of the signa<strong>to</strong>ry groups) The concept is <strong>to</strong> keep standard close <strong>to</strong><br />

what it is—AMC/ guidance <strong>to</strong> reflect helicopter operations. There<br />

may be some standards specific <strong>to</strong> airplanes or <strong>to</strong> helicopters.<br />

Work has already started. Bob Scheffield chair and Stan Rose,<br />

Vice-Chair have started work on establishing work group. Ray<br />

Rohr provided background briefing/ training. The time line is still<br />

under development, but it is not expected that IS-BAO portion will<br />

take that long. The other part is for the helicopter associations <strong>to</strong><br />

develop mission specific standards- that will be their <strong>to</strong>tal<br />

responsibility and will not be a function of this Standards Board. A<br />

couple of helicopter association persons will join this board.<br />

Timeline: spring 2011<br />

Task from first teleconference- develop timeline over next 30 days,<br />

identify what is missing, what needs <strong>to</strong> be worked. The HAI trade<br />

show is in March and we would like something <strong>to</strong> present by that<br />

date.<br />

There was additional discussion on beta testing the product.<br />

Audi<strong>to</strong>rs: helicopter associations will sanction audi<strong>to</strong>rs with<br />

helicopter experience—details <strong>to</strong> be developed. Helicopter<br />

associations will be involved in the audit review process/<br />

moni<strong>to</strong>ring.<br />

HAI stated they are pleased <strong>to</strong> be part of the process. They<br />

provided an overview of the growth potential and of the work with<br />

the <strong>International</strong> Helicopter Safety Team. They are pleased <strong>to</strong><br />

partner with the IS-BAO SMS program.<br />

ICAO annex date: 18 Nov 2010 effective date- A limited number of<br />

States have implemented Section 3<br />

Singapore and Hong Kong in process—writing rules almost <strong>to</strong><br />

exact words of annex<br />

EASA- revised NPA will be issued shortly and will know wording<br />

but essentially are adhering <strong>to</strong> Section 3, Annex 6 part II but with<br />

different applicability.<br />

FAA- There was discussion over asking IBAC support in delaying<br />

FAA SMS rulemaking- we disagreed as this would be contrary <strong>to</strong><br />

our efforts <strong>to</strong> implement IS-BAO and SMS.<br />

Debated this over past years- at what point do we convert from<br />

hard copy revision <strong>to</strong> electronic process-we reached a decision<br />

this year because of packaging/ shipping 1500 copies of revision<br />

has become difficult. Problem is more of keeping addresses/<br />

contacts current—many returned as undeliverable—became<br />

administrative burden. We will move <strong>to</strong> an all electronic revision for<br />

201<strong>1.</strong> However, a provision <strong>to</strong> provide hard copy for subscription<br />

fee will be made available.<br />

Each holder of IS-BAO will have a password <strong>to</strong> website and can<br />

access website Jan 1- can go through password <strong>to</strong> get updated<br />

revision. If they lose their password, process will allow a new<br />

password. We are now going through list of names of IS-BAO<br />

holders/ addresses/ e:mails <strong>to</strong> update the mailing list.<br />

Audi<strong>to</strong>rs will need <strong>to</strong> be diligent <strong>to</strong> ensure opera<strong>to</strong>rs have current<br />

revision.<br />

Revisions will continue <strong>to</strong> be identified the same as currently<br />

available on the CD (one version with track changes plus change<br />

table, etc)
