powerful group of

some of the world’s

major oil producers

decided earlier this

month to maintain their planned

increase in oil output beginning

in February, as energy investors

assess the possible effect of

mounting Omicron COVID-19

cases.

OPEC and its non-OPEC

partners, commonly known as

OPEC-plus, have agreed to

increase production by 400,000

barrels per day starting next

month. The move was widely

anticipated, given US pressure

to increase supply and the

absence of any new COVID-19

restrictions.

The energy alliance, led by

OPEC kingpin Saudi Arabia

and non-OPEC leader Russia,

is now winding down historic

production cuts of around 10

million barrels per day. The

unprecedented production

decrease was implemented in

April 2020 to aid the energy

market after the devastation

caused by the coronavirus

outbreak.

Oil prices increased by more

than 50% last year, as investors

bet that the highly contagious

omicron form may be less

severe than previously thought.

This is despite the fact that

COVID-19 infections have

reached new all-time highs,

with the United States reporting

a worldwide daily record of

over 1 million infections in less

than 24 hours.

The choice to raise output was made easy by the fact that the

23-member group’s other manufacturers are trailing behind. They

are being held back by a variety of factors, including political

turmoil and underinvestment in drilling.

Nigeria, Africa’s top producer, pumped 360,000 barrels per day

below its quota in November — almost enough to cancel out

the group’s planned 400,000 barrels per day monthly increase.

According to the International Energy Agency, a weak regulatory

framework, sabotage, and vandalism of oil installations are

preventing Nigeria from investing in required infrastructure.

Another African nation, Angola, is also pumping significantly

below its limit, while Libyan output has just plunged precipitously

due to political unrest.

Saudi Arabia’s decision is critical. The most reasonable way to

fulfill the anticipated production increases would be for Saudi

Arabia, which currently has the majority of the world’s additional

capacity, to agree to exceed its quota.

Earlier this month, a coalition of major oil producers decided

to increase production further to meet anticipated robust

demand, despite fears about the quickly spreading

Omicron strain. The Organization of the Petroleum

Exporting Countries (OPEC), spearheaded by Saudi Arabia, and

the OPEC plus alliance, led by Russia, announced a collective

increase in production of 400,000 barrels per day in February,

continuing the monthly supply increase schedule that the cartel

started last August.

OPEC-plus officials expressed alarm over

Omicron’s rapid growth around the world.

Last January 3, for example, the United States

recorded over a million new coronavirus

infections.

Nonetheless, cartel policymakers stressed

early indicators that the new variant of the

virus causes less severe disease than earlier

strains. They commented that this provides

assurance that governments around the world

will not impose new, substantial economic

restrictions to stem the spread of the disease,

making it possible for the worldwide travel and

business activity that boosted a resurgence

in oil demand last 2021 to continue this year.

Mexico is an OPEC-plus member, yet

cartel decisions have had minimal effect

on Mexico’s state oil corporation Petróleos

Mexicanos (Pemex) under President Andrés

Manuel López Obrador. The president’s most

recent strategy calls for Pemex to completely

phase down crude oil exports by 2023.

Pemex intends to have an in-house crude

oil production through the acquisition of all

the 340,000 barrels per day Texas-based

Deer Park refinery, the rehabilitation of its six

existing refineries in Mexico, the installation

of a new coking unit at its Tula refinery, and

the completion of the 340,000 barrels per day

Tabasco-based Dos Bocas refinery.

As reported Housley Carr of RBN Energy

LLC, Deer Park and other refineries located

along the United States’ Gulf Coast have the

capacity to process heavy sour crude grades

like Mexico’s Maya, which represents more

than 80% of Pemex’s oil exports. Carr said

that Pemex keeps the majority of its lighter

grades – Istmo and Olmeca – for processing

at its local refineries.

Pemex announced its third-quarter

income from oil and condensate exports

to be at 133 billion pesos ($6.5 billion),

with 58 percent of petroleum shipments

going to the United States. The firm

reported a year-over-year gain of 64.5%

in overall export income, which it credited

to the strengthening of Mexico’s crude

oil export basket. As of early January,

the Mexico basket price was $71.85/bbl.

