued<br />
shooting. Shah’s selfless actions<br />
in protecting his fellow worshipper<br />
demonstrated exceptional<br />
bravery.<br />

Lance Bradford<br />
For an act of bravery<br />
Lance Bradford was driving<br />
his utility vehicle along Deans<br />
Ave when he saw about 10<br />
individuals lying on the ground<br />
in distress. He pulled over and<br />
walked towards the Al Noor<br />
Mosque, hearing gunshots and<br />
people screaming. Bradford<br />
found a man and young girl,<br />
who had both been shot. He<br />
assisted the man while Liam<br />
Beale (above) tended to the girl.<br />
<strong>The</strong>y planned an evacuation<br />
for some of the wounded as<br />
ambulances were not able to<br />
enter the immediate scene while<br />
it was unsecured. Bradford used<br />
his vehicle to ferry victims to<br />
Christchurch Hospital.<br />

Robinson<br />
For an act of bravery<br />
Wayne Maley and Michael<br />
Robinson were driving in a<br />
ute along Deans Ave when<br />
they saw the gunman firing a<br />
weapon and people falling over.<br />
Maley realised the severity of<br />
the situation and swung his<br />
vehicle across the road to block<br />
traffic approaching the mosque.<br />
Robinson directed motorists<br />
away from the scene. <strong>The</strong>y<br />
came across several victims and<br />
provided assistance. <strong>The</strong>y could<br />
see ambulances at a cordon point<br />
on Deans Ave but knew that they<br />
would not be allowed into the<br />
area. <strong>The</strong>y joined others assisting<br />
nearby to plan an evacuation<br />
of four victims from within the<br />
cordon and continued to provide<br />
assistance to victims until<br />
ambulance personnel arrived.<br />

from the Al Noor Mosque.<br />
Miller ran towards the first<br />
victim he saw. He tried to move<br />
the man, was unable<br />
to and stayed to provide<br />
comfort and assistance.<br />
Another man approached<br />
Miller and helped move the<br />
wounded man onto his side.<br />
<strong>The</strong>y administered first aid<br />
until the victim died a short<br />
while later.<br />

stemmed from workshops<br />
held by Environment Canterbury,<br />
which involved residents’ groups<br />

and the United States would feed<br />
information directly to ECan and<br />

feasible for my team and I to<br />
head over – Selwyn Sounds is<br />
such an epic event, but I will be<br />
back,” he said.<br />

and Stellar*.<br />
Johnson, who has 30 years of<br />
material on his song list, was<br />
looking forward to making his<br />
Selwyn Sounds debut.<br />

during New Zealand Trotting<br />
Cup Day last month.<br />
Sharon Donnelly was charged<br />
with an offence under Rule 310<br />
of the Harness Racing New<br />
Zealand Rules, which stipulates<br />
no person acting as a starter or<br />
start’s assistant can bet on any<br />
race at any race meeting where<br />
they are officiating.<br />

Addington Raceway starter<br />
Ricky Donnelly, faced an Racing<br />
Integrity Board hearing last<br />
Friday, where a panel reserved its<br />
decision.<br />
It is believed the investigation<br />
followed an unsuccessful all-up<br />
bet on two horses during the<br />
November 9 meeting.<br />
<strong>The</strong> RIB is also determining<br />
whether charges will be laid after<br />
a horse was suspected of being<br />
administered with a prohibited<br />
substance before being scratched<br />
from a race at Addington last<br />
Friday.<br />

fluid by disgraced former trainer<br />
Jesse Alford earlier this year,<br />
was scheduled to run in a New<br />
Zealand Metropolitan Trotting<br />

prohibited substance formalin<br />
on February 25, two hours before<br />
they were due to race at Addington.<br />
Formalin is used to prevent<br />
bleeding.<br />
Meanwhile, an amateur harness<br />
racing driver was suspended<br />
until April 7, 2022 and fined<br />
building post-quakes, but have<br />
decided its time to move on.<br />
“We both really love the British<br />
. . . I’ve spent the last few years<br />
getting it to where it is now and<br />
I just know that I’m not the<br />
right person to do the final job,”<br />
Lovell-Smith said.<br />
She and Carruthers have spent<br />
the last few years fixing up the<br />
bottom two floors of the hotel.<br />
Currently, the building is home<br />
to four businesses – Arcana Tattoo<br />
parlour, the Commoners Bar,<br />
the Lost Property junk shop and<br />
Big Sam’s Tools.<br />
Lovell-Smith feels it’s time to<br />
let someone else take the reins.<br />
“Maybe someone who is very<br />
good and experienced at doing<br />
that sort of heritage work. Someone<br />
who is younger and has a<br />
real passion for it.<br />
“We’re sad but we’re really<br />
selling it for the good of the<br />
building, we really want to see it<br />

