Sutton Tools plans<br />

rebuild in Rangiora<br />

Anew Sutton Tools factory will be<br />

built in Rangiora following the<br />

demise of the Kaiapoi factory which<br />

was badly damaged by fire in<br />

January.<br />

Demolition of the old factory<br />

building is almost completed, but<br />

the new factory will rise on 13.8<br />

hectares of land on the corner of<br />

Todds and Fernside roads in<br />

Rangiora, says Sutton Tools (NZ)<br />

general manager Kevin Donovan.<br />

‘‘The Kaiapoi site is now<br />

surrounded by more and more<br />

residential property and is no<br />

longer ideal for large scale<br />

industrial manufacturing,’’ he says.<br />

‘‘We are really excited about the<br />

new site.’’<br />

The demolition of the old building<br />

and waste removal from the site had<br />

been acomplicated process due to<br />

asbestos issues with the old roof.<br />

‘‘We are aware that the<br />

demolition process has been noisey<br />

and disruptive for neighbours and<br />

we thank them for their patience.<br />

The Waimakariri District Council<br />

and staff have also been very<br />

supportive,’’ he says.<br />

‘‘We have made changes to some<br />

remaining buildings in preparation<br />

for limited manufacturing on the<br />

current site as we complete<br />

machine building projects.<br />

‘‘This should start in May/June.’’<br />

It is expected to take 12­18 months<br />

to build the new factory with similar<br />

time frames likely for new<br />

machines, purchased from<br />

overseas, to be delivered to the new<br />

factory.<br />

Fifty staff have been made<br />

redundant.<br />

‘‘Many found jobs very quickly,<br />

some have chosen to take abreak<br />

for awhile and others retired. We<br />

were inundated with job offers/<br />

opportunities from local employers<br />

and agencies,’’ Kevin said.<br />

‘‘Seventeen staff have taken<br />

temporary roles at our factories in<br />

Australia, and others have been<br />

redeployed to help our engineering<br />

team in Kaiapoi. We have tried to<br />

retain as much specialised skill and<br />

experience as we can, however with<br />

the reduced income we have had to<br />

make some difficult choices.’’<br />

Fire investigators have been<br />

unable to identify what caused the<br />

January 30 fire.<br />

‘‘This is disappointing as we<br />

would like to know what caused it,’’<br />

Kevin said.<br />

it’s great this business that’s such an<br />

Atkinson and council staff, have<br />

been working with the company<br />

since the fire to help them reestablish.<br />

‘‘We’re committed to continuing<br />

to help Sutton Tools as they move up<br />

the road to Southbrook in<br />

Rangiora.’’<br />

Crowdsgather to remember<br />

Crowds turned out at Anzac<br />

Day services throughout<br />

<strong>North</strong> <strong>Canterbury</strong>.<br />

Several dawn services<br />

were held with young and old<br />

joining together to<br />

remember in the early<br />

morning darkness.<br />

Alone bugler stood at his<br />

gate in Rangiora at 6am and<br />

played the Last Post and and<br />

Reveille using acornet<br />

bought by ayoung man on his<br />

21st birthday —May 18, 1939,<br />

the year WWII began.<br />

In Hanmer Springs the<br />

Amuri Mounted Rifles<br />

paraded, while Amberley,<br />

Pegasus and Woodend also<br />

held dawn services.<br />

Mayor Marie Black, who<br />

spoke at the Amberley<br />

service, and several smaller<br />

services in the district, said<br />

attention turned to the<br />

courageous actions of<br />

service personnel, and the<br />

sacrifices they have made<br />

across ‘‘our history’’.<br />

‘‘We take time on Anzac<br />

Day to remember the<br />

generations of servicemen<br />

and women who without<br />

guarantee of asafe return,<br />

left their homes and families<br />

for shores unknown.<br />

‘‘While we reflect on their<br />

experiences, we can also give<br />

cause to consider the<br />

division that exists in our<br />

world today.<br />

‘‘The event in Ukraine is<br />

shocking and distressing,<br />

