10. soCial seCurity<br />

Employers are responsible for register<strong>in</strong>g their employees with the appropriate social security <strong>in</strong>stitution.<br />

Every person is assigned a social security number with the registration. Social security<br />

contributions of employees are shared between employers and employees; these contributions are<br />

automatically deducted at source.<br />

In <strong>Austria</strong>, employees and <strong>in</strong>dependent contractors whose <strong>in</strong>come exceeds the low-<strong>in</strong>come limit (€<br />

349.01 per month <strong>in</strong> 2008) are covered by social security. Registration with the appropriate social<br />

security <strong>in</strong>stitution is mandatory; every person is to pay social security contributions.<br />

Employees with remuneration below the low-<strong>in</strong>come limit as well as students are only covered by<br />

parts of the social security system (accident <strong>in</strong>surance). Employees with <strong>in</strong>come below the <strong>in</strong>come<br />

limit are eligible for voluntary health and/or pension <strong>in</strong>surance.<br />

The payment of social security contributions is shared by the employer and employee.<br />

The amount of social security contributions (= contribution rates) depends whether the employee is<br />

a blue or white-collar employee, apprentice, m<strong>in</strong>imum-<strong>in</strong>come employee, etc.<br />

Social security benefits:<br />

� Health <strong>in</strong>surance <strong>in</strong>clud<strong>in</strong>g compulsory maternity protection: automatic and free <strong>in</strong>surance<br />

protection for family members (subject to certa<strong>in</strong> preconditions) and childcare allowance.<br />

� Accident <strong>in</strong>surance: protection aga<strong>in</strong>st accidents at the workplace and vocational illnesses and<br />

their consequences, e.g. <strong>in</strong>validity and occupational <strong>in</strong>capacity etc.<br />

� Pension <strong>in</strong>surance: old-age pension benefits etc.<br />

� unemployment <strong>in</strong>surance: these are for <strong>in</strong>stance, unemployment benefit payments, social<br />

welfare, special social welfare, pension advances;<br />

Further benefits:<br />

• social welfare as complementary benefit of the social security and/or as a benefit which may<br />

be granted when no pension <strong>in</strong>surance, unemployment benefits are be<strong>in</strong>g received;<br />

• Personal care and long-term care <strong>in</strong>surance (Pflegevorsorge and Pflegeversicherung)<br />

There are many health <strong>in</strong>surance <strong>in</strong>stitutions <strong>in</strong> <strong>Austria</strong>; all health <strong>in</strong>surance <strong>in</strong>stitutions are under the<br />

umbrella of the Ma<strong>in</strong> Association of <strong>Austria</strong>n Social Security Institutions (Hauptverband der <strong>Österreich</strong>ischen<br />

Sozialversicherungsträger): The competent <strong>in</strong>surance <strong>in</strong>stitution is determ<strong>in</strong>ed by both<br />

the place of residence and occupation. A free choice of <strong>in</strong>surance <strong>in</strong>stitutions is not allowed for the<br />

compulsory health <strong>in</strong>surance.<br />