According to Rystad Energy experts,

Brent crude prices increased by more

than half in 2021 and were hovering

around $80/bbl last January 4. They

said that the current price level indicates

that markets are aligned with OPEC’s

confidence, despite the fact that

Omicron-related staff absences have

harmed airlines and caused corporations

to reevaluate their plans to reintroduce

personnel to offices.

Rystad analyst Bjrnar Tonhaugen said

that for the time being, the Omicron risk

remains just that: a danger. Rather than

an outright escalation of the lockdown,

market balances will stay rather tight in

January and February, supporting oil

prices.

OPEC+ is undoing supply limits of

roughly 10 million barrels per day

implemented in April 2020 in response

to the coronavirus’s first oil demand

disruption.

Robert Yawger, director of energy

futures at Mizuho Securities USA LLC,

explained that the OPEC-plus decision

to increase supply was made easier due

to the drop in Libyan output in recent

days (an estimated 550,000 barrels)

caused by political strife and pipeline

leaks. Furthermore, he stated that Nigeria,

an OPEC plus member, has had difficulty

meeting its increased production quota due

to failing infrastructure over the past few

months.

Members of an OPEC-plus group said

Monday that they anticipate a 1.4 million

barrels per day global supply excess by

the end of the first quarter. Although this

was 25% less than the producer group’s

projection from a month earlier, Yawger

remarked that it might still provide a

rationale for the cartel to suspend supply

increases in March. OPEC-plus is slated to

meet again on Feb. 2 to decide on March

production plans.

Meanwhile, US producers have

progressively increased oil production.

According to the latest Weekly Petroleum

Status Report from the United States Energy

Information Administration (EIA), American

oil production hit 11.8 million barrels per

day (b/d) for the week ending Dec. 24 -

2021 high and a 200 million barrels per day

increase over the previous week.

The four-week period ended Dec. 24 saw

U.S. gasoline consumption averaged 9.3

million barrels per day, an increase of 17%

over the previous year, and distillate fuel

demand averaged 4.1 million barrels per

day, an increase of 8%. The demand for jet

fuel increased by 21% to 1.5 million barrels

per day.

The International Energy Agency (IEA)

forecasted in December that global oil

consumption will increase by 3.3 million

barrels per day (b/d) in 2022, surpassing

pre-pandemic levels of 99.5 million b/d,

after a 5.4 million b/d increase in 2021.

Pyrotek Builds New

Dubai Manufacturing

Plant

Facility to Serve and Supply Regional Aluminium Smelting Operations

Pyrotek Inc. is scheduled to complete

construction in November of a new

manufacturing facility in Dubai, United

Arab Emirates, to serve and supply the

rapidly growing aluminium smelting operations

of the region.

The first phase of construction will provide

66,000 square feet (6,185 square metres) of

floor space. There is enough land at the site,

located within the Jebel Ali Free Zone in western

Dubai, to allow for an eventual doubling of the

plant footprint. The construction contractor is

Pax-Kent International LLC, based in Dubai.

They also designed the facility.

Pyrotek is scheduled to occupy the facility in

January 2020.

“This plant will grow our footprint in the heart

of one of the major global aluminium smelting

regions,” says Nigel Clear, Pyrotek’s General

Manager in the region. “It’s also very close to

EGA (Emirates Global Aluminium). Combined,

EGA is the biggest aluminium producer in the

Persian Gulf.”

EGA operates aluminium smelters in both

Dubai and Abu Dhabi. It also has an alumina

refinery in Abu Dhabi.

The new Pyrotek plant will focus on

manufacturing several major product lines and

provide faster delivery of specific customized

products in the region.

“It’s all about improving our service and

shortening delivery times—prototyping and

then supplying custom products fast,” Clear

says.

The site is ideal because of the ease of doing

business in the Jebel Ali Free Zone and the

convenience of the Jebel Ali Port.

“It is a very central logistics hub for the Middle

East,” Clear says. “Many of the vessels and

much of the container traffic coming into the

Middle East moves through the Jebel Ali Port.”

The plant will have an in-house design and

engineering department. That engineering

team will be built up and developed with

specific training over time.