demonstrating the enduring<br />

act of war and conflict. For<br />

every individual touched,<br />

their lives are touched<br />

forever.<br />

‘‘Let us never forget the<br />

example of our servicemen<br />

and women and consider it<br />

our duty to uphold the legacy<br />

by continuing to stand<br />

against division and hatred,<br />

and to strive for apeaceful<br />

future for all. We see that the<br />

human toll of conflict is not<br />

confined to the past, nor a<br />

single generation,’’ said Mrs<br />

Black.<br />

Hedge needs axing -residents<br />

Maintenance of an ‘‘out of control’’<br />

hedge at Waikuku Beachcould cost<br />

ratepayers<br />

over the next<br />

coupleofyears,<br />

despite plans<br />

for it to be cut<br />

down.<br />

But there are<br />

hopes the axing of the shadowy shrub<br />

can be fasttracked, following<br />

suggestionsits removalwas at least<br />

another two yearsaway.<br />

Plans for the macrocarpa shelterbelt<br />

hedge,which stands betweensix to<br />

eight metres high on Parks Avenue,<br />

continue to causeheadaches for the<br />

small beachtown community, including<br />

funding avenuesfor the hedge’s swift<br />

removal.<br />

Areport was tabled at the Woodend­<br />

SeftonCommunity Board meetinga<br />

fortnight ago which recommended the<br />

hedge be removed.<br />

However it was initially proposed the<br />

project be considered for inclusion in<br />

the Waimakariri District Council’s 2024<br />

Long Term Plan, with costs for the<br />

removal of the hedge and replanting<br />

estimatedatabout $105,000.<br />

The hedge could also absorb ongoing<br />

maintenance costs ‘‘atHealth and<br />

Safetylevels’’until it was removed in<br />

2024/2025, according to the report.<br />

Maintenance of the hedgecosts the<br />

council about $20,000 for the firsttrim,<br />

followed by afurther cost of ‘‘between<br />

$10,000 and $15,000 every18months’’.<br />

allowingaservicetogoahead, meant<br />

there were no extensive road closures<br />

as abig crowdwas not expected.<br />

All 10 events organised by the RSA<br />

throughout theWaimakariri District<br />

were wellattended,with around 200<br />

Powerlines brought down plane<br />

The <strong>Canterbury</strong> Recreational Aircraft<br />

Club has instituted a‘‘200 foot minima’’<br />

for practicing simulated engine failure<br />

exercises following aSafety<br />

Investigation Report after alight<br />

aircraft accident 12 months ago.<br />

Astudent on his third lesson, and his<br />

instructor, nose­dived into apaddock<br />

after ZK­RGB clipped powerlines<br />

during asimulated engine failure<br />

exercise, on <strong>April</strong> <strong>28</strong> last year.<br />

Both pilots required hospital<br />

treatment for their injuries.<br />

The Safety Investigation Report into<br />

the incident during flight training, was<br />

published on the CAA website earlier<br />

this month.<br />

The CAA report says aconclusion from<br />

its investigations was the instructor and<br />

student had descended lower than was<br />

considered necessary during the engine<br />

failure exercise.<br />

At around 30 feet, the aircraft clipped<br />

powerlines and hit the ground nosedown<br />

after flying through agap in a<br />

hedge, and turning slightly to the right to<br />

get abetter distance to land in. ‘‘The<br />

instructor reported not being very<br />

familiar with the area, and usually<br />

conducted simulations elsewhere.<br />

Due to calm weather on the day,<br />

however, the instructor determined the<br />

area was appropriate for the<br />

exercise,’’the CAA report says.<br />

It says neither the instructor from the<br />

Rangiora­based <strong>Canterbury</strong><br />

Recreational Aircraft Club, or the<br />

student, aRangiora retiree, saw the<br />

powerlines due to the hedge ‘‘largely’’<br />

obscuring the power poles and lines.<br />

However, although the instructor was<br />

operating within the rules at the time of<br />

the accident, the CAA report says the<br />

descent was continued to a‘‘height<br />