24-drive suspension – amateurs<br />
are calculated to have two drives<br />
per month – meaning she would<br />
be suspended for 12 months.<br />
<strong>The</strong>y also sought a $1000 fine<br />
for what they considered a midrange<br />
breach.<br />
But the RIB panel determined<br />
a 12-month suspension “would<br />
be manifestly harsh”.<br />

<strong>December</strong> 6 up to and including<br />
April 6, 2022.<br />

existing policies and plans already<br />
contribute to reduced emissions.<br />
In declaring the climate<br />
emergency, the Council noted it<br />
would continue to show leadership<br />
on climate-change and do so<br />
without adding new programmes<br />
at ratepayers’ expense. It also gave<br />
staff a clear mandate to continue<br />
and enhance that work.<br />
That work included setting<br />
up a climate-change integration<br />
programme in the Long-term Plan<br />
2018-28, ensuring climate change<br />
was actively considered across<br />
workstreams, increasing visibility<br />
of the science and what we know<br />
about the impact of climate<br />
change on Canterbury, and liaising<br />
on the issue with iwi and regional<br />
partners, other local authorities<br />
and central government.<br />
As an organisation, we have<br />
also made significant progress in<br />
addressing our own greenhousegas<br />
emissions, with our<br />
Christchurch building receiving a<br />
“market-leading” energy efficiency<br />
rating of 5.0 out of 6 in the year<br />

Australian Built Environment<br />
Rating System New Zealand.<br />

Civic awards a way<br />
to honour recipients<br />
I ATTENDED my last<br />
Christchurch Civic Awards<br />
ceremony in my role as mayor.<br />
It was originally going to<br />
be touch and go in terms of<br />
being able to hold this ceremony<br />
this week due to Covid, but<br />
the traffic light system made it<br />
possible.<br />
<strong>The</strong> Christchurch Town Hall<br />
is such a wonderful venue when<br />
it comes to this kind of occasion,<br />
and it will stand this city in good<br />
stead for decades to come.<br />
I look forward to these ceremonies<br />
at the end of each year,<br />
as they are a chance for us to<br />
honour individuals and groups<br />
that have made important contributions<br />
to Christchurch and<br />
Banks Peninsula.<br />
An important feature of these<br />
awards is the fact that it is not me<br />
or the elected councillors, who<br />
propose someone deserving of<br />
this honour.<br />
<strong>The</strong> nominations come directly<br />
from the heart of the community,<br />
making the awards our city’s way<br />
of telling people that they are<br />
valued and their work immensely<br />
appreciated.<br />
It was an amazing night with<br />
people and groups recognised<br />
from a diverse range of backgrounds.<br />
Our city is full of unsung heroes,<br />
who participate, volunteer<br />
or give of their time selflessly<br />
and generously – with absolutely<br />
no expectation of recognition or<br />

Villa turns pink for Breast Cancer Awareness<br />
October was Breast Cancer Awareness Month, and on 29 October Villa turned<br />
pink! Students dressed in pink and donated a gold coin for the Breast Cancer<br />
Foundation.<br />
Every day, nine women in New Zealand are diagnosed with breast cancer, so<br />
it’s likely that someone you know will be diagnosed, has had breast cancer in<br />
the past, or is supporting someone with breast cancer. By wearing pink and<br />
making a donation, our College raised vital funds that go towards research,<br />
education and support.<br />