Pyrotek has been in Dubai for 20 years, and

currently operates a sales and warehousing

facility in the Jebel Ali Free Zone that serves

An updated economic study released

today reveals new vulnerabilities in Raven

Petroleum’s amended plan to open a 30,000

barrels per day (bpd) oil fractionation facility

outside of Laredo. According to Raven’s

website, the South Texas Energy Complex

(STEC) will produce diesel fuel, naphtha, and

liquid petroleum gas products to be exported

to Mexico via a nearby railroad. While betting

on market demand from Mexico may have

been a viable market strategy at the time of the

project’s inception three years ago, the report

contends that Mexico is no longer an attractive

market for U.S. refined products.

The study, conducted by economist Dr. Daniel

J. Pastor of the University of Texas at El Paso,

is an updated look at Raven’s amended plans.

STEC was first introduced to the public in 2016

as an oil refinery that would export 55,000

bpd by rail to Mexico. In early 2019, Moore

changed course, downgrading STEC to a

smaller-capacity oil fractionation facility.

The report highlights important considerations

for investors who might be considering

financing the project. Raven still identifies

Mexico as a prominent market for its products,

despite uncertain conditions with regard to the

future of bilateral relations and trade with the

U.S.

“Raven’s business plan still appears to be

heavily reliant on exporting their product to

Mexico,” said Dr. Pastor. “Despite Mexico’s

move towards greater energy independence

from the U.S., despite the fact that Mexico

already partners with Pemex to supply their

remaining fuel needs, and despite President

Trump’s threats of tariffs over ongoing

immigration disagreements. That’s a lot of

unpredictability.”

Laboratory’s Jobs and Economic Development

Impacts tool - or JEDI - to estimate the number

of jobs that would be created by Raven’s

reduced-capacity facility and the cost of

construction - more than $500 million. While

Raven has made no public statements about

construction costs for the smaller facility, their

website claims the region will benefit from

“hundreds” of permanent full-time jobs once

construction is complete. However, the data

suggests the real number is closer to 50.

“Nobody I know is surprised to hear that

Raven is once again trying to oversell the

project,” said Bob Bruni, a landowner from the

area. “That would be consistent with [Moore’s]

typical approach. The difference now is that

folks around here are paying far less attention

to him than before.”

In 2017, Moore suffered a loss of credibility after

being accused of inflating the number of jobs

that would result from STEC, underestimating

the cost of construction, plagiarizing Raven’s

website, and withholding information from

local elected officials.

“What began as a potential employment

opportunity for more than a thousand South

Texas residents has now devolved into a story

about a shifty land developer who has yet to

name his investors, cannot defend discredited

job estimates, and cannot substantiate claims

that clients are ready to buy Raven’s products,”

said Webb County Judge Tano Tijerina. “He

continues to inflate his job numbers and

has made no attempt to correct for Mexico’s

changing energy market.”

Construction Survey, which forecasts six to

10 percent growth in ASEAN’s construction

be spent on construction in Asia over the next

decade, as indicative of the positive outlook for

Degenhart commented: “The opportunities

Covid-19 Compounds

Expected to be Effective

Against the Delta Variant

Anixa Biosciences, Inc. (NASDAQ: ANIX), a biotechnology company focused on the

treatment and prevention of cancer and infectious diseases, announced today that

a genomic variant analysis indicates that its potential compounds may be even

more effective against the Delta variant than the original wild type SARS-CoV-2.

While vaccination has proven to be an effective strategy to prevent Covid-19, the need exists

for inexpensive, room-temperature stable, and orally bioavailable therapeutics for COVID-19.

Reasons for this need include the large percentage of individuals that have chosen to remain

unvaccinated, the logistics and expense of distributing the vaccines worldwide, the reduction

in efficacy that is seen for certain variants, and the expected need to continuously require

booster shots due to waning immunity.

Anixa’s program in collaboration with European partner MolGenie, focuses on identifying

novel, small molecule inhibitors of Mpro, the main protease of the virus. The current

compounds that Anixa is synthesizing and evaluating have demonstrated their ability to

inhibit the function of this protein, which the virus needs to replicate.