lower than necessary to demonstrate the<br />

success of this simulation’’.<br />

content guidelines as recommended by<br />

the Recreational Aircraft Association of<br />

New Zealand and the CAA.<br />

The student was on his third lesson,<br />

all of which included simulated engine<br />

failures, and also several other different<br />

skills such as affects of controls, straight<br />

and level turning climbing and<br />

descending, and circuits.<br />

‘‘This was not in line with the RAANZ<br />

or CAA flight instruction guideline.<br />

‘‘The instructor said he wanted to<br />

demonstrate to students awider range<br />

of exercises to capture their interest and<br />

keep students enthused about coming<br />

back for subsequent flights,’’ the report<br />

says.<br />

He also said demonstrating simulated<br />

engine failures early in training, helped<br />

allay fears of what would happen if<br />

there was an engine failure.<br />

The conclusions in the report cite the<br />

introduction of advanced skills to presolo<br />

students ‘‘is likely to overwhelm the<br />

student and limit the effectiveness of<br />

learning’’.<br />

In response to the report the club has<br />

introduced the 200ft minima for practice<br />

of simulated engine failure, agreed to<br />

follow lesson delivery guidelines as<br />

outlined on the RANZ and CAA<br />

websites, and the RAANZ has<br />

communicated its expectations to<br />

members that flight instruction had to<br />

be in accordance with the guidelines.<br />

Student Alan Macdonald, says he has<br />

not been put off flying by the accident,<br />

but has resigned from the club as he is<br />

unable to reconcile the president’s<br />

published comments in the national<br />

media at the time of the accident, with<br />

the CAA report.<br />

Mr Gordon,who is serving as deputy<br />

chair of thegroup, was recently joined<br />

by HurunuiMayorMarie Black and<br />

Kaikoura MayorCraig Mackle fora<br />

presentation to Local Government<br />

Minister Nanaia Mahuta in Wellington.<br />

A10point proposal hasbeen floated<br />

by thegroup, which it believescan<br />

achieve ‘‘broadand cross party<br />

support’’.<br />

Some of the key pointsofthe model<br />

centre around‘‘meaningful’’<br />

community asset propertyrights, a<br />

‘‘nationaland objective’’subsidy<br />

scheme and apartnershipwith mana<br />

whenua around investment decision<br />

making.<br />

‘‘Thewhole local government sector<br />

is eager to partner and work withthe<br />

Governmenttoturnthis around and<br />

find alasting solutionthatcouncilsand<br />

communitiescan all support,’’Mr<br />

Gordon says.<br />

He saysthe ministerand her officials<br />

were interested in themodel andasked<br />

several questions of the group.<br />

‘‘We received an acknowledgement<br />

from theminister thatweagree on<br />

several key points,’’ he says.<br />

‘‘Thereisstill timetofind alasting<br />

solutionthataddresses ThreeWaters<br />

concerns while retaininglocalism.’’<br />

<strong>North</strong> <strong>Canterbury</strong>’s community<br />

leaders continue to speak outonthe<br />

current proposal.<br />

Mrs Black says thereforms werenot<br />

fit forpurpose for suchdistricts like<br />

the Hurunui.<br />

‘‘These mega entitieswillnever have<br />

the samelevelofcommunity<br />

connection and responsivenessofa<br />

locally managed anddelivered<br />

alternatives such as the C4LDhave<br />

provided.’’<br />

preferred model didnot build on local<br />

knowledge,orits partnership withiwi.<br />

‘‘These areall core elements to<br />

effectivereformand I’ll be astounded<br />

if the Government continue to push<br />

ahead despitealmost universal<br />

feedback against this.’’<br />

Rate increase doesn’trecognise hardship<br />

Environment <strong>Canterbury</strong>’s (ECan)<br />

proposed 24.5 percent rates increase,<br />

makes the sector appear unresponsive<br />

to the ‘‘significant and genuine’’<br />

hardship in the rate paying community,<br />

says the Waimakariri District Council.<br />

In asubmission presented to ECan on<br />

its draft annual plan on Wednesday,<br />