of the Communist Party of China (CPC) held<br />
in Beijing early in November clearly stated<br />
that the CPC “should develop whole-process<br />
people’s democracy and ensure it is the people<br />
who run the country”.<br />
<strong>The</strong> “whole-process people’s democracy”<br />
enables Chinese people to participate in<br />
political activities at all levels including<br />
elections, consultations, decision-making<br />
and oversight. It aims to not only to ensure<br />
people’s participation in state affairs but also<br />
consolidate political stability and elevate social<br />
dynamism.<br />
<strong>The</strong> system of People’s Congresses is an<br />
important institution for realizing China’s<br />
“whole-process people’s democracy”. All<br />
deputies of the People’s Congresses are<br />
elected at the national, provincial, municipal,<br />
township and county levels. At levels of<br />
townships and counties, deputies are elected<br />
directly by local people. <strong>The</strong>se deputies, which<br />
constitute the overwhelmimg majority (95<br />
percent) of all People’s Congress deputies, elect<br />
deputies to people’s congresses at cities and<br />
provincial levels, who in turn elect deputies at<br />
the national level.<br />
A main duty of China’s People’s Congress<br />
deputies is to put forward proposals.<br />
“Grassroots” level legislators’ proposals often<br />
focus on disadvantaged groups in China,<br />
such as the elderly, children and migrant<br />
workers. Other duties of the deputies include<br />
maintaining close contact with and visiting<br />
local communities and collecting their<br />
opinions online, thereby listening to comments<br />
on society management from people of all<br />
walks of life.<br />
Unlike legislators in the West who make a<br />
career in politics, China’s People’s Congress<br />
deputies at national and lower levels work<br />
part-time, and the majority of them come<br />
from all walks of life including “grassroots”<br />
levels including farmers, factory workers,<br />
etc. At the annual plenary session, People’s<br />
Congress deputies submit motions and<br />
proposals, review important legal documents<br />
and vote on legislation and personnel changes,<br />
including electing China’s president and vice<br />
president and lower level public office holders<br />
every five years.<br />
Post-election scrutiny key advantage<br />
President Xi Jinping said, “If the people are<br />
awakened only for voting but have no say<br />
after the election, such a democracy is not a<br />
true democracy”. Strong post-election and<br />
post-legislative scrutiny efforts optimize<br />
the efficiency of legislators in China. This<br />
important principle of our socialist electoral<br />
system serves as the key advantage where<br />
democracy in China transcends the electoral<br />
system in certain Western countries.<br />
<strong>The</strong> right to vote and the obligation of being<br />
supervised inseparable. Deputies to the<br />
people’s congresses are members of the organs<br />
of state power elected by the people and are<br />
subject to people’s supervision according<br />
to relevant laws. <strong>The</strong>y should also regularly<br />
listen to the people’s opinions regarding their<br />
performance of duties, answer questions<br />
from voters in their electoral districts or from<br />
the relevant People’s Congress regarding<br />
their work, and accept oversight. Voters in<br />
the relevant electoral district or the relevant<br />
People’s Congress have the power to recall<br />
deputies they have elected in accordance with<br />
the law.<br />
Though different to some extent from that<br />
in Western countries, China’s democratic<br />
practice has proven to be exemplary and<br />
suits its situation well, which testifies to the<br />
need for diversity in democracy. Democratic<br />
models in NZ and European countries also<br />
vary from that of the U.S., which indicates<br />
that there is no single universal model for<br />
democracy and attempts to impose a single<br />
model of democracy on other countries are<br />
undemocratic in themselves.<br />
Democracy is not a decoration and<br />
ornament of cash-rich players<br />
As President Xi Jinping pointed out,<br />
“Democracy is not a decoration and ornament.<br />
