7.2. The new NATO Strategy is cha-<br />

racterized by high mobility,<br />

more flexibility, rapid argu-<br />

mentation <strong>and</strong> better <strong>in</strong>terope-<br />

rability. There is a clear<br />

operational need to provide<br />

medical planners with<strong>in</strong> NATO<br />

<strong>and</strong> Alliance Nations with a<br />

generic concept of <strong>in</strong>tegrated<br />

aeromedical evacuation to<br />

improve the effectiveness of<br />

NATO FORCES.<br />

7.3.Any decision to evacuate a<br />

patient by air should be made<br />

only after- a thorough assess-<br />

ment of the medical benefits<br />

for the patient as compared to<br />

the hazards which might be<br />

associated with an evacuation<br />

flight. However, there are no<br />

absolute medical contra<strong>in</strong>dica-<br />

tions to aeromedical evacua-<br />

tion.<br />

7.4.Effective aeromedical evacua-<br />

tion requi res:<br />

* dedicated aeromedical evacua-<br />

tion units<br />

8 centralized commarid <strong>and</strong> con-<br />

trol (c*:<br />

* st<strong>and</strong>ardized communications<br />

<strong>and</strong> medical equipment assets<br />

* aircraft with day/night,<br />

adverse weather <strong>and</strong> enhanced<br />

navigation <strong>and</strong> communication<br />

capability<br />

* professionalism <strong>in</strong> the level<br />

of proficiency tra<strong>in</strong><strong>in</strong>g <strong>and</strong><br />

expe r i ence<br />

* st<strong>and</strong>ardized <strong>in</strong>ternational<br />

procedures <strong>and</strong> policies<br />

* no language barriers<br />

.& military-civilian coopera-<br />

tion.<br />

8. RECOMMtNUATIONS:<br />

’ 8.1.For future operations the medi-<br />

cal authorities with<strong>in</strong> NATO HQ<br />

<strong>and</strong> NATO nations must address<br />

the operational requirement for<br />

a mult<strong>in</strong>ational approach to<br />

aeromedical evacuation.<br />

8.2. A mult<strong>in</strong>ational generic concept<br />

of aeromedical evacuation<br />

should be as broad, flexible<br />

<strong>and</strong> simple as possible.<br />

The goal is to provide a frame-<br />

work for NATO nations to plan<br />

for effective, seamless aerome-<br />

dical evacuation <strong>in</strong> mult<strong>in</strong>atio-<br />

rial operations.
