take the law into their own<br />

hands and tackle a thief they<br />

say continues to break into<br />

their cars.<br />

A group of Woolston<br />

neighbours have talked about<br />

staying up all night watching<br />

the street from their garden to<br />

grab the suspect and then call<br />

the police.<br />

The neighbours from Lane<br />

St all pitched in to buy a highquality<br />

security camera that<br />

captures a view of their street<br />

after it has become somewhat<br />

of a hotspot for car break-ins.<br />

However, after presenting<br />

video evidence to police, they<br />

were told there wasn’t much<br />

that could be done.<br />

“The cops aren’t doing anything<br />

and if the cops aren’t doing<br />

anything he’s just getting<br />

away with it, like what else can<br />

we do,” Lane St resident Scott<br />

Robinson said.<br />

Robinson said there has been<br />

an increase of car break-ins<br />

over the last four months, and<br />

the neighbourhood thinks it<br />

may be the same person committing<br />

these crimes.<br />

“There’s so much footage . . .<br />

we’ve pretty much done all the<br />

hard work for them [police]<br />

but they can’t do anything<br />

else which is kind of what we<br />

expected,” he said.<br />

A police spokesperson said<br />

“police are aware of the incident<br />

and the matter is being<br />

investigated.”<br />

Video footage of the suspect<br />

riding a scooter has also been<br />

captured by other residents,<br />

including Woolston business<br />

owner Marcus Thompson.<br />

of the suspect with a handbag<br />

on the handle bars of his<br />

scooter after a security guard<br />

confirmed a New World staff<br />

member had their car broken<br />

into and a handbag stolen.<br />

“After you put all the footage<br />

together and then you look at<br />

the guy that we think did it,<br />

he rides around on a scooter,<br />

wears the same jersey, got the<br />

same shoes on it’s pretty obvious<br />

who it is,” Robinson said.<br />

“In the video camera footage<br />

he literally looks straight into<br />

the camera. He doesn’t care,<br />

he knows he’s not going to get<br />

caught.”<br />

A SUPPORT worker is frustrated<br />

with the lack of accessibility for<br />

disabled people at the recently<br />

opened Dallington Landing.<br />

Amanda Ross, of Aranui,<br />

went to take her children and a<br />

client to the Dallington Landing<br />

to have a fish-and-chip picnic,<br />

but was disappointed with the<br />

lack of parking close-by to allow<br />

disabled people easy access.<br />

Unable to leave her young<br />

children unattended while she<br />

tried to find a car park, Ross had<br />

to resort to parking partly on the<br />

cycle lane along Gayhurst Rd.<br />

“It just seems ridiculous to have<br />

no parking there at all,” she said.<br />

“It stops the disability<br />

community being able to enjoy<br />

the places that everyone else can<br />

enjoy really.”<br />

Ross said there was parking at<br />

the other end of the bridge, but<br />

this was uphill which wouldn’t be<br />

ideal for one of her clients.<br />

“It’s hard enough sometimes<br />

to get to different places with<br />

disabled people and then you feel<br />

kind of excluded because you<br />

can’t go everywhere,” she said.<br />

“It would be nice to see them<br />

put in some parking and make<br />

them more accessible because it’s<br />

quite a nice place there.”<br />

The city council said after<br />

receiving community feedback<br />

the option for car parking at<br />

Rupert Pl was removed.<br />

“We’ve listened to what the<br />

public has told us and made<br />

some key changes to the design,<br />

usability and amenities of the<br />

Dallington Landing,” said city<br />

council head of parks Andrew<br />

Rutledge.<br />

Coastal-Burwood Community<br />

Board chairman Kelly Barber<br />

said while car parking at the<br />

landing wasn’t something he<br />

had thought much about, it<br />

could possibly be added in the<br />

future.<br />

“The landings have been done<br />

quite early,” he said. “There’s a<br />

lot more development to go in<br />

the red zone and so I guess it’s<br />

something that could be added<br />

Barber said the footbridges<br />

were the first phases of<br />

development and called it a<br />

“watch-this-space” project.<br />

“These landings and these<br />

bridges are amongst the first<br />

pieces of infrastructure being put<br />

in,” he said. “I’m sure down the<br />

track there will be greater access.”<br />

and obscure. The path to it on<br />

the south bank of the river is in a<br />

state of repair and not attractive<br />

to walkers or easy for cyclists.<br />

A Victoria Cross is distinction<br />

of the highest order. The new<br />

bridge would be an impressive<br />