Waimakariri Mayor Dan Gordon said in<br />

the face of pandemic impacts and steep<br />

rises in the cost living, the proposed<br />

increase doesn’t acknowledge the<br />

realities many households are facing.<br />

He said when added to last year’s<br />

increase, ratepayers would be facing a<br />

34 percent increase over two years.<br />

Asignificant contributor to the<br />

increase is aproposed trial of changes<br />

in public transport fare structures, in<br />

response to climate change and in abid<br />

to reduce emissions.<br />

Mr Gordon said his council urged<br />

ECan to pause fare structures until the<br />

community has ‘‘ meaningful<br />

opportunity’’ to consider alternative<br />

options for achieving the ends ECan is<br />

seeking.<br />

He said atrial is ‘‘somewhat<br />

unrealistic’’ and on the available<br />

evidence, any emission reduction<br />

benefits gained, on the available<br />

evidence would be small and expensive.<br />

‘‘The proposed increase in uniform<br />

targeted passenger transport (urban)<br />

rates per property, over six years in<br />

Waimakariri is 247%, including 26% in<br />

<strong>2022</strong>/2023.<br />

‘‘This level of increase is<br />

unsustainable.’’<br />

The council also questions if it is<br />

appropriate to use the rating system in<br />

this way, in what amounts to ‘‘income<br />

redistribution for social and<br />

environmental outcomes’’.<br />

‘‘These changes are being promoted<br />

without reference to ECan’s statement<br />

of community outcomes, nor abenefits<br />

analysis in relation to its revenue and<br />

financing policy: and, outside of the<br />

framework for joint working under the<br />

Greater Christchurch Partnership and<br />

the regional land transport planning<br />

process.’’<br />

Mr Gordon says the council does not<br />

dispute many in the community are<br />

doing it tough and afare concession<br />

would assist them.<br />

‘‘But the Government has responded<br />

to this with benefit and minimum wage<br />

changes, as well as its own fare<br />

reductions with Budget <strong>2022</strong> yet to<br />

come.’’<br />

The council also questions the<br />

proposed funding formulae for<br />

recovering costs associated with<br />

localised flood recovery and protection<br />

across the regional community.<br />

He asked ECan to pause until areport<br />

by the combined Regional and Unitary<br />

Council’s Group, Central Government<br />

Co­investment in Flood Protection<br />

Musical Annie opens on May 12<br />

Stepping out on stage for the opening<br />

night of <strong>North</strong> <strong>Canterbury</strong> Musicals<br />

show Annie won’t be quite as scary for<br />

11­year­old Cassidy Hartley­Brown, as it<br />

was for her mother, Dale, who starred as<br />

Annie when the society first put on the<br />

show in 1987.<br />

For Dale, opening night was her stage<br />

debut.<br />

She had only auditioned for the show<br />

because her friend was doing it.<br />

‘‘Otherwise Iwould have been too<br />

afraid,’’ she says.<br />

When she was given the lead role she<br />

was over the moon.<br />

‘‘ Iwas so shocked, as everyone else<br />

had much more experience than me.’’<br />

Cassidy also admits that going on stage<br />

for the first time on opening night is the<br />

scariest part of performing, but she<br />

comes to her role of the orphan Duffy<br />

with more experience, after playing in<br />

the society's production of Joseph and<br />

the Amazing Technicolor Dreamcoat last<br />

year.<br />

Also, she has been in several shows<br />

with the Hartley School of Performing<br />

Arts, alocal Rangiora business that grew<br />

out of Dale’s stage experience on the<br />

Town Hall stage.<br />

‘‘This was the point that Idiscovered<br />

the thing that made me happy, the place<br />

where Ibelonged,’’ she says.<br />

‘‘I love that my daughter feels the<br />

same way about theatre.’’<br />

Cassidy says she doesn't feel any<br />

pressure following her mother as she is<br />

playing adifferent role, but is happy to<br />