It represents the voice of the people, and is<br />
used to solve the problems that the people<br />
want to solve”.<br />
<strong>The</strong> United States has always prided itself as a<br />
beacon of democracy. However, money politics<br />
has left large numbers of people excluded<br />
from the political process, creating de facto<br />
political inequality. In recent years, money<br />
from organizations outside the Senate and<br />
the House has constituted a growing share of<br />
total election spending, diminishing ordinary<br />
Americans’ influence on the outcome of<br />
elections.<br />
<strong>The</strong> U.S. Supreme Court in 2014 lifted the<br />
maximum amount restriction of money an<br />
individual can contribute to the campaigns<br />
of federal candidates and political parties.<br />
Wealthy Americans and corporations can<br />
also make political donations through<br />
“super Political Action Commitees (PACs)”<br />
without any amount limit. Unlimited political<br />
donations provide a way to influence politics<br />
with money. Parties and politicians who<br />
receive donations and win the elections give<br />
wealthy donors government jobs in return.<br />
According to a report released by the UN<br />
Special Rapporteur on Extreme Poverty and<br />
Human Rights in May 2018, the total wealth of<br />
the US cabinet members reached 4.3 billion US<br />
dollars. <strong>The</strong> U.S. government has become the<br />
spokesperson of the billionaire club, and the<br />
American elections are in fact money games.<br />
In addition, spending on election campaigns of<br />
presidential candidates of both parties in the<br />
United States has skyrocketed from US$700<br />
million in 2004 to a total of US$6.6 billion in<br />
20<strong>16</strong>. <strong>The</strong> high election costs have significantly<br />
raised the threshold for entry of candidates,<br />
and put a huge restriction on the political<br />
rights of the middle and low income American<br />
people, turning American democracy into one<br />
of the rich, by the rich and for the rich.<br />
<strong>The</strong> Stockholm-based International<br />
Institute for Democracy and Electoral<br />
Assistance points out that the U.S. is now a<br />
backsliding democracy undergoing a “visible<br />
deterioration”, and serious problems with the<br />
fundamentals of democracy are surfacing<br />
with the trend towards democratic erosion<br />
“becoming more acute and worrying”. A<br />
recent CNN Poll also disclosed that 93% of all<br />
Americans feel democracy in the US is either<br />
under attack (56%) or being tested but not<br />
under attack (37%).<br />
Democracy should be judged by whether<br />
the people are satisfied with it. <strong>The</strong> original<br />
meaning of democracy is decision-making by<br />
the people for the benefit of the people. I don’t<br />
think a so-called democracy can be called<br />
effective if it fails to benefit and satisfy the<br />
people. China’s democratic form and outcomes<br />
are satisfactory to the people. According to<br />
an annual Chinese citizen satisfaction of<br />
government performance survey conducted<br />
by Harvard Kennedy School, since 2007 the<br />
satisfaction and approval rate of the central<br />
government among the general public in<br />
China has consistently been more than 90%,<br />
much higher than that in the United States.<br />
I think this figure speaks for itself. True<br />
democracy satisfies its own people.<br />
Recently, the US intends to host a Summit<br />
for Democracy. This is nothing but a product<br />
of Cold-War mentality leading to a divided<br />
world. China firmly opposes such act of<br />
categorizing countries by ideological pursuit,<br />
which intensifies confrontation and interferes<br />
in other countries’ internal affairs under the<br />
pretext of democracy. Human being is facing<br />
a shared future. We need a united rather than<br />
a divided world, especially at this difficult<br />
pandemic time.<br />
China will continue to develop relations with<br />
other countries on the basis of mutual respect<br />
and win-win cooperation, and strive for<br />
harmonious coexistence between countries at<br />
different development stages and with different<br />
social systems and ideologies.<br />