tribute to an impressive man.<br />

be called “The Avondale Walking<br />

New suburban hotspot for street art<br />

SYDENHAM is becoming<br />

a hotspot for street art with<br />

dozens of murals decorating the<br />

suburb’s walls and buildings.<br />

The central city has become<br />

celebrated for its vibrant largescale<br />

street art, while Sydenham<br />

is notable for its high concentration<br />

and eclectic range of murals.<br />

Some have been privately commissioned<br />

by local businesses or<br />

building owners and others have<br />

been publically funded or supported<br />

through the Christchurch<br />

Art Gallery and various city<br />

council funds.<br />

“There’s some amazing street<br />

art tucked away in Sydenham,”<br />

said city council principal community<br />

arts advisor Kiri Jarden.<br />

“It’s always had a creative scene<br />

and now there are at least five art<br />

galleries in the area, including Fiksate<br />

Studio and Gallery, dedicated<br />

to street and contemporary urban<br />

art. It’s becoming a real hub.”<br />

Work from a range of practitioners<br />

can be seen in the area<br />

bounded by Moorhouse Ave,<br />

Brougham and Durham Sts<br />

and Waltham Rd, from student<br />

artists right through to international<br />

names.<br />

One of the most recent works<br />

is the commercial mural The<br />

Hirer created for a local furniture<br />

business by high-profile<br />

street artist Dcypher last year.<br />

Distinctive urban artist Jacob<br />

Yikes has multiple works and a<br />

number of murals created as part<br />

Originally painted on the<br />

wall of a private courtyard, the<br />

mural emerged into the public<br />

sphere after nearby buildings<br />

were demolished following the<br />

earthquakes.<br />

“There’s this layering effect<br />

that’s visible in Sydenham, the<br />

street art evolving and changing<br />

along with the city,” Jarden said.<br />

“I definitely think the explosion<br />

of street art in Christchurch is<br />

and Sydenham is playing its part<br />

in that.”<br />

With consultation now open on the Draft<br />

Annual Plan <strong>2022</strong>/23, Christchurch City Council<br />

is encouraging people to share their views on<br />

whether its budget strikes the right chord.<br />

The Draft Annual Plan outlines what the Council<br />

plans to spend on projects and day-to-day services<br />

over the coming financial year and how the work<br />

will be financed.<br />

Since our Long Term Plan (LTP) 2021–<strong>31</strong> was<br />

confirmed last year, the economic environment<br />

in Ōtautahi Christchurch has been affected by<br />

the same factors the whole world is navigating as<br />

we live with COVID-19 – inflation, supply chain<br />

issues, productivity challenges and more. We<br />

also have significant Government reforms on the<br />

horizon.<br />

Striking the right balance<br />

Our books are balanced and we’re committed<br />

to doing the basics and doing them well whilst<br />

keeping costs as low as possible for ratepayers.<br />

In line with residents’ feedback we’ve prioritised<br />

spending on our water supply network, our<br />

transport network including roads and footpaths<br />

and our facilities. All this has been considered<br />

through the lens of climate change.<br />

We’re in a changing environment and being<br />

realistic about what we can deliver has been key<br />

to this budget. We’ve reviewed the whole capital<br />

programme with a focus on deliverability and<br />

affordability – if we’re not likely to be able to<br />

complete<br />

the work<br />

in <strong>2022</strong>/23,<br />

there’s no<br />

need to charge the ratepayer right now.<br />

The main proposals in the Draft Annual Plan<br />

<strong>2022</strong>/23<br />

• An average proposed rates increase for a<br />

typical household of 4.86%. A typical house is<br />

one with a capital value of $508,608.<br />

• An overall average rate increase across all<br />

ratepayers of 4.96% – slightly less than the<br />

4.97% indicated in the LTP.<br />

• Operational expenditure of $527.5 million and<br />

capital expenditure of $615.5 million.<br />

• Borrowing for the capital programme is $54<br />

million less than planned.<br />

We’re also consulting on other matters which affect<br />

our budget, including a proposed rate increase<br />

on vacant central city land, and some proposed<br />

changes to our kerbside collection service.<br />

Finding the right balance together<br />

Creating a budget for a growing city like<br />

Christchurch is always a balancing act – we think<br />

we have that balance right, but before we can say<br />

that, we need to know what the community thinks.<br />

All the feedback will be considered by councillors<br />

before we finalise the budget in June.