take advice.<br />

‘‘She reminds me to use my feelings<br />

when Iamsinging.’’<br />

In the future, Cassidy intends to follow<br />

her mothers footsteps and make acareer<br />

on the stage.<br />

‘‘Yes, yes, yes, and yes! Iamjust<br />

passionate about performing and doing<br />

that kind of thing. Ijust want to be in a<br />

theatrical kind of job,’’ she says.<br />

artists Rooster and Lily, who hatch a<br />

plot to kidnap Annie and collect the<br />

Council tenants happy with accommodation<br />

Council housing tenantsare happy with<br />

theiraccommodation, according to a<br />

recent Waimakariri District Council<br />

survey.<br />

The council recently surveyed senior<br />

residents living in council housing across<br />

the district.<br />

More thanhalf of the tenants took part in<br />

the survey, which found that 90 percentof<br />

thosesurveyed were either ‘‘satisfied’’ or<br />

‘‘very satisfied’’ with their homes.<br />

The surveyasked residents for their<br />

feedback on the facilitiesand amenities in<br />

theirunitsand complexes,their<br />

interactions with council property officers<br />

and abouttheir overall wellbeingwhile<br />

livingincouncil housing.<br />

The tenants said they loved the<br />

community feel of their complexes and<br />

how close their unitsare to the main<br />

shopping centres andbus stops.<br />

‘‘It’s really important for us to<br />

understandhow our older peopleare<br />

doing and identify any issues so we can<br />

betterserve our community,’’ Deputy<br />

Mayor Neville Atkinson says.<br />

‘‘While we knowthat there’s stillsome<br />

areas we can improve on, we’re really<br />

pleased thatthe majority of our senior<br />

residentsare happy with their units and<br />

we want to make surethat continues.’’<br />

The councillooks after112 units in<br />

Kaiapoi, Oxford, Rangiora and Woodend<br />

thatprovideaffordable housing for older<br />

people who do not own aproperty and<br />

aren’t able to purchase asuitable small<br />

homeinthe district.<br />

The majority of people surveyedare<br />

agedbetween 70 and 84 yearsold and have<br />

beenliving in council housing for several<br />

years, with just under athird of residents<br />

calling the units home for more than nine<br />

years. Some tenants said they wantedto<br />

see improvementstothe overall garden<br />

maintenance of theirproperties, including<br />

moreregular tree and shrub trimming,<br />

better lawncare and increased<br />

maintenance of the grounds.<br />

Autumn is bringingits usual amazing<br />

In someparts of the gardenroses<br />

remain in flower, bulbs are popping<br />

through the groundand trees are slowly<br />

losing their leaves.<br />

This visual display highlights the<br />

complexity of nature.<br />

Life is also complex as we reflect on<br />

AnzacDay and what it means to us as<br />

individuals.<br />

As New Zealanders gathered to mark<br />

AnzacDay our attention turns to the<br />

courageousactions of our service<br />

personal,and the sacrifices theyhave<br />

made across our history.<br />

We taketime to remember the<br />

generations of servicemen andwomen<br />

who without guarantee of asafe return,<br />

left their homesand families for shores<br />

unknown.<br />

Whilewereflect on theirexperiences,<br />

we can also give causetoconsider the<br />

division that exists in our world today.<br />

The event in Ukraineisshockingand<br />

distressing, demonstrating the enduring<br />

act of war and conflict for every<br />

individualtouched—theirlives<br />

touched forever.<br />

Let us never forget the example of our<br />

COVID-19 yourself?<br />

Forthe lucky few, somemild symptoms and a<br />

bit ofwearinessmight be all thatisexperienced.<br />

But from whatI've seen, morepeople are<br />

suffering some pretty severeeffects,many of<br />

which aregoing on forweeks.<br />

Fortunately, many of us were fully vaccinated<br />

and boosted when the Omicron peak hit<br />

<strong>Canterbury</strong>.Ican’t stateenough justwhata<br />

difference that hasmade. People who areatthe<br />

peak oftheir immunity respond much better to<br />

