This section provides for the use of subject<br />
matter experts <strong>to</strong> conduct a segment of an audit<br />
under the supervision of an accredited audi<strong>to</strong>r.<br />
This is deemed necessary because the<br />
qualifications specified in 3.5 for persons <strong>to</strong><br />
become accredited audi<strong>to</strong>rs excludes persons<br />
without five years pilot and maintenance<br />
experience. If persons with other experience,<br />
such as dispatch or cabin crew, are required as<br />
audit team members, the only recourse is <strong>to</strong> use<br />
non-accredited subject matter experts.<br />
One of the basic principles of the IS-BAO is that<br />
the programs, systems and procedures should<br />
be appropriate <strong>to</strong> the size and complicity of the<br />
operation. While this is addressed in section<br />
2.7.4 of the IS-BAO it is not clearly addressed in<br />
the Audit Procedures Manual.<br />
The section states that for initial audits the<br />
audi<strong>to</strong>r must complete all of the Pro<strong>to</strong>col<br />
elements but for renewal audits there is scope <strong>to</strong><br />
audit only what is deemed necessary <strong>to</strong> confirm<br />
conformity. However, the wording may not be<br />
<strong>to</strong>tally clear.<br />
Based on experience gained in working with a<br />
large aircraft management company it has<br />
become apparent that additional guidance<br />
material is required for the audit of large or<br />
complex organizations.<br />