Kingdom, a link started by the<br />
legendary Ivan Mauger.<br />
Pending the completion of<br />
visa formalities, Congreve heads<br />
to England in early February<br />
after a Kiwi rival – and good<br />
mate – Bradley Wilson-Dean<br />
was pivotal in securing a deal for<br />
the 21-year-old.<br />
“Brad’s been racing over there<br />
since 2015, he’s been doing<br />
everything he can to help me get<br />
a team spot. He put the word out<br />
and it’s all worked out, I’m pretty<br />
rapt,” Congreve said.<br />

I THINK I missed my true<br />
vocation.<br />
Instead of spending an entire<br />
working life in the printing<br />
industry, work as a suspension<br />
engineer was probably my calling.<br />
You see when I took technical<br />
drawing classes at school, instead<br />
of drawing isometric and oblique<br />
designs out of the curriculum, I<br />
used to secretly draw simple car<br />
axle systems, front and rear.<br />
I’ve always been fascinated by<br />
how suspension geometry works<br />
in any car – the spring rates, shock<br />
absorber types, steering angles<br />
– caster and camber – all that<br />
type of stuff, and today when I’m<br />
evaluating any car that’s the first<br />
thing I relate to, how the car feels<br />
underneath, how well it steers and<br />
how balanced it is in a corner.<br />
That being the case, I couldn’t<br />
help but be delighted with Toyota’s<br />
GR C-HR Sport. <strong>The</strong> C-HR<br />
needs little introduction, it is the<br />
cheeky, edgy small sport utility<br />
vehicle that has drawn much favour<br />
in today’s market. Where the<br />
GR variant is different is that it<br />
gets considerable suspension fettering,<br />
all under the umbrella of<br />
Gazoo Racing, the Toyota Motor<br />
Company’s performance arm.<br />
I’ve driven two or three models<br />
carrying GR badging, and I<br />
can report they have been very<br />
memorable performance cars<br />
and the GR C-HR carried a lot of<br />
expectation.<br />
I’m pleased to report I’m not<br />
disappointed, the GR C-HR is<br />
the hybrid I’d be tempted buy, it<br />
simply has feel and precision that<br />
I relate to, and yes, the GR C-HR<br />
has Toyota’s Synergy Drive system,<br />
it’s by far the most fun you<br />
can ever have in a hybrid, well<br />
that and the Lexus IS250h, a car I<br />
also have a strong affinity for.<br />
<strong>The</strong> GR C-HR is only available<br />
in hybrid form, and therein lies<br />
its appeal. If you want something<br />
just a little bit different in your<br />
hybrid purchase then it is there<br />
to tempt, not only does it get the<br />
excellent work underneath, it<br />
looks sporty, there are big wheels<br />
(19in), a flashy body kit, special<br />
badging and an interior upgrade.<br />
<strong>The</strong>re is white-stitched leather<br />
trim elements, alcantara and<br />
leather-trimmed seats and large<br />
centre console display. Altogether<br />
you are getting a rather special<br />
package and it’s only going to cost<br />
you $43,290, just $1500 above<br />
the Limited hybrid. For interest’s<br />
sake, the C-HR range starts at<br />
$35,790 and also includes 1.2-litre<br />
petrol-only variants.<br />
To me, the GR is a bargain and,<br />
what’s more, you are satisfying<br />
your conscience by buying into<br />
the hybrid market, doing just that<br />
little bit extra for the environment.<br />
<strong>The</strong> GR C-HR hybrid utilises<br />
the well-proven 1.8-litre driveline<br />
that is used in Corolla and Prius.<br />
It’s a unit that not only gives you<br />

72kW and 142Nm, add in an<br />
extra 18kW from the battery and<br />
electric motor system and you<br />
have solid response from under<br />
the bonnet.<br />
Today’s hybrid systems, especially<br />
Toyota’s, are seamless in<br />
their operation; other than the<br />
display graphics that explain what<br />
is happening in terms of propulsion,<br />
it’s not always easy to determine<br />
what is driving the vehicle<br />
at any given point. Sure, if you<br />
want sudden, instant momentum<br />
the petrol engine bursts into life<br />
and it is audible, but under gentle<br />
operating conditions the entire<br />
system is almost silent.<br />
Toyota claims a 4.3-litre per<br />
100km combined cycle fuel usage<br />
average for the GR C-HR, that<br />
would be easily achievable, the<br />
on-board readout was listing at<br />
around 6l/100km when I took the<br />
evaluation car back to the dealership<br />
after a week of inner-city and<br />
highway running.<br />
Other relevant figures include<br />
a 9.8sec standstill to 100km/h<br />
run, while a highway overtake<br />
will take 7sec to reach 120 from<br />
80km/h.<br />
<strong>The</strong> acceleration figures may<br />
pale in comparison to other<br />
Gazoo Racing products, but that<br />
means little, what makes the<br />
C-HR in this form so special is<br />
its all round ability, it simply dispenses<br />
with distance comfortably,<br />
and if you are a push-on type of<br />
driver you know that it is going<br />
to behave wonderfully when the<br />
high country or Port Hills corners<br />
present themselves.<br />
As I’ve alluded to, the GR<br />
C-HR is perfect in a corner, even<br />
considering the weight distribution<br />
is all wrong, comparatively<br />
there’s a lot of weight up front and<br />
with a tube beam rear axle you<br />
could be forgiven for thinking<br />
handling would be ordinary.<br />
However, that’s far from fact,<br />
steerage is delightful, it is accurate<br />
and precise, turn-in just<br />
feels so natural and body balance<br />
is amazingly stable. Even if road<br />
ripples are struck mid-corner<br />
the GR C-HR sits controlled and<br />
unaffected, the rear suspension<br />
by way of its simplicity could be<br />
excused for being a bit jittery but<br />
that is not the case either, the<br />
quality within the dampers and<br />
the pairing of them to firmish but<br />
compliant spring rates ensures<br />
control and stability.<br />
Contributing to that feel and<br />
precision, I must mention the<br />
tyres, they are a performance<br />
Yokohama compound and with<br />
their low profile (225/45) they<br />
have high grip properties.<br />
That is another area where suspension<br />
quality comes in, there<br />
are no uncomfortable moments<br />
when bumps are struck. <strong>The</strong>re’s<br />
a road west of Darfield I drive<br />
on frequently when I’m returning<br />
to the city, tree roots growing<br />
under the surface have made it<br />
a real teeth-rattler but the C-HR<br />
absorbed the hits without jarring.<br />
I’ve mentioned some of the<br />
GR C-HR’s special features, they<br />
sit on top of what is a reasonably<br />
well-specced car in the first<br />
instance. Major items include<br />
satellite navigation, keyless entry<br />
and ignition, dual zone climate<br />
control and radar cruise control,<br />
the latter part of a full Toyota<br />
Safety Sense package that earns<br />
the car a five-star Australasian<br />
New Car Assessment Program<br />
rating.<br />
If you are drawn to the C-HR<br />
through its bold, in-your-face<br />
styling, then there are nine<br />
models to choose from. For me<br />
there would be no contest, the<br />
GR variant is a blast, and who<br />
would have thought I’d have been<br />
saying that about a hybrid, that<br />
concept took a long time for me<br />
to warm to.<br />