the virus,and recovermorequickly.<br />

Right now,morethan 90,000 people in<br />

<strong>Canterbury</strong> aredue fortheir booster.That’s<br />

why we’reuppingthe ante this month and<br />

reminding people of theimportance of abooster<br />

vaccination.<br />

Winter is fast approaching,and with it, more<br />

Autumn with Art in Gardens provides joy<br />

The joy and happiness gardens and art<br />

bring to many people was obvious to see<br />

at the Autumn with Art in Gardens tour<br />

in Culverden last weekend.<br />

Three gardens, Hemingford, owned by<br />

Lissa Holland, Wynyard, owned by Lou<br />

Davison and The Top Cottage, owned by<br />

Jane McIntosh, were opened to the<br />

public last Friday, Saturday and Sunday<br />

for the second annual garden tour.<br />

The three women are all neighbours<br />

who are also close friends and share a<br />

love of gardening and art.<br />

Lissa said they were pleased with the<br />

way the event went and enjoyed<br />

welcoming people into their gardens.<br />

‘‘Everyone was so admiring of the<br />

artwork, gardens and the gorgeous<br />

autumn colours,’’ she said.<br />

Lissa and Jane are both established,<br />

talented artists and had their own<br />

artwork on show in their gardens and<br />

homes during the tour, while Sarah<br />

Beal, of Rangiora, was the guest artist at<br />

Wynyard.<br />

While Hemingford and Wynyard are<br />

both established gardens, The Top<br />

Cottage garden is awork in progress<br />

which only began last November.<br />

Visitors to The Top Cottage saw the<br />

exciting beginnings of agarden in its<br />

infancy, while at Hemingford, a1<br />

hectare garden established on a955<br />

hectare sheep and cattle farm, alarge<br />

stand of 65­year­old cedars, nestled at<br />

the foot of the Lowry Peaks Range, is a<br />

spectacular feature.<br />

Wynyard has been established on 4<br />

hectares, the large front lawn providing<br />

awide, open view to the southern<br />

Kaikoura Ranges and aNew Zealand<br />

native garden area attracts kereru,<br />

bellbirds, fantails and bellbirds, while<br />

Lombardy poplars along the driveway<br />

up to the homestead provide a<br />

spectacular entrance.<br />

It was an inspired decision by the<br />

three women to open their gardens to<br />

the public during this time of year with<br />

both Hemingford and Wynyard<br />

providing ablast of autumnal colour and<br />

Funds raised from the event go toward<br />

the Autumn with Art in Gardens<br />

Scholarship. Last year it was awarded to<br />

Amuri Area School art student Myla<br />

Fonterra has foreshadowed a$9.30 to<br />

$9.90 payout for eachkilogram of milk<br />

solidswith a$9.60 mid range.<br />

That could yet go higher for the next<br />

forecast in May before the final wrapup<br />

—ifdairyfuturesmarkets are any<br />

indication.<br />

But the list is growing for increasing<br />

costs —interestrates, wages,<br />

fertiliser,agrichemicals,fuel, animal<br />

health, contracting and overall<br />

inflation.<br />

The costproportion is now believed<br />

to be north of $7.50 for each kilogram<br />

of milksolids produced.<br />

Federated Farmers <strong>North</strong><br />

<strong>Canterbury</strong> dairy chairman KarlDean<br />

said this season’srecord forecast<br />

wasn’tlike payoutincreasesofthe<br />

past because costs were rising at the<br />

same time,ratherthan following a<br />

year later.<br />

‘‘It wouldn’t surprise me if it was<br />

$7.50 to $8/kg,’’he said.<br />

‘‘The key is the profitmargin and<br />

that is no more than and could be less<br />

than ayearago whenthe payout was<br />

$7.54/kg.<br />

‘‘We’ve had a$2payout jump but I<br />

doubt we’vehad a$2profitjump.’’<br />

If the forecasted milk price was<br />

adjustedfor inflation, the profit<br />

marginprobablywouldn’t be as high<br />

The Leeston farmer saidfarm costs<br />

Combined rugby competition,but in vastly<br />

contrastingmanners.<br />

WhileSaracens travelled south and<br />

completely blitzed Rakaia, Kaiapoi’s trip<br />