School Update<br />

Yes! We are open! Classes have been running and ākonga have been<br />

attending. Numbers are down due to COVID-19, but as much as possible<br />

we have endeavoured to keep classes running and ākonga engaged.<br />

There are some who may look back at these times and lament what was<br />

lost, what wasn’t done and what was hard. There are others who will look<br />

back on these times and celebrate what was learned. We have learnt over<br />

the past two years that there is no going back to how things were because<br />

the COVID-19 pandemic has changed us and our society forever. So<br />

instead of worrying about what we have lost we should focus on what we<br />

have gained and what we know now.<br />

What do we know now that we did not know before the pandemic?<br />

We know we are resilient and that we can cope with constant change and<br />

hardship.<br />

We know we are collaborators and that we can work together to ensure<br />

everyone is supported.<br />

We know we are contributors and that everyone of us played our part in<br />

keeping the kura safe.<br />

We know we are designers and that when we had to we designed our<br />

own learning and made it count.<br />

We know we are rangatira and that we lead, we don’t follow.<br />

We know we are compassionate and that we always put others first.<br />

We know the secret to fa’aaloalo is being able to adjust and adapt when<br />

the need arises.<br />

Yes, the pandemic has interrupted our lives, but we are the richer for it,<br />

as it has taught us to dig deep and persevere. It will not be long before<br />

COVID-19 is just a distant memory. What other memories will we<br />

have from this time? We will remember the kindness of others. We will<br />

remember what we gave and what we received, and most importantly we<br />

will remember to be grateful that we made it through, when others did<br />

not.<br />

We will remember Ko Haeata Tātou!<br />

Ihutai Y11 PE & Health by<br />

Mark Hamer:<br />

Our Y11 ākonga are currently working towards an Achievement<br />

Standard around Participating in Different Physical Activities. This<br />

Assessment requires them to take part in a range of activities,<br />

some of which they wouldn’t normally do and assess the factors<br />

that impacted on their participation. In preparation for their<br />

assessment we had a Yoga instructor lead a session. This activity<br />

was a first for a lot of our ākonga, they showed amazing resilience.<br />

Our ākonga were pleasantly surprised by the benefits of yoga as<br />

well as how challenging it actually is.<br />

Year 9 & 10 Chess & Robotics Club<br />

by Annie Bowden:<br />

One of the choices during our alternative educational options during<br />

lockdown was Robotics and Chess Club. The ākonga surprised all of us<br />

with their skill level, knowledge and strategies used in chess club. Many<br />

students had great pleasure in beating staff at chess. Robotics was an<br />

exciting option and ākonga created robots and futuristic vehicles that<br />

raced across the classroom! The year 9 / 10 students were able to<br />

choose options every afternoon from robotics, chess, art, photography,<br />

cooking, science, maker space and learning a new language. The<br />

ākonga said they loved the choices and the power to engage in<br />

creative new learning options. The students’ said learning at Haeata<br />

during the covid pandemic has been fun, challenging and exciting.<br />

Kōrepo Y9 &10 Artworks in<br />

Progress by Courtney Brown:<br />

Kōrepo ākonga have demonstrated great resilience during Plan<br />

C. As a reward, we have been having a kōwhiringa (choice)<br />

block in the final period each day. In Toi Ataata, Visual Arts,<br />

ākonga have been collaborating on several group artworks in<br />

our choice blocks. Each artwork has a rangatira, a leader, who<br />

delegates roles to their peers working on the artwork with them.<br />

It has been great seeing our ākonga working so well and happily<br />

together. We cannot wait to have them completed and installed!<br />

Hospitality Programme Level 1<br />

& Level 2 by Nicki Knier:<br />

It has been so good to get back into the kitchen with a group<br />

of new students this year! Their enthusiasm to learn has been<br />

incredible. It is the first year that we have been able to offer<br />

Level One Hospitality thus giving strong foundations and clear<br />

pathways into Levels Two and Three. We are ever growing<br />

and being able to fulfil some of our ākonga aspirations of<br />

securing apprenticeships or a pathway to ARA, beyond<br />

school.<br />

Our first units of the term have been all about knife<br />

handling and knife skills. The Level Two class excelled with<br />

their Chicken and Sweet Chilli stir frys. Knife cuts, fruit and<br />

vegetable cookery have also featured highly amongst dishes of<br />

Potato salad, Waldorf salad, Poached pears and Fruit salad.<br />

The Level 1 class have also been<br />

completing a baking unit consisting<br />

of Apple scroll scones, banana cake<br />

with chocolate buttercream icing,<br />

and Victoria sponges.<br />

The photos speak volumes and<br />

it goes without saying that I am<br />

incredibly proud of them.<br />