Selling Secret #1: <strong>The</strong> first impression is the<br />
only impression. No matter how good the interior of<br />
your home looks, buyers have already judged your<br />
home before they walk through the door. You never<br />
have a second chance to make a first impression. It’s<br />
important to make people feel warm, welcome and<br />
safe as they approach the house. Spruce up your<br />
home’s exterior with inexpensive shrubs and brightly<br />
coloured flowers. Entry ways are also important. You<br />
use it as a utility space for your coat and keys. But,<br />
when you’re selling, make it welcoming by putting in a<br />
small bench or a vase of fresh-cut flowers.<br />
Selling Secret #2: Always be ready to show. Your<br />
house needs to be “show-ready” at all times – you<br />
never know when your buyer is going to walk through<br />
the door. You have to be available whenever they want<br />
to come see the place and it has to be in tip-top shape.<br />

back. It may be a few thousand dollars to replace<br />
countertops where a buyer may knock $10,000 off the<br />
asking price if your kitchen looks dated. <strong>The</strong> fastest,<br />
most inexpensive kitchen updates include painting<br />
and new cabinet hardware. Use a neutral-colour paint<br />
so you can present buyers with a blank canvas where<br />
they can start envisioning their own style. If you have<br />
a little money to spend, buy one fancy stainless steel<br />
appliance. Why one? Because when people see one<br />
high-end appliance they think all the rest are expensive<br />
too and it updates the kitchen.<br />
Selling Secret #4: Take the home out of your<br />
house. One of the most important things to do<br />
when selling your house is to de-personalize it. <strong>The</strong><br />
more personal stuff in your house, the less potential<br />
buyers can imagine themselves living there. Get rid of<br />
a third of your stuff – put it in storage. This includes<br />
family photos, memorabilia collections and personal<br />
keepsakes. Staging simply means arranging your<br />
furniture to best showcase the floor plan and maximize<br />
the use of space.<br />
Selling Secret #5: Don’t over-upgrade. Quick fixes<br />
before selling always pay off. Mammoth makeovers,<br />
not so much. You probably won’t get your money back<br />
if you do a huge improvement project before you put<br />

Selling Secret #7: Play the agent field. A secret sale<br />
killer is hiring the wrong real estate agent. Make sure<br />
you have an agent who is totally informed. <strong>The</strong>y must<br />
constantly monitor the multiple listing service (MLS),<br />
know what properties are going on the market and<br />
know the comps in your neighbourhood. Find an agent<br />
who embraces technology – a tech-savvy one has<br />
many tools to get your house sold.<br />
Selling Secret #8: Light it up. Maximize the light in<br />
your home. After location, good light is the one thing<br />
that every buyer cites that they want in a home. Take<br />
down the drapes, clean the windows, change the<br />
lampshades, increase the wattage of your light bulbs<br />
and cut the bushes outside to let in sunshine. Do what<br />
you have to do make your house bright and cheery – it<br />

Selling Secret #9: Half-empty closets. Storage is<br />
something every buyer is looking for and can never<br />
have enough of. Take half the stuff out of your closets<br />
then neatly organize what’s left in there. Buyers will<br />
snoop, so be sure to keep all your closets and cabinets<br />