northtoCulverden almost brought about<br />

its undoing, and it was fourminutesinto<br />

injury time before it finallyrepelled the<br />

valiant challengefrom Hurunui.<br />

HurunuivKaiapoi<br />

This match wasathriller,and agreat<br />

display of running rugby.<br />

Kaiapoi had much the better of the first<br />

half and led 19­7 at the break. Manymight<br />

have expected Kaiapoi to run away in the<br />

second half, but Hurunui had different<br />

ideas. Displaying its trademark resilience<br />

it fought its way back into the game to<br />

bringthe scores level22­allwith 20<br />

minutes to play. There was no further<br />

scoreuntilHurunuiwas awarded a<br />

penalty in front,and Kyle Mckenzie raised<br />

throughout, whenever it scored, Woodend<br />

into the secondhalf, the rub of the green<br />

was to go againstWoodend when it was<br />

Safety Improvements aFocus for the<br />

Rangiora-Ashley Community Board<br />

Community safety improvements were akey focus<br />

of the Rangiora-Ashley Community Board meeting<br />

on 13 <strong>April</strong>, with recommendations for animproved<br />

lighting plan for Rangiora and Kaiapoi and safer<br />

parking options around Rangiora Borough School.<br />

The Board endorsed anew lighting concept design<br />

plan for Rangiora and Kaiapoi to help improve the<br />

safety and aesthetics ofthe two town centres.<br />

For Rangiora, the plan includes adding warmer<br />

lighting to improve safety along the main street,<br />

while still using existing heritage light fittings<br />

and poles to protect the history and style ofHigh<br />

Street. The new lighting will also allow the Council<br />

to have more control ofthe lights and even change<br />

the colours for special events and festivals.<br />

In Kaiapoi, the plan includes improvements<br />

to lighting along Williams Street to help local<br />

residents feel safer while walking at night time.<br />

There’s also plans to light up the underside of the<br />

Williams Street Bridge to highlight it as afocal<br />

point in the town centre.<br />

Woodend-Seon Community Board<br />

Working Alongside the Community<br />

The Woodend-Seon Community Board meeting<br />

on 11 <strong>April</strong> focused on parks and recreation<br />

projects including aplayground at Woodend Beach,<br />

proposed removal of hedging in Waikuku Beach,<br />

plans for Seon Hall and the development ofa<br />

spatial plan for Waikuku Beach.<br />

Waikuku residents shared with Board members<br />

their experience of living in the shadow ofalarge<br />

macrocarpa hedge in the beach settlement. Staff<br />

presented the results ofcommunity consultation<br />

carried out in 2021 about the hedge to the Board.<br />

While there was amixed response from residents,<br />

the Board agreed that the hedge should be<br />

removed. Funding will need to be secured from<br />

the Council to complete the removal and aconcept<br />

plan will be prepared for native planting toprovide<br />

habitat, shelter and food for native birds.<br />

Aworkshop was held to explore locations for the<br />

Woodend Beach playground and toilets which will<br />

be redeveloped next year. Residents shared their<br />

ideas about play equipment and possible locations<br />

with the Board.<br />

Drinking Water –<br />

Plumbosolvency Health Notice<br />

In New Zealand, most drinking water is<br />

plumbosolvent, which means it can dissolve very<br />

small amounts of metals from older pipes or from<br />

metal fittings such as taps.<br />

As an example, when you turn off atap there will be<br />

asmall amount of water left in the tap body. If this<br />

water is left sitting inthe tap for hours it may<br />

dissolve metals from the tap body.<br />

Although the health risk isnegligible, your local<br />

Council is recommending that all households flush a<br />

cup of water from their drinking water taps each<br />

morning before use.<br />

This is in line with the Drinking Water Standards for<br />

New Zealand.<br />

All households are advised to take this precaution,<br />

whether they are on apublic orprivate water<br />

supply.<br />