A key attribute of a successful therapeutic is the need to be effective against the prevailing

variants that are circulating, especially if such emerging variants are more infectious. Since

the authorized vaccines target a surface protein of the SARS-CoV-2, known as the spike

protein, variants demonstrating variability in evading the vaccines are characterized by

mutations in this protein. The prevailing variant of concern is known as the Delta variant.

In an attempt to evaluate whether the compounds Anixa is developing might be effective

against the Delta variant, Anixa undertook an analysis of the corresponding Mpro enzyme

mutations in the Delta variant. While mutations in the spike protein do not necessarily

force a mutation in other functional proteins like Mpro, Anixa’s analysis and published work

demonstrate that a key mutation in Mpro does exist for the Delta variant. Sequence analysis

of several Delta variant samples demonstrate that the Mpro enzyme often has a mutation that

replaces an asparagine (an amino acid) with leucine (another amino acid) at position 142,

near the binding site. This change makes the binding pocket of Mpro more hydrophobic.

By virtue of this change, the analysis indicates that Anixa’s novel compounds will be stronger

inhibitors of the variant Mpro than the wild-type (original).

“This analysis and conclusion is a theoretical study, but we are pleased that this analysis

indicates that our compounds should be effective against the Delta variant,” stated Dr. Amit

Kumar, President and CEO of Anixa Biosciences. “While this program is relatively early-stage

in development, we have already received inbound calls from pharmaceutical companies

and funding agencies interested in collaborating at the right time,” continued Dr. Kumar.

“Approval of the Pfizer-BioNTech vaccine is a

game changer for employers,” says Melissa

Jezior, Eagle Hill Consulting president and

chief executive officer. “With Food and Drug

Administration licensing, more employers

could mandate worker vaccinations.”

“At the same time, the COVID-19 summer

surge is upending employers return to the

workplace plans,” Jezior said. “A large portion

of the workforce is worried about the delta

variant, and many employers are taking action.

They’re delaying going back to the workplace,

announcing vaccine mandates, and keeping

health and safety protocols in place.”

“The key for employers is to remain flexible

and listen to employee views so they are

best positioned to navigate through even

more COVID-19 uncertainty. It’s even more

important for employers to fully understand

what employees want given the acute

labor shortage. Unlike the early days of the

pandemic, workers aren’t afraid to quit their

jobs. Retaining talent means creating a culture

and work environment – virtual or in person –

that is aligned with employee preferences,”

Jezior explained.

Employees are split on actions employer

should take before returning to in-person work,

according to the research.

Employees are evenly split (50/50) as to

whether employers should mandate vaccines

before workers return to the workplace.

Employees are slightly more supportive (58

percent) of employers asking about worker

vaccination status.

Workers are split as to whether employers

should provide proof of vaccination, with

52 percent supporting a documentation

requirement.

60 percent of workers support employers

offering incentives to vaccinated employees.

Nearly two-thirds (63 percent) support

employers instituting precautions for

unvaccinated employees.

Employees are increasingly supportive of

punitive actions for unvaccinated employees,

the polling reveals.

More than half (63 percent) of workers say

non-vaccinated employees should not be

given special allowances to work from home,

up from 55 percent in April.

Close to half of workers (51 percent) say nonvaccinated

employees should not be allowed

to travel for work, up from 44 percent in April.

Nearly half of workers (44 percent) say nonvaccinated

employees should not be permitted

to work in-person with customers, up from 39

percent in April.

Many workers (40 percent) say non-vaccinated

employees should be not allowed to work inperson

with co-workers, up from 35 percent in

April.

About three-fourths of workers (76 percent)

say non-vaccinated employees should be

able to stay with their employer, down from 83

percent in April.

There is broad support for employer COVID-19

testing and safety protocols according to the

survey.

Regarding social distancing, 77 percent

concur that employers should require or

encourage social distancing.

Regarding masks, 73 percent agree on

employers requiring or encouraging mask use.

For temperature checks at the workplace, 67

percent say employers should encourage or

require temperature checks.

When it comes to regular COVID-19 testing for

all employees, 61 percent support employers

requiring or encouraging testing.
